Global enforcement agencies crack down on food and consumer goods fraud A growing awareness amongst the general public of the hugely detrimental effects of food and consumer goods fraud has led to increasing efforts by global enforcement agencies to combat this rapidly expanding phenomenon that is now proving to be equally as lucrative to the criminal networks as the narcotics trade. Food Since the horsemeat scandal in 2013, EU officials have acknowledged that there remains a large gap in their enforcement mechanisms for food fraud. In an effort to combat this, the European Commission set up a new anti-fraud team of experts from all 28 member countries in July of last year. This new department has since worked on a range of cases, such as a more recent horsemeat scandal in southern France in December 2013 where the seizure of carcasses by the gendarmerie led to the discovery that many of these horses were bought from pharmaceutical companies, making them illegal under French legislation which specifies that horses used for testing are not suitable for consumption. Adulterated food products are believed to cost the food industry between $10- 15 billion annually. The impact of this issue therefore means that a range of techniques needs to be employed in order to fight back; simply employing more legislation is not a sufficient solution. Food and consumer goods fraud has rapidly evolved in order to bypass preventative measures and now there are growing concerns about the role organised crime has to play in these schemes. One example of how organised crime can play a part within food fraud can be found within an operation recently undertaken by Interpol and Europol, conducted underneath the leadership of the UK IPO and the Food Standards Agency in December 2013 and January 2014. This mission targeted the production and sale of fake and substandard food and drink. Operation Opson III spanned across 33 countries in Europe, Asia and the Americas and resulted in the seizure of more than 1200 tons of food and nearly 430,000 litres of drinks. The operation also discovered an organised crime network in Italy that was involved in the manufacturing and distribution of fake champagne. This was a fairly large scale raid as materials to prepare 60,000 bottles were seized, 3 people were arrested and 24 others were reported to the police. This type of counterfeiting demonstrates an even bolder form of fraud than simple substitution. Global enforcement agencies crack down on food and consumer goods fraud

A growing awareness amongst the general public of the hugely detrimental effects of food and consumer goods fraud has led to increasing efforts by global enforcement agencies to combat this rapidly expanding phenomenon that is now proving to be equally as lucrative to the criminal networks as the narcotics trade.

Since the horsemeat scandal in 2013, EU officials have acknowledged that there remains a large gap in their enforcement mechanisms for food fraud. In an effort to combat this, the European Commission set up a new anti-fraud team of experts from all 28 member countries in July of last year. This new department has since worked on a range of cases, such as a more recent horsemeat scandal in southern France in December 2013 where the seizure of carcasses by the gendarmerie led to the discovery that many of these horses were bought from pharmaceutical companies, making them illegal under French legislation which specifies that horses used for testing are not suitable for consumption.
