Section1-PlanIntroduction1.1 PurposeThepurposeofthisFloodSafetyPlanistoensuretheeffectiveperformanceofReclamationDistrict773responsibilitiesinafloodemergencyincollaborationwithotherjurisdictionsperformingemergencyfunctionswithinandaroundtheDistrict.ThisplanistobeusedinconjunctionwiththeemergencyoperationsplansoftheStateofCaliforniaandtheSanJoaquinOperationalArea(SJOA)tofacilitatemulti-jurisdictionalcoordinationwithinDistrictboundaries.Althoughthisisapublicdocument,specificproceduresandinformationofasensitivenatureaswellaspersonalinformationmaybeeditedoutofpubliclyavailableversions.Thefulldocumentissubjecttorestricted-usehandlingprocedures.ThisplanmeetstherequirementsofSection9650oftheCaliforniaWaterCode.

1.2 ScopeReclamationDistrict773isanindependentjurisdictionwithresponsibilityfortheoperationandmaintenanceoftheleveesystemwithinitsjurisdictionalboundaries.ThisDistrictemergencyoperationsplancoversonlydetailedproceduresforDistrictresponsibilities.OperationalplansofotherjurisdictionswithpublicsafetyresponsibilitieswithintheDistrictarereferencedinthisplan.Thisplanwillcoverindetailthefollowing;

• DistrictFloodPreparednessProcedures• DistrictLeveePatrolProcedures• DistrictFloodFightProcedures• DistrictFloodWaterRemovalProcedures• DistrictRecoveryandAfter-ActionProcedures

1.3 PlanStructureThisFloodSafetyPlanisstructuredasatraditionalfunctionalemergencyoperationsplaninaccordancewithComprehensivePreparednessGuide(CPG)101v.2.0issuedbytheFederalEmergencyManagementAgency(FEMA).Consistentwiththatguidance,andbecauseoftheDistrict’slimitedresponsibilitiesandlackofinternaldepartments,thisemergencyoperationsplanconsistsofthisBasicPlanandonehazard-specificannex,AnnexA–FloodContingencyMap.TheDistrict’sexistingfloodcontingencymapwillconstitutethisAnnexAcontainingtheDistrict’sspecificfloodresponseprocedures.ThemostcurrentfloodcontingencymapforthedistrictcanbeaccessedattheSJOAfloodcontingencymapwebsite(SeeFigure1.1).

Section2-ConceptofOperations

2.1SituationOverviewSeetheSJOAHazardMitigationPlanforacomprehensivefloodriskassessmentfortheCountyofSanJoaquin.SeeAnnexAforDistrictboundaries,levees,pumpingstations,supplydepots,historicalfloodingsummary,locationsofpastbreachesandareasofhistoricseepageorerosion,topography,andcharacteristicsofwaterwaysfrontingDistrictlevees.ReclamationDistrict773isresponsibleformaintainingtheleveesystemthatprovidesfloodprotectionforprimarilyagriculturalland.TheDistrictwasformedin1906,andencompassesanareaofnearly6,900acres,surroundedby18.7milesoflevee,alllocatedwithinSanJoaquinCounty.ReclamationDistrict773islocatedwithintheboundariesoftheSouthDeltaWaterAgencyandisborderedbyFabianandBellCanaltothenorth,OldRivertothewestandsouth,andSalmonSloughtotheeast.EmergencyingressandegressroutesareviaTracyBlvd.

ReclamationDistrict773leveesystemprotectsprimefarmland,nearly20residenceswithanoverallpopulationoflessthan70andseveralnon-residential,agriculture-relatedstructures.

AfailureorbreachoftheReclamationDistrict773leveesystemcouldresultinfloodingoftheDistricttodepthsofapproximately9feetonaverage.

ReclamationDistrict773alsoprovidesmanyuniquebenefitstotheStateofCaliforniaandthepublic.TheprotectionandpreservationofwaterqualitywithintheDeltaaswellaswaterqualityfortheStateandFederalWaterProjectsisacriticalfunctionoftheReclamationDistrict773leveesbydisplacingwaterandtherebymaintainingfavorablefreshwatergradientswithintheDelta.AleveebreakonReclamationDistrict773wouldincreasetherateandareaofmixingandwouldallowthesalinewaterfromtheSanFranciscoBaytomovefurtherupstream,jeopardizingthefreshwatersupplyexportedfromtheDelta.

Furthermore,theintegrityoftheReclamationDistrict773leveesystemiscriticaltotheproperfunctioningoftheDWR’sSouthDeltaTemporaryBarriersProjectwhichhelpsincreasewaterlevels,circulationpatterns,andwaterqualityinthesouthernDeltaareaforlocalagriculturaldiversions.

FloodingofReclamationDistrict773couldalsoimpactregionaltransportationandemergencyaccess.Forexample,TracyBlvd.providesaccessfromTracytoStateHighwayRoute4andservesasakeyemergencyaccessrouteintoandoutoftheDelta.Similarly,floodingofReclamationDistrict773couldimpactahigh-voltageelectricaltransmissionlineoperatedbyPacificGasandElectriconReclamationDistrict773.

Finally,ReclamationDistrict773providesmultipletypesofhabitatandharborsavarietyofspeciesthatwouldbeseverelyimpactedbyflooding.Iftheseimpactsrequiredmitigation,thecurrentcosttoreplacethosehabitatvalueswouldrangefrom$65,000to$145,000peracre.



2.2. GeneralApproachtoSeasonalFloodOperationsDistrictpersonnelwillcarryoutroutinepreparednessactivitiesatthebeginningoffloodseasonasdescribedbelow.AnnexAofthisplandescribestheconceptofoperationsforactiveDistrictfloodfightactivities.Section3,OrganizationandResponsibilities,ofthisBasicPlandescribesauthoritiesandresponsibilitiesforperformingroutineandemergencyactivities.

2.2.1 RoutinePreparednessandInfrastructureMaintenanceDistrictperformsthefollowingroutinepreparednessactions.

1. InspectDistrictleveesonaroutinebasis2. Ongoingandroutinebaitingandgroutingprogramforgroundrodents3. Ongoingandroutinevegetationcontrolprogram4. AnnualinspectionandinventoryofDistrictfloodfightsupplies5. Semi-annualjointinspectionofleveeswithStateinspectors

Districtdoesnotownormaintainpumpingstationsforinternaldrainagecontrol.NoculvertsorthroughleveepipesexistwithinDistrict.

2.2.2 MonitoringandAnalysisTheDistrictwillmonitorandanalyzewaterconditions,elevations,andforecastsforwaterwaysaffectingDistrictleveesthroughoutfloodseasonforthepurposeofpromptlyidentifyingheightenedthreatstotheintegrityofDistrictleveesystems.Theobjectiveofthismonitoringeffortistoidentifyconditionsthatwarrantadditionalactionsbeyondroutinefloodseasonpreparednessactivities.TheDistrictwillusethefollowinggaugesandinformationsourcesinitsmonitoringeffort:

2.3 PublicAlertandWarningTheDistrictwillpromptlynotifyjurisdictionsresponsibleforalertingandwarningofthegeneralpublicuponidentificationofathreattoDistrictlevees.TheDistrictwillprovidedetailedinformationonthecharacteristicsofthethreatandwillassist,totheextentpossible,withnotificationofthepublicifrequested.Allalertandwarningofthegeneralpublicwillbecarriedoutinaccordancewiththeplansofprotectedjurisdictions.JurisdictionsresponsibleforalertingandwarningofthegeneralpublicwithinDistrict.

AlertingandwarningwillbeconductedjointlybythesejurisdictionsthroughtheSJOAusingtheprocedurescontainedintheSJOAWarningAnnex(seewww.sjgov.org/oes).TheDistrictwillprovidearepresentativetotheOperationalArea(OA)andSJOAJointInformationCenter(JIC)toassistwithalertandwarningmessagesifrequested.EvacuationmapsandbrochuresforthepublicareavailableatadedicatedwebsitemaintainedbySJOA(SeeFigure2.1).ThesemapscontaininformationonreceivingalertsandwarningswithintheDistrictalongwithevacuationandsafetyinstructions.Accordingto

SanJoaquinCountyOES,noevacuationmapsexistsforthisDistrict,howevertheremaybeonedevelopedinthefuture.Checkthefollowinglink(seewww.sjmap.org/evacmaps)toseeifevacuationmapshavebeendeveloped.

2.4 FloodFightOperationsFloodfightoperations,includingleveepatrol,willbeconductedinaccordancewiththeproceduresinthisBasicPlanandthoseshownonAnnexA.AnnexAdisplaystheDistrict’sconceptofoperationsforemergencycommunications,patrol,floodfight,anddewateringoperations.ThisconceptofoperationsandresponseprocedureswillbemodifiedasneededbytheDistrictIncidentCommandertomeetthedemandsofactualemergencyconditions.PlansofjurisdictionswithresponsibilityforwarningandevacuationwithintheDistrictarereferencedonAnnexAaswellasinthisplan.

2.5 FederalandStateDisasterAssistanceTheDistrict’spolicyistomaintainmitigationandemergencyplansandprocedures,andthephysicalconditionofitsleveesatthelevelrequiredtobeeligiblefordisasterassistanceundertheFederalStaffordActandPL84-99programsandtheCaliforniaDisasterAssistanceAct(CDAA).Emergencyoperationswillbeconductedanddocumentedincompliancewithconditionsofthoseprogramsforreimbursementofdisasterexpenses.TheDistricthasassigneditscontractengineeringfirmtomaintainnecessarydocumentationduringanemergencyandtoparticipateinanyavailableassistanceprogramsafteradisasteronbehalfoftheDistrict.ToensurethattheDistricttakesstepstoquicklyaccesstherecoveryprocess,theseactionsshouldbeconsideredifanincidentisimminentoroccurring:

Section3–OrganizationandAssignmentofResponsibilities3.1 OrganizationTheDistrictwilluseitspaid,contract,andvolunteerstaffasshownbelowtoperformitsresponsibilitiesinafloodemergency.Districthiresadditionalstaffunderthejobdescriptionof“EmergencyLeveeWorker”forleveepatroloncemonitoringeffortsindicatethatconditionsforinitiatingleveepatrolwillbereached.EmergencyworkerswillworkunderthedesignatedDistrictIncidentCommander.

3.2 AssignmentofResponsibilitiesTheDistrictBoardofTrusteeshasmadethefollowingassignmentsofauthorityandresponsibilitytoensurethatneededemergencyactionscanbetakenpromptlyandefficiently.

3.2.1 MakeLegalandFinancialCommitmentsonbehalfofDistrictAnysingletrustee,theDistrictEngineer,ortheDistrictSecretary/LegalCounselareauthorized,oncetheBoardhasconcurredthatalocalemergencyisoccurring,to1)makealegalorfinancialcommitmentonbehalfofDistrictduringemergencyoperationsand2)purchaseadditionalfloodfightsuppliesormaterials.Thereisnolimittothecommitmentthatcanbemade.Anysingletrustee,theDistrictEngineer,ortheDistrictSecretary/LegalCounselcantaketheseactionsuponrecognitionofathreattoleveeintegrityevenwithoutpriorBoardconcurrencethatalocalemergencyisoccurring,butinthiscasetheBoardmustbenotifiedoftheactionwithin24-hours.TheDistrictPresidentorSecretary/LegalCounselwillsignwrittencontractswithprivatevendorsorotherpublicagenciesstemmingfromemergencyactionsasdescribedabove.

3.2.2 RepresentDistrictinOperationalAreaEmergencyManagementCommitteeTheDistrictEngineerisauthorizedandresponsibleforrepresentingtheDistrictatunifiedfieldcommandsasmaybeestablishedbytheSJOA.TheyarealsoresponsibleforrepresentingtheDistrictattheSJOAmanagementcommittee.TheseDistrictrepresentativesmayspeakfortheDistrictinmattersoftheconditionofDistrictlevees,inputtoprotectiveactiondecisionsbeingmadebypublicsafetyagencies,andanyrequeststomodifyorconformDistrictresponsethatcomeoutofthemulti-agencycoordinationprocess.TheBoardPresidentwillissueaDelegationofAuthorityletter(seeAttachment2)confirminganddefiningthesespecificauthoritiesatthetimeofanemergencyandformallyidentifytheDistrictIncidentCommanderandDeputyIncidentCommanderuponreachingthetriggerconditiondescribedinSection2.2.3.

3.2.3 ProvidePublicInformationTheDistrictSecretary/LegalCounselisauthorizedtospeaktothemediaonbehalfoftheDistrictaspartoftheSJOAJointInformationCenter(JIC).

3.2.4 MaintainEmergencyEquipment,Supplies,andResourcesTheDistrictdoesnotmaintainsupplies,andresourcesforemergencyresponse.

3.2.5 MonitorWaterConditions,Elevations,andForecastsTheDistrictEngineerisresponsibleformonitoringwaterconditions,elevations,andforecastsforthepurposeofidentifyingconditionswarrantingadditionalactionbeyondroutinefloodpreparednessasoutlinedinthisplan.

3.2.6 Activateand/orDirectDistrictPersonnelDuringEmergencyOperationsTheDistrictEngineerisauthorizedandresponsibleforactivatingDistrictpersonnelandresources,forrequestingorprovidingmutualaidassistancefrompublicagencies,andforsupervisingDistrictpersonnel,contractors,and/ormutualaidresourcesassignedtoDistrictfor1)leveepatrol,2)floodfightoperations,and3)Districtde-wateringoperations.TheBoardPresidentwillissueaDelegationofAuthorityletter(seeAttachment2)confirminganddefiningtheseauthoritiesasnotedinSection3.2.2andissueanEmergencyResolution(SeeAttachment3).

3.2.7 DocumentExpenditures,EmergencyActions,andRequestsforMutualAidTheDistrictEngineerisauthorizedandresponsibleformaintainingnecessarydocumentationofemergencyexpenditures,damagetoDistrictinfrastructure,anduseofsupplyinventoriesinaccordancewiththerequirementsoffederalandstatedisasterassistanceprograms.TheDistrictEngineerisauthorizedandresponsibleforthepreparationandsubmissionofdisasterassistanceclaimsduringtherecoveryperiodthroughallfederalandstatedisasterassistanceprogramsthatmaybeapplicableandrelevanttoDistrictcosts.



Section4–Direction,ControlandCoordination4.1 ManagementandControlofDistrictOperationsandCoordinationwithinDistrictDistrictpersonnelauthorizedandresponsibleforcarryingouttheactionsoutlinedinSection3,OrganizationandResponsibilities,willusethedirection,control,andcoordinationfacilitiesandprocessesdescribedinthissection.Communicationsandlogisticssystemsforcommand,coordination,andresponsearedescribedinSections5and6.DistrictpersonnelwillusetheNationalIncidentManagementSystem(NIMS),andtheStandardizedEmergencyManagementSystem(SEMS),toorganizeDistrictresponseactivities.DistrictpersonnelwillcomplywiththeproceduresoftheSanJoaquinCountyUnifiedFloodFightCommandtowhichtheDistrictisassigned,theSJOAMulti-AgencyCoordinationSystem(MACS)oranyother“asneeded”commandstructureputinplacebylocalofficialsforpurposesofinter-agencycoordination.

4.1.1. ManagementandPolicyTheDistrictshallmaintaindirectionandcontrolofDistrictoperationsduringemergencyperiods.TheDistrictBoardofTrusteesshallmeetandconferasdeemednecessarybythePresidentduringemergencyoperationstoperformtheirpolicymakingandfinancialresponsibilitiesduringemergencyresponseoperations.BoardmeetingswilloccurinthefieldorifneededattheofficeoftheDistrict.TheBoardPresidentwillissueaDelegationofAuthorityletter(seeAttachment2)uponreachingthetriggerconditionindicatedinSection2.2.3.

4.1.2 DistrictIncidentCommandTheDistrictwillappointoneincidentcommandertomanageallincidentsoccurringontheDistrictleveesystemasan“incidentcomplex”duringanysingledisastereventasallowedinNIMSprotocols.TheDistrictwilloperateona24-houroperationalperiod.

4.1.3 IncidentCommandFacilitiesTheDistrictdoesnotmaintainpre-identifiedfacilitiesforhostingemergencyactivitiesbeingundertakenbyDistrictpersonnel.TheDistrict’scounselhasfacilitiesformeetings.DistrictactivitieswillbeorganizedandcoordinatedinthefieldoratotherincidentcommandfacilitiesestablishedbypublicsafetyagenciesortheSJOA.

4.2 ManagementandCoordinationwithOtherJurisdictionsTheDistrictwillensurethatpropermanagementandcoordinationismaintainedwith1)otherpublicagenciesandjurisdictionsoperatingwithintheDistrict,2)neighboringReclamationDistricts,and3)theSJOA.Thefollowingprocedureswillbefollowedtoaccomplishthisfunction.

4.2.1 UnifiedFloodFightCommandPostTheCountyofSanJoaquinhasestablishedfourpre-plannedunifiedfloodfightcommandswithpre-identifiedcommandpostlocationstofacilitatecoordinationandmutualaidbetweenneighboringreclamationdistrictsandsupportingcity/county,state,andfederalagencies.TheDistrictEngineerwillreporttotheDistrict’sassignedunifiedfloodfight



commandtocoordinatethedevelopmentandimplementationofincidentactionplans.Unifiedsituationassessment,resources,andtacticalplanningofmulti-agencyfloodfightactivitieswilltakeplacewithinthisunifiedcommand.SeeUnifiedFloodFightCommandMapatwww.sjmap.org/oesfcm.ReclamationDistrict773isamemberoftheSOUTHDELTAUNIFIEDFLOODFIGHTCOMMANDestablishedbytheSJOA.TheSouthDeltaUnifiedFloodFightCommandmeetsattheCardozaHayBarnonPerrinRoadlocatedinReclamationDistrict2075.TheboundariesandassignmentstothiscommandmaybeviewedontheSJCountyUnifiedFloodFightCommandMapavailableatwww.sjmap.org/oesfcm(SeeFigure4.1)

4.2.2 SanJoaquinOperationalAreaEmergencyOperationsCenterTheCountyofSanJoaquinmaintainsandhoststheSJOAemergencyoperationscenter(EOC)at2101E.EarhartAvenue,Stockton,intheRobertJ.CabralAgriculturalCenter.TherecouldbeotheremergencyfacilitiesestablishedundertheOA-EOClocatedinseparatelocations.TheOAMulti-AgencyCoordinationGroup(MACGroup)maybeactivatedtoassisttheEOCDirectorprioritizeincidentsforallocationofscarceresources,includingmutualaid,assistsPlanning/Intelligenceininformationsharing,andconductresourcecoordinationprocessesinaccordancewiththeproceduresmaintainedbySanJoaquinCountyOfficeofEmergencyServices.ThisgroupworkscloselywiththeOA-EOCLogisticsSection.TheSJOAPlanning/IntelligenceSectionwillprovidedisasterintelligenceandsituationalstatustoparticipatingjurisdictionsuponactivationinanemergency.ThisDistrictwillparticipateasneededinthisdisasterintelligenceandinformationsharingprocess.Seewww.sjgov.org/oesforrelevantSJOAplans.ReclamationDistrict773isasignatorytotheSJOAAgreementandassuch,itsDistrictEngineerwillparticipateinSJOAmulti-agencycoordinationprocessesandproceduresonbehalfoftheDistrict.GeneraltraveltimesfromDistricttotheSJOAemergencyoperationscenteris20-30minutes.DistrictrepresentativemayremotelycommunicatewiththeSJOAEOCthroughcellulartelephone.

4.2.3 State-FederalFloodOperationsCenterTheDepartmentofWaterResourceshasspecialauthorityunderWaterCodeSection128toassistReclamationDistrictswithfloodfightoperations.TheDepartmentofWaterResourcesmaintainstheState-FederalFloodOperationsCenter(FOC)toperformthesefunctionsandsupporttheoperationsofotherStateandFederalagencies.TheDistrictwillmaintaincommunicationswiththeFOCinordertoreceiveandprovideinformationwiththatfacilityandtorequesttechnicalassistance.TheDistrictwillcommunicatewiththefloodoperationscenterthroughtelephonesystemsoratSouthDeltaUnifiedFloodFightCommandmulti-agencycoordinationactivitieswhereFOCrepresentativesarepresent.

4.2.4 SanJoaquinOperationalAreaJointInformationCenterPublicInformationtothegeneralpublicandjurisdictionswillalsobecoordinated,planned,andcarriedoutthroughtheSJOAJIC.TheDistrictwillassistwithriskcommunicationasrequestedthroughtheOA.Seewww.sjgov.org/oesforrelevantSJOAplansandprocedures.TheDistrictwillprovideaPublicInformationOfficer(PIO),asrequested,whowillhaveauthoritytoapproveinformationreleases.TheDistrictPIOwillidentifythelocationandscheduleoftheJICfromtheSJOAPIOatthebeginningofthefloodevent.



Section5-Communications5.1 CommunicationsOrganizationTheDistrictwillmaintainadequatecommunicationsequipmenttoimplementthisemergencyplan.Thissectionidentifiesequipmentand/orsystemsavailableforcommunications,

1. BetweenDistrictpersonnel,contractors,andotherstaffworkingunderDistrictsupervision

2. WithotherpublicagenciesoperatingwithintheDistrict3. Withneighboringreclamationdistricts4. WiththeSJOAEOC5. WiththeStateFloodOperationsCenter

5.2 DistrictCommunicationsTheDistrictdoesnotownoroperatecommunicationsequipment.TheDistrictwillrelyonpersonalcellphonesofitspersonnelandtrusteestomaintaincommunicationsbetweentheBoardofTrustees,theDistrictEngineerandotherresponsepersonnelthatmaybehiredduringtheemergencyperiod.IntheeventoffailureofcellulartelephonesystemstheDistrictwillusemessengerstotransmitinformationbetweenitspersonnelandotherjurisdictionsaswellasregularlyscheduledcoordinationmeetingsofthefieldunifiedcommandsandtheSJOAorganization.

5.3 CommunicationswithOtherJurisdictionsTheDistrictwillmaintaincommunicationswithotherjurisdictionsbycellulartelephoneandbyparticipationinmeetingsoftheSouthDeltaUnifiedFloodFightCommand.TheOAmayassignradioorphonecommunicationsequipmenttotheDistrictifthiswillprovidereliablecontact,asrequestedbytheDistrict.

5.3.1 SanJoaquinOperationalAreaEOCTheDistrictwillmaintaincommunicationswiththeSJOAEOCbycellulartelephoneandparticipationinscheduledmeetingsoftheSJOAmanagementgroup.DistrictwillmaintaintelephonenumbersassignedbySJOAforusebyreclamationdistricts.

5.3.2 DepartmentofWaterResourcesState-FederalFloodOperationsCenterTheDistrictwillcommunicatewiththeFloodOperationsCenterbycellulartelephone.Additionalcommunicationsequipmentmayalsobeprovidedtoensurecontact,asrequestedbytheDistrict.



Section6-LogisticsandFinance/Administration6.1 MutualAidSanJoaquinCountyisasignatorytotheCaliforniaMasterMutualAidAgreementandtheDistrictisasignatorytotheSJOAAgreement.Districtpersonnelwillfollowtheprocessesoutlinedinthosedocumentsforrequestingandprovidingmutualaid.TheSJOAAgreementandSanJoaquinCountyOrdinanceshaveprovisionsallowingtheSJOALogisticsSectionandSanJoaquinCountyPurchasingAgenttoacquireandtransport,onbehalfoftheDistrict,resourcesrequestedbytheDistrict.Mutualaidrequestsfortechnicalassistanceandservices,floodfightcrews,suppliesandmaterials,andotherresourceswillbemadethroughtheSJOALogisticsSectionand/ortheOAPublicWorksMutualAidCoordinator.Seewww.sjgov.org/oesforOAplansandprocedures.

6.2 ResourcesSJOAmaintainsseventwenty-footcontainerswithfloodfightsuppliesthattheDistrictcandrawonthroughtheSJOAAgreement.InventoryofthatresourcecanbeobtainedfromSJOA.Inaddition,DWRstoresresourcesnearthePortofStockton.

6.3 ProcurementDistrictmaintainsstandardformsandprocessesforinitiatingandexecutingcontractswithappropriatelylicensedcontractorsinaccordancewithPublicContractCodeArticle60.5Sections(20920-20927)and(22050).TheDistrictmaintainsastandardcontractformforcontractsunder$25,000whichdonotrequireaformalpublicbidprocess.TheDistrictmaintainsaseparatecontractformforallcontractsforanyimprovementorunitofwork,orformaterialsorsuppliesover$25,000addingaformalbiddingprocesswherebytheDistrictshallberesponsibleforawardingtothetothelowestresponsive,responsiblebidderexceptasotherwiseprovidedbelow.Intheeventofanyemergency,theDistrictmaynegotiateandawardacontractfortheconstructionofworktopreventdamageorrepairdamagedworkswithoutadvertisingforbidsandexpendanysumreasonablyrequiredintheemergency.Ifnoticeforbidstoletcontractswillnotbegiven,theDistrictshallcomplywithChapter2.5(commencingwithSection22050).

6.4 LogisticsFacilitiesSeeAnnexAforlocationsofpre-planneddeliverypoints,locationsofDistrictsupplies,andDistrictsupplystagingareasandpoints.

6.5 FinanceandAdministrationTheDistrictmaintainsfinancialandadministrativerecordsassociatedwithemergencyresponseinaccordancewith44C.F.R.Part13--UniformAdministrativeRequirementsForGrantsAndCooperativeAgreementsToStateAndLocalGovernments.Emergencyresponseandconstructionrecords,includingfieldreports,procurementandconstructionmanagementfilesaremaintainedbyboththeDistrictandtheDistrict’sEngineerandare



retainedasprescribedbythegrantauthority.Districtmaintainsasafetyplanforemployeesandworkrulesasappropriate.



Section7-PlanDevelopmentandMaintenance7.1 PlanDevelopmentandMaintenanceTheDistrictSecretary/LegalCounselandEngineerareresponsibleforoverseeingthedevelopmentoftheReclamationDistrict773EmergencyOperationsPlan.TheDistrictEngineerwillmaintaintheDistrictFloodContingencyMapwhichconstitutesAnnexAofthePlan.TheDistrictSecretaryandEngineerareresponsibleforperiodicreviewoftheDistrictEmergencyOperationsPlanandAnnexAtodeterminetheneedforrevisionsorupdates.TheDistrictBoardwillapprovethisplanwheninitiallycompleted.TheDistrictPresidentisauthorizedtoapproveroutineupdatesandrevisions.TheDistrictBoardwillreviewandre-approvetheEmergencyOperationsPlanandAnnexAatleasteverythreeyears.RevisedplansmustbereviewedandapprovedbyprotectedcitiesandtheCounty.

7.2 TrainingandExercisesTheDistrictwillmaintainatrainingprogramtoimplementthisemergencyoperationsplanandtomeetminimumfederalandstaterequirementsfordisasterreimbursement.AllDistricttrainingwillcomplywiththeNationalIncidentManagementSystem(NIMS)andtheStandardizedEmergencyManagementSystem(SEMS).TheDistrictEmergencyResponseandTrainingPolicyexplainstheDistricttrainingprogramindetail(SeeAttachment1).DistrictemployeeswillreceivetrainingontheDistrictEOP–BasicPlanandAnnexA.DistrictpersonnelwillparticipateininternalexercisesandexercisessponsoredbytheSJOAjurisdictions.

7.3 PlanEvaluationReclamationDistrict773personnelwillprepareawrittenAfter-ActionReport(AAR)afteranyDistrict-declaredemergencyaffectingDistrictlevees.TheDistrictSecretary/LegalCounselisresponsibleforthepreparationofthisreport.TheBoardwillreviewandapprovetheAARwhichwillbrieflydescribeDistrictoperations,responseproblemsthatarose,anddamagesustainedbytheDistrict.TheAARwillalsocontainrecommendationsforimprovingDistrictemergencyoperationsinthefuture.TheBoardwillprovidedirectiontopersonnelastothepreparationofchanges,additions,orrevisionstotheDistrictemergencyoperationsplan.
