1. Introduction

This update is for the September quarter 2017. There is a complete set of preliminary data available for the June quarter 2016 for all building data and engineering construction data. All years are in fiscal years so, for example, 2017 would refer to the 2016-17 fiscal year.

1.1 Revisions to data and price base

It should not be assumed that just because the data is available to the December quarter that this will represent the final estimate. Preliminary estimates are continually being revised, especially over the next two to three quarters and, from time to time, the historical data can be significantly revised.

It should also be noted that the price base is the 2014-15 year.

1.2 The world, Australian and Queensland economies

The June quarter report focused on the medium-term environment over the next decade. It was explained in some detail in this report that there are a number of negative forces, or headwinds, which were likely to have an adverse impact on growth for all three jurisdictions under consideration.

The headwinds facing the world economy are:

(i) the unwinding of excess liquidity created by quantitative easing policies;

(ii) an unstable United States’ administration; and

(iii) political economy risk from friction between China and the United States.

The headwinds facing the domestic economy are:

(i) the upswing in the interest rate cycle;

(ii) relatively low current household savings ratios and higher household debt to income levels with the fundamental requirement for longer term sustainability being that the household debt to income ratio be stabilised over the medium-term;

(iii) government spending is currently at the limit of their fixed capacity if zero borrowing for current government expenditure is the objective;

(iv) the ending of the export growth surge from the end of the mining boom by 2019;

(v) the peaking of the dwelling construction cycle; and

(vi) the decade long-run decline in manufacturing capacity resulting in the large share of the growth in goods demand being directly channelled overseas as compared to the situation that existed in the first decade of the century.

The Queensland economy would not be able to escape the headwinds being inflicted on the world or national economies

The consequences of these headwinds as outlined in the previous report were the expectation of the eventual weakening domestic drivers of growth particularly over the 2020 to 2022 period.

The June report also made clear that over the short-term, that is over the next 18 months to two years, the expectation was that for the three jurisdictions, that is, the world, national and Queensland economies, there was likely to be an acceleration in growth compared to the recent past.

It is now widely acknowledged that for the next 18 months to 2 years the world economy is likely to grow as fast as any time since 2010. That is an annual GDP growth rate of around 3.5%. This represents an increase of between 0.5% and 0.7% in growth compared to the last 3 to 4 years and is almost entirely due to the acceleration of growth in Western Europe and the recovery GDP to growth in North America. By 2018 the major traditional industrial economies will be growing in excess of 2% while East Asia will continue their recent strong economic performance with China maintaining a growth rate between 6.5 and 7% per annum.

The recovery of national GDP growth in the June quarter produced a fiscal year GDP growth outcome of just under 2% for the 2017 fiscal year. Under the impact of accelerating mining exports, stabilisation of mining investment, some recovery in private investment and a relatively strong stimulus from government infrastructure investment to GDP the growth rate for the 2018 fiscal year is predicted to be just under 3%, representing the highest Australian aggregate growth rate since 2012. For the 2019 fiscal year the growth rate is projected at 2.7% or around the average for the past 5 years.

The June quarter national accounts also indicated that domestic Queensland demand was 2.7% higher than in the corresponding quarter a year earlier. This is consistent with the expectation of the June quarter report that the Queensland economy will grow on average by a little under 3% per annum for the next two years.

1.3 Queensland construction forecasts

The current situation in the Queensland residential building and non-residential building sector is summarised as follows.

■ The residential building and non-residential building sectors together make up the building sector.

■ In 2017 building sector activity contributed 8.3% to Queensland Gross State Product.

■ The $26 billion sector contributes one in every 12 dollars to the state's economic activity.

■ The building sector had average annual growth over the last two financial years of 4.4%.

■ Growth in residential building activity for the 2017 financial year was -0.3%.

■ In the twelve months ended August 2017 the number of new dwellings approved was 20.9% below the value for the corresponding period in the previous year.

■ There were 411,000 new dwellings approved in the year to the end of August 2017.

■ Persons employed in the building industry in Queensland worked and average of 40.1 hours per week in 2016-17, compared to 39.1 hours per week nationally.

■ On average over the last four quarters, the building and construction services sector accounted for one in every 11.25 jobs or 9% of the state's total workforce, making it the state's third biggest employing industry behind Health Care and Social Assistance (12.8%), and Retail Trade (10.5%).

■ In 2016-17 221,000 persons were employed on average in construction services and building in Queensland. Of these, 11.5% were employed in residential building, 5% were employed in non-residential building and 83.4% were employed in construction services.

Based on the latest data, total Queensland construction activity, which was worth $54 billion in 2015 decreased by 17.4% over 2016, followed by a small decrease of 0.6% over 2017 to a level of $44.7

billion. The main driver of this steady decline has been the fall in engineering construction expenditure over the 2015 and 2016 financial years, over 2017 the driver was the fall in non-residential building expenditure.

In the March quarter 2017 Queensland construction expenditure remained at similar levels to the December quarter 2016, construction expenditure for these two quarters was just over $11 billion. Preliminary figures indicate that over the June quarter 2017 construction expenditure was just under $11.4 billion this is the result of a 3.2% rise in expenditure compared to the previous quarter. In June 2016 construction expenditure was valued at $11.1 billion, the current figure for June 2017 is 2.5% higher.

The projected sector breakdown of growth in expenditure for the September 2017 quarter compared to the June quarter 2017 is that residential construction will grow at 2.5%, there is no change in non-residential construction expenditure and the growth in engineering construction is 3% over the September quarter. The projection for the December quarter 2017 shows residential construction continuing to grow with a 3.3% increase over the September quarter, non-residential construction declines by less than 3.3% and engineering construction growth accelerates to 6.2%.

Non-residential expenditures are projected to increase by $737 million reaching $7.3 billion in 2019. For residential construction, the construction cycle combined with expenditure on repairs to damage caused by Cyclone Debbie will result in an increase of $0.6 billion to $20 billion in 2018. This will be countered by a reversal over 2019 with levels returning to $19.4 billion. Over the two projection years engineering construction should average 17% growth per annum resulting in levels of engineering construction investment of $25 billion by 2019.

The level of Queensland construction expenditure in 2018 will be just over $48 billion. The average annual growth rate for total construction from 2015 to 2019 is projected at a decline of 1%.

Compared to the previous report there is a 0.4% downward revision to the level of Queensland construction activity in 2018, this was due adjustments to the timing of projects, and to the net effect of revisions in the ABS figures across the sectors. There is a 0.1% downward revision to the level of construction activity in 2019, whilst the overall change in the growth rates over 2018 and 2019 is an upward revision of 0.4%.

Table 2 outlines the contribution of the various construction sectors to construction growth. The main driver for construction decline over 2017 was non-residential building with a $356 million decrease in expenditure. This represents 137% of total construction decline. Dwellings decrease total construction expenditure by just over $67 million and engineering construction increased total construction growth by $163 million in 2017. In 2018 dwelling construction increases total construction by $590 million whilst engineering construction increases total construction by $3.5 billion. For 2019 non-residential construction contributes almost $737 million to total construction growth whilst dwelling construction and engineering construction contribute almost $2.8 billion between them as flood and cyclone repairs are carried out, resulting in a total increase of $3.6 billion in 2019.

Construction prices increased by 3.2% over the June quarter 2017. From September 2017 prices are projected to increase by an average of just over 1% per quarter through to the end of the projection period. Construction prices for housing increased by 1.3% for the March quarter 2017 and rose by 4% for the June quarter 2017. Over the projection period prices for residential construction will remain steady. Non-residential construction prices increased by 2% for the June quarter 2017, the average rise in non-residential prices over the projection period is 2.4% per quarter. Engineering construction prices increased in the June quarter 2017 by 2.7%, on average over the projection period a rise of 1.2% per quarter is projected.

Queensland population has been growing at an average of 18,500 persons per quarter over the last five years. In contrast, for the period from June 2000 to June 2010 quarterly growth has been in the

order of 22,000 persons, the current Queensland Government projections are for an average of 21,400 persons per quarter over 2018 and 2019. Queensland’s population is projected to grow by 3.4% from June 2017 through to June 2019. The fastest growing regions for the projection period are the Gold Coast, Sunshine Coast, West Moreton and Brisbane all with growth at over 3.5% for the period June 2017 to June 2019. However the regions with the largest increase in terms of number of people are Brisbane with 87,000 and Gold Coast with a 30,000 increase in population over this period.

2. Private residential construction

2.1 Dwelling investment

The latest data indicates that for 2017 total private Queensland residential construction activity declined by 0.3%. For 2016 the private dwelling investment growth rate was 13.8%. The value of private dwelling expenditure was $19.3 billion for Queensland in 2017.

For March quarter 2017 there was a decrease of 7.4% compared to the December quarter 2016. The value of private dwelling expenditure in the March quarter was just under $4.6 billion. For the June quarter 2017 private dwelling expenditure grew by 5.1% over the March quarter 2017. The June quarter level was $4.8 billion, this is $110 million lower than for the same quarter in 2016.

The projected growth for 2018 is 3%, this brings the value of private dwelling construction activity to just under $20 billion. Over 2019 a decline of 3.1% will bring private dwelling construction expenditure to $19.3 billion.

The Reserve Bank has left the cash rate target on hold at 1.5% in its October 2017 decision, it has been at this level now for 14 months. In spite of these low interest rates continued slow population growth combined with slow economic growth are driving the current slow growth levels in private dwelling expenditure. The value of dwelling approvals are trending downwards, but still remain above the levels experienced over the 2009 to 2014 period. Unsurprisingly the low levels of approvals have resulted in the stagnation in dwelling expenditure witnessed over the 2017 fiscal year. However it is expected that as a result of damage caused by Cyclone Debbie and the subsequent flooding, affecting large sections of the east coast, expenditure on repairs should see an increase in the expenditure for other work over 2018, but by 2019 it could be expected that expenditure should return to levels indicated by the number of approvals. Hence there is a downward revision in the projected level of dwelling activity in Queensland for 2019 of 1.1%. For the projection years 2018 and 2019 the growth rate Queensland dwelling activity has been revised upwards by 0.5%.

In the March quarter 2017 new private dwelling construction decreased by 10.5% compared to the December quarter 2016, when compared to the level for March 2016 new private dwelling construction has decreased by 10.5%. For the June quarter 2017 new private construction expenditure was $3.3 billion per quarter, this was 3.6% higher than the previous quarter. However, the value of dwelling approvals fell by 13.5% over the 2017 fiscal year. The declines were for flats and apartment approvals which fell by 12.5% over 2017. Hence the projection profile for new dwelling construction shows a decline of 2.4% for 2018 and a decline of 0.7% for 2019. The cyclone and floods will have little impact on the volume of new dwelling construction, but could alter the timing of new construction.

Other work done was valued at just under $1.4 billion for the March quarter 2017. This rose by 6.5% over the June 2017 quarter. Overall for 2017 other work done showed a decline of 4.0% and the outlook for 2018 as reconstruction ramps up is strong growth for renovation expenditures of 15.9% and for 2019 a decline of 7.8% is projected.

3. Non-residential building

Based on the most recent data for 2017, total Queensland non-residential construction activity decreased by 5.1%. For the June quarter 2017 the level of activity for the total sector was 3.5% below the March quarter 2017, for the June quarter 2016 the sector grew by 4.2% when compared to March quarter 2016. Non-residential building expenditure averaged $1.66 billion per quarter over 2017, the value for the June quarter 2016 was just over $1.6 billion. The short term outlook is for non-residential building expenditure to average just over $6.9 billion per annum over 2018 and 2019. This contrasts with the average over the 2013 to 2016 period of $7.2 billion per annum. The low levels of approvals for non-residential building over 2014 and 2015 have resulted in the low levels of expenditure over the years 2015 to 2017. Private sector non-residential approvals have averaged 12% growth over the last two years, public sector approvals have averaged 5.8% growth over 2016 and 2017. The private sector approvals should flow through to projects by 2019 such that Queensland’s total non-residential building activity is projected to decrease slightly by 1.1% in 2018 and return to growth of 11.2% over 2019.

The estimates from the ABS indicate that private non-residential construction grew by 5.7% over the March quarter 2017, for the June quarter 2017 private non-residential building expenditure declined by 5.3%. In total for 2017 private non-residential construction declined by 7.1%. After a decline of 1.8% for 2018, growth of 13.1% is projected for private sector non-residential building in the final year of the projections.

Public Sector non-residential construction expenditure was $980 million in 2017. Over the next two years expenditure should average around $1 billion with average growth over 2018 and 2019 of 1.6%.

There has been a downward revision to the level of non-residential total building activity of 0.7% in 2019. For the projection years 2018 and 2019 the growth rate for Queensland non-residential construction activity has been revised downwards by 2.7% as major projects are delayed due to the damage caused by Cyclone Debbie. The timing of major projects that are currently committed and under consideration could alter the outcomes of these projections.

The North Queensland Stadium, a 25,000 seat stadium and convention centre in Townsville is now under construction. Construction costs are estimated at $250 million.

In real terms over the last six months the value of non-residential building projects under construction or committed have declined by 24.2% or $323 million, projects under consideration have risen by 15.8% or $99 million.

Other current major projects under construction or committed are; the $1000 million ICON Ipswich mixed use project, the $970 million Jewel development at Surfers Paradise, the $815 million Parklands Commonwealth Games Village construction at the Gold Coast and the $750 million Dusit Thani Brookwater Golf & Spa Resort.

4. Engineering construction

Queensland engineering construction activity decreased by just under 40% to $18.4 billion over 2016. In 2014 expenditure peaked at almost $46 billion. The fiscal year 2017 experienced some small growth with expenditure of $18.6 billion.

For 2018 it is projected that there will be growth of 18.7% followed by an increase of 15.7% in 2019. There is an upward revision in expenditure of 1% for 2019 compared to the level of activity expected in the previous bulletin. The growth rates for 2018 and 2019 were revised upwards by a cumulative 1.1%. In the March quarter 2017 the level of private engineering construction expenditure was $39 billion. For the 2017 year there was a slight increase in private engineering expenditure of 0.7%. In 2017 public sector engineering expenditures grew by 1.7%. The profile over the next two years is one where private engineering expenditure is projected to increase by 10.4% for 2018 and 20% over 2019, and public sector engineering expenditure is projected to increase by 58.7% over 2018 and increase by 1.6% over 2019 as repairs are made to infrastructure following Cyclone Debbie.

Major projects that have recently entered the construction phase are; the $929 million Bruce Highway upgrade - Caloundra Road to Sunshine Motorway section, the $380 million 63 turbine wind farm at Mount Emerald, near Mareeba, the $350 million Sun Metal Solar Farm and the $350 million Ross River Solar Farm and the $226 million RG Twanna Coal Terminal upgrade.

In real terms over the last six months the value of engineering projects under construction or committed have risen by 33.8% or $1256 million, projects under consideration have declined by 8.6% or $837 million.

Major engineering projects currently under construction are; the $1760 million Byerwen Coal Project, near Glenden in the Bowen Basin, the $1606 million Toowoomba Second Range Crossing, the $1300 million New Parallel Runway project at Brisbane Airport and the $1250 million Eagle Downs coal project.

5. Total construction activity and the regional pattern

Total construction activity was $44.7 billion in the 2017 fiscal year and is projected to average $50.5 billion per annum over the next two years.

Over 2018, total construction activity in Brisbane is projected to grow by 1.5%, growth of 6.6% is projected for 2018. In the Gold Coast there is a projected 1.5% decline for 2018, followed by an increase of 4.3% in 2019. For the Sunshine Coast growth of 4.5% over 2018 is followed by growth of 6.9% over the following year. West Moreton shows average annual growth of 5.8% for the next two years, while Wide Bay-Burnett is projected to grow on average 4.5% per annum over the next two years. The increase over the next two years for the Darling Downs averages 9.7%, whilst Fitzroy and Mackay regions are projected to exhibit growth over the two fiscal years to 2019. The Northern and Far North and North West regions are projected to average positive growth over the next two years. South West is the only region projected to have a decline in total construction over the next two years.

6. Prices and labour shortages

The construction labour surplus for June 2017 was 33,000. The labour surplus for June 2016 was 39,000. The growth in total construction activity over 2018 and 2019 will mean that the surplus will ease over the projection period, to average surplus in construction labour of around 16,000 in 2019. The Far North is the only region with a construction labour shortage, this is the result of the steady growth across all sectors over the next two years. The number of construction industry unemployed across Queensland is projected to average 10,800 over 2018 and 2019.

An overall return to growth for construction activity through to 2019 will continue begin to put upward pressure on prices. The non-residential building sector and engineering construction can now expect rising prices with non-residential building prices growing on average 2.4% per annum over the projection period, engineering prices will rise on average by 1.2% per annum over the same period. Residential prices are virtually stagnant with growth of just 0.5% over the next two years.

In trend terms the average number of people employed in the construction industry for 2017 is 230,000. The derived unemployment rate for the construction industry for September quarter 2017 is 3.1%.

7. The regional dimension

The annual reports give a detailed analysis of the regional dynamics of Queensland construction activity. This update summarises those findings.

7.1 Regional construction activity profile – Brisbane

Table 16 indicates that, for the Brisbane region, from 2009 to 2013, total dwelling construction fell by an average of $395 million per annum. The bulk of this decline occurred in 2013. In contrast over 2014 through to 2016, the average increase was just over $1 billion, hence over the period 2009 to 2014 dwelling construction rose by an average of $28 million per year. The average for the latest two years 2016 and 2017 is an increase of $844 million per year. The next two years to 2019 should see an average increase of $430 million.

The changes in dwelling construction profile over the 2010 to 2018 period are the result of changes in the population increase. In the three years prior to 2010 the population of Brisbane grew by an average of 51,800 persons per year. In 2010 and 2011 the annual average increase in population was 38,000 persons, hence the dramatic falls in dwelling expenditures over the 2010 to 2013 period. Slow population growth over the projection period will ensure that on average increases in dwelling expenditures will be modest.

The average contribution of total dwelling construction to Brisbane’s total construction growth rate will be -2.1 percentage points over 2018 and 2019.

Over the five fiscal years 2009 to 2013, Brisbane’s non-residential building expenditures fell by a cumulative $72 million per year. The fall would have been greater if not for the public sector non-residential stimulus. In 2014 and 2015 non-residential construction in Brisbane fell by an average $304 million, reducing total construction growth by an average 1.5 percentage points per annum. For 2016 and 2017 non-residential construction expenditure grew by an average $119 million per annum this contributed an average 0.5 percentage points to total construction growth for Brisbane. The average contribution of non-residential construction to total construction in Brisbane over the next two years is 0.8 percentage points, this represents an average annual increase in non-residential building expenditure of $158 million.

Engineering construction in Brisbane has been in decline since 2010, with a cumulative total fall of $3.2 billion to 2017, reducing total construction growth by an average 1.9 percentage points per year. Looking forward it is projected that this trend has reversed with a cumulative increase in engineering construction expenditure of $2.2 billion over 2017 and 2018.

7.2 Regional construction activity profile – Gold Coast

From Table 17, for the Gold Coast it can be seen that the average annual decline in total dwelling construction expenditure over 2009 to 2013 was $0.39 billion. This reduced Gold Coast construction growth by an average of 6.7 percentage points per year. Steady population growth has resulted in the population reaching 590,000 by 2017, this has resulted in an average increase of $412 million in dwelling expenditure over 2014 to 2017. Dwelling construction expenditure will decrease by an average of $70 million over final two years of the projection, decreasing total construction growth by an average 1.2 percentage points over the projection years.

Over the last three fiscal years to 2016, total non-residential construction grew by a cumulative $540 million, contributing an average 3.6 percentage points to total construction in the Gold Coast. However for 2017 and 2018 the cumulative total decline for non-residential construction will be in the order of $200 million reducing total Gold Coast construction growth by an average 1.7 percentage points per year. The final projection year will return to growth with a contribution to total construction growth of 0.3 percentage points.

Engineering construction increased total construction activity by $598 million over the 2013 and 2014 period. In 2015 and 2016 engineering construction reduced total construction activity by $675 million. There is little change in engineering activity over 2017. For the two projection years engineering construction will grow by a cumulative $420 million, contributing an average 3.5 percentage points to total construction growth.

Total expenditure increased by 10.7% in 2016, as the increases in dwelling expenditure and non-residential building expenditure countered the decline in engineering construction. In 2017 the decline in non-residential building is outweighed by growth in the other sectors, leading to growth in total construction of 6.4% for the 2017 fiscal year. On average over 2018 and 2019 growth declines in residential building and non-residential building, leads to are countered by growth in engineering construction leading to an overall average increase of 1.4% in total construction expenditure in the Gold Coast.

7.3 Regional construction activity profile – Sunshine Coast

Dwelling construction in Sunshine Coast has now had four years of positive growth, contributing an average of 4.4 percentage points per year to total construction for 2014 through to 2017.

Non-residential construction increased by a cumulative $88 million over 2014 and 2017, contributing an average of 1.4 percentage points to the growth in total construction over this period. Non-residential construction will decrease by a cumulative $16 million over 2018 and 2019, reducing total construction growth by an average of 0.2 percentage points per year.

The profile for engineering construction in the Sunshine coast is that for 2015 to 2017 engineering construction declined by $530 million, reducing total construction growth for the Sunshine Coast by an average 4.5 percentage points per annum. The next two years will see on average a return to growth for engineering expenditure with a cumulative $237 million increase for 2018 and 2019.

The fiscal year 2017 saw total construction for the Sunshine Coast grow by just 0.1% the two projection years should average growth of 5.7% per annum in total construction for the Sunshine Coast.

7.4 Regional construction activity profile – West Moreton

Population growth in West Moreton has historically been small in comparison to the rest of the state, with an average annual growth of just under 2000 per annum for the period 2010 to 2014 this represents a growth rate of 1.8% per annum. The population will continue to grow albeit slowly throughout the projection period. Consequently dwelling expenditures will grow by a cumulative $44 million over the 2018 to 2019 period.

In non-residential construction the growth in 2014 was $7 million this was the only year of positive growth since the stimulus year of 2010 until 2017 when growth of $25 million occurred. The cumulative growth over the next two years is $32 million. This contributes an average of 2.9 percentage points per annum to total construction for the region over 2018 and 2019.

Engineering construction fell by a cumulative $65 million over the 2014 to 2017 period, contributing an average -3.0 percentage points to the average decline in total construction decline of 3.7%. The average contribution of engineering to construction growth over the next two years is -1.3 percentage points per annum.

The average decline in total construction expenditure in West Moreton over the 2014 to 2017 period was $22 million per year. The average rate of decline over this period is 3.7%. The next two years will average growth of around 5.8% per annum owing to growth in the housing and non-residential building sectors.

7.5 Regional construction activity profile – Darling Downs

The Darling Downs dwelling construction grew by a cumulative $100 million over the 2010 to 2014 period. However the last three years of that period saw a cumulative decline of $127 million. The non-residential building and engineering sector also experienced positive growth on average over the 2010 to 2014 period.

Dwelling construction expenditure fell by a cumulative $96 million over 2015 and 2017, contributing an average -1.2 percentage points per year to the decline in total construction in Darling Downs over that period. In contrast non-residential building expenditure increased by $148 million over these three years thereby reducing the decline in total construction by an average 1.4 percentage points per year. However the bulk of the decline in total construction comes from the engineering construction sector, completions in LNG plant removed almost $800 million from construction expenditure in this period. Total construction declined by an annual average of 8.9% over 2015 to 2017.

Non-residential construction will have an average annual percentage point contribution of -0.8 to total construction in the Darling Downs over 2018 to 2019. The cumulative decline in non-residential expenditure over this period is $17 million. Engineering construction will increase by a total of $370 million over the projection period. Dwelling construction will grow by $24 million over 2018 to 2019, increasing the overall growth in total construction expenditure by just 0.5 percentage points per year.

Total construction in Darling Downs is projected to decline by an average 9.7% per annum over 2018 and 2019.

7.6 Regional construction activity profile – Northern

The Northern region has suffered a long period of declining investment in all construction sectors. The nine years to 2017 have resulted in a cumulative declines of $576 million for the dwelling sector, $92 million for the non-residential sector and $444 million for the engineering sector. The average annual decline in total construction over this period was 5.0% per annum.

The dwelling sector should return to growth by 2018, with the $153 million decline in dwelling expenditure of 2017 being partially reversed over 2018 and 2019 bringing the cumulative growth for the two years to $133 million. Non-residential building contributes an average of 2.4 percentage points to total construction growth over the two years of the projection, adding $100 million to the increase in expenditure. Engineering construction adds $727 million or an average 21.0 percentage points per annum to total construction growth.

Total construction in the Northern region declined by 7.8% in the 2017 fiscal year, for 2018 there is an increase of 41.9% as all sectors return to growth and for 2019 there will be an increase of 11.9% in total construction expenditure.

7.7 Regional construction activity profile – Far North

Dwelling construction declined by $45 million in 2017 decreasing total construction growth by 3.0 percentage points. Over the next two years dwelling construction will grow by a cumulative $246 million, contributing an average 9.8 percentage points to total construction growth. Non-residential construction expenditure increased by $8 million over 2017 lifting total construction by 0.6 percentage points. Non-residential construction will grow by a total of $156 million over 2018 and 2019.

Engineering construction increased by a total of $581 million in 2017, contributing 39.0 percentage points to the total construction growth in the Far North region. The next two years, will have an average annual increase in expenditure of $615 million.

Total construction rose by 36.5% over 2017 in the Far North region, increasing total construction expenditure by $544 million. The projection years 2018 and 2019 should see growth of 52.3% and 18.3% respectively, or a cumulative total of $1.6 billion.

7.8 Regional construction activity profile – Wide Bay Burnett

Cumulatively, construction activity in Wide Bay Burnett declined by $870 million from 2009 to 2017. Falls in dwelling construction contributed an average of 3.5 percentage points per annum, whilst non-residential construction made a negligible positive contribution to the total construction activity decline. Engineering construction over this period declined by a cumulative 292 million.

Over the projection period of 2018 and 2019, dwelling construction contributes a cumulative $67 million dollars to construction growth. For the same period, non-residential construction has a contribution of $18 million to the construction growth.

The total increase in engineering construction activity over 2018 and 2019 is in the order of $18 million. The consequences of this profile for total construction is that there will be an increase in total construction expenditure of 4.5% per annum over the projection period.

7.9 Regional construction activity profile – Fitzroy

Table 23 indicates that, for the Fitzroy region, over 2016 and 2017, total dwelling construction fell by a cumulative total of $264 million. The average contribution per annum of dwelling construction to total construction decline over this period was -2.2 percentage points.

The population of Fitzroy is currently over 228,000. Population growth has slowed to below the 2% per annum averages of the early part of this decade, hence population levels should remain static through to 2018, at which point the annual change in dwelling expenditure will return to positive figures.

The average annual contribution of total dwelling construction to Fitzroy’s total construction growth rate will be 1.9 percentage points over the two years to 2019.

Over the five fiscal years 2010 to 2014, Fitzroy’s non-residential building expenditures increased by a cumulative $634 million. Slowing non-residential building approvals in 2013 heralded a cumulative $690 million decrease in non-residential building expenditure in 2015 and 2017. This will be followed by a $71 million cumulative increase over 2018 and 2019.

Engineering construction contributed over $19.5 billion to total construction activity in Fitzroy over the 2010 to 2014 period. However this has largely been associated with the construction of the LNG related facilities. These projects are nearing or have reached completion and hence in 2015 and 2016 the contribution was negative at $19.0 billion. The average contribution of engineering construction to total construction growth over the six years to 2014 was 56.7 percentage points. In contrast the average contribution of engineering construction over the 2015 and 2016 financial year -59.2 percentage points. The cumulative increase in engineering construction activity over the 2018 and 2019 fiscal years is $481 million, this reduces total construction growth by an average of 6.6 percentage points over the two projection years.

Over the two projection years, total construction activity will decrease by $689 million. The average decline over the final two years of the projection will be 9.5% per annum.
