QUICK WINS
It is recommended to set CRO ~12dB in collocated 1800 Band sectors, ~8dB in no collocated
1800 Band sectors and 0 dB in all 900 Band sectors. The aim is to prioritize mobiles camping in
capacity layer rather than coverage layer. ACCEPTED
We suggest to keep CRH=10 only in cells border with other BSCs and reduce CRH to a value to 6
or 8 in the remaining cells ACCEPTED
Sectors in GMS1800 band have -100 dBm set.We recommend to keep this value in GSM1800
and set -108 dBm in GSM900 LET'S DISCUSS
Suggested MSRXMIN:
Minimum: -94,Maximum: -102
Increasing average value will make HOs be done on better conditions regarding DL signal strength
from the NB. To be tuned with xParameters. ACCEPTED
Suggested BSRXMIN:
To be tuned individually with xParameter -> Min: -150 and Max:-100 ACCEPTED
DPSTATE controls the dynamic BTS power control state.For the area under study, this parameter
is ACTIVE for all cells.AMRPCSTATE ( AMR power control state) can only be active if DBPSTATE is
activated. Keeping these parameters ACTIVE for all cells is recommended ACCEPTED
DTXD: ON for all cells, except for DAR028B,DTXU: 1 for all cells: suggested to be ON
ACCEPTED

Regarding LOCATING algorithm parameters to be tuned by xParameters at ADJ level would be:

EVALTYPE = 3 is considered as the preferred option. ACCEPTED
LAYERTHR (signal strength threshold used
for ranking of cells in different layers) is currently set to -70 dBm for GSM 900 and -91dBm for
GSM 1800. Suggested Values:
In 1800 sectors, set to a value between [-95 to -85] to push traffic to high band. Important to
review that all sectors have a appropriate LAYER parameter ACCEPTED
A shorter interval (T3212 decrease), together with implicit detach supervision initiated in the
MSC, will reduce the number of unnecessary pagings but it leads to more signaling on the
SDCCH, thereby affecting the SDCCH dimensioning. The recommended setting of T3212 is 40;
note that the detach supervision parameter BTDM in MSC should be set equal to or longer.

RLINKT/RLINKUP: Maximum 20 SACCH and current configuration RLINK(UP)TAFR and
RLINK(UP)TAHR: RLINKT/RLINKUP + 8, since AMR is more robust (under bad radio conditions).

LQCMODEUL = 0 LQCMODEDL = 2 are set for all cells.We suggest to set LQCMODEUL = 1,
LQCMODEDL = 2 in all cells. ACCEPTED
LQCHIGHMCS This parameter is used to set the maximum MCS supported. PSKONBCCH is used
to disable the use of 8PSK on the BCCH carrier. The suggested configuration is:
LQCUNACK=1
LQCHIGHMCS=9
PSKONBCCH=ENABLED ACCEPTED
Parameter for the area under study is currently set to GPRSNWMODE = 2. Recommendation is
to keep this configuration. ACCEPTED
When all currently allocated PDCH have the TBFXLLIMIT number of TBFs allocated an allocation
attempt of more on-demand PDCH is done. If the allocation attempt fails, TBFs will be allocated

on the existing PDCH, up to and including the limit (60 for DL and 60 for UL), when congestion
occurs. Suggested values are: TBULLIMIT=60, TBFDLLIMIT=60. ACCEPTED
NUMREQEGPRSBPC is the wanted number of BPCs in a channel group to be E-TCH. By
aggregating them at sector level the number of EDGE TSLs enabled can be obtained. Individual
Sector Capacity Analysis should be required in order to suggest recommended values for those
parameters. ACCEPTED
If TN7BCCH is set to GPRS it is recommended to place the SDCCH on TN7 in CHGR0 to increase
the probability for consecutive PDCHs. This recommendation is not suitable if more than one
SDCCH is required per TRX or if DTM is to be used in the cell (since then it is good to use TN7 for
the CS part of the DTM connection). That is why, recommendation is to set TN7BCCH = EGPRS
for all cells. ACCEPTED
DLDELAY/ULDELAY: Defines the time to keep a downlink/uplink TBF alive after the last
downlink RLC data block with real data is sent/received (0 to 5000).
ESDELAY:Defines the time to keep an early set-up downlink TBF alive after it has been set-up (0
to 5000). Suggested values are DLDELAY=2200, ULDELAY=1500 and ESDELAY=750
ACCEPTED
SAS: single slot allocation strategy. This parameter indicates the allocation strategy for TCH
single slot allocation.This parameter (set at CHGR level) is set to SAS = QUALITY for all
CHGRs/Cells in the area under study. Recommendation is to set SAS = MULTI to increase
possibility to have consecutive TSLs available for data. ACCEPTED
