Information on the WMTR ProgramWe are honored to inform you that on March 18, 2014, a new initiative, Waste Management Technologies in Re-gions (WMTR), was officially launched. The initiative is supported by theU.S. Agency for International Develop-ment (USAID) and implemented by International City/County Management Association (ICMA), together with CENN1 – the sub recipient of the initiative. The initiative will support the competent central and local government authorities, local businesses and communi-ties, and municipalities in the design of an integrated waste management system for the Kakheti and Adjara regions.The WMTR Program will assist the Government of Georgia in designing an adequate waste management system in the targeted regions of Adjara and Kakheti and implementing pilot interventions in selected munici-palities to support a cleaner and healthier environment, minimize adverse impacts from waste on human health and natural resources, and reduce greenhouse gas emissions from landfills via the following actions:

• Component 1: Waste Collection and Recycling Systems - Establishment of waste management systems and improvement in the capacity of public and private sectors;

• Component 2: Private Sector-Led Recycling - Strengthening the capacity and efficiency of re-cycling companies and im-provement of the enabling environment;

Lorem Ipsum is simply dummy text of the printing and typeset-ting industry. Lorem Ipsum has been the industry's standard dummy text ever since the 1500s, when an unknown printer took a galley of type and scrambled it to make a type specimen book. It has survived not only five centuries, but also the leap into electronic typesetting, remaining essentially unchanged. It was popularised in the 1960s with the release of Letraset sheets containing Lorem Ipsum passages, and more recently with desktop publishing software like Aldus PageMaker including versions of Lorem Ipsum.

It is a long established fact that a reader will be distracted by the readable content of a page when looking at its layout. The point of using Lorem Ipsum is that it has a more-or-less normal distribution of letters, as opposed to using 'Content here, content here', making it look like readable English. Many desktop publishing packages and web page editors now use Lorem Ipsum as their default model text, and a search for 'lorem ipsum' will uncover many web sites still in their infancy. Various versions have evolved over the years, sometimes by accident, sometimes on purpose (injected humour and the like).

Contrary to popular belief, Lorem Ipsum is not simply random text. It has roots in a piece of classical Latin literature from 45 BC, making it over 2000 years old. Richard McClintock, a Latin professor at Hampden-Sydney College in Virginia, looked up one of the more obscure Latin words, consectetur, from a Lorem Ipsum passage, and going through the cites of the word in classical literature, discovered the undoubtable source.

Lorem Ipsum comes from sections 1.10.32 and 1.10.33 of "de Finibus Bonorum et Malorum" (The Extremes of Good and Evil) by Cicero, written in 45 BC. This book is a treatise on the theory of ethics, very popular during the Renaissance. The first line of Lorem Ipsum, "Lorem ipsum dolor sit amet..", comes from a line in section 1.10.32.

The standard chunk of Lorem Ipsum used since the 1500s is reproduced below for those interested. Sections 1.10.32 and 1.10.33 from "de Finibus Bonorum et Malorum" by Cicero are also reproduced in their exact original form, accompanied by English versions from the 1914 translation by H. Rackham.

There are many variations of passages of Lorem Ipsum availa-ble, but the majority have suffered alteration in some form, by injected humour, or randomised words which don't look even slightly believable. If you are going to use a passage of Lorem Ipsum, you need to be sure there isn't anything embarrassing hidden in the middle of text. All the Lorem Ipsum generators on the Internet tend to repeat predefined chunks as necessary, making this the first true generator on the Internet. It uses a dictionary of over 200 Latin words, combined with a handful of model sentence structures, to gener-ate Lorem Ipsum which looks reasonable. The generated Lorem Ipsum is therefore always free from repetition, injected humour, or non-characteristic words etc.

• Component 3: Waste Management Strategy and Tariff Policy - Development of waste manage-ment policies and strategies and elaboration of adequate waste collection tariffs necessary to maintain the waste management system;

• Component 4: Communication and Outreach - En-gagement of public awareness and participation in all aspects of the design, decision-making and im-plementation of a modern waste management sys-tem and the 4 R's2 to support improved waste col-lection and recycling efforts in the targeted regions.

Recent progressStakeholder Consultative Group First Meeting On May 29, 2014, the first meeting of the Stakeholder Consultative Group (SCG) was organized in the frame-work of the WMTR Program, at the Holiday Inn Hotel, Tbilisi. In the framework of the WMTR Program a SCG was cre-ated with the aim to serve as an advisory body to the project. This is a very important instrument for construc-tive and effective cooperation between stakeholders and the project team. The SCG ensures that the interests and needs of all stakeholder groups are considered while working on waste management system related is-sues. Representatives of different state organizations at the central and local levels, as well as international or-ganizations and NGOs, are members of the SCG.During the first meeting of the SCG the WMTR team pre-sented the WMTR Program, its goals, planned activities, and expected results; the mandate and role of the SCG in the implementation of the WMTR Program was also discussed. At the end of the meeting Mr. Robert Bodo, WMTR Chief of Party, officially announced the creation and launch of the Stakeholder Consultative Group.

Regional Roundtable Meetings

On June 4, 2014, WMTR organized its first regional roundtable at the Telavi Center for Civic Engagement, for partners in the Kakheti region. More than 30 representa-tives of state, non-government, private and international organizations working in Kakheti region participated in roundtable meeting.

During the roundtable meeting, the WMTR Program team provided information about the initiative – its ob-jective, goals, planned activities, and anticipated re-sults – to the audience. The WMTR team emphasized the involvement of schools and youth groups because promotion and introduction of the integrated waste man-agement (IWM) concept requires attitude and behavior changes in the general public that can be brought about through education and the involvement of young people. Moreover, experts involved in the WMTR Program made an interactive presentation on the IWM concept, chal-lenges and possibilities for their introduction.

On June 17, 2014, WMTR held another roundtable, this time at the Center for Civic Engagement in Batumi, Ad-jara. More than 20 representatives of state, non-govern-ment, private and international organizations working in the Adjara region participated in the event. In addition to the WMTR presentation, experts stressed their will-ingness to assist the GOG in designing adequate waste management systems together with other international and local partners. This will be realized through imple-mentation of pilot interventions in selected municipalities to support a cleaner and healthier environment, mini-mize adverse impacts of waste on human health and natural resources, and reduce greenhouse gas emis-sions from landfills.

Assessment of the Waste Management Systems in the Target RegionsIn the period of July-August an assessment of waste management sector by international experts was con-ducted in the framework of the WMTR Program. The as-sessment aimed to identify issues and challenges, as well as needs faced by the waste management sector of the country. In the framework of the assessment consultation meet-ings were conducted with the representatives of state, non-government, business and international organiza-tions working at local and central levels on waste man-agement related issues. The WMTR Program team, along with international experts, visited recycling com-panies and landfills operating in the target regions to ob-serve and assess the situation on the spot. Waste Management Systems Assessment reports, along with relevant recommendations, were sent to the SCG members and later on will be presented to a broad-er audience.

School Competition In May-June the WMTR Program team conducted a school competition in the target municipalities of Kakheti and Adjara regions for IX-XII grade school students. 50 students from about 60 schools participated in the com-petition. The competition, announced at the end of May, aimed to promote the idea of integrated waste manage-ment among local communities of the target regions. Students were asked to create crafts from recyclable household waste and submit pictures.On June 30, 2104, the jury selected the 30 most origi-nal, innovative and artistic works. The winners attended Summer Camp organized in Bulachauri Green Center from August 4-13, 2014, and their crafts were exhibited at the Tbilisi exhibition on August 7, 2014.

Summer Camp & ExhibitionOn August 4-13, a summer camp was held in the Bulachau-ri Green Center in the framework of the WMTR Program.26 winners of a school competition from Kakheti and Ajara, in which teenagers made crafts from household waste, participated in the camp. During the 10 day summer camp students participated in seminars and trainings on integrated waste manage-ment, as well as on other environmental issues such as climate change, natural resource management, energy efficiency, etc. Camp members also participated in sev-eral field trips.On August 7 an exhibition of craft made out of house-hold waste was organized at Lisi Lake. The winning crafts from a school competition organized within the project were presented at the exhibition. The exhibition displayed images of waste art by Veronika Richterová, the famous Czech artist, kindly provided by Embassy of Czech Republicin Georgia. The aim of the event was to remind the public about the importance of waste reduc-tion and reuse. The recycling company Coop.ge also held a competition game of waste separation.On the closing day of the camp, the participants made presentations on the topics of the trainings and seminars conducted during the camp; posters and presentations on the issue of integrated waste management were also presented. On the final day participants were awarded with certificates by Tamar Barabadze, USAID represent-ative, and Robert Bodo, WMTR Program Chief of Party. During the closing ceremony the WMTR Program team informed camp participants about the future steps that are planned in the framework of the WMTR Program, to encourage long term and effective work with summer camp participants.

Waste Recycling Companies WorkshopOn August 8, 2014, a workshop on the theme of mu-nicipal waste recycling was held in Hotel Sheraton Me-tekhi Palace, Tbilisi. Companies working in the field of waste collection and recycling attended the event. The main aim of the meeting was information and experience sharing between companies. During the meeting issues that exist in the fields of municipal solid waste processing (plastics, paper, and glass) were discussed. In particular, cases when entre-preneurs suffer from a lack of raw materials were re-viewed. It was also agreed that there exists no regulated waste collection system in the country, and no waste separation, which complicates the search for raw mate-rials. In addition, the country has no law on waste man-agement and no national waste management strategy or action plan; the specific obligations of waste generators are not defined.

Awareness Raising Campaign on Energy Efficiency and Integrated Waste ManagementOn August 31, 2014, an event that aimed to promote the idea of energy efficiency and integrated waste manage-ment was hosted on Batumi boulevard. The event was ini-tiated by the U. S. Agency for International Development (USAID) program Enhancing Capacity for Low Emission Development Strategies /EC-LEDS/Clean Energy Pro-gram, implemented by Winrock International/Georgia. The WMTR Program has also joined the initiative. In the framework of the event, several activities were organized to promote the principles of integrated waste management, including an animated competition on waste separation, and a contest on waste reduction and recycling themes. The winners of both competitions were awarded with WMTR program caps and T-shirts. During the event a screening of photos of crafts created by children within the school competition was organized. The presented crafts were winning items from a school competition that aimed to popularize the idea of waste reduction and reuse.

Representatives of business companies exchanged in-formation on their activities and expressed willingness to cooperate with each other, establish an association and collaborate actively with the WMTR Program. The participants accepted the suggestion of the WMTR Program team to develop and sign a Memorandum of Understanding between waste processing companies. It was agreed that at the next working meeting WMTR team will provide companies with the information on ob-ligations taken by the country under the EU Association Agreement in terms of waste management.
