LEGISLATIVE ASSEMBLY QUESTIONS AND ANSWERS Thursday 10 November 2005

*4687 INCREASE TO WATER SUPPLIES—Mr Stoner to Attorney General, Minister for the Environment, and Minister for the Arts— In relation to the Government’s plans to increase water supplies under the Metropolitan Water Plan: (1) Has the Sydney Catchment Authority forecast its potential loss of revenue if a large 5000ML a day

desalination plant were built and operating, supplying Sydney with a third of its water? (2) Will Sydney Catchment Authority seek an increase in bulk water prices, to make up any projected

losses of revenue, from IPART before the next pricing determination is due? (3) In relation to water transfers from the Shoalhaven River to augment Sydney’s water supplies:

(a) What are the total projected pumping costs used for the water transfer of 80 gigalitres under the Shoalhaven pipeline plans of the Metropolitan Water Plan, per year?

(b) How much electricity will be used for the water transfers of 80 gigalitres under the Shoalhaven pipeline plans of the Metropolitan Water Plan, per year?

(c) What was the total amount of electricity used in operating the pumping systems to transfer water from Tallowa Dam up through Fitzroy Falls for the 2004-05 financial year?

(d) What was the total cost of operating the pumping systems to transfer water from Tallowa Dam up through Fitzroy Falls for the 2004-05 financial year?

(e) What was the total amount of water pumped from Tallowa Dam to Fitzroy Falls for the 2004-05 financial year?

Answer— The transferring of water from the Shoalhaven River to Sydney during times of drought has been happening for decades. These water transfers have in fact formed an integral part of the long term planning for Sydney’s water supply needs. There were similar transfers from the Shoalhaven River during the droughts that occurred in the early 1980s and mid 1990s – including during periods of Coalition Government. The Shoalhaven Scheme was constructed in the 1970s precisely for this reason. Any effect on Sydney’s overall bulk water supply can only be determined once the final configuration of the desalination plant is decided. Further questions associated with the construction of the plant should be referred to the appropriate Minister. The Sydney Catchment Authority advises me that 243.7 million kilowatt hours of electricity was consumed by the 3 pumping stations (Bendeela, Kangaroo Valley and Burrawang) in 2004-05 to pump around 122 GL of water.
