Award• Financial assistance that provides support

to accomplish a public purpose– Includes grants and other agreements in the

form of money or property in lieu of money• Does not include

– Technical assistance (provides services, not money)

– Loans, loan guarantees, interest subsidies or insurance

Subaward/Subcontract• Financial assistance made under award to

an eligible subrecipent• Includes financial assistance provided by

any legal agreement• Does not include procurement of goods or

services• Transfers a portion of the research or

substantive effort to another institution• Award issued under authority of and

consistent with terms and conditions of award (prime)

Pass Through Entity

• Organization receiving funding from the prime and awarding a portion of the funding for research or substantive effort to be performed by another organization

• Responsible for conducting a portion of the work scope

decision-making• Has responsibility for adherence to
