About the programThe International Education and Training (IET) Partnership Fund is an initiative in the IET Strategy to Advance Queensland 2016–2026.

The IET Partnership Fund is designed to support consortia in the education sector to deliver projects to drive sustainable growth in the international education sector in Queensland.

Funding is available for this round to eligible consortia to deliver projects that support the goals of the IET Strategy and are aligned with the Study Queensland Business Plan 2019-20.

Project funding between $10,000 and $150,000 is available for eligible projects.

Each consortium must contribute the same cash amount as the project funding awarded from the IET Partnership Fund to meet eligible project costs. However it is not a requirement for all members of the consortium to make an equal financial contribution.

The IET Partnership Fund is managed by Study Queensland within Trade and Investment Queensland (TIQ).

The IET Strategy has four strategic imperatives:

1. Promoting Queensland internationally

2. Enhancing the student experience

3. Strengthening our regions

4. Connecting the industry

The 2019-20 Round 1 of the IET Partnership Fund aims to prioritise the development of high quality, scalable and impactful initiatives aligned to the Study Queensland 2019-20 Business Plan, that will advance the goals of the IET Strategy.

Program objectives

Funding allocation for this round is available to consortia members/Queensland based industry members for projects that are relevant to the following priority themes:

Talent and employability: Scalable employability projects to help build experiential learning programs for students

Industry partnerships: Growing existing industry partnerships (provider to provider, provider to employer) in key source markets

International engagement: Building activities and engagement in key source markets

Student experience: Supporting student services to support the wellbeing of international students.

Project duration

Once approved, projects must begin within three months of executing the Funding Agreement. Project duration may vary but must not be more than two years.

Eligibility criteria

Eligible applicants must be a part of an agreed consortium of at least two parties, with a designated lead (Consortium Lead). The Consortium Lead will be the applicant and responsible for completing the application form.

To be eligible, the Consortium Lead must have an established operating base in Queensland and be one of the following:

• A local government body constituted under the Local Government Act 2009 or the City of Brisbane Act 2010

• A recognised Queensland Regional Study Cluster

• A CRICOS registered international education and training provider, providing services in Queensland

• An educational institution registered by Australian Skills Quality Agency (ASQA) and Tertiary Education Quality Standards Agency (TEQSA)

• A registered not-for-profit organisation whose primary purpose relates to the international education and training sector (e.g. an international education and training peak industry body, economic development or community organisation)

• An organisation which incorporates an international education and training focus, has an Australian Business Number (ABN) and is registered for GST.

Project funding between $10,000 and $150,000 is available for eligible projects. Each consortium must contribute the same cash amount as the project funding awarded from the IET Partnership Fund to meet eligible project costs.

Applicants will be required to provide a project budget as part of the application form setting out the proposed expenditure of funding from the IET Partnership Fund and the matched cash funding.

Should the application be successful, the budget will be approved and included in the Funding Agreement.

Using the IET Partnership Fund

The IET Partnership Fund is intended only to assist with direct eligible project costs. Eligible Project costs are specific to the project and can include (but are not limited to):

• Expenses related to run workshops, conferences or webinars

• Travel expenses required for the project

• Salary costs for new or reallocated project officer roles for the duration of the project, with up to 50 per cent of the salary costs eligible for IET Partnership Fund support. For example, Project Manager’s salary of $50,000 per annum, $25,000 of this cost can be sourced from the fund.

• Activities commenced before approval of funding

• Tender processes

• Duplication of existing initiatives

• Core business for an organisation

• Buying or leasing real estate of any type

• Direct individual student grants for student mobility

• Legal expenses

• In-kind expenses

• Costs of preparing the application for IET Partnership Fund or associated supporting material.

Note for projects with significant overseas expenditure (outbound missions) of more than 50 per cent of total eligible project costs, the application should outline the following:

• Appropriateness of carrying out activities overseas rather than in Queensland

• Cost implications

• Benefits for the applicant or Queensland partners from the activity.

Assessment criteria

The key assessment criteria are as follows:

1. Innovation and relevance

You should demonstrate:

• The project’s ability to advance the goals and objectives of the IET Strategy

• How the project aligns with one of the priority themes for IET 2019-20 Round 1 set by Study Queensland

2. Need and impact

You should demonstrate:

• The need and benefit of the project for your consortia

• Broader impact to Queensland and its regions, including possible stakeholders impacted by activities and outputs of the project.

3. Accountability, sustainability and continuity

You should demonstrate:

• Clear key performance indicators, value for money as evidenced by the project budget and compliance with the Queensland Government’s financial and other reporting requirements

• Potential for future independent activity as a result of funding from IET Partnership Fund

• Potential for the project to lead to business outcomes for the consortia.

4. Partnerships and collaboration

You should demonstrate:

• The project’s ability to build and/or strengthen partnerships, either between Queensland organisations or with overseas counterparts, in Queensland’s IET priority markets.

Application assessment

All applications will be assessed in a competitive, merit-based process against the programs eligibility and assessment criteria by a panel comprised of members with relevant industry backgrounds.

Applicants may be contacted during the assessment process to clarify any information provided in the application and/or to request further information to enable a due diligence and probity assessment.

All partners within a consortium need to be approved by the panel.

There is no implicit guarantee of approval at any stage of the process, and you will be notified by email of the outcome of your application.

TIQ has absolute discretion in funding decisions and is under no obligation to consider submissions made after an IET Partnership Fund round has closed.

Funding conditionsand agreements

IET Partnership Fund grant administration will be managed by the Department of Innovation and Tourism Industry Development on behalf of TIQ.

A successful consortium lead will be required to enter into a legally binding funding agreement with the Queensland Government within 15 working days of receipt of the agreement.

At the time of submitting an application, applicants will be required to accept the terms and conditions of the funding agreement, as they will not be negotiable at the time a funding offer is made.

Successful consortia must commence projects within 90 days of execution of the funding agreement.

Grant payments will be made in installments based on project milestones. Grant payments will be made upon the provision of documentary evidence that all project requirements have been satisfied, including evidence that the relevant activities have been incurred and matched cash funding has been contributed by all consortia members.

Promotion of supported projects

In all media releases, project communications, social media posts and other references on the web or in print, consortia must acknowledge the IET Partnership Fund, as well as the support of the Queensland Government. TIQ will provide a marketing toolkit to successful consortia to guide on this.

Privacy

The Queensland Government collects and collates information from the application form to assess applications for the fund. Only authorised departmental officers and approved grant assessors have access to this information.

Applicants should note that broad details of successful proposals, agreed outcomes, progress and the level of funding awarded may be published by the Queensland Government. Some information may be used to promote funded projects.

Your personal information will not be disclosed to any other third party without your consent, unless required by law or for the purposes of the Information Privacy Act 2009.

For audit purposes, the Queensland Government is required to retain the applications and other supplied supporting material.

The provisions of the Right to Information Act 2009 apply to documents in the possession of the Queensland Government.

Eligible consortium leads are invited to submit an online application for the IET Partnership Fund 2019-20 Round 1 by 11.00am, Tuesday 10 December 2019.

The IET Partnership Fund website provides a template Funding Agreement.

You may discuss your proposals directly with one of TIQ’s Senior Project Officers, Partnership Officers or one of TIQ’s overseas Business Development Managers. Study Queensland works closely with TIQ overseas offices to provide market entry and development assistance for Queensland education and training providers and to profile Queensland as a leading international study destination and partner.
