7 The proposed Mail messaging solution should support Web based client. All necessary licenses should be included as part of proposal.

The proposed Mail messaging solution should provide native Web based client as well as native Desktop clint for Windows/Mac/Linux OS environments. All necessary licenses should be included as part of proposal

As per SCL RFP. Native thick client shall be treated as an add on feature only.

23 The proposed Messaging Solution should support POP3 / IMAP / HTTP and SMTP / MIME protocols over normal and secured channels

25 The Directory Server to be proposed with the messaging solution should provide user’s authentication using industry standard authentication mechanism compliant with LDAP v3.0/latest

The Directory Server to be proposed with the messaging solution should provide user’s authentication using industry standard authentication mechanism compliant with LDAP v3.0/latest to be deployed in a multi master mode to avoid any single point of failure.

As per SCL RFP. Deployment of LDAP in a multi master mode is implementation issue.


29 The proposed messaging solution should have support for Enhanced Simple Mail Transfer Protocol (ESMTP) facilitating secured authentication.

The proposed messaging solution should have support for Enhanced Simple Mail Transfer Protocol (ESMTP) and Postscreen facilitating secured authentication and relay.

As per SCL RFP. Postscreen facility shall be treated as add on feature only.

1 MAPI and EWS Support for MS Outlook integration

The poposed messaging software should support MAPI protocol for integraion with MS Outlook 2010/2013 in order to synchronise mail, calendar, contacts, GAL lookup, Oout of Office etc. The solution should also provide support for Exchange Web Services for integration with MS Outlook 2016 and Outlook on Mac or Apple mail client.

3. 4 Instructions to Tenderers (PT) 22 Samples, if called for, should be submitted free of all charges by the tenderer and the Purchaser shall not be responsible for any loss or damage thereof due to any reason whatsoever. In the event of non-acceptance of tender, the tenderer will have to remove the samples at his own expense.

As the Hardware samples are Back to Back supplied by the respective OEM’s against the order loading. We would request you to kindly validate the features and specification as per the Datasheet and Technical Compliance. If any Hardware is required request you to kindly do the PoC where the liability will be with respective OEM.

4 4 Instructions to Tenderers (PT) 24 The tenderer should provide, the name of his bankers as well as the latest Income-Tax clearance certificate duly countersigned by the Income-Tax Officer of the Circle concerned under the seal of his office, if required by the Purchaser during evaluation of tender.

As you are aware that the submission of all Income-tax and other documents related VAT, Service Tax etc are submitted online and hence does not required signature. Keeping in view of the same the point should be removed or amended.

In case of on line submissions of Income tax, service tax and VAT returns/ documents, self attested documents shall be submitted.

5 4 24 Approximate net and gross weight of the items offered shall be indicated in your offer. If dimensional details are available the same should also be indicated in your offer.

The required details will not be exact and will be as per the Technical Literature of the products quoted in the RFP.

6 5 The Bid should contain the following information

31a The payment will be released to the Indian Agents within 30 days from the date of acceptance of the goods.

This point is conflicting with other point which is laid against the Terms of Payments in case of Indigenous Suppliers mentioned on page 86 as below. The payment shall be remitted as under: 90% of the value shall be paid within 30 days of the receipt of the materials at purchaser site and the balance 10% amount shall be payable on successful installation, commissioning and acceptance of the entire project at Purchasers site against a Performance Bank Guarantee (refer clause no. n8(f)). In the event of the Contractor not being able to provide the Performance Bank Guarantee the payment of balance 10% amount shall be made after the expiry of the warranty period. While the purchaser bank charges shall be borne by the purchaser, the contractor shall bear the bank charges payable to his banker including the charges towards advising / amendments / commissions etc. kindly clarify the Payment terms.

The terms of payment shall be as mentioned in SCL’s RFP. Point No. 31-a, pertain to release of Agency commission to Indian agents, if applicable.

7 5 The Bid should contain the following information

31b Recommended spares for satisfactory operation for a minimum period of five years

It will be maintained as per the Support / SLA required in the RFP.

Vendor is required to provide quote for recommended spares (after expiry of warranty period) for satisfactory operation for a minimum period of five years, which shall be uploaded as a separate PDF file under tab supporting documents from vendors. However, the same shall not be considered for commercial evaluation of the quote.

8 Kindly clarify M/s SCL will provide Custom Duty Exemption Certificate, so that the prices will can quoted accordingly.

The same is clarified / mentioned under point no. 2 of Vendor Specified Terms of the tender.

9 88 Post Warranty Services / Support 13 The contractor to quote for Post Warranty AMC charges per year for a period of 5 years separately for the tendered stores. The contractor shall provide the price lists for above as a separate Annexure in Commercial bid.

There is no option in the online price bid to upload the AMC Prices or do we need to upload the sheet separately.

Quote for AMC charges shall be uploaded as a separate PDF file under tab Supporting Document from Vendors.

10 88 14 The contractor shall provide the list of recommended spares and consumables and quote for the separately. The contractor shall provide the price lists for above as a separate Annexure in Commercial bid.

The storage enclosure shall be populated with 600/900 GB 10K RPM or higher sized dual port enterprise SAS on 6G SAS

Current generation arrays support 1200GB and 1800GB Disk drives, Kindly allow quoting larger than 900GB Drives or 600GB 10K SAS or SSD disks if better performance is needed.

3. 31 The usable file system capacity should be calculated excluding NAS OS overhead and snapshot overhead. Minimum 20% of disk space should be considered for snapshot reserve.

Are you looking at bidders to propose 2TB extra capacity over and above 10TB capacity?

As per SCL RFP, specifications are for 10TB usable storage capacity at the file system level excluding NAS OS overhead and Snapshot overhead. For snapshot reserve, minimum 20% disk space is required.

4 35 The offered storage controller (each controller) shall support minimum throughput of 800 MB/sec per controller

Normally supporting 800MB/sec is not a issue but delivering this throughput may need additional SAS disks then needed to supply 10TB capacity, Understand its acceptable.

5 39 Minimum 2 iSCSI ports Minimum 2x10Gbps iSCSI ports Pls define speed of iSCSI ports. Also please clarify if same NAS port be used for iSCSI traffic.

Issuing of Income Tax clearance certificate (ITCC) as been abolished by the Government of India vide ITCC circular No. 2/2004 dated February 10th, 2004 (copy could be furnished, if required) stating that no Income Tax Clearance Certificate shall be required to be furnished by any person while filing a tender. Trust our Submission is considered for review of this term.

In case of on line submissions, self attested copy of Income tax clearance certificate shall be submitted.

2. 6 Eligibility Criteria 3.7© The bidder shall have an average annual Sales Turnover of more than ₹3 (three) Crore during the last three financial years. This turnover should be on account of Information and communication technology systems Development & Implementation (i.e., revenue should be on account of System Integration Mail Massaging solutions and their associated maintenance or implementation services packaged software, etc.) only

Pl. advise as we are in the business of Information Security, Availability, Business Continuity and Assurance solutions. A part of this is also eMail and Messaging Security solutions.

3. 7 Eligibility Criteria 3.7(d) The bidder, in the last five years, must have successfully implemented (supplied, installed and commissioned) at least 3 (three) projects involving setting up of mail Massaging Solution, each of value exceeding 30 lakhs, in India. One project out of above three, should have been executed in government sector, viz., UGC approved University / PSU / Scheduled Banks / Defence / any State or Central Government Institute/Department/Organisation. The bidder shall submit documentary proof pertaining value of the works (PO/Contract agreement, etc.) satisfactory installation and acceptance of their above works (Performance certificate duly signed by the authorised signatory of the client organisations with eMail & contact details)

We request for a relaxation in this criteria to allow for participation. eMail/Messaging Solutions POs may not be of these quantums, in our experience. Also, if we could demonstrate ability and qualification using non-Govt. POs from enterprise companies of unquestionable repute

4. 7 Eligibility Criteria 3.7(e) Vendor/bidder shall furnish a certificate, along with the technical bid, from the OEM of components confirming the followings:- i.The offered product is not an obsolete product. ii.The offered hardware/software components will not reach end of support for atleast seven years from the date of supply at SCL. iii.The OEM does not have any objection on retention of failed media at SCL during warranty replacements (Server and storage hardware, etc.) iv.The offered hardware/software components are supported back to back by the OEM during the warranty period. v.The Bidder should have its own after sales support facilities for providing technical assistance within 24 hours and to get the faulty equipment, if any, serviced/replaced through OEM during the warranty period of 3 years. The support facilities should be fully owned by the Bidder/OEM and managed by their permanent employees (company payroll) and not through franchisee(s). vi.The Bidder shall not be under declaration of ineligibility for corrupt or fraudulent practices.

Does the participating bidding company need to certify all of this? Yes, as per RFP.

5 8 Eligibility Criteria Will you accept our bidding in the form of a consortium, where competent, independant entities come together to jointly bring their individual strengths together for the best delivery of the product(s)/solution/services to the SCL? Do confirm.

Pl. advise, ICSA certificate of any year would be acceptable? AntiSpam should be ICSA certified.

7 39 10 The solution should provide tools to handle disaster recovery scenarios like reconnection to the directory services user account, support for recovery of individual or group of mailboxes, support for merging or copying recovered mailboxes’.

Is this in the context of HA or Disaster Recovery at the remote site or in the context of Backup Recovery? Kindly clarify.

This is in context of HA i.e. DC level and not DR at remote site.

8 39 12 The proposed Mailing Solution should be capable of retaining mails data for at least 5 years

To adjust storage requirement for 5 years we need to know the per user mailbox size that needs to be catered for. Kindly clarify

Sizing of storage has already been done under ‘Storage Capacity’ point of ‘Storage Specification’ (7.02.04) of ‘Technical Specifications for Supply, Installation and Implementation of Mail Messaging Solution’ document.

9 39 14 The proposed Messaging Solution should support enhanced version of Mail Relay – TLS based relay

Within Zimbra, client to Zimbra will be TLS, but from Zimbra to eMail gateway from external to eMail gateway it should support TLS, or this would not be possible. Kindly clarify.

The messaging solution should support TLS so that wherever feasible, it may be implemented.

10 40 15 On reaching quota limit, User should be able to read/delete mails but cannot send or forward mails

Incoming eMail will be bounced; access to mailbox will be restricted. Kindly clarify if our understanding is correct.

As per SCL RFP, on reaching quota limit, User should be able to access mailbox to read / delete mails but sending mails not allowed.

11 40 17 The proposed mailing solution should allow users to view / download common mail attachments - .doc, .xls, .ppt, .docx, .xlsx, .pptx etc’

These can only be downloaded & viewed in their respective native application. Kindly clarify if our understanding is correct

As per SCL RFP, preview of documents on the web client, should be available. If required, the user can download the file to their local thick client.

12 40 18 Mail Stripping: The proposed mailing solution should not duplicate the attachments, thus providing single instance of storage. Mails sent to multiple recipients with attachments to be stripped of all attachments to all recipients as per policy defined. The attachment(s) should be stored at a shared central location and only links to this location shall be provided in the mail for accessing the attachments

Fortimail supports HTML content and attachments stripping: To protect the eMail users, eMails are stripped of any potentially malicious content and links which may lead to malicious content. The following improvements are made: -Option to choose modified/unmodified eMail copy to be delivered to original host or alternative host. -All attachments and HTML content from eMails are stripped and only plain text to specific MTA is delivered. But if you are asking fpr URL/duplicate attachment: we would need to consider a third party application, increasing costs. Kindly clarify if our understanding is correct.

As per SCL RFP, Mail stripping is for the purpose of single instance of storage of attachment sent to multiple users.

13 46 42 The proposed messaging solution should provide a dynamic mail routing feature to automatically select the best routing for the mails and to directly deliver mails to parallel queues running on the server, thereby removing mail delivery bottlenecks

Fortimail supports the methods mentioned on the link http://docs-legacy.fortinet.com/fmail/5-1- 0/admin/index.html#page/FortiMail_Online_Help/policy_08_14.html.

As per SCL RFP, Dynamic mail routing feature is with regard to mail messaging software and not Gateway appliance.

14 96 30 The Contractor shall also undertake the supply of additional number of items covered by the order as considered necessary by the purchaser at a later date, the actual price to be paid shall be mutually agreed to after negotiations

We do not understand this point, kindly clarify Any additional quantity of items shall also be supplied if considered necessary by purchaser at a later date on the ordered / negotiated prices.

15 99 35 Security Interest - On each item to be delivered under this Contract, including an item of work in progress in respect of which payments have been made in accordance with the terms of the Contract, purchaser shall have a security interest in such items which shall be deemed to be released only at the time when the applicable deliverable item is finally accepted and delivered to the purchaser in accordance with the terms of the Contract. Such security interest of the purchaser shall constitute a prior charge as against any other charge or interest created in respect of such items by any entity

We do not understand this point, kindly clarify The point is self explanatory which states that on each item to be delivered under this Contract, including an item of work in progress in respect of which payments have been made in accordance with the terms of the Contract, purchaser shall have a security interest in such items which shall be deemed to be released only at the time when the applicable deliverable item is finally accepted and delivered to the purchaser in accordance with the terms of the Contract. Such security interest of the purchaser shall constitute a prior charge as against any other charge or interest created in respect of such items by any entity.

For a better availability and independence of underlying environment (such as Operating Systems and Storage platform ) it is advisable to also have application level clustering for high availability. Request you to kindly confirm if you would prefer application level clustering for High Availability and Load Balancing Capability?

For a better user experience and security features such as remote wipe and support for encrypted

emails, we would recommend the mobile access to be through active sync for over the air synchronization with compatible app on supported devices. Would SCL want these capabilities for mobile access of emails be included by the bidder for better security and control?

3. 39 Item Specifications – V 12 The proposed Mailing Solution should be capable of retaining mails data for at least 5 years.

Request you to kindly advise on the average size of mails and the average number of mails that each individual receives each day.

As per SCL RFP. Sizing of storage has already been done under ‘Storage Capacity’ point of ‘Storage Specification’ (7.02.04) of ‘Technical Specifications for Supply, Installation and Implementation of Mail Messaging Solution’ document.

4. 44 Item Specifications – V 30 The proposed messaging solution should provide SSL/TLS and MIME support for encrypted communication.

Would you also want the users to be able to send and receive signed and encrypted emails through the integrated PKI infrastructure?

This feature is a part of SCL RFP.

5 46 Item Specifications – VI 43 The proposed messaging solution should come with its own proprietary webmail client ( and Not a free, open-source webmail client) with rich, interactive, webbased interface for end user functions ( accessible via and HTTPS)

Would request you to also consider to ask for a native thick client as it provides rich features such as offline capability and local search etc.


6 51 Item Specifications – VI 59 The proposed Mailing solution should have the ability to attach a single or multiple documents at a time while composing the mail

Would you want to provide users the flexibility to also drag and drop attachments to attach the emails?

As per SCL RFP. Drag and drop flexibility shall be treated as an add on feature only.

7 58 Item Specifications – VII 90 Two factor Authentication for roaming users through OTP.

Please advise if the OTP will be provided by SCL or needs to be provided by the bidder.

As per SCL RFP software for Backups is part of RFP.

9 59 Item Specifications – VIII 97 Journaling: The proposed messaging solution should provide archiving and journaling capabilities for all mail boxes on the server as per compliance / Archiving & Retrieval / Disaster Recovery requirements.

Do we need to provide the solution in DC only or is a DR setup part of the solution as well?

As per SCL RFP. ( DR setup is not in the scope of tender. )

Even if you wouldn’t want to use the same instantly the product should have the feature to provide the capability going forward with an integrated interface and tight integration owing to the instant messaging solution being from the same OEM.
