Introduction

2015 China Rally Longyou has been included in the FIA Sporting Calendar as the 6th round of FIA

Asia-Pacific Rally Championship (APRC). The event is sanctioned by the State General

Administration of Sport of China and the FIA, organized by Federation of Automobile Sports of

China (FASC), co-organised by the People’s Government of Longyou County, Zhejiang Province,

and will be held between 30 Oct and 1st November at Longyou county in Zhejiang Province.

Longyou, which is one of the counties of Quzhou City, Zhejiang Province, is an important traffic

centre connecting adjacent areas. It is about 400 km from Longyou to Shanghai, the largest city in

China, 200 km from Longyou to Hangzhou, the capital city of Zhejiang Province, and about 300 km

from Longyou to Ningbo, which maintains a very excellent port ranking the 15th largest container

harbor all over the world. And highways are connected between Longyou and the

above-mentioned cities. Furthermore, it is convenient to reach Hangzhou Xiaoshan International

airport, Shanghai Pudong International airport, and Shanghai Hongqiao International airport

through highways. And there are international flights from these airports to main cities of Asia,

Europe and Australia.

Longyou has a long history and brilliant culture. It is 2237 years since the foundation of Longyou

County. On one side, nature endows Longyou with mountains, hills, plains and rivers; on the other

side, peaks, cliffs, caves, stones, pools and lakes integrate the human culture into typical sights

with over 100 protection units of culture relics at municipal, provincial and national level. Longyou

Folk House Center in Jiming Hill which gathers many ancient buildings of the Ming and Qing

Dynasty, the Great Bamboo Sea of West Zhejiang in South Longyou, the Three-folded Cliff and the

ancient Zhaoqing Temple of the Tang Dynasty, are all loved by tourists.

The famous Longyou Grottos, featuring magnificent scale, scientific structure, exquisite

decoration and complicated puzzles, is praised to be an Age-old Mystery and the World Ninth

Wonder. Longyou Grottos, which is a state-level AAAA tourist attraction and important protection

unit of cultural relics at provincial level, is an excellent destination for tourists.

With the special gravel stages through the forest of bamboo, Longyou is competent to hold any

rally competition, and grand repute is received from competitors. This year the organizer chooses

some new special stages which will certainly add more fun to the event. Meanwhile, the Shiyuan

track will also be used as the super special stage.

Retrospect

The FIA Asia Pacific Rally Championship (APRC) was introduced into China in 1997. Since then, this

event has become an important international event in China with more and more competitors

from Japan, Malaysia, India, Finland, Denmark, UK, Italy, Argentina, Australia, New Zealand, Hong

Kong, and Chinese Taipei to join in. The event also enjoys a good reputation among the

participants, which attracts many national and international media to cover it.

Longyou Rally is also one round of our China Rally Championship (CRC), and it was successfully

held from year 2003 to 2005 before it was upgraded as an APRC event in 2006. During the last

nine editions from 2006 to 2014, many good impressions were left for the participants because of

the competitive special stage and good facilities. We believe that for this year’s event, more

participants will join in and enjoy the rally, and we believe the 2015 event will still be a fantastic

one.

4.2 Criteria for acceptance of entries

Entrants, drivers and co-drivers of any nationality holding the appropriate international

competition license may enter China Rally as an APRC competitor. International competition

holders must hold an authorization from their ASN(s) or obtain its stamp on their entry form.

Vehicles which apply to article 4 and Chapter V4 of 2015 FIA Regional Rally Championship

Sporting Regulations are eligible.

The maximum number of entries is 50. On one side, the organizer reserves the right to accept

more entries, and on the other side, according to the code, the organizer also reserves the right to

refuse any entry.

4.3 List of entry fees

4.3.1 For Asia Pacific Rally Championship and Asia Cup

With organizer’s optional advertising USD850.00(CNY5525.00)

Without organizer’s optional advertising USD1,600.00(CNY10,400.00)

The entry will only be accepted upon receiving both the entry form and the entry fee (or receipt

provided by the ASN the competitor belongs to). If the application is sent by fax, or has been

made electronically, the original entry form must reach the permanent secretariat within 5 days

following the close of entry.

4.3.2 Payment details

The entry fee must be paid by bank transfer before the entry close together with the completed

entry form, and bank transfer information as follows:

4.4 Visa

For official invitation letter from FASC for Chinese visa application, please complete the ‘team

crew form’ (download from www. fasc.org.cn) and send it to the Permanent Secretariat before

FRI 18th Sep. 2015.

For journalists who need the invitation letter, please send the application form to media officer

before FRI 11th Sep. 2015.

Service park

5.1 Information about the service park

Only one service park is set up for the rally, which is about 2km from the Rally HQ, and can be

reached by the road book.

The service park will be open on THU 22nd OCT.2015. For International entries, early access is

allowed, but you have to contact with the Permanent Secretariat in advance.

A Refueling area is set up at the exit of the service park during racing days, and the entry/exit are

marked by a signpost with a blue barrel. Additionally, except section1, a remote refueling area is

set up for each section, and this area can be reached by road book.

For auxiliary/media/VIP/spectator vehicles, they should be parked outside the service park.

5.2 Facilities at service park

Water, electricity power, toilet, guards, and garbage recycling will be served for the service park.

5.3 Environmental requirements

Please don’t put any stuffs on the grasslands by the side of the service park. While working in the

service park, please use the ground sheet to protect the asphalt surface.

Two way radio

2-way radios are permitted to be operated only on government controlled and designated

frequencies in The People’s Republic of China. Users must send the radio information (model

/quantity/frequency) to the Permanent Secretariat by FRI 2nd Oct. 2015. The following

frequencies are available for use:

150.275-150.375MHZ / 150.625-150.875MHZ / 151.575-151.925MHZ

Fuel/tyres

7.1 Fuel

Fuel which applies to the standard of article 252-9 Appendix J of FIA International Sporting Code

should be used. Besides that, the use of FIA designated fuel is allowed.

Near the service park, there is a SINOPEC gas station which provide Ron 95 petrol.

7.2 Tyres

In Longyou county, there is no rally tire sold.

Import of vehicles and spare parts

For your convenience, FASC will provide necessary assistance to facilitate the temporary import

and export of the equipments of all teams participating in China Rally, and will also liaise with

Customs for the temporary inspection office at the Rally HQ.

The shipment is to be delivered from above entering port to Longyou, Zhejiang Province by truck

under Customs supervision. Meanwhile, please be advised that Ningbo port will the only port to

do the import.

8.1 Customs clearance and delivery

In order to get Customs temporary import permit in a timely & accurate manner, you are kindly

requested to provide shipment detail list (incl. full description & quantity of vehicles, radios,

engines, tyres, spare parts) to the mentioned forwarding agent no later than 18th Sep. 2015,as

1st-7th October is Chinese National Holiday.

Please arrange shipment to arrive at the above mentioned sea/air port at least one week before

customs inspection date –which means, before 12th Oct. 2015, but not earlier than 5th

Oct.2015.

Vital Note:

If shipment is failed to arrive at the above-required sea port or airport by the deadline stated

above, there would be extra cost occur and shipment may not be delivered as scheduled timetable

to the Rally headquarter.

It normally takes 5 working days for customs clearance after shipment arriving at the port, based

on sufficient documentation being provided to the forwarding agent, and takes 1 more day on

inland haulage to the Rally headquarter.

According to the Customs regulations, fuel import should apply import license in advance. The

organizer will arrange local supply of racing fuel upon request, and if you have this kind of

demand , please directly contact with the mentioned forwarding agent not later than 14TH Aug

2015.

8.2.4 Insurance for land transportation

The forwarding agent will arrange Insurance for Land Transportation (port – Rally HQ) for all

shipments. The insurance fee is 4‰ of the total goods value per each way.

our best to provide consulting assistance to you.

Helicopters

No Helicopter is served for the rally.

Hospitality arrangements

10.1 The organizers provide charged picking up service from Shanghai airports (Pudong &

Hongqiao) and Hangzhou airport (Xiaoshan). Please refer to RG2 for more detailed information.

10.2 Western food is served in the HQ hotel, and a KFC restaurant is close by the HQ hotel.

Reconnassaince

12.1 Registration and administrative check

12.1.1 Documents to be presented at registration and administrative check

a) Entrant/competitor license, competition license of driver and co-driver, driving license of China

mainland

b) ASN authorization (or ASN stamp on entry form)

c) Personal insurance policy and completed entry form

d) valid and complete vehicle information for competition car

12.1.2 Documents collected during the administrative checks

The administrative check and registration will be held at the same time, but the administrative

check must be completed before scrutineering.

12.2 Recce schedule

Date: 28th-29th October

12.3 Direction

During the recce, it is forbidden to drive in the opposite direction of the rally under the pain of

exclusion.

12.4 Recce car

Recce car should conform with article 25.1 of 2015 FIA Regional Rally Sporting Regulations.

12.5 Tyre used for recce

During recce the tyres used must be designed primarily for normal tarmac use, and comptetion

use tyres of any type are forbidden. The tyres used during reconnaissance must not exceed a tread

depth of 8.5mm. Straight circumferential grooves may be no wider than 10mm, all other grooves

at any angle to the circumference may be no wider than 7mm. The wheel rims are free within the

limits of Appendix J, Group N and shall be fitted with approved tyres.

Scrutineering, sealing and marking

13.1 Schedule

Date & Time: 1500hrs-2000hrs, 28th Oct. 2015 Wednesday

13.2 The following should be present on scrutineering: scrutineering form, FIA homologation form,

spare turbo charger(s) and engine(s), triangle plate, competition equipment (FIA homologated

HANS, helmet, overalls, mask, gloves, long sleeve underclothes, socks, and shoes).

13.3 Before scrutineering, cars must be fitted with competetion number and advertisement from

the organizer.

13.4 An event official will inform the crew who will attend the final checks at the last service, and

these cars can be driven by team members to the final checks.

Shakedown

Location: Shiyuan Track(SSS), 1.8km length, 17km from the service park

Date & time: 1530hrs-1700hrs, 29th Oct. 2015 Thursday

*It is compulsory for all APRC or ARC registered competitors to take part in the shakedown, and

for those invited crews, the name list will be posted on the official notice board at 0830hrs on

27th Oct. 2015.

Ceremonial start

Location: Rongchang square

Date & Time: 1045hrs 30th Oct. 2015 Friday

For all crews, please continue to attend the ceremonial start following the instruction of the road

book (promotional activities-ceremonial start).

The starting order of the ceremonial start will be published on the official notice board at 1300hrs

on Thursday 29th Oct. 2015.

Finish ceremony

Location: Rongchang square

Date & Time: 1515hrs, 1st Nov. 2015 Sunday

The finish procedure is as follows:

proceed to park in a location as directed by and under the authority of the event officials.

Additional information

1 Advertising

The following space must be reserved for the organizer’s compulsory advertising by the entrant:

-B1: both sides of the front door, 67cm×17cm

-D: bonnet, 10cm×60cm

-C: rear window, 30cm×10cm

-A3: both sides of the front door, APRC logo,67cm×17cm

Competitors who accept the organizers’ optional advertising must reserve on each side of the

front door of the car, two spaces 15cm high x 25cm wide (A1 and A2). The content of the

advertising will be published by bulletin.

Advertising is permitted on the body of the car, including the roof. Advertising on windows is

prohibited with the exception of a maximum 10cm wide strip on the upper part of the windscreen

and 8cm wide strip on the upper part of rear window.

1.2 Competition numbers, names and national flag

1.2.1 Competition numbers

Competition numbers, in accordance with article 18 of the 2015 FIA Regional Rally Sporting

Regulations, will be provided by the organizer.

2 Insurance

2.1 Public Liability

The Public Liability including the Third Party Liability of the rally cars at the event is covered by the

Organizer. The insurance will come into effect from Tuesday 27th Oct. 2015 and will automatically

expire at the end of the rally (Sunday 1st Nov. 2015) or at the moment of retirement or exclusion

from the event.

2.2 Personal injury insurance and medical insurance

All national crews are required to have a minimum personal injury insurance no less than

RMB360,000.00 and a medical insurance no less than RMB40,000.00. For overseas crews, a

personal travelling insurance is required.

2.3 Compulsory Automobile Insurance

When collecting door panels for vehicles (except rally cars), the registration card and the

compulsory automobile insurance must be shown, or the panel will not be distributed.

2.4 Asia Emergency Assistant (AEA)

In an effort to ensure your safety, the Organizing Committee has authorized Asia Emergency

Assistant International Pte. Ltd. (AEA) to offer medical transfer service for overseas participants

during the Rally. All overseas team members including competitors and working staff are kindly

required to provide the medical insurance details. These will be crucial if utilizing medical service

offered by the Organizer.

3 Temporary Chinese driving license / temporary plate

In accordance with the Chinese Traffic Laws, any foreign citizens who need to drive in China must

apply for the temporary Chinese driving license. For participants who need to drive in China,

please send the photocopies of passports and valid driving license to the Permanent Secretariat

by post before 5th October 2015.

For all the temporary imported vehicles joining in the rally, a temporary plate is compulsory

needed. Please complete ‘vehicle information form’ (download from www.fasc.org.cn) , and

together with a picture of the car to the Permanent Secretariat before 5th October 2015.

Please notice that the above mentioned license and plates will only be valid for the rally route

from 0000hrs 27th Oct. and expire at 2400hrs 1st Nov. 2015.

4 Testing

No testing is arranged.

5 Traffic

5.1 Driving safe

Please ensure you take extra care when passing through villages and towns whist traveling

between special stages. All team members must obey the Chinese traffic law.

5.2 Keeping right

Drive on the right hand side of the road.

5.3 Safety belts

It is compulsory for drivers and passengers to fasten the safety belt when driving in China.

5.4 Drunk driving is forbidden!

Policeman may stop your vehicle to take a random breath test. If you are asked to test, please

cooperate with the policeman.

5.5 Overtaking

Overtaking should be done from the left hand side.

5.6 Speed Limits and penalties

Throughout the rally, the crews must strictly obey the traffic laws of China. The speed limit except

in special stages are as follows:

* Through the towns and villages 40km/h

* In the areas of good visibility and light traffic 80km/h

* Follow the instruction of the traffic signs.

5.7 Penalty

For rally car during the rally, any speeding and infringement will be penalized in accordance with

article 20 of 2015 FIA Regional Rally Sporting Regulations.

For other vehicles, the Chinese Traffic Law will be referred for any speeding or infringement.

An infringement card containing 3 coupons will be issued to all competitors at registration. This

card must be carried in the car all the times. For other cars, 1 infringement card will be delivered.

Please be aware that for safety reason, it is requested that all participants should follow the route

of rally.

6 Rescue and recovery

please contact organizer in case of break down during the rally. The rescue and recovery team will send the

car back to the service park.

7 Language

Mandarin is the official language in China, but most of rally officials can speak English.
