Measurement started with congestive
heart failure, pneumonia and acute
myocardial infarction. Performance is
measured in three-year increments
and then reported.
CMS adds new readmissions for
COPD, heart attack, and hip/knee
replacements, diagnosis groups
which contribute substantially to
overall hospital readmissions.
2,000 hospitals penalized for excess readmissions in first year of HRRP. The penalty reduces Medicare reimbursement for all patients discharged in the affected year.
Poor hospital performance and the addition of new penalty groups leads to more than 2,600 hospitals facing a penalty for excess readmissions. Hospital reimbursement is reduced by $428 million, up from $227m in 2014.
