    First meeting of Mid-Day Meal Programme Approval Board (MDM-PAB) was held on

    17.4.06 at Shastri Bhavan under the Chairpersonship of Union Secretary, Elementary

    Education and Literacy (EE&L) to consider the Annual Work Plan & Blldgct

    (AWP&B) of Karnataka. A list of members who participated is given at Annex-I.

    2. Secretary (EE&L) in her opening remarks stated that MOM Programme is a good

    opportunity to improve, both educational outcomes and nutritional status children or

    Primary stage. Despite initial hiccups, States are taking adequate measures to improvc

    its implementation. This has been reflected positively in various

    evaluations/assessments made by independent agencies.

    3. JS (EE.!) at the outset emphasized the following objective of getting States to prepareAWP&B and constitution ofPAB was

    To have better understanding of the programme implementation and also to

    focl,lsattention on issues critical to the quality of programme.

    There has to be a paradigm shift in the progranime from merely addressing

    class-room hunger to enhancing nutritional status of children through a

    balanced, wholesome meal with adequate variety. This alone would ~ad to

    a positive improvement in learning ability and achievement level of these

    children.

    (iii) It is a good opPQrtunityfor States to project and share the~rgood practices

    with other States.

    (iv) In cases where there is mismatch between lifting/utilization of food grains

    for 2006-07, whose main highlights were as follows:

    Cooked MDM programme was first introduced at Primary stage in 7 educationally

    backwardNorth Eastem districtsof the State.North Easterndistricts in lime, 2002

    later in June, 2003, the programme was extended to the remaining 20 districts. The

    programme currently covers children studying in class 6thand th also.

    4'.2). Secretary complemented the efforts made by the State Government in arranging all

    logistical requirements so quickly. J~ (EE-I) drew the attention to the need for orienting

    teachers and community members also. She also requesteQ the cpr to organiz~ a study on

    Average Attendance Rate (AAR).Director (Finance) opined that Staty Govt. may examine the

    administrative cost, which appears to be high.

    4.3) DEA(MDM) "drew the attention to the n~ed for orienting teachers and comm~l!1ity

    members also. He also requested the State Representative to Qrganize a, study on Average

    Attendance Rate (AAR).

    4.4) DS (MDM) informed that the Al1nualWork Plan - 2006-07of Karnatakawas one of

    the best received by the department. He invited the attention of the State Representative about

    the gap in information furnished in the AWP&13 2006-07 by State and requested that the

    . following information in the Tables (format) prescribed by AWP&B frame work may be

    immediately provided for further processing.

    JS(EE-I) summed up the deliberations and emphasized the need to focus on the following:-

    5.1) Adequate planning based on relevant and useful data regarding actual beneficiaries vis-a-vis

    enrolled children. There is urgent need to build up robust and reliable database (MIS) for the

    purpose of planning, monitoring and thereby effective implementation of MOM Scheme,

    Carrying out studies on Average Attendance Rate in support of claims for Central Assistance

    made and developing reliable and verifiable:statistical tools for this purpose.

    Increasing States contribution tOW&f!:!scooking cost to the tune of at least Rs.1 per child per day

    over and above Central A~sista!1~¥in order to add vf!ly~tq the meal and improve nutritional

    status of children. ,

    Need to accelerate convergence wit!1other Departments/Schemes to close infrastructure gaps of

    Kitchen sheds, drinking water, us~ of environment friendly fuels and gas based cooking., '

    connection at District level and positioning suitable manpower, on contract basis if necessary, to
