Council adopts Strategic Plan Council adopted the updated Vision, Mission, Values and Principles Statement which will become a part of the City’s Official Community Plan. Also adopted were the Strategic Plan and Actions for 2015 which will be highlighted in the annual report released to the public in June. 2015 tax rates not yet final Council proceeded with the first three readings on the Financial Plan Bylaw and the Tax Rates Bylaw (refer to bylaws under “other news”) which show the final tax rates for 2015, except school tax rates, and their effect on the average residence. The main reasons for the increase in the property tax bill this year is the increase for the Capital Reinvestment Reserve in municipal taxes and the increase for the Arena in the North Cariboo Recreation Taxes. The average residence will see an increase of 4.9% to the municipal portion of their property tax bill ($34.55) and an increase of 20.7% to the North Cariboo Recreation portion of their property tax bill ($43.86). At this point the City has not received the school tax rates, so the total effect on the property tax bill is not known. The Five Year Financial Plan now includes $50,000 from the airport surplus for work on the development of a formal community forest proposal. It also has been adjusted for the fact that the City is now recording gas tax grants as revenue in the year received rather than deferred revenue. Development Services’ reports Council approved all five of the Development Services’ reports that came forward. (1) Zone Amendment to permit a fourplex as a principle use with a Floor Area Ratio of 0.75 and coverage of 60% for the property addressed as 224 Doherty Drive (refer to Bylaws 1764 and 1765 below). The current permit on the property allows for two dwelling units. A public hearing is set for Monday, May 11 at 6:30 p.m. in Council Chambers. (2) Development Permit DP2015-80 for the construction of a single family residence at 3471 Quesnel-Hydraulic Road with subjects. This property is in a Water Corridor Development Permit Area. (3) Zone Amendment to permit a Licensee Retail Store as a permitted principle use at 2330 Quesnel-Hydraulic Road (refer to Bylaw 1766 below). The property owner would like to expand the licensee retail store into the entire building and no longer operate as a neighbourhood pub. A public hearing is set for Monday, May 11 at 6:30 p.m. in Council Chambers. (4) Development Permit with Sign Variance for new Kentucky Fried Chicken Drive Thru with a small addition and facade renovations at property addressed as 458-464 Juniper Road. (5) Remedial Action Order for buildings located on property addressed as 371 Lewis Drive. Property owners have until June 1, 2015 to demolish the buildings at that location. First quarter financial update An overview of the City’s financial picture at the end of the first quarter, March 31, was presented to Council. Departmental reports now provide high level points that present enough information to understand the basics of the report. At this point in the year, there are no significant variances to report in the other operating funds. Other news Council provided the following on a number of bylaws: First and second readings on Bylaw 1764 - Official Community Plan Amendment; Bylaw 1765 - Zone Amendment; and Bylaw 1766 - Zone Amendment. First, second and third readings on Bylaw 1757 - Nuisance Amendment; Bylaw 1759 - Five Year Financial Plan; and Bylaw 1760 - 2015 Tax Rates. Final reading and adoption on Bylaw 1744 - Emergency Program; Bylaw 1756 - Animal, Bird and Insect Control and Licencing Bylaw Amendment; and Bylaw 1758 - Fire Protection, Prevention and Emergency Services. Council approved entering into the 2015/16 Annual Operating Agreement for the provision of convention and handyDART services. Council approved forwarding a letter of support on behalf of the Quesnel Technics Gymnastics Club for their application to Northern Development Initiative Trust for a Business Case project and that up to $3,500 be allocated from the Gymnastics Reserve to complete a Business Case for a new facility for the Club. Council approved up to $50,000 from Airport Surplus be allocated to fund the development of a formal Community Forest Proposal with the intent of returning those funds to the Airport Surplus in the future.
