Since the advent of the “recycling law,” the Mu-
nicipal Waste, Planning, Recycling and Waste Reduc-
tion Act (Act 101) that was enacted in 1988, we have
attained a recycling rate in Bucks County of about 35
percent. The legislation addresses the residential recy-
cling of paper, food and beverage containers (glass,
aluminum, steel and plastic) and many materials gener-
ated in commercial establishments. However, there are
still many products and materials that can be reused
and recycled that are not addressed by the legislation.
The Guide to Recycling in Bucks County was
first published in 1997 during a time when recycling
efforts had attained great success. Curbside recycling
programs were in place and the amount of material
being discarded into the municipal waste stream was
significantly reduced. As a result, many people were
searching for ways to divert even more material from
the waste stream that were not typically part of the
curbside programs. In response to these inquiries, this
guide was developed to provide suggestions that would
aid in the reuse and recycling of many products and
materials. These materials typically require the ‘owners’
to take it upon themselves to locate a facility or pro-
gram that will accept such items for reuse or recycling.
This guide was designed to assist them in doing that.
Now, ten years after the preparation of the first
Guide to Recycling in Bucks County, it is necessary to
update it in order to include new information on where
many products and materials may be taken for reuse or
recycling. Whether measuring by the number of units or
total weight, one waste category in particular has in-
creased at a greater rate than any other --- electronics.
Old computers and their peripherals, televisions, and
cell phones are being disposed of at an alarming rate.
The National Safety Council estimates that by the end
of 2007, Americans will have discarded as many as
500 million computers. Due to the hazardous compo-
nents in many electronics, most notable being lead, old
computers and portable televisions have now become
a regular part of the Southeastern Pennsylvania Re-
gional Household Hazardous Waste Collection Pro-
gram.
Many household materials are considered haz-
ardous and are no longer permitted to be disposed in
the local landfill. Therefore, individuals who chose to
purchase these materials need to accept some of the
responsibility for their proper disposal. Whether it is that
next computer, cell phone, or a non-recyclable helium
tank to fill a bouquet of party balloons, the ultimate dis-
posal of that product should be considered prior to its
purchase. We cannot expect that “they” will provide a
ready means of disposal for a product just because its
owner is ready to dispose of it. There may not always
be a readily available facility to accept our particular
waste.
The Guide to Recycling in Bucks County is de-
signed to provide information and ideas on how and
where to properly recycle, or dispose of, if appropriate,
a variety of materials typically generated from resi-
dences that, at the very least, are reusable or recycla-
ble, but may also have potentially harmful impacts on
the environment if they are simply thrown into the regu-
lar trash.

It is not expected that this guide will provide the answer
for every possible material that is destined to be dis-
posed of in the residential trash. But it will help in pro-
viding some direction on how to handle many of these
products and materials.
The information will provide you with some specific
ways to recycle materials that may have been consid-
ered nonrecyclable as well as cause the reader to re-
evaluate their current buying habits. A review of this
guide will also show that some items, due to their haz-
ardous characteristics, need to be stored until the next
household hazardous waste collection program. Which
only serves to emphasize the need to buy only what
you need of a product for the job at hand?

There is no site or facility where a resident can take products such as poisons (insecticides, herbicides),
solvents (gasoline, kerosene, paint thinner), oil-based paint, etc. for proper disposal. The company that
we work with at our scheduled Household Hazardous Waste (HHW) Collection days are regulated such
that they are not permitted to accept material transported to their facility by the public. It is suggested
that someone who has HHW, and must get rid of it now, find a friend or relative who is willing to accept
the material for the purpose of using it or storing it until a future collection event. Dates, times and
locations of upcoming collection events may be obtained from the Bucks County Planning Commission

What can you bring? As many as three old Computers and up to 25 gallons or 220 pounds of Haz-ardous Products. Read the label! Hazardous Products will have cautionary words on the label. For example: Danger, Warning, or Caution. Other words or phrases that can signal hazardous products include: poisonous, hazardous, com-bustible, flammable, corrosive, volatile, caustic, irritant, explosive, toxic, use with adequate ventilation, or avoid inhaling.
If there are no words indicating it is a hazardous product, it likely isn’t.
Why? Household products containing toxic chemi-cals, like pesticides, oil-based paints, sol-vents, cleaning prod-ucts, weed killers and automotive batteries can be a threat to peo-ple and the environ-ment if improperly dis-carded. Never throw these materials into the trash, as the toxic chemicals may harm sanitation workers, or result in fires in collec-tion vehicles. It is also not safe to pour them into a sink or storm drain as they can end up in the environment polluting the air, water, or soil.
