Business leaders filled the John Deere World Headquarters auditorium to hear from the company’s top economist at the Quad Cities Chamber Economic Forecast.

Dr. J.B. Penn, Chief Economist, Deere & Company, called the United States economy a bright spot among the global economy thanks to strong growth in agriculture and manufacturing, but also warned that the European debt crisis could have major implications if it spreads.

The big takeaways from Penn’s analysis included his urging to policymakers to reduce spending and revise the tax code to boost spending and confidence, and that the U.S. economy is slowly and steadily heading in the right direction.

Bill Martin to Lead Economic Development StrategyThere’s a new guy in town, and he’s set on bringing wealth and prosperity to the Quad Cities.

Bill Martin of Harlingen, Texas has joined the Quad Cities Chamber as Senior Vice President of Economic Development and President of Quad Cities First. Martin will combine his role as president of Quad Cities First with the complementary responsibilities of leading the Chamber’s existing business expansion strategy.

During his 35-year career, Martin has assisted companies with creating over 25,000 new jobs and $7 billion in investment. Most recently, Martin lead the way in attracting $344 million in new investment and 4,850 new jobs.

During the past two years, the Chamber’s economic development team has assisted both new and existing Quad Cities companies with creating over $350 million in local investment. Martin, who was selected following a nationwide search, is an accomplished economic development professional, ready to lead our region’s efforts into a new phase of progress.

Strategically Growing the Region’s Defense IndustryThe Quad Cities Chamber Welcomes MG (Ret) Yves Fontaine

The Chamber is pleased to announce a new partnership with Major General (Ret) Yves Fontaine. A two-star general and former commanding general of the U.S. Army Sustainment Command at the Rock Island Arsenal (RIA), Fontaine has been working closely with Chamber staff, actively seeking opportunities tied to the RIA.

“The Rock Island Arsenal is the anchor of a growing regional manufacturing capability, and I am focused, along with the Chamber and our community partners, on developing new opportunities for growth,” Fontaine said.

The Chamber’s five-year Regional Growth Strategy outlines a three-pronged approach:

• Elevate the role of the business community in partnering with the Arsenal and the region’s defense industry

• Advocate in a unified voice on behalf of the Arsenal and regional priorities, both locally and in Washington, D.C.

• Encourage joint public-private partnerships and joint ventures between local companies and the Rock Island Arsenal/Department of Defense

The RIA is the region’s largest employment site, with more than 8,000 uniformed and civilian personnel contributing to our nation’s homeland security.

Following his retirement last year, Fontaine settled in the Quad Cities.

“It is a testament to the Quad Cities region that Yves and his family decided to call the Quad Cities home after his retirement. We are fortunate to retain the expertise of a two-star general to help guide our region’s future,” said Tara Barney, Chamber CEO.

Throughout his career, MG (Ret) Fontaine led the U.S. Army Sustainment Command in support of two contingencies operations and lead the LOGCAP and EAGLE programs; served as commanding General of the 21st Theater Sustainment Command leading the logistics efforts in Europe in coordination with our NATO allies; was the G4 (logistics) for the U.S. Army-Europe involved in the drawdown of US contracts in Kosovo; as well as the G4 for the 82nd Airborne Division and G4 and Chief of Staff for the U.S. Special Operations Command, Fort Bragg, NC.

1996 The former Illinois Quad City Chamber (now Quad Cities Chamber of Commerce) Board of Directors identifies the area’s need for a 4-year university as a strategic goal on the Chamber’s community agenda.

1998 The Chamber lobbies for an expanded WIU campus, requesting $6.3 million for a Technology Education Center, at the annual Springfield trip.

2001 WIU’s president advocates for a QC campus to state lawmakers.

2002 The Illinois Board of Higher Education, in partnership with the

Chamber, initiates an Education Needs Assessment for the Quad Cities.

2003 The Assessment reveals results supporting the need for a larger public university to match workforce needs of Quad Cities employers, prompting Deere &

Company to donate 20 acres of land for the proposed campus. Former Governor Rod Blagojevich includes his commitment to the WIU-QC expansion during the

announcement of his Opportunity Returns plan.

Years ago, Quad Cities students were out of luck if they wanted to study at a local public university. At a Chamber-led economic development summit in 1995, a goal to change that was outlined and the community began to rally for a public university in the Quad Cities.

Quad Cities professionals, business and labor leaders, government officials, state legislators and members of Congress

and area organizations worked tirelessly for the next 18 years to bring forth the Riverfront Campus of Western Illinois University (WIU-QC), which finally opened its doors on January 17, 2012.

The beautiful, new campus was a conclusive win for our community, and a well-earned pay-off for such dedicated collaboration and vision. WIU-QC provides quality education directly supporting key industries and more than 20,000 businesses in the Quad Cities. It offers competitive programs in engineering, communications, early childhood education, supply chain management, museum studies and nursing to an additional 3,000 students. These valuable degrees help meet local business demands as well as growing regional industry needs.

In conjunction, WIU-QC raises the university’s economic impact in the Quad Cities to over $50 million annually, serving an additional 3,000 students and creating more than 100 new jobs. The redevelopment of RiverTech, property adjacent to

the campus, will produce an estimated $100 million taxable base and attract 2,000 new and existing jobs, impacting the construction industry by $150 million. The three-building Riverfront Campus and all related campus buildings are also notably certified at the Silver LEED level by the U.S. Green Building Council for energy and environmental design.

The successful realization of the Riverfront Campus wouldn’t have been possible without the commitment from our community, and the Chamber thanks those involved with the process from day one of brainstorming to the grand opening on January 17. Yet, we aren’t surprised by the vigorous support—at the Chamber, we’ve witnessed an incredible amount of community cooperation for other recent achievements too, such as Alcoa’s $300 million expansion, Deere &

Co.’s continued progress, increased support for the defense community and the Rock Island Arsenal and the recent approval of the Chicago-Quad Cities Amtrak rail line, as well as various local business developments.

In the Quad Cities, we work together to advance the economic and cultural strength of our region. WIU-QC is a perfect example due to its reinvigoration of our community’s educational standing and strong, positive impact on the local economy.

The Riverfront Campus of Western Illinois University serves as a wholly significant and transformative win for the Quad Cities, one for which we can all be proud.

and Representative Mike Boland successfully promote and pass an

Illinois capital bill funding $62 million for the new campus. Gov. Quinn then

announces the campus funding and construction timeline.

Quad Cities Chamber Joins Forces with the Great Lakes Metro Chambers CoalitionA Plan for Economic Growth and Job Creation

If the eight-state territory known as the Great Lakes region were a country, it would have the 4th largest economy in the world. This crucial part of the U.S. also generates one-third of our nation’s GDP, is home to 19 of the world’s top research universities and is the center of North American advanced manufacturing in many sectors.

The Quad Cities Chamber is part of the Great Lakes Metro Chambers Coalition, a group of 32 Chambers that advocate for federal priorities to further advance the area’s economy.

Chamber staff recently traveled to Washington, D.C. with the Great Lakes Metro Chambers Coalition. The Coalition met with policymakers to communicate five key priorities where a partnership with the federal government could strengthen manufacturing and accelerate total investment and job creation.

“A stronger economy in the Great Lakes region translates to a healthier Quad Cities economy,” says Scott VanDeWoestyne, Director, Government Affairs, Quad Cities Chamber. “Our involvement in the Great Lakes Metro Chambers Coalition gives us an even stronger voice to advocate for priorities that will bring opportunities for economic growth in our region,” VanDeWoestyne continued.

FEDERAL ECONOMIC POLICY PRIORITIES: GREAT LAKES METRO CHAMBERS COALITION

Border Crossings between U.S. and Canada Illinois exports more goods to Canada than to the state’s next 5 largest foreign markets combined, and Iowa sells more goods to Canada than the state’s next 3 largest foreign markets combined. These exports equate to 339,900 jobs in Illinois and 87,100 jobs in Iowa. The Coalition seeks Congressional support for implementation of the initiatives developed through the Border Action Plan and the Regulatory Cooperation Council to safely improve cross-border movement of goods.

Energy Development The coalition encourages regional development of natural gas, nuclear energy and clean coal.

Immigration of High-Skilled Talent The coalition encourages highly-skilled immigrants to locate in the ethnically diverse Great Lakes region.

Transportation Infrastructure The Coalition is advocating for the renewal of the Surface Transportation Authorization bill for a multi-year period, with an emphasis on development of the nation’s freight corridors, elimination of unnecessary red tape and flexibility for federal/state projects to produce the highest ROI.

Water Quality in the Great Lakes The Great Lakes region is home to one-fifth of the world’s fresh water supply. To that end, the Coalition seeks continued support for the Great Lakes Restoration Initiative in the face of diminished resources.

WHOM I’D ASK: Dr. Benjamin Franklin

WHY: I have admired his diverse experience and hunger for learning, science and politics (without being a politician) for most of my adult life. Being self-educated, Franklin achieved many significant things, including being the only one to sign the four main documents to establish the United States of America. He also lived simply and seemed to have struck a balance in his life, as I read his many insights. Not to mention he was an avid kite flyer.

ONE QUESTION I’D ASK: Tough to ask just one! Considering he could see the world today, my one question would have to be his opinion on the progress of this country which he was a part of starting.

WHAT I WOULD SERVE: Being a past vegetarian, we would dine simply with fish. I would want to highlight a more current culinary experience with something like: Baby Beetroot Trio Salad – Mâche Lettuce, Hazelnut, Poppy, Greek Yoghurt Citrus Dressing and Fennel Seed Vinaigrette; Grilled Mediterranean Branzino, Pan-Fried Heirloom Tomato, Japanese Eggplant, Bulgur Wheat Salad, Spicy Almond Romesco Sauce. All of this, of course, would be paired with a nice bottle of Assyrtiko/Robola Blend wine from Greece.

An integral part of the Quad Cities Chamber, The Network is proud to celebrate ten years of success this year! For many, it’s hard to believe that a whole decade has passed since the inception of young professionals groups in the Quad

Cities. But ten years later, The Network: Young Professionals of the Quad Cities is still going strong, expanding rapidly and making the Quad Cities a better place to live, work and play for young professionals.

This entire year will be dedicated to celebrating all of the successes that The Network has had in the past ten years including merging YP groups together, forming key partnerships, creating a stronger voice for YPs in the Quad Cities community, a brand spanking new website, updated branding and, of course, our wonderful members.

Looking ahead, The Network has a bright future. As we look to expand our presence deeper into the community, we invite all Chamber members that are

young professionals to take an active role in the organization. Join us at a Network @ Noon or Network @ Night event, join a committee, volunteer with eNgage, and attend the 2012 Network Symposium & Community Impact Awards on Thursday, May 3. We want our members to be actively engaged, help us continue to expand our presence in the Quad Cities by creating opportunities for young professionals to thrive, and cultivate the next generation of talent in our region! Join us as we highlight not only our awesome programming, but our region as well as we visit cultural institutions throughout the year, showcase our vibrant downtowns and use our unique transportation (especially if you join us at the Symposium!).

“Creating an environment where young professionals can thrive is what The Network is all about. Our goal is to attract, retain and engage the next generation of workforce in our region through our programming and initiatives and to showcase how awesome life in the Quad Cities really is,” says Network director, Anne Spoden.

The Network is not only an organization to gather YPs together, but also a group to retain young talent in the Quad Cities region. Sixty-four percent of our members say that The Network has a positive impact on their life in the Quad Cities, making them more likely to stay in our community, and 54% of our members wanting to stay in our community for at least 10 years (Next Generation Consulting Survey, June 2010). Ensuring a high quality workforce & showing the attractiveness of our region are huge priorities for The Network and are shown in everything we do.
