The B.C. government is reducing unnecessary requirements and com-mitting to more than 60 actions to reduce red tape and improve service deliv-ery, making it easier for British Columbians to ac-cess government services.
Coralee Oakes, Minis-ter for Small Business and Red Tape Reduction, this week announced actions in a new report on a public engagement process that concluded in December.
“British Columbians gave us their ideas to re-
duce red tape and we have listened. Now, we are re-leasing our plan to take action on those ideas,” Oakes said, also the MLA for Cariboo North.
“Over the next year, peo-ple will see improvements to several government ser-vices – small changes that make their lives easier. For example, we heard from Becky in the Cariboo and are exploring options with ICBC to allow customers to renew their insurance online through their bro-kers.”
In addition, Oakes led a cross-government effort to repeal 37 outdated or un-necessary regulations to make it easier for people to comply with provin-cial requirements. For example, consolidating the requirements around wills into a single act, the Wills, Estates and Succes-sion Act. This act helps clarify the process for distributing estates where there is no will and allows the court to recognize a document as a will even if it does not meet all the
usual standards.“British Columbians
gave us their ideas to re-duce red tape and our government has listened. Now, we are releasing our plan to take action on those ideas,” Oakes said.

government held a six-week online consultation on reducing red tape for British Columbians. More than 5,900 people visited the engagement site.

400 ideas, including 284 ideas through the pub-lic engagement and more than 120 ideas from stake-holders.
• The B.C. government is a leader in red tape reduc-tion. For the � fth year in a row B.C. received an ‘A’ grade from the Canadian Federation of Independent Business – the only prov-ince to receive an ‘A’.
• Making it easier for people to register their decision on organ dona-tion by including it at Ser-vice BC has signi� cantly
increased the number of British Columbians who have registered.
• Moving the Special Oc-casion Licence program online has made it easier for not-for-pro� t organi-zations to get the licences they need.
• By removing the red tape around driver creden-tials the provincial gov-ernment has streamlined the process for people moving from military to civilian life and opened up employment options for members.

MarketingInitiative
Projects BudgetThe City is currently
undertaking two Marketing Initiatives: Repositioning the Community Identity project and the Brand Implementation project. The total budget for these two projects is $160,000. The City was able to secure $5,712 from the Northern Development Initiative Trust Marketing Initiatives grant and $40,000 from the Pine-Beetle
Recovery fund. Additional funds have been secured from the Cariboo Chilcotin Beetle Action Coalition, and the 2015 and 2016 City of Quesnel budgets. The remaining $34,288 will come from the now dissolved QCEDC’s surplus.
The Repositioning the Community Identity project will look at improving our community communication. This project will create a stronger message and new visual identity for the City, representing who we are and what we offer as a community in order to better attract residents, visitors, and new business to Quesnel. This project will include broad community consultation and will provide us with designs guidelines for future marketing materials, signage, and more.
The Brand Implementation project will put the visual identity and messaging created in the Repositioning project into place, with the redesign of the City website and improvement of the City’s online presence.
The new website will be easier to navigate for current residents, and will provide more information for those considering Quesnel as a place to live, work, and play.

The main water licences were issued to BC Hydro’s Site C project by the deputy comptroller of water rights Wednesday.
Two conditional water licences allow BC Hydro to store up to 165 million cubic metres of water and divert from 390 cubic metres of water per second to 2,700 cubic metres of water per second from the Peace River for the purposes of power generation. One permit allows for the creation of a reservoir to cover approximately 9,580 hectares of Crown land along the Peace River.
All three authorizations are for a period of 40 years and require construction to be completed before Dec. 31, 2025. Prior to construction of the dam and spillways, BC Hydro must have approved engineering plans, an emergency
response plan and an environmental management plan in place.
Conditions in the water licences are consistent with environmental assessment certificate conditions. The provincial and federal
governments granted approval for Site C in October 2014.
The Site C project will require several hundred separate authorizations over the life of construction. More than 30 different authorizations have
already been issued for dam site clearing and construction activities.
The Province continues to consult with First Nations on all authorizations that will be required for the project.
Site C will provide
approximately 10,000 direct jobs during construction.
The project will generate enough electricity to power about 450,000 homes per year, an 8% increase in supply to BC Hydro’s system in 2024.

Monitoring landscape during spring weather
With spring arriving and warmer weather coming, our vulnerable areas are starting to slide again in the Deep Creek and Knickerbocker Hill areas.
As many of you are aware, our community of Quesnel and its immediate surrounding area are susceptible to natural slides, caused by precipitation or high groundwater levels.
The Knickerbocker slide, located about 10 kilometres west of Quesnel on the Blackwater Road, is a naturally occurring slide that has been active for decades.
Historically, movement at road elevation has been at its highest during the spring when groundwater levels are at their highest and the Fraser River is in flood.
Because of the slide movement, vertical displacement of the road surface varies each year from 10 to 50 centimetres. The slide movement is very gradual, occurring over months.
The road has always remained passable. To repair the roads, an additional layer of pavement is applied over the deformed surface to re-profile the road. Annual costs for these repairs average between approximately $50,000 and $100,000.
Since slide movement has always been very gradual in nature, the Ministry of Transportation and Infrastructure has not installed any physical instrumentation to monitor the movement.
If you drive through the Deep Creek and Knickerbocker Hill areas, you may occasionally see Emcon Services Inc., the Ministry of Transportation local road contractors, at both of these locations, doing testing. Emcon Services consists of a group of professional companies specializing in highway maintenance, paving, bridge construction and equipment hauling.
Additionally, the Ministry of Transportation continues to monitor the areas to ensure it is stable and safe for travel.

The latest liberalization of B.C. libation rules means you can order alcoholic drinks by room service at hotels and resorts, any time food service is also available.
Liquor service was restricted to the hours of the hotel’s licensed bar or restaurant, but that’s gone as the B.C. Liberal government continues deregulation to help the tourism industry.
Poma Dhaliwal, president of the Alliance of Beverage Licensees, called the room service change “re� ective of the common-sense policy changes we have long advocated for.”
Earlier the B.C. government lifted its ban on “happy hour” drink specials, and removed its restriction on requiring food with restaurant drinks and families with children during dining hours at neighborhood pubs. Wine in large
grocery stores, craft alcohol sales at farmers’ markets and removing fences from festival beer gardens are other changes introduced since 2014.
The B.C. government is working its way through a list of 73
recommendations from its popular liquor policy review. Easing room service rules is the 39th of 73 to be implemented, in a high-pro� le series of announcements that appears ready to extend to the May 2017 provincial election.

Over the past few decades politicians of all stripes have created confusion in the minds of the public about the government’s role in job creation. As a result, many people have come to believe that government is somehow directly responsible for job creation and job losses in the general economy. The reality is: government has little influence on the general state of the economy and employment, especially at the municipal level.
The state of the economy is determined by multiple influences: currency exchange rates, interest rates, international trade deals, consumer confidence, global natural resource supply and demand cycles, corporate expectations for return on investment, and a host of other factors well beyond the control of any one government (taxes and government regulation play a minor role in the economy). Global social and environmental issues are also increasingly important influences on consumer confidence and purchasing habits, which directly impacts the daily share prices of individual companies, stock markets, and, therefore, employment rates in regional and local economies.
Quesnel’s local economy is further impacted by the mountain pine beetle epidemic limiting the available timber supply and driving up costs, as well as the rapidly increasing cost of energy. Council has no control over either of these significant negative influences on local employment.
In short, it is unreasonable to hold local government accountable for the general state of the economy and its influence on local employment in the private sector. However, Council can exercise some influence on the local economy in two key areas: taxation and spending. As such, we are actively adapting these policies to our current circumstances in order to provide positive incentives for investment and directly create local employment opportunities through public investments.
In its 2016 budget, Council is proposing a three-year tax freeze on local industry in an effort to entice investment in this sector and help stabilize its employment base. This does mean shifting the tax burden on to commercial and residential ratepayers, but Quesnel will still have one of the most affordable residential property tax rates in BC at the end of this three-year period.
Council is also changing its spending (procurement) policy in an effort to ensure as much of your tax dollars remain in our community as possible. This is the most direct way for Council to support local employment: using your tax dollars to directly invest in our community. This year almost $30 million will be invested in Quesnel between the Arena Replacement and the West Quesnel Land Stability projects. Council and the North Cariboo Joint Planning Committee are making every effort to ensure this significant public investment in our community supports local businesses and creates local jobs – within the bounds of inter-provincial trade agreements.
Council is now testing the public will through a reverse petition to obtain permission to borrow up to $10 million for a new Public Works facility, a long overdue investment in our community. If that project proceeds it will commence after the bulk of the arena project is completed, creating another year of employment for local contractors and tradespeople during this difficult downturn in the global economy.
While Council has very little influence over the broader economy and its effects on local employment, we can help stabilize and support our local economy and directly create local employment opportunities through proactive policies and prudent investments in public infrastructure.

The pets owned by British Columbians are usually well cared for. Whether
they have pampered indoor ani-mals or muddy-pawed working dogs and barn cats, people gen-erally take their health and well being seriously.When there are incidents of ani-
mal abuse and neglect, the gen-eral population is shocked.Last week, the B.C. government
announced changes to the code of practices for kennel operators and cat and dog breeders.The new rules will provide for
minimum space for animals, a duty to provide immediate veteri-nary care, and may include pro-active monitoring and enforce-ment for breeders.That last part sounds like a
good idea – a few random in-spections could go a long way to clean out the dark corners of the industry.We owe it to our pets to take
good care of them, and to ensure that the industries that supply us with pets are being watched. Animals come into our lives from reputable breeders, from friends with litters, and from animal shelters.They become parts of our fami-
lies, providing companionship. All they ask is food and shelter and care, and sometimes a tossed ball or a warm lap on which to sleep.People sometimes question why
the public seems to get angrier about crimes against animals than about violent crimes involv-ing adult humans.The simple reason is that, like
children, animals didn’t make any choices to be where they are. They are entirely at the mercy of their owners.We owe it to them to ensure that

Premier Christy Clark had her dancing shoes on as yet
another “climate change” meeting ended in disarray in Vancouver last week.
“This is not the end,” Clark assured reporters after Prime Minister Justin Trudeau and the premiers emerged with no agreement on a national minimum carbon price. No kidding.
Trudeau declared victory by announcing the unanimous consent to a “Vancouver Declaration,” which basically pays lip service to the concept of “carbon pricing” and kicks another grand federal election promise down the road.
As the rest headed for jets waiting at Vancouver airport, Clark expressed the hope that the public would say “they got together and they made progress.” Did they? Let’s take a look.
Going into the Whistler-Vancouver stop on Trudeau’s globe-trotting glamour tour, Clark correctly noted that it’s other provinces that need to make progress. B.C. has a clear price on carbon emissions; it’s been held at $30 a tonne since Clark succeeded its creator,
Gordon Campbell.Clark’s advice for other
premiers is to follow Campbell’s example of a revenue-neutral carbon tax, offset by income tax reductions. You won’t build public support for a carbon tax that makes people poorer, she said.
Of course that’s what Alberta is doing, at a time when many residents are getting poorer already. Alberta’s NDP government plans to match the rate of B.C.’s carbon tax within two years and spend the proceeds.
Other premiers have more creative definitions for pricing carbon.
Nova Scotia Premier Stephen McNeil pointed to transmission lines and power purchases from the Muskrat Falls dam under construction in Labrador, to substitute hydro for coal-
fired power. The highest electricity prices in Canada are their “carbon pricing” plan.
Saskatchewan Premier Brad Wall pointed to SaskPower’s Boundary Dam carbon capture and storage project. It is the world’s first coal-fired power station to capture carbon dioxide after combustion. The CO2 is sold to oilfield operators who inject it into declining wells to push more oil out, and the project intends to capture sulphur dioxide and fly ash to process and sell for other industrial uses.
Wall is the only Canadian leader to state a couple of inconvenient truths. The purpose of this exercise is to reduce carbon emissions, not to raise tax revenues. And now is the worst possible time to impose more taxes on the oil and gas industry.
Clark’s stand-pat strategy on the B.C. carbon tax is going to change this year, as positioning begins for the 2017 election. A B.C. government advisory panel has recommended a 33 per cent increase, conveniently starting in 2018, with annual increases after that.
The current seven-cent-per-litre carbon tax on
gasoline sold in B.C. is hardly a deterrent these days, as pump prices have tumbled and could stay low for years to come. And with a fragile economy, it seems unlikely that a big boost in carbon taxes will find favour with voters a year from now.
The B.C. NDP is trying to rebuild its credibility on climate policy. NDP leader John Horgan tried to revise the party’s history, claiming in year-end interviews that the NDP didn’t oppose the carbon tax, only making it revenue neutral rather than spending the money on green initiatives, as Alberta wants to do.
Alas, the NDP’s “axe the tax” campaign going into the 2009 election is a matter of record. The party’s election platform warned that Campbell’s plan “increases taxes for average families by tripling the gas tax” to its current level.
Last week the NDP issued a news release denouncing Clark for presiding over increasing greenhouse gas emissions.

Editor:In response to the Letter to the Editor
on Friday February 12, titled Not in best interest, I feel it is important to first point out that the ‘cutbacks’ described in the letter were made in order to decrease the budget deficit that the city had been running for years prior.
These cutbacks were necessary to offset the industrial tax base decrease that has been occurring in Quesnel for the past decade, a direct result of the decreasing viability of the mountain pine beetle affected forests that surround our city.
We have been aware since the early 2000’s that the forestry sector in our community would be facing extremely challenging years,
and the rationalization of the companies would be an inevitable consequence.
As a community it is in our best interest to face these realities head on, and that is what Mayor Bob Simpson is doing, as opposed to ‘satisfying a personal vendetta against the forest industry’.
Industrial diversification and long term growth are key concepts so that we are able to maintain or even improve upon the level of services that we enjoy today, the costs of which continue to increase with each passing year.
Establishing an updated identity for our city will attract more visitors and residents, the existing businesses will thrive and expand, and certainly some of these new residents will establish new businesses or industries of their own.
The cost of a consultant to assist in this process would certainly seem to be a wise investment.

First of all this is not meant as a criticism of the city undertak-
ing to borrow $10 million for a new Public Works fa-cility, who could argue that it is time but I have never cared for the Alternative Approval Process, where there is only the require-ment that local government must advertise twice in the newspaper.
Many residents don’t buy or read the paper and that should be a concern. Of course prior to the decision it is discussed at meetings and many times it might be reported on the local radio news but again not every-one listens to the radio.
No other advertising is re-quired. There is no easy way to actually gage whether the electorate is informed.
The first advertisement was Feb. 24 and the last was on March 2 – did you see them?
After the placement of the
second ad electors have 30 days to respond which my understanding is April 4 where the estimated number of voter responses required is 10 per cent or 723 forms returned. In other words 723 residents must vote no! If that number is reached the city cannot proceed with the proposed by-law with-out holding a referendum.
Considering we are use to voting on a ballot in privacy without others having the knowledge of whether we voted yes or no. This Al-ternative Approval Process makes this vote very per-sonal; most residents would
find it uncomfortable to say the least. You must state your name and address, for good reason of course, your vote and residency has to be verified – yet not every-one wants their vote to be public, interesting.
Under the Alternative Approval Process there is no opportunity to vote yes – only those in opposition register their vote.
If you as an electorate within the city and don’t agree with the borrow-ing of the $10 million you may pick up an electoral response form at city hall or you can go on line www.Quesnel.ca and print the form off, declare and regis-ter your opposition.
The forms can be sent via email to [email protected] the form can also be sent by facsimile.
The government web site mentions that when propos-als are for large amounts of money perhaps the forms
could also be made avail-able in a library or even recreation center rather than just one location. Considering local govern-ment has the responsibility to create the forms perhaps they could also be designed for more than one signature.
I can’t imagine the re-sponse if an Alternative Ap-proval Process for the arena had been attempted -which was only for $7.5 million. When an actual referendum is held that at least makes more sense than never knowing for certain that residents actually knew and understood the process.
At the end of the day if you have questions call your city hall and get the answers.

Quesnel Live Arts presents Monster Theatre’s Til Death Do Us Part: The six wives of Henry VIII in a one-woman show, March 13, in Chuck Mobley Theatre at 7:30 p.m.
It all starts in the afterlife, in a bizarre waiting room of sorts. One by one, the wives of Henry VIII arrive, much to the shock and dismay of each previous wife. The betrayed wife; the scheming wife; the peacemaker; the ugly German, the slutty one and the one in love with someone else. Six queens; six love stories; six deaths; all portrayed by one actress, Tara Travis.
Meanwhile back in the afterlife: what culminates is a heated frenzy of an ex-wives club where these women swap stories, toss Anne Boleyn’s head around, pick on the ugly German one and, most importantly, fight for the right to be acknowledged as Henry’s true bride and eternal partner. But when Henry arrives – everything changes.
Til Death is presented by Monster Theatre who have mastered the creation of humorous but as historically accurate as possible productions.
In their mission
statement they say, “we believe the same stories have been told throughout human evolution and that it is the artist’s duty to re-tell these stories to make them relevant for their time and place. We also believe in creating theatre that is both smart and stupid, high-brow and low-brow. We do months and months of research for each new creation, but when developing them we always endeavour to keep the work accessible for folks who might not know the first thing about the subject, but we tuck in plenty of reward for experts.”
Monster Theatre has tackled such myths
as Jesus Christ: the lost years; The Seven Lives of Louis Riel; The Shakespeare Show; and Freud vs. his Ego with humour and as much of the historical truth as is available through extensive research.
The name Monster Theatre was inspired by the difference between a demon and a monster. Demons are smooth and attractive on the outside, but evil and twisted on the inside, while monsters are strange and twisted on the outside, but they always have a good and pure heart. This is the sort of theatre they strive to create.
Tickets for Til Death Do Us Part are available at Green Tree Health and Wellness; KMAX; Save-on Foods and at the door – $25 (adults) and $20 (seniors and students).
Monster Theatre is also performing The Little Prince, a show for the whole family, March 13, Chuck Mobley Theatre at 1:30 p.m. presented by Children’s Concert Society/Quesnel and District Community Arts Council. Tickets are available at the Arts and Recreation Centre, Bo Peep Boutique and at the door for $8/person or $30 for a family of four or more.

The sun streams in through windows that reach from � oor to soar-
ing ceiling. Gentle piano music � lls the hallways and common room. Those who enter are enveloped in an environment of calm and peacefulness. Cana-dian Cancer Society’s Kordyban Lodge is a home away from home for many northern cancer patients where compassionate and supportive staff and volun-teers walk beside guests on their treatment journey.
Many Quesnel residents have availed themselves of these warm and welcoming accommo-dations as they take radiation treatments and other cancer-related services at the hospital.
Just a short walk from PG Regional Hospital, Kordyban Lodge costs $55/day which includes three meals a day and whole lot more.
Entertainment, fashion shows, jigsaw puzzles everywhere, bas-kets of wool for those who want to knit and staff and volunteers who really care are just some of the activities and services at Kordyban Lodge.
Guests are encouraged to
socialize as treatments can be isolating and dif� cult. Almost everyone who stays at Kordy-ban Lodge are there for cancer treatments, although if there’s space, others needing treatments or appointments can stay there as well.
Those who have stayed at Kordyban Lodge praise its existence, saying the personal-ized treatment by staff and volunteers, the handmade quilts, slippers and caps given to the residents and the sense of being enveloped with large caring hands makes such a difference and promotes healing.
Also located in Kordyban Lodge are Masonic services to patients such as transportation to appointments, pick up at the airport and other support as required.
Most special rooms and com-mon areas bear a plaque naming the person either who donated the funds or in honour of some-one who succumbed to cancer. Everywhere within the lodge are reminders of the generosity of Prince George businesses and in-dividuals as well as surrounding areas that helped make Kordy-ban Lodge a reality.
The lodge has 24-hour nurs-ing staff and other support staff
however the bulk of the work is carried out by dedicated volun-teers.
Terry, a volunteer with Kordy-ban since it opened just over two years ago, said in a quiet voice, “If cancer patients or their families need support, Kordyban Lodge is here for them.”
The doors to Kordyban Lodge are always open and anyone can stop by and see the great facility and services available.
This year, Quesnel hopes to make Relay For Life a truly remarkable event. Slated for Friday, May 27, 5 p.m. – 11 p.m. at Baker Creek Park, the public is invited to join the many teams already busy fund-raising for a community dinner (by donation) and enjoy many fun, healthy activities. People are also encouraged to gather friends, co-workers, family, sports groups and anyone else to join a team and raise funds for the Canadian Cancer Society research and services.

Welcome oasis on a cancer journey
When she heard news of a hunger strike against the pro-posed Site C dam that began March 3 in front of BC Hydro’s Vancouver headquar-ters, Claire Kujundzic didn’t hesitate.
“I wanted to join them to demonstrate my support for the Treaty 8 Stewards of the Land who were camped at historic Rocky Mountain Fort for two months,” she said from her home and studio in Wells.
Kujundzic, who started a hunger strike in 2002 as part of a community campaign to save the Wells elementary school from closure, knows how hard it can be to fast for a prolonged period.
After ten days on a strict regime that summer, she ended up in at G.R. Baker Hospital.
Fifty others, includ-ing writer Susan Mus-grave and the mayors of Wells and Quesnel participated in the strike and after more than a year of actions, the community saved its school.
“A group of women put out a call to join this action, so I decided to fast from last Friday morn-ing through Sunday, which is when women in Wells gathered to celebrate Internation-al Women’s Day.”
Kujundzic questions the need for Site C, citing forecasts of levelling domestic
demand for power.“Proceeding with
this costly megapro-ject violates Treaty 8,” she said.
“If the new federal government is serious about reconciliation, they will intervene to stop it.”
She is also con-cerned about the loss of prime farmland, and the impact on the Peace-Athabaska Delta, which has al-ready suffered serious damage as a result of the first two dams.
“I firmly believe in the power of the peo-ple of Treaty 8, the farmers and ranchers to stop this project.
“They have forged an extraordinary co-alition of respect and spirit.”

A� er coming to Canada, Bart and Peter eventually settled in Quesnel where they started Richbar Nursery. Bart studied landscape design through Quelph University and the business was expanded to include landscaping. Her love of learning continued with her studying at CNC and then Simon Fraser University.
She will be remembered for her intelligence, love of reading, writing, gardening and her kind and generous nature.

Marlene was born in Saskatoon, Sask. July 28, 1936. A long time resident of Mission, Quesnel and Houston B.C. Marlene was a woman with a strong spirit; never to complain of the challenges in her life; living each day as it came. She worked hard, enjoyed her children, Church, animals, cra� ing and dancing. Marlene loved going to Church and worshipping her Lord Jesus... in her last couple of years you would o� en hear her say, “I want to go HOME!” Marlene will be remembered by many family and friends for her special shoulder dance, beautiful smile, laughter and peaceful spirit. She is survived by daughter, Marla McIntyre (Mike), sons Don Storey (Lori), Charles Storey, David Storey, sister Jeanette Bell (Wilfred), brothers, Jerry Giesbrecht and Michael Kenny, seven grandchildren, thirteen great-grandchildren. Marlene was predeceased by husband Henry, brother Jack, and grandson Matthew. A memorial service will be held for Marlene on May 12, 2016 at 1:00 p.m. at New Life Church, 2244 Ash Ave., Quesnel, B.C. Interment will bein Mission at Hatzic Cemetery sometime in the spring where her remains will be laid to rest beside Henry Kehler.

Quesnel Elks support BC TransplantQuesnel Elks donated $300 to Val Bergeron’s (a recent heart transplant recipient) Transplant Trot Team Val. They chose to support Val as she is a longtime Elk as were several of her relatives. Val, along with family and friends, are participating in the 5th Annual Transplant Trot, April 10 in Vancouver, which celebrates life after transplant, increases organ and tissue donation awareness across Canada and increases the number of registered organ and tissue donors. As part of their fundraising effort the team is selling raffle tickets on three lap robes. Anyone wishing to support Team Val can purchase tickets at Outback. Currently there are 562 British Columbians on the wait list for a transplant. In 2015, 21 British Columbians died while on the transplant wait list. However, 422 transplants were performed in 2015. 95 per cent of British Columbians support organ donations but only about 20 per cent are registered with BC Transplant. B.C. has three transplant centres, B.C. Children’s Hospital, St. Paul’s Hospital and VGH (all in the Lower Mainland.) Olin Lee of 2 Riv-ers Boxing Club was back in the ring Feb. 27 for the Alberta Golden Gloves, held at the Heritage Pavilion in Stoney Plain, Alberta and came out on top. Lee had his arms raised at the end of the match, winning a unanimous decision against Jaxan Duff from Lethbridge.
Head coach, Wally Doern says they knew nothing about their opponent before the match, but soon realized he liked to brawl.
“Olin had the reach on him but Olin likes to brawl too, so the first round was kind of back and forth brawling,” Doern said.
He says they knew they couldn’t keep up the brawling all match so they decid-ed to switch tactics, which paid off.
“I knew we couldn’t risk the whole match like that so I got Olin to use his straight punches more, but mainly his jab and then if he got close he could mix it up,” Doern said.
“Then from the second round on it was all Olin.”
Currently, Lee is in Kelowna attending a training camp with boxers in the senior division even though he is only in the junior c division.
Doern says they are working on a com-bination of scientific boxing as well as mixing it together with good body shots and a little brawling involved.
He adds that timing in boxing is everything.
“You can do either one at the wrong time and it’s not going to help you, but if you do it at the right time than it’s going to help,” Doern said.
He says he has been trying to train Lee to become a well rounded boxer as he prepares
for nationals. “I’m trying to make him box
more scientific because it’s easier on you in the long run,” Doern said.
“He has improved and be-come a more scientific boxer rather than an all out tough brawler and we’re continuing
to work on that. Olin throws heavy body shots but I’d like to see him throw more straight punches. He has a good jab and a nice straight right which I’d like to see him utilize more because those are the punches that the judges can see when they land.”
Although he has improved in becoming more technical as a boxer, he says all boxers will revert back to what they know.
He adds that in the match there was still a lot of brawling but he has improved.
“The brawling is ok as long as we are getting the upper
hand and if we’re closing the gap,” Doern said.
He has also been selected to go to nationals and coach with team B.C., which will take place in Quebec City March 1 – 5. 2 Rivers Boxing Club will also be attending a club show in Mis-sion, B.C., March 12.

It wasn’t quite a St. Valentine’s Day massacre,
but Serenity will be licking its wounds for a while after being humiliated 8-1 by a heartless Bear bunch.
The offensive domi-nation started early and continued past sun up as it didn’t matter which line was on the ice for Bear as they both missed as many glorious scor-ing chances as they cashed in on.
Notching hat tricks for the Communi-cators were Brody “Good” Neighbour and Jason “Fire-cracker” Forman who both celebrated their third goals on second chances when their skates were behind the Serenity goal line.
Feasting on the open ice availed to them were Kris “Haymaker” Hayman with three assists to go with a couple of body checks as Clint “Make my Day” Winchester earned a Gordie Howe Hat trick with a goal, three assists and a bone jarring hit to boot.
Also scoring for Bear was Scott “Fear-less” Fairless who pocketed his eighth of the season unassisted as Randy “Crafty” Crofts and “King” Richard Lindstrom both earned a pair of assists. Ensuring
that Serenity couldn’t build any momentum on their three power plays was Mike “Grasshopper” Burke who couldn’t be faulted on the knuck-leball goal that eluded him as he is now
the only FHL net minder with a sub 5.00 goals against average.
The other contest featured the red hot Fraser River side enter the new rink on a four game win-ning streak which apparently didn’t intimidate BCS who
easily handled them in a 5-2 � nal.
Having one heck of a game for Blue Col-lar was Justin “Time” Rasmussen who cut through the Fraser River defence like
Swiss cheese to score four goals.
The other half of the dominating dynamic duo was Lee “Nitro” Naeth who dished out four saucers to give him an amaz-ing 13 points in his last three games as Nathan “Last” Strand hammered in his third goal of February and � fth overall. Back-stopping BCS to their third victory in their past � ve matches was Mike “Port” Moody who seems to be rounding into form as
the teams round third and start digging for home. Replying for Fraser River who are very much still in a � rst place hunt was Glen “The Chem-
ist” Boudreau who used his breakneck speed to perfection as Waylon “Wild Child” L`Heureux continued his torrid pace which has seen him surge to
the top of his teams scoring list as his goal was his 14th point in his past � ve games.

The Quesnel Waveriders were back at the pool Feb. 27 – 28 as they took their talents to Williams Lake for the Cariboo Dental Frost Fest with the team performing well. Rania Aziz achieved two person-al best times and � nished ninth in the 50-metre freestyle and sixth in the 50-metre breaststroke.
Grace Currie � nished with four personal best times and � nished in the top eight in all of her events. She placed � fth in the 200-metre backstroke, 50-metre freestyle and 50- metre backstroke. Grace also achieved three A provincial standard times. Shazia Fillion � nished in the top eight in all of her events and swam two
personal best times. She placed sixth in the 50- metre freestyle, � fth in the 50- metre butter� y and third in the 200-metre breast-stroke.
Chloe Hop-ton � nished third in the 50 and 100-metre freestyle, 200- metre back-stroke, 50-metre breaststroke and 100- metre but-ter� y. She also swam three personal best times.
Darby O’Hara � n-ished � fth in the 50 and 100-metre butter� y and second in the 100-me-tre freestyle. She also achieved six personal best times and was in the top eight in all of her events.
Mackenzie Schneider � nished fourth in the 50-metre backstroke and breaststroke.
Luca Armstrong � nished � rst in all of his events for the boys division and swam two personal best times. Armstrong also achieved AAA provin-cial qualifying times in
the 50-metre backstroke and freestyle and also the 200-metre individual medley. Humam Aziz � n-ished third in the 50-me-tre backstroke and swam three personal best times in all of his events. Garnet Currie � nished � rst in all of his events and swam three personal best times
and also achieved four AA provincial qualifying times. Harisson Fillion swam three personal best times and � nished third in the 50-metre butter� y and freestyle and second in the 400-metre freestyle. He also achieved an A provincial standard time in the 50-metre freestyle. Logan Godsoe � nished fourth in the 50-metre breaststroke and butter� y and � rst in the 50-metre backstroke. Tavis Roch of the 100 Mile House Wranglers and the Kootenay International Junior Hockey League is showing what Quesnel hockey is all about. Roch of Quesnel is a defenseman who stands 6’1 and weighs 190 pounds. He finished the season with four goals and 11 assists for 15 points, which led all defensemen on the Wranglers. This is his second year with 100 Mile House and his head coach/general manger Dale Hladun says he has seen great growth in his game.
“Last year he played strong for us, but I think being a returning veteran there’s a lot of confi-dence in him,” Hladun said.
“He is a quiet kid but he exudes confidence and he is a good personality in our dressing room. He’s growing into a quality young man and I’m really impressed with Tavis as a person as well as a hockey player.”
Hladun says Roch is physical but can also play a two-way game.
“Tavis is big and physical,” Hladun said. “He adds a lot of confidence to our club and is
quite a presence on the ice, both with the puck and without the puck. He is probably one of the heaviest hitters in the league, but also has good skill on the powerplay.”
He added that his skill set is what other leagues look for.
“He has a lot of the attributes that Junior A teams and beyond would like in a defensemen.”
Hladun says he uses him in all situations on the ice.
“We use him a lot on the penalty kill but we also use him on our powerplay too. He is a very impor-tant player for us on the back end,” Hladun said.
Along with being a physical presence on the blueline he also brings a leadership aspect to the team.
“Tavis is certainly a leader,” Hladun said. “He is a regular shift guy, an important player
every game and is a leader for us.” Currently, his goal is to make a Junior A team
and also wants to continue with his education at the university level. Roch is just another example of a long list of talented players that Quesnel hockey has produced.

The Cariboo Regional District is seeking a candidate to fill the full time position of Manager of Communications. This position will be situated in Williams Lake, British Columbia, a thriving community with all major amenities. The Regional District is known for its agreeable climate and a vast array of outdoor recreational opportunities.
As a member of the Regional District’s management team and reporting directly to the Chief Administrative Officer, the incumbent will be responsible for the overall management, coordination and budget control of the internal and external communications program. The Manager of Communications will provide expert advice to senior management and elected officials on communications and public relations policies and strategies; write, coordinate, and evaluate various communications activities within deadline, including briefing documents, speeches, public presentations, press releases; and, manage website and social media sites. The successful candidate will have a post-secondary diploma or degree in Communications, Public Relations or Journalism, with a minimum 5 years related experience and a minimum of 3 years experience managing employees.

NAZKO FIRST NATION
This is in response to Nenqay Deni Accord, Nazko First Nation is opposed to the inclusion of areas within Nazko First Nation Territory, including our core aboriginal title lands. Nazko First Nation of the Dakelh publicly and openly declare:1. Nazko First Nation asserts constitutionally protected aboriginal title to our
Territory, as well as aboriginal use rights throughout its Territory. Nazko First Nation has occupied this Territory since time immemorial, and has never ceded, surrendered or abandoned its rights to this Territory. Further, Nako First Nation’s aboriginal title to and aboriginal rights in this territory have not been extinguished.
2. No third party has the right to encroach on Nazko Territory without Nazko consent, and no third party has the right to make or influence decisions with respect to the management of our aboriginal title lands and our resources.
3. Nazko First Nation shall take what steps that are within our power to protect and keep for ourselves and our children the right to continued and undiminished use of the land and resources.
4. A formal response to the Accord will be sent to government. No consultation occurred with Nazko First Nation prior to the inclusion of our lands in the Accord. The strength of our claim of title and rights within our Territory is well documented, including by unequivocal 19th century sources located by British Columbia.
5. While we respect the right of the Tsilhqot’in to reconcile their aboriginal title, and share values of conservation of our lands and of the species that we rely upon, there is no basis for the inclusion of our exclusive territory in the Accord.
6. We are prepared to move forward with government and our neighbours on a process of reconciliation, but can only do so on the basis of mutual respect and recognition, not on the basis of back room negotiations that impact upon our community, our rights, our title and our jurisdiction.
7. We call on government to immediately cease the implementation of the Accord in any manner that affects Nazko Territory, pending a reconciliation of our title and rights with the interests of the government and of Tsilhqot’in in our Territory.
