Historical Background

The University of Southeastern Philippines is a regional state university created in 1978 by Batas Pambansa Bilang 12. Being a merger of four academic institutions, it traces its academic roots to the former Mindanao State University-Davao Campus, University of the Philippines-Master of Management Program in Davao, Davao School of Arts and Trades, and Davao National-Regional Agricultural School. Today, the University has five (5) campuses located in Davao City, Tagum City, Mabini in Compostela Valley and Bislig City in Surigao del Sur.

Special Programs

SPECIAL MANPOWER ENHANCEMENT PROGRAM (SMEP) - Master of Science in Local and Regional Governance (MSLRG) The SMEP- MSLRG is an academic program designed primarily for government offi cials and employees and was developed to assist government agencies in enhancing their functional capabilities.

The program uses a more pragmatic approach so as to bridge the gap between theory and practice. Current thinking models, and best practices in administration and local governance are integrated to make the program more enriching to government agencies, local government units (LGUs) and other government instrumentalities. It is delivered using innovative “on-site” and “experiential” learning methods for capability building.

eMBA (Master of Business Administration e-Learning/Blended Mode)

The eMBA with specialization in Enterprise Management is a graduate business education offering of CGB to provide professionals and entrepreneurs skills training necessary in running a business enterprise.

The Program is delivered using the USeP’s Virtual Learning Environment (VLE) supplemented by face-to-face meetings with course facilitators.

Programs Offered Th e College of Governance and Business (CGB) is located in two (2) campuses, the Obrero and Mintal, both in Davao City. It has a total of 12 graduate and undergraduate programs, nine (9) of which are off ered in Obrero campus while the other three (3) are in Mintal.

Th e CGB in Mintal lies on a 2.8 hectare land area. Its academic programs are all development-related with strong community-based and entrepreneurial orientation.

Th e CGB in Obrero houses its graduate programs. Th e College, through these programs, aims to produce development managers, public administrators and business leaders equipped with technical, managerial and entrepreneurial skills.

Programs Offered Th e College is a prime destination of students who want to specialize in Agriculture and Forestry. Research Laboratory

The research laboratory in USeP Mabini was established to support agriculture-related research projects. The laboratory is also intended to strengthen extension activities in agriculture and allied disciplines as well as enhance instruction.

Agriculture, Forestry, and Natural Resources (AFNR) Projects

AFNR is the program that envisions to take stock of the current state and future capacity of human capital in AFNR sectors. It is also geared to provide direct interventions to enhance the supply of and demand for the AFNR graduates, making the human capital environment responsive to the requirements of the industry, academe, and private and public sectors.

Programs Offered Situated in the gold city of Tagum, the College of Teacher Education and Technology is the main destination of students who want to concentrate in elementary and secondary education as well as educational management. Th e College is housed in the 77-hectare Tagum unit of Tagum-Mabini campus. It is about fi ve (5) kilometers from the City proper.

Over the years, the undergraduate teacher education programs have earned recognition in the Professional Regulation Commission (PRC) board examination, and gained due respect and recognition.

Th e Teacher Education program has produced topnotchers and board placers in Licensure Examinations for Teachers (LET) both in elementary and secondary levels.

Programs Offered Th e latest addition to the USeP system is the campus in Maharlika, Bislig City, Surigao del Sur of CARAGA Region. It is located on a 6.07-hectare campus in Bislig City and is 7 kms. from the heart of the city.

In response to the needed socio-economic development of Mindanao especially in the Region of CARAGA, the Bislig campus was established in 1997. Since its inception, the USeP Bislig campus continues to implement programs, projects, and activities leading to the attainment of its vision to be a premier university within the city.

Th e Bislig campus off ers courses in engineering, technology, and secondary education. Th ese academic programs were realized due to the demand of the industry and community in Bislig, Barobo, Hinatuan and Tagbina. Th e institution is committed to provide opportunities for the holistic development of tertiary education students of Bislig City and its neighboring municipalities.

The ETEEAP is an educational assessment scheme, which recognizes knowledge, skills and prior learning obtained by an individual from non-formal and informal education experiences.

By establishing equivalency competence standards and a comprehensive assessment system employing written test, interview, skills demonstration and other creative assessment methodologies, deputized higher education institutions may administer competency-based evaluation.

In pursuance of its mission, and in consonance with the objectives of the Commission on Higher Education (CHED), USeP undertakes its privileged role as one of the deputized Higher Education Institutions (HEI’s) to implement the Expanded Tertiary Education Equivalency and Accreditation Program (ETEEAP).

Innovation and Technology Support Office (ITSO)

USeP has agreed to establish the Innovation and Technology Support Office (ITSO) in the University.

The said office shall function as a patent search facility and library for patent information. As host institution, USeP shall provide training, information, and advisory regarding patenting and intellectual property. The University shall also facilitate the patenting of its technologies.

Through a ladderized approach to educational study, the Center offers four degree programs, namely: Bachelor of Arts in Anthropology (BAA), Bachelor of Arts in Peace Education (BAPE), Bachelor in Elementary Education (BEED) and Bachelor in Agricultural Technology (BAT). Each course taken can be credited towards earning an associate degree in two years and a bachelor’s degree in four years. Short-term courses and trainings in: Functional Literacy, Community Organizing, Program Management, Financial Management, Resource Accessing, Peace Building and Conflict Transformation, Leadership, Human Rights, Para Legal, Alternative Heath are also provided at the Center.

Institute of Languages (IL)

The University offers courses on foreign languages through its Institute of Languages. The IL offers French, German, Nihonggo, Arabic, Korean, Italian, Spanish, Mandarin, Bahasa Indonesia languages and Philippine dialects. It also offers technical writing skills and business report writing skills in English, translation of various languages into English and vice-versa including tutorials for IELTS, TOFEL, and NCLEX.

The Institute aims to help those taking up International Studies, International Relations, OFWs and tourists who want to learn foreign languages prior to employment or travel.

Expanded Tertiary Education Equivalency and Accreditation Program (ETEEAP)

The Evening Program

To accommodate students who could not make it in the regular day program, the Board of Regents, per Resolution No. 2732, s. 1998, approved the offering of evening classes.

Recently, the Evening Program offered Bachelor of Science in Hospitality Management (BSHM). The program is designed to provide students with the necessary knowledge, skills and attitude in the management of the different facets of Hotels, Restaurants and Resorts. It trains students for supervisory and managerial positions in the tourism industry.

Most of the courses offered in the regular day program are also made available at night through the Evening Program.

Pamulaan Center for Indigenous Peoples’ Education (PCIPE)

The Pamulaan Center for Indigenous Peoples’ Education is a special project of the University of Southeastern Philippines in partnership with other organizations: Assisi Development Foundation, Ilawan Volunteers Foundation, Cartwheel Foundation, Ramon Magsaysay Foundation, and National Commission for Indigenous Peoples - ROXI. Its establishment responds to the long dream of the indigenous peoples to acquire an education that is rooted in their own culture and context.

The PCIPE is an educational institution, dedicated to the indigenous peoples in the Philippines. Its main thrust is to provide

Learning Environment (VLE) to support the programs. The VLE allows students to interact, or exchange ideas, with teachers and fellow students online.

Sustainability is foremost in MiSpace’s activities and objectives. It continually trains lecturers identifi ed to handle the online programs of USeP and even sends faculty abroad for capability enhancement. It also prods USeP’s colleges to collaborate in the development of new programs using the new delivery system. And, it unceasingly identifi es partner institutions that believe in strengthening and enhancing the quality of education through the development and delivery of eLearning modules.

Knowledge for Development Center (KDC)

The KDC, which is a knowledge sharing partnership between USeP and the World Bank, continues to open its door to the public by offering free use of facilities and resources, including the Internet for research purposes.

Through the years, the KDC serves not just as an information center, but as a hub for informed discussion about development. At the KDC, there are dialogues, workshops, fora, and consultations about development issues.

Videoconferencing on development topics are initiated and co-organized by the KDC. The Center also continues to offer a wide range of development-related information via printed materials and over the internet. The KDC contains all publications and project reports of World Bank, Asian Development Bank, United Nations Information Centers, and The World Health Organization Western Pacifi c Regional Offi ce.

Mindanao E-Learning Space (MiSpace)

The MiSpace was established in September 2003 through the Basic Education Assistance for Mindanao (BEAM), the Department of Education (DepEd) and the Australian Aid Project, University of Southeastern Philippines (USeP) Consortium. It was an initiative that allowed school managers, University faculty and DepEd professionals to fi nd content and a community that supported teaching and learning using the World Wide Web.

MiSpace developed the Quality Management System (QMS) by adopting the Analysis–Design-Development-Implementation-Evaluation (ADDIE) Model to ensure the quality of the eLearning modules it produces. The QMS requires the products to undergo quality assurance processes like peer reviews, user testing and experts reviews. A total of 28 interactive CD-ROMs have so far passed its QMS. These include Learning Theories, School Financial Management and specialized courses like Multi-Grade Teaching, Special Education and e-Reading. Modules in agriculture for the International Rice Research Institute (IRRI) and the Department of Science and Technology-Philippine Council for Agriculture, Forestry and Natural Resources Research and Development (DOST-PCARRD) utilize the same quality system.

MiSpace was instrumental in the development of the Master of Education in Instructional Leadership (MEIL) under USeP’s College of Education (CED) considering the growing number of eLearning materials produced and the increasing demand for teachers‘ as well as school managers’ training in Regions XI, XII and the ARMM. MEIL continues to attract students from the DepEd and the private sector. About half of them are recipients of scholarships given by the Local Government Units (LGUs).

MiSpace, in partnership with USeP’s College of Governance and Business (CGB), is now developing the modules for the offering of the Master of Business Administration (MBA) with specialization in Enterprise Management.

Anticipating a continuing increase in the number of adopters of the new delivery system, MiSpace developed the Virtual

The University shall also assist in the IP-capacity building interventions of Intellectual Property Offi ce of the Philippines (IPOPHL) and World Intellectual Property Organization (WIPO) which will eventually lead to the increased IP creation, protection and commercialization in the local community. ITSO is a fl agship program of the Intellectual Property Offi ce of the Philippines in collaboration with the Department of Science and Technology.

Mindanao Center for Policy Studies(MCPS)

The MCPS, as a unit of USeP , is a non-stock, nonprofi t government research institution that is engaged in policy-oriented and development research.

By virtue of USeP Board of Regents Resolution No. 2159, Series of 1994, the MCPS is mandated to conduct policy studies at both the macro and the micro levels in the areas of education, manpower and employment; industry, agriculture, fi sheries and forestry; environment and sustainable development; science and technology; organization and institutional development; cultural communities; development administration, and rural, urban, and regional development. The MCPS is also mandated to provide technical or advisory assistance to government and non-government organizations, upon request. Finally, the MCPS shall conduct seminars or related training programs in the area of development planning and policy analysis.

The MCPS is under the overall supervision of the University President. The MCPS is headed by a Director who is responsible for the operation of the Center. As MCPS Director, he supervises the conduct of policy and development-related studies including technical/advisory assistance as requested by other government organizations (GOs) and non-government organizations (NGOs).

Extension Division

The Extension Division of the University envisions to become a center of information and technology dissemination, adoption and commercialization. It is committed to undertake the following:

• formulate extension policies, resource generation, overalldirection and administration of the extension programs of the University;

• conduct need-driven/market-driven extension programs;• utilize matured research outputs of the University;• provide training and continuing education and community

outreach programs; and • establish linkages, networking and collaboration with other

research institutions with equity.

The Division aims that it shall have effectively and effi ciently delivered vigorous, relevant and responsive extension programs that shall have been adopted and utilized by the people to enhance/improve their lives.

The Extension Division is also committed to harness and develop human resources; produce relevant and quality extension outputs; accelerate and enhance material and facilities upgrading and development; ensure that research results and social benefi ts reach target benefi ciaries and end-users; and generate more resources for Extension programs.

Research Division

The University Research Division’s thrusts are geared towards the upliftment of the quality of life and poverty alleviation in the Region. It envisions to undertake relevant and responsive research and development programs that would markedly contribute towards the productivity and sustainable development of Mindanao.

The Division was organized and staffed in 1983 and researches then were focused on Agricultural Development. In 1986, the University offi cially became a member of R and D network of Philippine Council for Agriculture, Forestry and Natural Resources Research and Development (PCARRD) and in 1988, a member of Southern Mindanao Agriculture and Resources Research and Development Consortium (SMARRDEC), and now as host of the consortium.

From 2008 to 2011, USeP implemented more than ₱20 M project from PCARRD, and these are:

1. Impact Assessment of the SANREM Program in Lantapan,Bukidnon;

2. Impact Assessment of Cassava Technology Transfer Project in thePhilippines;

3. Supply Chain for Banana; 4. Optimum Fertilization to Improve the Yield and Quality of

Pummelo; 5. Project 1: Enhancing the Demand of AFNR Graduates; 6. Project 2.5: Enhancing the Capability and Entrepreneurial

Capability of AFNR Graduates in Davao Region Through Science and Technology;

7. Project 3.1d: Enhancing the Employability and EntrepreneurshipCapability of AFNR Graduates in Davao Region Through S&T; and

8. Adoption of S&T Based Integrated Crop Management and GoodAgricultural Practices in Banana in Region XI.

The University conducted biodiversity and technology projects in collaboration with other universities and colleges in the region with CHED as the funding agency. Among those projects are:

1. Save Our Shores Project;2. Invasive Plants of Mangrove Ecosystem;3. Adaptive Mechanism for Climate Change; and4. Biotechnology of Sago Palm.

USeP worked collaboratively with international research companies like Australian Centre for International Agricultural Research (ACIAR) which funded projects on agricultural commodity like mango, papaya and banana. The Hydrobiology Environmental Company in Perth, Australia and Sagittarius Mines, Inc. worked with the faculty of CAS on the Limnology of Lake Buluan.

Faculty of different campuses and colleges contribute research outputs based on their expertise with funding from their respective colleges.

Admission RequirementsIn order to be admitted to the University of Southeastern Philippines, prospective students must gain offi cial admission to the university and must complete the enrolment process which includes advisement, registration, and payment of fees.

Generally, students are admitted to the University upon passing the USeP admission test.

Admission requirements for each course shall be prescribed by the college concerned and approved by the president. To date, the requirements are as follows:

1. Freshmen

1.1 Baccalaureate Degree Programs- High School fi nal grades of not less thank 85% in mathematics, science and english or approval of the dean- Passing the entrance examination and interview conducted by the college- Medical Certifi cate from the university physician- Birth Certifi cate (original and photocopy)- 2” x 2” Passport pictures

1.2 Diploma / Certifi cate / Associate Programs- GPA of at least 83% or approval of the Dean- Passing the entrance examination and interview- Medical Certifi cate from the university physician- Birth Certifi cate (original and photocopy)- 2” x 2” Passport pictures

2. Upper Classmen

- Clearance duly signed by concerned authorities- Student Handbook or College Passbook with Scholastic Record duly signed by subject teachers

3. Transfer Students

- A transfer student may be admitted provided that: > He/she must have obtained an average of 2.0, 86%, B, or better, in all the collegiate academic units he/she has earned in other academic institutions; and > He/she will have to complete in this university no less than 50% of the units required for the course;

- The admission of transfer students shall be on probation basis until such time when he/she shall have validated or repeated the required courses outside the university in accordance with the rules below, which are required for the course;

- An admitted transfer student may not be allowed to enroll in the subject or subjects the prerequisite of which taken elsewhere have not been validated or repeated;

- An admitted transfer student must validate all the subjects he/she is offering for advanced credits at the rate of at least 15 units a semester within a period not exceeding four semesters from

the date of his/her admission. Failure to comply with this requirement shall be a suffi cient ground for the cancellation of his/her registration privileges; and

- Any or all of the above rules may be set aside in exceptional cases upon the recommendation of the Committee on Admission in units where admission of students is passed upon by this Committee or of the Dean concerned.

4. Cross Enrollees

No student registered in any other institution shall be admitted to the university without a written permit from his dean or the registrar, stating the total number of units for which the student is registered and the subjects that he/she is authorized to take in the university.

5. Former Students

Students who have entered another institution since their previous enrolment in the university must submit an offi cial transcript of record from that institution before they can be considered for readmission. A student who has fi nancial obligations to the university must secure clearance before being considered for readmission.

6. Foreign Students Foreign students who want to enroll in the university must meet the academic standards for admission as those required of native students. They are also subject to evaluation of the Commission on Higher Education. The substantial equivalent of courses completed with those prescribed by the University shall be considered, if courses were taken in an institution of recognized standing.
