Our Past, Present and Future JENSEN HUGHES was formed in January 2015 after the historic merger of two of the most experienced and respected specialty engineering and consulting firms, Hughes Associates (Hughes) and Rolf Jensen & Associates (RJA) in June 2014.

Both Hughes and RJA exhibited the highest level of technical excellence, offered proven on-time and on-budget performance on projects, and developed long-term client relationships. Fire Protection and Life Safety Design and Analysis Our experts design cost-effective, performance-based protection systems that meet code requirements and the highest standards of life safety. We routinely handle challenging designs which involve life safety, mission continuity, property protection, heritage preservation, and environmental protection.

JENSEN HUGHES provides specialized fire safety engineering for all aspects of railway and public transit systems. Our specialized knowledge of the unique fire protection and life safety challenges encountered in rail stations and tunnels allows us to provide comprehensive solutions to your rail and transit needs.

We have received past recognition from the International Symposium on Tunnel Safety and Security (ISTSS). For example, of the 35 papers presented by fire scientists, engineers and researchers covering the broad range of fire safety and security concerns in tunnels, the paper presented by JENSEN HUGHES at ISTSS 2010 was honored with Best Paper. The paper, entitled Performance Testing of Fire Protection Systems in Tunnels: Integrating Test Data with CFD Simulations, was selected by the symposium’s Scientific Committee for its “exceptional integration of field testing and modeling of active fire suppression systems in tunnels.”

Performance Based Design JENSEN HUGHES is experienced in a wide variety of performance based fire protection and life safety design approaches for supporting alternate methods of compliance. Our staff serve on the technical committee of NFPA 130, Standard for Fixed Guideway Transit and Passenger Rail Systems, and can help you navigate the approval process for your railcar, station, and tunnel fire and life safety systems. Services range from the application of computer-based fire models and egress models to fire alarm and fire suppression systems design, smoke control system design, and other specialized applications. We can provide comprehensive performance based design for your rail or transit system that encompasses tunnel, station, and railcar fire safety, as well as the complexities arising from the interaction of all these elements in a modern transportation system.

Passenger Flow Modeling Pedestrian modelling provides a means of evaluating pedestrian flows in large complicated spaces with a high transient occupant load with different levels of familiarity. Evacuation modelling is used to dynamically determine the time to evacuate the building to demonstrate that occupants can exit the building before conditions on exit routes become untenable.

Dynamic passenger and evacuation models provide the capability of predicting passenger response when subjected to different visual cues, such as way finding and signage, and physical barriers such as security gates and ticket kiosks, and smoke movement. Pedestrian models can also provide a holistic planning tool where pinch points can be identified and design modification can be analyzed for overall improvement for general building performance.

The design of large assembly, transient occupant load buildings such as airports, transit terminals and multimodal hubs requires the consideration of both normal and emergency passenger flows concurrently. Providing effective and efficient flow for normal and emergency scenarios is important for both operational and life safety requirements. JENSEN HUGHES has extensive experience evaluating the impact of access restrictions (i.e. security barriers at airports) as well as the impact of a wide range of events such as fires, bomb threats, and active shooter scenarios.

Other Modeling Services JENSEN HUGHES utilizes a wide variety of computational models to evaluate issues such as tunnel ventilation and structural fire protection. We use the Subway Environment Simulator Model (SES) to evaluate tunnel ventilation. We also perform thermal and structural analysis models to determine thermal and structural effects on the tunnel or station structure due to fires. JENSEN HUGHES has also developed fire growth rate and burning rate computer models for rail vehicles. The models are used to develop design fires for tunnel and station fire protection design and provide input to the fire safety design of the vehicles themselves.

Tunnel Fire Research and Development JENSEN HUGHES conducts research and development to address the unique challenges of tunnel detection and suppression. We have conducted in-situ research and testing of a wide range of detection systems in the Lincoln Tunnel as part of our work for the Fire Protection Research Foundation. JENSEN HUGHES has participated in and managed research programs to develop water mist protection for tunnels in Europe and has developed new capabilities to allow the Fire Dynamics Simulator (FDS) model to model the thermal management provided by water mist in tunnel fire scenarios. This advanced work complements our long standing expertise in foam sprinklers developed through our research for the US Navy.

PROJECT EXPERIENCE – RAIL AND TUNNEL

NORTH AMERICA U.S. DOT, Volpe Transportation Research Center, Cambridge, MA Assessment of Predicting Evacuation from Railcars Reviewed major railcar fire incidents that have occurred in the U.S. and International community. Fire investigation reports on these major fire incidents were reviewed to document the cause and origin of the fire and the recommended corrective actions and/or procedures to prevent similar events. Available methods for predicting evacuation including state-of-the-art models was also conducted to assess the capabilities of these tools for railcar applications. Based on this review, we provided the FRA with potential scenarios where passengers would have difficulty evacuating from the rail car and recommendations on areas where additional evacuation studies need to focus in developing methods for predicting egress from rail cars.

South Station, Boston, MA Fire and Code Consulting Code analysis, ventilation analysis, and structural fi re protection analysis of proposed overbuild of rail bed portion of South Station (Amtrak and commuter station)

Port Authority PATH Stations, New York, NY 3rd Party Review for Fire Alarm Design Documents Provided third party review services for fire alarm design documents for PATH stations. Applicable New York and New Jersey Codes are identified as they apply to the fire alarm system design for PATH network buildings and a determination is made of the compliance of the submitted fire alarm system design with the most stringent requirements of these codes. The designs are also reviewed for compliance with the most recent PANYNJ guidelines for fire alarm system designs. An evaluation is also made for code compliance with regard to interfaces with other system(s).

Port Authority Trans-Hudson Corporation (PATH) World Trade Center, New York, NY Fire and Life Safety Evaluation JENSEN HUGHES is evaluating the design of the new PATH Station at the World Trade Center for compliance with fire and life safety issues.

East Side Access Project, New York, NY Smoke Movement Modeling

A railcar fire simulation was developed for the MTA East Side Access project. Previously, JENSEN HUGHES performed an analysis of heat release rates of M-3 and M-7 rail cars for use in determining the design fire for the ventilation systems for the MTA East Side Access Project.

The Hughes Post-Flashover and Decay (HAIPFD) fire model was used in this analysis to predict the heat release rate from the rail car after the fire has reached a flashover condition. HAIPFD is a one layer compartment fire model that uses an energy balance on the compartment to estimate the compartment fire conditions, and thus the total heat release rate of the fire. Fire simulations were performed using Fire Dynamics Simulator (FDS). Temperature data from modeling was

input into a HEATING (Heat Transfer in Nine Geometries) calculation. Two-dimensional calculations were used to determine the greatest exposure hazard.

LIRR Atlantic Avenue Complex, New York, NY Smoke Control System Design Requirements Provided fire protection engineering services for the Long Island Railroad (LIRR) Atlantic Avenue Complex. Services included development of the smoke control system design requirements for the rail station. Hughes developed a design fire appropriate for the fuel load represented in the station and designed the smoke control system per the requirements of the Building Code of New York State and NFPA 92B, Guide for Smoke Management Systems in Malls, Atria and Large Areas.

Port Authority Trans-Hudson Corporation (PATH), New York, NY Fire Safety Analysis Conducted a fire safety analysis of the PATH rail system in accordance with 49 CFR.238. This included reviewing the incident history, maintenance records, material compliance with current FRA regulations, risk assessment on the rail system, and recommended mitigation strategies for issues with unacceptable risk levels.

New York City Transit Authority, New York City, NY Risk Assessment Study of Life Safety Hazards Performed an analysis of burning rail car materials to determine the impact of potential fires on life safety regarding the types and frequency of fires occurring in specific transit tunnels and stations, the expected severity of such fires, and the actual populations at risk. Mitigation action was prioritized with regard to risk to passengers and employees, the cost, and the urgency of the required action.

Lynx Blue Line Extension, Tryon Street Underpass, Charlotte, NC Fire and Smoke Modeling Evaluated the emergency ventilation requirements for the Tryon Street underpass of the LYNX Blue Line Extension as part of the Northeast Corridor Light Rail Project. An analysis was performed to determine whether the natural ventilation of the underpass was sufficient to allow for safety occupant egress in accordance with NFPA 130, Standard for Fixed Guideway Transit and Passenger Rail Systems. A light rail car design fire was developed and smoke movement in the tunnel was modeled using computational fluid dynamics (CFD).

The validated model HAICFMRail was used to model the post-flashover heat release rate within the light rail car based upon available information for the interior car materials. The Fire Dynamics Simulator (FDS) was then used to model the fire environment in the underpass in greater detail in order to assess the tenability and available safe evacuation time. Regional Transportation Commission (RTC), Las Vegas, NV Threat and Vulnerability Assessment Conducted threat and vulnerability assessment of entire RTC operations serving the City of Las Vegas. Provided comprehensive report including prioritized mitigation solutions with associated costs to serve as a benchmark for the creation of a security master plan. Additionally, provided complete electronic/physical security countermeasure designs including access control, intrusion detection, perimeter detection, CCTV and vehicle breach mitigation designs. Performed CPTED reviews of all architectural plans.

Seattle Monorail, Seattle, WA Fire Incident Investigation Performed a fire investigation on the fire that occurred on the Seattle Monorail on May 31, 2004. The investigation focused on the cause and origin of the fire as well as the development of the fire. Recommendations were provided on improvements needed to the system to mitigate hazards and ensure safe evacuation of passengers from the monorail during a fire emergency.

San Francisco International Airport and BART Link, San Francisco, CA Smoke Management Study JENSEN HUGHES provided a review of an existing smoke management study for the San Francisco International Airport and the BART link. Construction documents were reviewed and a facility familiarization walk down was performed. A rational analysis of smoke control system requirements was developed and a smoke control event matrix was reviewed. We evaluated a commissioning test plan, witnessed testing, and reviewed the test results.

Millbrae BART Station, Millbrae, CA Fire Protection Engineering Services Provided fire protection engineering services for the Millbrae Bay Area Rapid Transit (BART) station relative to fire and life safety issues. Plans and specifications were reviewed including site fire protection, fire resistive construction, means of egress, and underground fire suppression and fire alarm systems. Alternate Means of Protection proposals submitted by the design team were reviewed and recommendations were provided regarding the code intended level of fire protection and life safety compared with these proposals. We conducted construction inspections to ensure fire protection and life safety systems were being installed in accordance with code, agreements and local required of the Millbrae Fire Department.

Transportation Corridor Agencies (TCA), Irvine, CA Threat and Vulnerability Assessment Conducted threat and vulnerability assessment of entire TCA operations serving. Provided comprehensive report including prioritized mitigation solutions with associated costs to serve as a benchmark for the creation of a security master plan. Additionally, reviewed existing toll collection and cash counting operations and presented a comprehensive report addressing security, toll retrieval and counting policy/procedures, robbery suppression, guard force, and target hardening recommendations for a new centralized cash counting facility. Furthermore, conducted comprehensive review of TCA emergency management/response plans.

Sacramento Int’l Airport, Automated People Mover (APM), Sacramento, CA Fire Safety Consulting Fire and life safety plan review services were provided, including participation in design team meetings for all design and construction projects occurring at Sacramento International Airport. This work effort included providing design review services for the proposed rail Automated People Mover (APM) system transporting occupants between Terminal and Concourse Buildings. The APM includes elevated rail lines with indoor train stations.

Bay Area Rapid Transit District, San Francisco, CA Fire Protection Engineering Design Support Fire safety support was provided for the design of system wide seismic upgrades to BART nonstructural systems to ensure that modifications do not compromise the performance of the fire suppression system and that the system remains in compliance with current fire protection codes after the modification. Modifications included Hayward Maintenance Yard, Ferry Plaza, Ferry Building, vent structures, and the TransBay Tube at four locations. Baseline hydraulic calculations identified system performance before and after modifications.

Loss Control Services JENSEN HUGHES has been performing loss control surveys at all of Union Pacific (UP) major locations across the United States. The surveys provide UP with recommendations to protect life, property and to ensure the operational needs of the corporation (movement of trains). All recommendations, building data, reports and drawings are located on a custom JENSEN HUGHES Extranet site for UP where any UP employee can obtain information from the reports. We provide consulting services to any UP person from corporate engineering managers to local building managers as needed.

We have also performed loss investigations as required, including one for a vintage railcar. As the result of a suggestion from JENSEN HUGHES, UP initiated a fire protection improvement program that

provided corporate funding to replace and upgrade identified fire protection systems, resulting in marked improvements at a number of UP locations. We prioritized the recommendations across the system to permit UP corporate justification for these improvements.

Calgary West LRT, Calgary, Alberta Fire Protection and Life Safety Services

JENSEN HUGHES is acting as sub consultants to the design-build contractors; interpreting contract documents, reviewing station and guideway designs for compliance with applicable fire protection and life safety codes and standards (NFPA 130), computer-based analysis of requirements for smoke control (CFD and Subway Environment Simulator (SES)), and testing and commissioning of the tunnel ventilation system.

The West LRT is an 8 kilometer, 6 station, extension to the existing Calgary LRT system featuring a combination of elevated, tunneled, trenched and at-grade guideways and stations. It also includes a new pathway network in Calgary's southwest, including a new regional pathway along 17 Avenue S.W. between 73 Street and 33 Street, and a completely revamped bus network for 21 communities.

Evergreen Line, Vancouver, British Columbia Fire Protection and Life Safety Services The Evergreen Line is a new rapid transit line connecting Burnaby, Coquitlam and Port Moody. The 11 kilometer line will be an extension to the existing SkyTrain system with seven new stations and a tunnel that is approximately 2 km in length. JENSEN HUGHES evaluated the fire protection and life safety concepts for the tunnel portion of the Line and completed a fire growth and smoke ventilation CFD and SES analysis relative to fire and smoke control characteristics within the tunnel.

JENSEN HUGHES defined the provisions for evacuation from the tunnel, the number of smoke control zones, and the application of the requirements for maintaining a tenable environment. Using CFD modelling, evaluated the preliminary smoke exhaust requirements for Locomotive Station and peak fire sizes to demonstrate the feasibility of maintaining tenability along the routes of egress for a period of time sufficient to evacuate the station for the purposes of allowing basic station sizing.

New Central Library, Calgary, Alberta Analysis and Design Services

JENSEN HUGHES conducted a computational analysis of the tunnel emergency ventilation equipment using Subway Environment Simulator (SES), compared model predictions and design criteria with field tests of system performance, and evaluated system upgrade requirements to meet the objectives of NFPA 130. The New Central Library is a 5-story building that will be constructed above an existing rapid transit line, effectively extending an existing tunnel through additional encapsulation of the guideway that will be imbedded in the future building.

JENSEN HUGHES reviewed the existing tunnel and proposed Encapsulation design for compliance with applicable fire protection

and life safety codes and standards (NFPA 130). We also evaluated Code compliance and developed alternative solutions for the Library building itself, supported by engineering analysis that recognized the fire and life safety objectives of the building code.

Weston Tunnel, Toronto, Ontario Performance Based Risk Assessment JENSEN HUGHES demonstrated, with a performance based risk assessment, that a natural ventilation emergency smoke control strategy would provide the required level of life safety in NFPA 130 using detailed computational analysis. The Weston Tunnel is a depressed, open trench tunnel with a 360m enclosed section. Canada Line, Vancouver, British Columbia Fire Protection and Life Safety Consulting Services

Acting as the fire protection and life safety consultants for the duration of the project, JENSEN HUGHES provided a wide range of services from design development support through to construction field reviews and final commissioning for the transit system and facilities. This project is an expansion of the SkyTrain rapid transit system serving Metro Vancouver which includes a dedicated Operations and Maintenance Centre and Yard. It is a fixed guideway transit system that links downtown Vancouver with the suburb of Richmond and the Vancouver International Airport. The line consists of 16 stations along 19km of track, both underground and along elevated guideways. The underground tunnels were a mixture of cut

and-cover and bore tunnel sections. We provided code consulting on all stations and tunnels (NFPA 130) and independent review of the construction progress on the guideways and tunnels. We also conducted fire propagation and development analyses, including CFD-based modelling of several stations, and developed alternative means of compliance with various tunnels.

JENSEN HUGHES was the fire protection and life safety consultants throughout the Design-Build phase of this Project, which included construction of aboveground and underground stations and guideways, and a new Maintenance, Storage and Operations Facility. We provided a wide range of services from design development support through to construction field reviews and final commissioning for the transit system and facilities. Provided Code Review Consultant services (acting on behalf of the owner as authority having jurisdiction) responsible for acceptance of guideways.

Fire and Life Safety Design Services The Confederation Line is a new Light Rail Transit system in the capital city of Ottawa. The project envisages three underground stations to be located in the heart of downtown below existing high-rise buildings. The design of various fire and life safety features for the underground stations requires coordination with property owners of existing buildings which will also be connected directly to the new stations. JENSEN HUGHES has the primary responsibility for liaison, on behalf of the Joint Venture, with the City of Ottawa, Building Permits to ensure that development of the station designs are coordinated with the approach by the authorities from the

early stage of the project. It is also our responsibility to develop a parallel framework for the guideway so that the appropriate checks and balances are implemented to verify that the design complies with the required codes and standards.

INTERNATIONAL Tel Aviv Redline Subway, Tel Aviv, Israel Fire Safety Peer Review Services

Provided peer review services for the smoke control system design for the construction of ten new subway stations in central Tel Aviv. Each station consists of three levels including the platform, technical and concourse levels. Variations between station designs include open and split concourse levels, various transit line configurations on the platform level, and one or more stations with two levels. The fire safety design for the stations is being developed based on a combination of U.S. codes (i.e. NFPA 130) and Israeli building code requirements. The purpose of the review was to ensure that the design complies with applicable code requirements, and that appropriate design assumptions were used. In addition, the review verified that the fire and egress modeling was used and interpreted correctly and the design provides a level of safety consistent with that which would be required in major international cities, such as New York or Washington DC.

Dubai Metro, Red and Green Lines, UAE Early Design Input The Dubai Metro is an extensive new rapid transit system incorporating underground and aboveground stations and guideway. JENSEN HUGHES provided early design input for the project, focusing on development of fire and life safety criteria and drawing review. This involved preparation of fire safety principles and guidelines for stations and tunnels for agreement with the Fire Safety Committee, Civil Defence, Roads and Transport Authority, and the System Operator.

We prepared station plans, collaborated with the architectural team to define conceptual station configurations, reviewed design drawings for compliance with NFPA 130, 101, and the Fire Safety Guidelines, including drawings of all underground stations, special stations, tunnels, depots, car parks, and viaducts. Developed a smoke control strategy using CFD-based fire modelling.

Makkah Public Transportation, Saudi Arabia Consulting Services

JENSEN HUGHES is currently involved with providing consulting advice for three stations (Kudai Station, Al-Marwa Station and Jabal al Ka'aba Station_ that are part of the Makkah Public Transportation program (MPTP). The MPTP is the expansion of the metro system in Makkah to service the anticipated growth in the region and provide improved transport capabilities for the large numbers of pilgrims that migrate to Makkah each year. The buildings are designed as multi-modal transportation hubs including multiple bus platforms, multiple metro lines, parking and retail/soug facilities.

Dynamic pedestrian modeling was conducted to assist the design team in optimizing the design of the vertical circulation, station platform layouts, and operational; requirements for the seasonal requirements (Hajj, Ramadan, Friday prayer and normal revenue service) and various crowd management strategies. The models were used as a design tool to assess schematic concepts and identify pinch points. Changes were evaluated and feedback provided to the team. Concurrently, the life safety requirements of "NFPA 130: Standard for Fixed Guideway Transit and Passenger Rail System" were reviewed to verify compliance.

Hangzhou Subway Line 2, Hangzhou, China Fire Performance-based Assessment Services were provided by our Shanghai office for the assessment of Hangzhou subway line 2 Qianjiang Century City Station. The station is located in the central area of Qianjiang Century City and covers an area about 5,565 sm. Our work include fire performance-based analysis, assessment of design scheme of fire-control, proposing an optimized method which can be implemented and providing fire safety assessment files. In the process of implementation of fire protection assessment scheme, we also provided necessary technical support.

Hangzhou East Train Station, Hangzhou, China Fire Protection Engineering Services Hangzhou East Train Station Square Complex is located in the core area of east new city and covers an area of about 920,000㎡ with 470,000㎡ over ground and 450,000㎡ underground. The complex included two phases: the first phase is the transportation complex with the East Train Station as its core, the second phase is the culture complex with the Canal Park as its core. We provided services for the first phase – the East Train Station. The station includes two components referred to as the east square and the west square. The east square includes two high rise complex and covers an area of about 200,400㎡. The west square is the urban traffic area for traffic evacuation, tourism distribution and trade show.

For this project, JENSEN HUGHES optimized the reasonable fire separation method for the underground commercial spaces and underground transfer space, determined the smoke control strategy for the underground transfer space using CFD modelling, performed evacuation modelling of the transfer space, and optimized the design of the underground exit routes.

Rapid Transit Stations, Singapore Peer Review Services Provided life safety peer review services of the rapid transit stations in Singapore’s transit system.

New Zealand Power Tunnel, Auckland, New Zealand Cone Calorimeter Analysis Performed a cone calorimetry analysis of cable samples as part of a test program for the New Zealand Power Tunnel to demonstrate the extinguishing reliability of water mist fi re suppression in cable tunnels. King Abdul Aziz International Airport, Saudi Arabia Smoke Movement Modeling & Fire Protection Systems Design

Provided fire protection engineering and code consulting services for the expansion and renovation of the King Abdullah International Airport (KAIA) North and South Passenger Terminals. Work included the development of a comprehensive fire protection plan for a terminal building and connected structures. Smoke control systems were designed for the large atrium-type spaces in the airport, the Automatic People Mover (APM) subway system, and the adjacent railway station.

Smoke control systems designs were developed based on simulations from models constructed using the Fire Dynamics Simulator (FDS) computational fluid dynamics model. Fire safety design and code consulting services were provided for the Passenger Terminal Complex, Carparks, Airport Hotels, Utilities Buildings, APM/BHS Tunnels, Railway Station & Ground Access Components, and Utilities Tunnel.

All work was based on the prescriptive option of the NFPA codes, with specific reference to NFPA 415 and NFPA 5000. The renovation of the South and North terminals was part of the airport’s $250 million expansion and modernization effort.

Channel Tunnel, Europe Full-Scale Fire Testing of Fire Suppression System / Failure Modes & Effects Analysis Acted as an independent third party, conducted full-scale fire testing of a proposed water mist fire suppression system which was designed for the Heavy Goods Vehicle Carrier wagons used to transport commercial freight through the Channel Tunnel. The performance objectives for the fire protection system were to: prevent fire spread to adjacent vehicles; to protect the tunnel and its infrastructure against destructive thermal damage; and, to mitigate conditions to extend time available for egress. The design criteria for the fire suppression system emerged as various ideas were tried, confirmed or discounted through full-scale testing. We were also asked to perform a failure modes and effects analysis (FMEA) on the entire system.

Panama City Metro, Panama Peer Review Services Provided peer review services for the smoke control system/ventilation design for the design of the Panama Metro Line 1 which will have thirteen station and 7.5 Km of underground Subway system. The design was reviewed for compliance with NFPA 130 to provide acceptable conditions during all modes of operation.

San Pedro de Anes Tunnel, Spain Fire Modeling Used CFD model to assist in understanding the dynamics of tunnel fires with water mist suppression systems and to aid in identifying reproducible “global” performance criteria as an alternative to single-point measurements for these dynamics.

Binyaney Ha’uma Railway Station and Tunnel Tel Aviv to Jerusalem, Israel Fire Modeling Services Provided fire modeling services for the entire underground commuter subway system from Tel Aviv to Jerusalem, Israel. Work included the assessment of the impact of a train fire developing in either the station or tunnel in the proposed smoke control system.

Bangkok Suvarnabhumi Airport Expansion, Thailand Tunnel Ventilation Specialist Consulting Services The Suvarnabhumi Airport Automatic People Mover (APM) System will operate as an extension of the airport and will be implemented in 4 different phases. The APM will operate on two pinched loops, which are Red Loop and Green Loop for a total of four guide ways in the tunnel. Station platforms will connect to the various facility levels via escalators and elevators. The subsequent extension from Phase 3 to 4 will be included in the extension of the East loop to a future Satellite Concourse 2 (SAT 2), and future terminal at the South Main Terminal Building (SMTB).

The TVS is intended to maintain a comfortable environment for the patrons and also to enable air to be changed, noxious substances to be removed from the system, and smoke and heat to be moved in specific directions out of the system in the event of fire emergencies. JENSEN HUGHES’ responsibilities include development of tunnel ventilation system design and specification of tunnel ventilation provisions with computer-based analysis, Subway Environmental Simulation (SES).
