Long-term rates fell again during the week ofThanksgiving as concern for the economy deep-ened: the 10-year Treasury fell to 3.27 percent,taking mortgages a hair under 5 percent.

However, much of the new data in the holi-day-shortened week was quite favorable: newclaims for unemployment insurance nosedivedto 466,000 last week, a huge drop from the prior505,000 threshold and 200,000 below the worstof last winter.

Another happy surprise: October sales ofexisting homes surged 10.1 percent, sales ofnew ones by 6.2 percent, and even purchaseloan applications showed a little life.

So why the long face? Orders for durablegoods dumped 1.3 percent in October, cancelinga positive trend, and the 3.5 percent U.S. grossdomestic product growth in the third quarterwas chopped to 2.8 percent.

The greatest concern flowed from nationalfinances. More than 10 percent of U.S. mort-gage loans are now delinquent, with that shareon the rise; and the FDIC reported that bankloans fell by $210 billion in the third quarter, thebiggest decline since data began 25 years ago --a 12 percent annual pace.

As for Thanksgiving, a positive tone is inorder but I can't quite make it to give-thanks-because-everything-will-be-OK, nor can I avoida holiday sermon. However, I can offer hopeand solutions available mostly from each of us,to each other.

For an alternative to runaway deleveraginghere, see China. Bank loans in China during thefirst half of 2009 grew by a little more than $1trillion, roughly equal to one-half of China'sGDP (half of our GDP would be $7.5 trillion),and about the same loan-growth as in 2007 and2008 combined.

Authorities in China told bankers to lend, andthey did. Novel concept. This burst of lending isundoubtedly excessive and creates bubble risksthroughout South Asia. However, it also reflectsthe absolute determination of China not to bederailed by a little problem in the West.

Here at home we flipped, flopped, "TARPed"(see Troubled Assets Relief Program [1]) andfizzled altogether because we don't trust ourbankers to loan wisely, and the bankers don'ttrust us as capital-supplying co-owners.Sensible policy lies somewhere betweenChina's binge and our puritanical shutdown.

For one thing, much as President Obama likesto talk, how about a speech challenging bankers'public spirit? Give them emergency authority,and mention that any who abuse the authoritywill be removed permanently from the trade.

Another opportunity for progress: "Dearmedia, regulators, Congress, and administra-tion: Stop looking at the rearview mirror and trythe windshield." If we don't get out of this, howwe got into it will not matter a whit.

Fine reporters at the New York Times (andtheir editors) are addicted to chasing historicalambulances. How AIG was saved, and who elsewith it, no longer matters. If there is a terrible

forest fire on the horizon that has jumped adozen old firebreaks, you build the widest breakyou can, and could care less how much healthyforest goes down in the process.

The search for Bad Guys is now a pointlessbore, but has a destructive side: those whowould invest in distressed assets will not, fear-ing accusations of profiteering; those whowould sell such assets will not for fear of assaultfor giveaway.

The regulatory rage today: cut down the restof the forest lest there be another fire someday -- Smokey Bear with chainsaw and chipper.

Trying to prevent a recurrence of the late,great Credit Bubble is a waste of time. If wedon't do a thing, there won't be another one likeit. The next one will be different.

Congress is, of course, beyond help, but hereagain may lie opportunity for the First Talker. Ifsomebody would speak plainly to Congress andthe people at the same time (like that FranklinDelano Roosevelt fellow), we might get some-where.

A possible opener: "Leave the Fed alone. Youknow you can't be trusted with money. Stopyour competition to invent new regulators. Weneed the ones we have to do their jobs, and theyneed authority to regulate a world that haschanged since 1933. Then, if we don't get theeconomy moving, we're all going to be lookingfor work."

Pending sales of resale homes grew 6.4 percentfrom July to August, hitting the highest level [1]in about two years, the National Association ofRealtors reported -- it was the seventh straightmonth of increase for the group's pending salesindex.

Pending sales are sales where an offer has beenaccepted but the sale has not yet closed. Eventhough some pending sales never close, pendingsales are an indicator of current buyer activity.This increase can be attributed to low interestrates, a pickup in foreclosure sales, and improvedaffordability.

The Associated Press Economic Stress Indexindicated that foreclosures stabilized in June inthe three states hardest hit by the housing down-turn: Florida, Nevada and California. TheCalifornia Association of Realtors reported [2]that the statewide median home price for resalehomes rose for the sixth month in a row inAugust, with sales dropping 5.1 percent fromJuly to August but up 9 percent compared toAugust 2008.

HOUSE HUNTING TIP: The increase in homesales may be in part due to the $8,000 tax creditavailable to first-time buyers who qualify. To use

this credit, a home purchase must close by Nov.30, 2009. Some experts think the market mayslow again when this credit expires. It's possiblethe credit may be extended.

Other good news suggests that the recessionmight be winding down. The Federal Reserve's"Beige Book" for June noted that business spend-ing had picked up, although not dramatically. Thethreat of inflation appears to be on hold.Manufacturing is picking up in some areas anddecreasing less dramatically in others. The hous-ing market improved in some areas.

For example, DataQuick, a real estate researchcompany, reported that the median price in theSan Francisco Bay Area rose 13.4 percent in Julycompared to the previous month. The medianprice was 15.8 percent below a year ago. But thenumber of distressed sales dropped in July whilethe number of higher-priced home sales rose.

The number of homes sold for the month ofJuly was 17.9 percent higher than a year ago. InAugust, the sales volume and median price forthe area declined. It's impossible to know if thisis a blip or the beginning of a trend.

The Standard & Poor's/Case-Schiller's 20-cityhome-price index released in September [3] wasup for the third consecutive month in July -- 18 of20 tracked metro areas had price gains in

September. Home prices in the second quarterwere 14.9 percent lower than they were in samequarter of 2008. However, the rate of home-pricedeterioration slowed.

Construction of single-family homes increasedin July for the fifth straight month, according toCensus Bureau stats, but dropped [4] 3 percentfrom July to August. New-home construction isstill 70 percent below the peak of the housingmarket in 2006, but up 37 percent from winter2008.

Recent good news suggests the housing marketmay be stabilizing -- although most analystsagree it's too soon to be certain, and it will besome time before home prices rise significantly.Weighing heavily on economists' predictions arethe high unemployment rate and concern thatmore foreclosures will hit the market. Accordingto the U.S. Comptroller of the currency, 53 per-cent of loans modified by lenders during the firsthalf of 2008 are again in arrears.

Now is a good time to make a long-term pur-chase if you can afford to and you have job secu-rity. But don't buy a home just because it seemslike a good deal.

THE CLOSING: A bargain could end up cost-ing too much if you overpay in a multiple-offercompetition or have to move again soon.
