POINTS OF EMPHASIS 2005-06


Reduction in the Time to Replace a Player With 5 Fouls

• Twenty seconds will be allowed to replace a disqualified player. The warning signal will be sounded five seconds before the expiration the time limit.

• Warning horn at 15 seconds; resumption of play 5 seconds later

• Rule 2-12.8, 4-17.5 (pages 51, 72).


Rationale

• This will reduce the time allowed from 30 seconds to 20 seconds.

• Procedure when a player fouls out; discussed in the new mechanics portion


No Full Reset on a Kicked Ball

• Violations when the ball has been intentionally kicked will no longer result in the reset of the shot clock to 30 seconds.

• Rule 2-13.6 and 7, 4-43, 9-6 (pages 53, 84, 129).


When the violation occurs with 15 or fewer seconds remaining,

• the shot clock will be reset to 15 seconds.

• < 15 Seconds = Reset to 15 Seconds


When the violation occurs with more than 15 seconds

remaining,

• there shall be no reset of the shot clock.

• 15> seconds = No Reset


Rationale

• The committees believed the penalty was too severe for the violation.


Uniform Consistency

• Head bands and wrist bands shall be uniform in color (similar to the dominant color of the game jersey) and logo on each player and for entire team.


Uniform Consistency

• Only one logo, the team logo or the manufacturers’ logo may be on the head bands and wrist bands.

• Rule 3-5 (page 62).

• This will create more uniformity for uniforms.

Post Play

Post playWhen a stationary offensive player is in the post not holding the ball and with his/her back to the basket, it is legal for the defender to make contact with the offensive player in any ONE of the following ways:

• a. one hand on the back• b. one “arm bar” on the back• c. one leg on the posterior area i.e. rear end

ANY DISLODGING OF THE OFFENSIVE PLAYER BY THE ABOVE ACTION AT ANY TIME IS ILLEGAL

• e.g. - two hands in the back• - two arms in the back (“arm bar”)• As soon as the offensive player without

the ball turns to face the defender or attempts to make a move to the basket, any/all of the above contact will be illegal.

• AS SOON AS THE OFFENSIVE PLAYER RECEIVES THE BALL, ANY/ALL OF THE ABOVE CONTACT WILL BE ILLEGAL

• No warning. It’s a FOUL.

• Dislodging or ‘backing down’ of a defender by an offensive player in the post either with or without the ball will be illegal.


• In all situations see the whole play from beginning to end


HANDCHECKING

• Back court: • During back court pressure by a

defensive player, any hand contact with the dribbler is illegal.

• No warning. It’s a FOUL. (Pressure is

defined as the dribbler facing more than 1 defender in the back court)


HANDCHECKING

Front court:• If a dribbler is not going to the basket (“east-

west”), a defender, in order to “find” the dribbler, may briefly place a hand on him/her, but the hand must not remain on any part the dribbler.

• A HAND THAT REMAINS ON OR INFLUENCES THE DIRECTION OF A DRIBBLER ANYWHERE ON THE COURT IS ILLEGAL.



Reroutes & Impedes

• It is also to be noted that ‘bumping’ or dislodging of dribblers and offensive players without the ball who are moving to new positions on the floor will be penalized.

• a.k.a. dribblers going to the basket and cutters through the lane


IMPEDES

• THE FREE MOVEMENT OF PLAYERS IS AN ESSENTIAL PART OF THE GAME OF BASKETBALL

• CONCEPTS SUCH AS “BUMPING THE CUTTER” ARE CONTRARY TO THE RULES AND SPIRIT OF THE GAME


IMPEDES

• AT ALL TIMES OFFICIALS MUST BE AWARE OF THE POTENTIAL FOR BOTH OFFENSE AND DEFENSIVE PLAYERS TO IMPEDE AN OPPONENT FROM MOVING FREELY ON THE FLOOR.

• ON DEFENSE, PLAYERS WHO OBTAIN LEGAL GUARDING POSITION ON AN OPPONENT MUST NOT BE IMPEDED FROM MOVEMENT BY ILLEGAL CONTACT BY AN OFFENSIVE PLAYER

• ON OFFENSE, PLAYERS MUST BE ALLOWED TO MOVE FREELY ON THE COURT. DEFENSIVE PLAYERS WHO DO NOT OBTAIN LEGAL GUARDING POSITION MAY NOT INTENTIONALLY CONTACT AN OPPONENT.


Bench Decorum

• Coaches Box must be enforced.

• During a live ball, if a coach is out of the box and not addressing the officials he/she must be politely but firmly reminded to return to the box.

• During a dead ball the same procedure must be adhered to although by rule the coach may check the scoresheet and request reasonable information at this time.

• With two exceptions, no one other than the head coach may stand during the game

• Exception one; bench personnel are permitted to stand as a momentary response to a good play by their team

• Exception two; players may stand during timeouts and to report to the scorer’s table as a substitute

• Only the head coach may address the officials during the game.

• This must be done in a sportsmanlike manner preferably during dead ball periods


Palming

• “Palming”or “carrying” the ball places the defender at a distinct disadvantage while according the offensive player a sizeable advantage inconsistent with the rules.


Palming

• The dribbler, during a high or hesitation dribble, causes the ball to come to rest and then pushes the ball either to the side or in front of him commits an indefensible violation which must be called.


Palming

• “Palming” is an illegal manoeuvre. When the ball comes to rest in the dribbler’s hand, by rule, the dribble has ended. Continuing to dribble after the ball has come to rest in the hand is a violation and should be called.


ASAA Rule Modifications 2005-06

• All competition shall be governed by the rules of the NCAA Men's Basketball Rules, with the following modifications:

• The 30 second clock shall be used.



• The NCAA's definition of "closely guarded" will not be used. The definition of "closely guarded" shall be the FIBA definition, with the exception that it only applies in the frontcourt.



• A player who is holding the ball in the frontcourt shall be considered to be closely guarded if the defensive player is aggressively attempting to either obtain the ball or to prevent the player holding the ball from passing or shooting the ball.



• A player holding the ball while closely guarded for 5 seconds commits a violation. The ball shall be awarded out of bounds for a throw-in to the team on defense.



• The 3-point area is in effect using the FIBA Line (6.25m, 20'6").

• With the exception of shot clock violations, there will be “no handle” on violations committed by the offensive team in their frontcourt.
