ConsiderationsCo-op is a Govt owned business. The mgmt hierarchy is not clear to

Alex.Alex doesn’t speak Mandarin. Relies on interpreter. Long bouts of

discussion between interpreter and client without Alex knowing what was said.

Shanghai is extremely large – over 17 million. Who are the eventual users?

Joining WTO. But some are fearful and distrust Westerners. Different way of thinking and doing things. A lot of emphasis on RELATIONSHIPS.

Be seen to be doing something. Educate farmers on farming techniques and what to plant. But not many have PCs. Rely on Co-Op leaders to provide answers.

Want state of the art Ecommerce site built within a month for not a lot of Yuan.

ConsiderationsGovt DeptEnd-users not conversant with IT. Blue collar workers.Located near mouth of river. Slow comms lines. Department has existed for 150 years – shipping .

Large re-structure has occurred. Loss of identity.Manage maintenance of Navaids. Remove reliance on

a few individuals who know every buoy by name.Out on boats. Users are used to large visual white

boards with little magnetic markers.
