PREAMBLES The prices set down by the tenderer shall deemed to include the cost of all preliminaries, all plants, equipment, labour, materials, transport, supervision, erection, insurance, taxes, overhead, attendance, profit and everything necessary for the supply and completion of each item in conformity with every aspect of the condition of contract, specification and drawings. All rates in this schedule shall be filled in and submitted together with the tender. All rates and prices shall be in Malaysian Ringgit. Should there be any arithmetical error within the Summary of Tender, the sums and prices against the items shall be adjusted by negotiation prior to the award of the Tender, such that the sum entered on the Form of Tender remains unchanged. Unless otherwise stated, the rates so set in by the tenderer shall be deemed to include the cost of all preliminaries, all plant, equipment, labour, materials, supervision, transportation, erection, insurances, overhead, attendance, profit, taxes, duties and everything necessary for the completion and maintenance of each item of work in conformity with every aspect of the Terms and Conditions of Contract, Special Specification and Drawings. SPECIAL SPECIFICATIONS

1. THE CONTRACTED AREAS The Contracted Areas are areas as specified or indicated in the Site Plan and/ or this agreement. Existing features; fence, all types of road/carriageway, footpath, cycling/ jogging tracks, drain, water courses, rows/ line of electric posts/pillars, terrain and matters related thereto are normally the indicators of the extend/ limit/ boundary of the Contracted Areas on sites.

2. QUALITY AND STANDARDS This section relates to Quality Control and is applicable to all landscaping; i) Standards

The contractor shall familiarise himself and his operatives with the relevant (SIRIM) Standards referred to in this specification and any subsequent revisions thereof. These standards shall be the edition last published;

ii) Good Practise

Where and to the extent that materials, products and workmanship are not fully detailed or specified they are to be: a) Of a standard appropriate to the Works and suitable for the purposes stated

in or reasonably to be inferred from the project documents;

b) In accordance with good Landscape/Horticultural practice.

3. SCOPE OF WORKS

A) Grass cutting Works

The scope of works for grass cutting shall include but not be limited to the maintenance of all grass areas and non-ornamental vegetation such as shrubs, bushes and etc., within the contracted areas - parks, compounds, and/or areas as specified in Terms and Conditions, this Special Specifications and/ or Section “E”, and except all roads outside the park(s); protocol roads, main roads, feeder roads, access roads, public and council roads, and roads as per specified;- i) The Contractor shall maintain up to the trunks of all ornamental trees, palms,

shrubs and to the edge of all planting beds of ground covers. Care must be taken so that all roots, stems or branches of such plants are not damaged or removed;

ii) All grass shall be levelled and evenly cut. An average cut height of between

50 mm and 75 mm above ground level shall be used as a general guideline. To achieve this ‘sit on’ or/ and ‘push on’ lawn mowers or lawn trimmer machine shall be used. The use of string blade (nylon) brush cutters is upon the approval of S.O.R only;

iii) The Contractor shall after each cut ensure that edges abutting paths, boulders,

road kerbs and trees are kept neat using a suitable edging tool to clean straight lines or smooth curves;

iv) All grass along roads kerbs, footpath, jogging tracks, planter boxes, cycling

tracks or concrete drain and other structures edges, shall be trimmed to a regular line and on earth drain wall to cut evenly. This is to be done by using manual trimming or using mechanical hedge trimmer or string blade (nylon) brush cutters;

v) All grass, weeds, creepers, vegetation growing around/along all structures/

installations; cable stays, fence, posts, inside tree guards and etc. shall be cut/ extracted/ removed and this shall be done either by manual cutting or by using string blade (nylon) brush cutters;

vi) All paved and/ or interlocking footpaths, along edges and/ or joints of roadside

kerbs, entrance to weep holes and jogging tracks shall be tidily, neatly and completely cut off all grass, weeds, vegetation and shall be carried out with the aid of appropriate tools;

vii) All back lanes or service lanes shall be cleared off grass, weeds or any other

vegetation and shall be done manually or with the did of appropriate hard tools;

viii) To maintain/clean/clear all roadside surface drainage channels and trenches,

spoon drains, weep holes; off grass, weeds or any other vegetation or substances or debris that could cause blockage and to provide roadside surface drainage channels to prevent water ponding and/ or flash flood if need so by the Superintending Officer;

ix) The Contractor shall sweep and clear debris from grass cutting activities etc.,

from the site daily within the session. The swept materials shall be placed in recyclable bags, collected and disposed-of on the same day;

x) The Contractor shall ensure that all shrubs, ground cover, tree saplings,

palms, planting bed, hardscape base and tree guard of saplings are free of all grass/weed. To clear off completely grass, weeds, creepers etc. from trees, plants, to within 30cm of plant stems, landscaped features and structures, public amenities and infrastructures using machines, e.g. bush cutter with string blades at ONLY where tree guards are available; and/ or Manual (weeding) – to pull off grass, weeds, creepers etc. by (force of) hands only; use of sickles is prohibited;

xi) All area of plants and planting bed for shrub, ground cover, tree sapling and

palms, hardscape base and inside tree guard of tree sapling shall be free of grass/weeds at all time. Weeds/grass at these areas shall be manually removed (manual – Weeding) by pulling each of its stem out, so as to carry with it as much roots as possible to minimize its future growth. Contractor shall avoid damaging ornamental plants during the weeding process;

xii) Manual (weeding) – As illustrated in the Appendix, around stems, clump of

plants to a radius of minimum 30cm, of all areas of planting beds. Contractor shall avoid using non specialized machines, tools, e.g. bush cutter or sickles, to perform this work;

xiii) All garden refuse / debris / waste shall be placed in bags, to be removed and disposed – off to the approved dumping site on the same activity day;

xiv) All weeding works in this contract shall be completed at every 15 days per

session as in the maintenance programme Section I; xv) The Contractor shall not apply or use weed control / weedicides and burning

are totally prohibited.

(a) Tools And Equipment

i) All equipment and necessary supplies including but not restricted to: mowers for open spaces/ flat areas, edgers, blowers; grass cutter with string blades for areas such as along/ around edges of structures, tree/plant stems/trunks etc., and other equipment approved by the Superintending Officer.

ii) The equipment furnished by the contractor must be in good repair and

shall be maintained so as to produce a clean, sharp cut to the grass at all times. Equipment which in any way pulls or rips grass or damages the turf shall not be allowed to operate under this contract. All equipment will be of such a type so that the height of cut can be adjusted to a minimum of 50mm and maximum of 70mm. The contractor shall have enough equipment and personnel to complete each grass cutting and/ or mowing session at each site contracted for;

iii) Equipment and supplies may not be stored overnight or for extended

periods of time on work site.

(b) Disposal Of Extracted Materials

Precaution shall be undertaken by the Contractor to avoid spillage of fluid and extracted materials on site and road during storage and transportation.

(c) Appearance

All grass areas are to be maintained green. The Contractor shall remove all cut grass within the same day of cutting. Use of weed killers or related chemicals on sites is totally prohibited. All foreign vegetation (weeds) shall be removed manually and all foreign materials such as debris, garden refuse and all other wastes with the exception of industrial and domestic refuse shall be cleared and removed from site to dumping ground within the same day.

B) DRAIN CLEANING WORKS

(a) The drain maintenance scope of works include desilting, clearing, cleaning

and cleansing of all types of drains, all roadside drain, other public drains, cross-over, walk on bridge and culvert, spoon drain, weep holes, watercourses, waterways, sump, all types of outlet from grass/ undergrowth, all types of rubbish, wastes, sediments, silts and matters related thereto for the free flow of water from and into the drain, cross-over, walk on bridge, waterways and culvert within the contracted areas;

i) “Sediment” means material such as earth, silt, stones, gravels and

any mixture of the above that settles at the bottom of drain; ii) Trimming and extracting of debris and vegetation/ clearing of earth

drain shall be done to ensure regular width and depths are maintained. “Culvert” includes “ring”, “box culvert” and “crossover” of any length and width or any other structure use for crossing drain or watercourses to ensure free flow of water;

iii) The Contractor shall extract all materials such as rubbish, silt,

undergrowth/ grass and rocks from drains, sumps, culverts and watercourses;

iv) There shall be no vegetation found growing on Culvert, crossover of

any length and width or any other structure use for crossing drain or watercourses, concrete drain wall and drain base. Grass and creepers hanging on concrete drain wall shall be evenly cut to a height of not more than 75mm;

v) All grass along concrete drain and other structures edges shall be

trimmed to a regular line and on earth drain wall to cut evenly. This is to be done by using Edger’s/ manual trimming/ string blade (nylon) brush cutters;

(b) Disposal Of Extracted Materials

Extracted materials shall be placed immediately in a containers or vehicles and shall be immediately removed from site. Contractor shall take precaution to avoid spillage of fluid and extracted materials on site and road during storage and transportation.

(c) Appearance

i) All types of drains, weep holes, culverts watercourses, sump and

culvert, are free of all kind of wastes and blockages at all times. ii) All vegetation (weeds) shall be cut and removed and all foreign

materials such as debris, garden refuse and all other wastes shall be cleared and removed from site to dumping ground within the same day.

(d) Tools And Equipment

i) Tools and equipment for drains and watercourses cleaning and desalting shall include grass cutter with string blades, steel or iron rakes, hoes, scrapper, plastic bags, refuse container and other equipment approved by the Superintending Officer.

ii) Use of equipment other than the above shall be upon approval from

the Superintending Officer.

C) POOL CLEANING WORKS

(a) The Pool Cleaning Works may include all earth pools, ponds, lakes and water shades, both man made and/ or natural;-

i) The scope of works shall include cleansing and cleaning and shall

consist of -Scooping with fishing net and/ or equivalent of all materials, wastes, rubbish, debris from the pool(s);

ii) Pulling/ extracting of all plants, vegetation, grass, weeds from all parts

and levels of the pools, ponds, lakes in ensuring that all pools, ponds, lakes within the Contracted Areas are free of all parts of water vegetation, plants, weeds, grass and of all floating/ semi floating/ sinked substances, unwanted/foreign materials, wastes, debris and rubbish AT ALL TIMES;

iii) Cutting of grass within the pool(s) and pool(s) area, the perimeter

bank and the surrounding areas; and iv) The extracted, collected, swept materials shall be placed in recyclable

bags, collected and disposed of to the approved dumping ground on the same day.

v) For safety reason, working alone at any one pool/pond/lake is

forbidden. All safety procedures and precautions of this contract are to be strictly adhered to;

vi) All grass, weeds, vegetation, unwanted materials at ALL LEVEL

(surface/floating, inside, at the bottom/floor/base): To be extracted and/ or pulled off to the roots); collecting, gathering of all plants, grass, weeds – Every day is Free of all form of wastes and plants, unless decided so by the S.O. as ornamental/necessary for marine growth;

vii) Daily disposal: All form of collected, extracted, gathered materials,

rubbish, debris, wastes shall be deposited at appropriate dumping area as agreed by S.O. and shall be delivered to the approved dumping ground on the same day

(b) Tools And Equipment

Specialised tools, machines, equipment and gears are of an advantage, otherwise tools and equipment should include life jacket/ vest/ buoy, rubber dinghy/ boat, safety rope, fishing hoop/ net and signage of “Kerja Pembersihan Kolam Sedang Dijalankan.”

(c) Appearance

i) All pool, pond, lake are free of all kind of rubbish and debris, wastes, plants and vegetation at all time.

ii) All vegetation (weeds) shall be removed and all foreign materials such

as debris, garden refuse and all other wastes shall be cleared and removed from site to dumping ground within the same day.

D) SOFTSCAPE MAINTENANCE WORKS

a) Scheduled Maintenance Works

The scope of works shall include fertilizing, pruning, weeding, mulching, topping with topsoil:-

Fertilizing Fertilising is a full time monitored work by the S.O.R. The contractor is to supply workers while the fertilizer shall be supplied by DBKU:-

i) The physical properties of the fertilizer shall remain stable. The fertilizer

shall not clots or aggregates and it should remain dry at all times. ii) Fertilizer shall be of granule form of a compound fertilizer. For tree

sapling and palm, type of formulation shall be NPK 15:15:15 with TE. Method of application shall be scatter / broadcast granule fertilizer around the planting bed with 30 cm radius from the base of the tree sapling / palm with at 100 gm. per tree sapling / palm.

iii) For shrub and ground cover type of formulation shall be NPK 15:15:15 +

TE for non-flowering plants and NPK 12:12:17 + TE for flowering plants. Method of application shall be scatter/broadcast granule around the planting bed within 30cm radius from base of plants at 150gm per square meter (m2) area of shrub/each ground cover.

iv) Fertilizing shall be carried out as illustrated in the Appendix, to be carried

out and satisfactorily completed in two (2) days and frequency of application is once per month as in work programme Section I.

v) Monitoring/Supervision – It is compulsory for the contractor to

report/refer to the SO/SOR before carrying out the fertilizing works or all works done would not be accounted for. Verifications and full time monitoring would then be done until all works are certified completed.

vi) Chicken Manure/ Chicken wastes is to be applied as to where and when

deemed necessary by the SOR, either as replacement or an alternative to the regular/ normal fertiliser ;

Pruning

i) Pruning works shall include pruning of shrubs, hedges, topiary trees. ii) Formal hedges and topiary for shrub shall be pruned in accordance with

the pattern and design as directed by the Superintending Officer. iii) The Contractor shall prune shrub and ground cover to control growth,

remove dead, diseased, damage, water shoot, and broken branches, branches extending beyond the face of curbs, side walls or are climbing buildings walls.

iv) Contractor shall only use appropriate pruning machines/ tools for pruning

works such as pruning shears, clippers, powered pruning saw, powered hedge trimmer and others as approved by Superintending Officer. The contractor shall ensure that all machines and/ or tools to be used are well sharpen/sharpened so as to ensure that clean and smooth cutting surfaces are achieved.

v) Twigs are to be pruned with secateurs or clipped with shears; branches

are to be sawn through. Care must be taken to avoid tearing, under side of the branch must be cut first to a depth of a quarter of its thickness, followed by cutting on the upper side. As the two (2) cuts approach each other, the branch will break. The uneven cut surface has to be re trimmed to smoothen it. For hedges pruning is to be done manually with shears or secateurs or by powered pruning saw.

vi) All debris/resultant debris shall be immediately gathered/ swept/

collected, place in recyclable bags and disposed off on the same day. vii) Method of pruning is as illustrated in the Appendix and pruning to be

done at every fifteen (15) days per session as in the maintenance programme Section I.

Weeding

i) All shrub and ground cover planting areas are to be kept weed free through the use of mechanical and hand weeding as appropriate to the type of planting, its prominence and species involved.

ii) To clear off completely grass, weeds, creepers etc. to a distance of

30cm or more, from plant stems –trees, palms and saplings with tree guard, landscaped features and structures, public amenities and infrastructures using machines, e.g. bush cutter with string blades and/ or Manual (weeding) – to pull off grass, weeds, creepers etc. by (force of) hands only.

iii) All area of planting bed for shrub, ground cover, tree sapling and palms,

hardscape base and inside tree guard of tree sapling shall be free of grass/weeds at all time. Contractor shall avoid damaging ornamental plants during the weeding process;

iv) All garden refuse / debris / waste shall be placed in plastic bags, to be removed and disposed – off to the approved dumping site on the same activity day.

v) All weeding works in this contract shall be completed at every fifteen

(15) days per session as in the work programme Section I. vi) The Contractor shall not apply or use weed control / weedicides and

burning are totally prohibited.

Mulching i) As and when the Superintending Officer directs the Contractor shall

apply mulch (mulch to be provided by DBKU). The Contractor is to provide manpower to collect mulch from DBKU composting site at Sejingkat and to apply on all planting beds; beds of hedges, shrub, ground cover, tree sapling and palm. Method is to manually apply on the planting bed with the area covering 30cm radius from plant stems / clumps and with layer not less than 5cm thickness.

ii) The mulching method is as illustrated in the Appendix. iii) All planting beds shall be covered with 3 – 5 cm thick of mulch;

Compositions/ratio of top soil to organic compost for all new planting holes and beds are 1:1.

iv) Inspect mulch depths to all planting areas regularly and allow for tidying

and topping up levels to specified depths as required;

Topping with top soil

i) As and when the Superintending Officer directs, the contractor shall apply top soil (top soil to be provided by DBKU, contractor is to provide manpower to apply the top soil) on to the planting bed of shrub, ground cover, tree sapling and palm within the area covering 30cm radius from plant stems / clumps and with layer not less than 20cm thickness.

ii) The Contractor shall rake top soil to each planter. iii) The unloaded soil must also be immediately delivered to the planters

and smooth – levelled by raking and shall not be left unattended for more than one (1) day.

iv) Transporting and unloading shall Only be carried out during none peak

hours of the normal working days (Monday – Friday) which is normally between 9.00 am – 11.00 am, 3.00 pm – 4.00 pm. No soil should spilt on to the road; every steps must be taken to avoid spillover /spillage of soil onto the road at all time, for instance by making use of, plywood to direct the fall/ flow/ slide of soil from the delivering truck to the verge/green. The soil shall be placed at least 300cm away from the road edge/ kerb into the verge/ green. And if it so happened that the soil still spilt to the road, then de merit shall be awarded and it must be immediately and completely cleared and cleaned to avoid other/extra penalty/warning(to avoid obstruction and nuisance to other road users/ public);

v) The method of applying top soil is as illustrated in the Appendix.

Tools and Equipment

The equipment furnished by the contractor for fertilizing must also be in good repair and shall be maintained so as to produce an accurate and even application at all time. The contractor shall have enough equipment and personnel to complete each application at each site contracted for in the time frame specified

Appearance

All (specified) areas are free of all kind of rubbish and debris, wastes, leaves, fronds, plants and vegetation at all time. All vegetation (weeds) shall be removed and all foreign materials such as debris, garden refuse and all other wastes shall be cleared and removed from site to dumping ground within the same day.

E. DAILY GENERAL WORKS

Daily Maintenance Stacking, clearance and/ or sweeping of debris, maintenance of rubbish bins, gathering/ collection/ picking of broken, hanging, rotten, diseased branches; cutting and disposing of all water shoots, fronds which exceed 45 degrees drop/ as instructed by the S.O.R, clearing of creepers and climbers from plants:-

i. Quality Staking and its Quality maintenance

The contractor shall daily ensure that all stakes and the strings used to secure the plants to the stakes must be properly maintained. Fallen and/ or leaning stakes must immediately be made upright again/ original conditions and broken or rotten ones be replaced immediately.

ii) The Contractor shall ensure the strings does not cut into the stems of the

plants or cause the plants to bend. iii) When the plants has grown bigger, looked stable, firm and confirmed by the

S.O.R that it does not require staking, the contractor shall remove the stakes and dispose of from site as directed by the Superintending Officer.

iv) Non-functioning stake(s) shall be immediately removed and disposed-of; v) All newly planted plants and/ or tilting sapling(s) shall be stacked as per

drawings, specifications, terms and conditions of this contract; vi) Staking method is as illustrated in the Appendix.

Clearing/ Sweeping

i) The works shall include sweeping, collecting and clearing of all rubbish and

debris, leaves and other wastes, Servicing and maintenance of park/ compound rubbish and dustbins, cleaning and cleansing of all types of drains, cutting/ removal of dead/fallen twigs, branches, fronds and fronds exceeding 45 degrees drop, and matters related thereto and collection of all floating wastes from the pool(s);

ii) All (this contracted) areas are to be free of all debris, rubbish before 9.00 am at

every working days - all landscaped areas at worksite shall be thoroughly and completely swept/ collected of all rubbish, debris, wastes, fallen palm frond, branches, twigs, debris, all types of wastes that are found in the worksite before 9.00 am at every working hours (i.e. plastic, paper, bottle etc.) and any matters related thereto;

iii) Sweeping of leaves, cutting and collecting/ gathering of fronds (exceeding 45

degrees drop from the palm(s), water shoots, hanging and/ or rotten dead/and/ or diseased branches and matters thereto are to be carried out after 9.00 am; refer (ii) above, and all works shall be completed before 2.00 pm;

iv) Swept/ collected materials shall be placed in bags. The filled-up bags are

then properly and neatly tied, placed hidden between shrubs/behind the trees, to be collected and disposed-off to dumping site on the same day;

v) Only Green Wastes are allowed to be disposed of to the DBKU’s Compost

Centre, Sejingkat. Collected, swept materials, other fallen branches and twigs, fronds and any/ all type of wastes, and all wastes from landscaping maintenance activities within this contract areas, shall be disposed of to the approved/ mentioned dumping site

Bin Maintenance

Emptying rubbish bins/ dumpster, ensuring all bins are lined with suitable liners that has been approved by S.O.R, ensuring all bins are cleared and cleaned, complete with lids and free from odor/ unpleased smell at all times.

Tools And Equipment i) All tools and equipment shall be fully equipped with safety warning and/ or signs

and/ or protective part. Specialised tools, machines, equipment and gears are of an advantage, otherwise tools and equipment should include safety vest.

ii) Stacking maintenance - spade, wire cutter, pulley, safety rope/ harness, wire

cutter and matters related thereto. iii) Clearing/sweeping - broom and/ or blower, wheeled bin and/or recyclable bags.

Appearance

i) All plants (and stacking) shall looked upright every day. All stacking shall be

`functioning’. ii) All vegetation (weeds) shall be removed and all foreign materials such as

debris, garden refuse and all other wastes shall be cleared and removed from site to dumping ground within the same day.

iii) The areas are free of all kind of rubbish and all bins and its relevant

accessories are complete, clean.

Collection and disposal of rubbish

i) The contractor shall, on every working day, ensure that this contracted area is free of all fronds, twigs and branches which are hanging, broken, dead, dried and fronds dropping/ tilting at 45 degrees, or more are chopped/ cut and collected, at all times.

ii) The contractor shall collect swept material, fallen branches, fallen palm frond, all types of wastes that are found in the worksite (i.e. plastic, paper, bottles etc.) garden waste from weeding and pruning activities daily and places in bags and disposed – off to dumping site on the same day.

iii) Cutting and/ or removal/ collection and disposal of all water shoots, dead and/

or diseased and/ or fallen twigs, branches, fronds; dying and/ or brownish/yellowish fronds and fronds exceeding 45 degrees drop from all types of palms( palm oil, travellers palm and bananas included).

iv) Maintenance/ make good of all staking’s. v) Removal/ Scooping (with fishing net) of all materials, wastes, rubbish, debris

AND Pulling/ extracting of all plants, vegetation, grass, weeds from all parts and levels of the Pools, Ponds, Lakes in ensuring all Pools, Ponds, Lakes within the Contracted Areas are free of all parts of water vegetation, plants, weeds, grass and of all floating/ semi floating substances, unwanted/foreign materials, wastes, debris and rubbish AT ALL TIMES; and

vi) Inspection and monitoring in ensuring that all works and requirements are

carried out and complied accordingly, completed and in compliance to the quality required, and in accordance to the TERM AND CONDITIONS and the SPECIAL SPECIFICATION of this contract.

The minimum number of Full-Timed workers required to carry-out Daily General Works is Three (3) numbers.

The working is 7.00am to 5.00pm daily, Sundays and Public holidays included.

F) AS AND WHEN REQUIRED

i) Watering of plants during dry season is mandatory and the number of days/ period required is upon the instruction of the S.O.R.

ii) WORKING HOURS Working Days: 9.00am – 11.30pm, 3.00am – 4.00pm , 7.00am - 4.00pm Sundays and Public Holidays : 7.00am – 4.00pm iii) FREQUENCY

Once daily.

iv) LOGISTIC

Mobile water tanker which shall be well equipped with water pump, extra hazard and beacon lights especially at the rear, fully painted with hazard signs/paints, also at the rear; a qualified/ licenced driver and Two workers, and other requirements of other relevant agencies, e.g. The Police, Road Transport Department matters related thereto.

v) METHODOLOGY

By means of adjustable both the nozzle and the watering hose, the water is sprinkled as close as possible to each pot/ stem and leafs of shrub, hedges, clump/ sapling/ plant until it is completely and thoroughly wet from top to bottom and the ground/ soil is completely wet as well, thus also avoiding `miss spraying’ to other directions/ areas, especially onto the road/ other road user.
