Quy chuẩn kỹ thuật quốc gia về khí thải xe ôtô sản xuất, lắp ráp và nhập khẩu mới, mã số QCVN 05: 2009/BGTVT được ban hành kèm theo Thông tư này. Điều 2. Thông tư này có hiệu lực sau 6 tháng kể từ ngày ký ban hành. Đối với việc kiểm tra trong đánh giá hàng năm nêu tại Khoản 3.7.2, Điều 3.7, Mục 3 của Quy chuẩn quốc gia ban hành kèm theo Thông tư này để xác nhận lại hiệu lực của giấy chứng nhận được áp dụng sau 2 năm kể từ ngày Thông tư này có hiệu lực. Điều 3. Chánh Văn phòng Bộ, Chánh Thanh tra Bộ, Vụ trưởng các Vụ, Cục trưởng các Cục, Thủ trưởng cơ quan, tổ chức và cá nhân có liên quan chịu trách nhiệm thi hành Thông tư này. 1. QUY NH CHUNG

1.1. Phm vi iu chnh

Quy chun ny quy nh mc gii hn kh thi, cc php th v phng php th, cc yu cu v qun l v t chc thc hin vic kim tra kh thi trong kim tra cht lng, an ton k thut v bo v mi trng xe t sn xut, lp rp (sn xut, lp rp sau y c vit tt l SXLR) v xe t nhp khu mi.Cc loi xe t c p dng trong quy chun ny bao gm cc xe c t nht bn bnh, c phn loi thnh cc xe hng nh, xe hng nng v phn loi thnh cc xe loi M v N, c gii thch ti cc khon 1.3.1, 1.3.2 v 1.3.3 di y.

Cc xe ba bnh c khi lng bn thn ln hn 400 kg (l t theo TCVN 6211) c kim tra kh thi theo quy chun kh thi cho xe m t, xe gn my SXLR v nhp khu mi QCVN 04: 2009/BGTVT.

Quy chun ny khng p dng cho cc loi xe t c thit k, ch to chy trn cc loi a hnh v ng khng thuc h thng ng b.

1.2. i tng p dng

Quy chun ny p dng i vi cc c quan, t chc v c nhn c hot ng lin quan n SXLR v nhp khu xe t.

Quy chun ny p dng cc t ng c hiu nh sau:

1.3.1. Xe hng nh (Light duty vehicle): Xe c khi lng ton b ln nht khng ln hn 3500 kg, c t nht 4 bnh;

1.3.2. Xe hng nng (Heavy duty vehicle): Xe c khi lng ton b ln nht ln hn 3500 kg, c t nht 4 bnh;1.3.3. Xe loi M (Category M of Motor Vehicles): Xe c dng ch ngi v c t nht 4 bnh, bao gm cc loi t M1 n M3 di y:a) M1: Xe c dng ch khng qu 9 ngi, k c li xe.b) M2: Xe c dng ch qu 9 ngi, k c li xe, khi lng ton b ln nht khng ln hn 5000 kg.

c) M3: Xe c dng ch qu 9 ngi, k c li xe, khi lng ton b ln nht ln hn 5000 kg.

1.3.4. Xe loi N: Xe c dng ch hng v c t nht 4 bnh, bao gm cc loi t N1 n N3 di y:

a) N1: Xe c dng ch hng, c khi lng ton b ln nht khng ln hn 3500 kg.b) N2: Xe c dng ch hng, c khi lng ton b ln nht ln hn 3500 kg nhng khng ln hn 12000 kg.c) N3: Xe c dng ch hng, c khi lng ton b ln nht ln hn 12000 kg.

1.3.5. Nhin liu s dng ca ng c (Fuel requirement by the engine): Loi nhin liu thng dng ca ng c, bao gm:

- Xng khng ch, nhin liu izen,- Kh du m ho lng (LPG), kh t nhin (NG). Trng hp ny cng bao gm trng hp c bit c th dng xng khi khn cp ch khi ng trong thng xng khng cha qu 15 lt. Trong trng hp c bit ny, xe c gi l xe n nhin liu (mono-fuel vehicle).

- Xng khng ch v LPG (1), xng khng ch v NG (2). Trong trng hp ny, trong tng khong thi gian, xe c th xen k dng ring xng hoc ring LPG (1), c th xen k dng ring xng hoc ring NG (2); v lin quan n trng hp ny, xe c gi l xe hai nhin liu (bi-fuel vehicle).

- Ethanol

1.3.6. Kiu loi xe (Vehicle type): Mt loi xe trong gm cc xe c cng cc c im c bn sau y:

a) i vi xe hng nh:

- Qun tnh tng ng, c xc nh theo khi lng chun (nh ngha ti 1.3.8); - Cc c im ca xe v ng c, c xc nh ti ph lc 1 ca quy chun ny;

b) i vi xe hng nng: Cc c im ca xe v ng c c xc nh ti ph lc 3 ca quy chun ny.

1.3.7. Khi lng bn thn (Unladen mass): Khi lng ca xe khng c li xe, hnh khch hoc hng ho, nhng c nhin liu c ti mc bng 90% dung tch thng nhin liu, du bi trn, b sa cha thng thng km theo xe v bnh xe d phng (nu c) c th sn sng hot ng c;

1.3.8. Khi lng chun (Reference mass - Rm): Khi lng bng khi lng bn thn ca xe cng thm 100 kg th kh thi theo cc quy nh ca ph lc D, TCVN 6785.

1.3.9. Khi lng ton b ln nht(1) (Maximum mass): khi lng ln nht cho php v mt k thut do c s sn xut quy nh (khi lng ny c th ln hn khi lng ln nht do c quan Nh nc c thm quyn quy nh);Ch thch: (1) Thut ng ny cn c gi l Khi lng ton b thit k ln nht (Maximum design total mass) v cng c nh ngha nh trn trong TCVN 6529 (ISO 1176).

1.3.10. Kh gy nhim (Gaseous pollutants): Cacbon monoxit (CO, cc nit oxit (NOx) c biu th tng ng l nit dioxit (k hiu l NO2) v hydro cacbon (HC) c cng thc ho hc gi thit l:- i vi xng: C1H1,85- i vi nhin liu ixen: C1H1,86- i vi LPG: C1H2,525 hoc C1H2,61 i vi ng c xe hng nng- i vi NG: CH4 hoc C1H3,76 i vi ng c xe hng nng

1.3.11. Ht gy nhim (Particulate pollutants): Cc thnh phn c ly ra t kh thi c pha long bng cc b lc nhit ln nht 325 K (520C);1.3.12. Khi (Smoke): Cc ht l lng trong dng kh thi ca ng c izen, hp th, phn x hoc khc x nh sng;1.3.13. Kh thi ti ui ng x (Tail emissions):

- i vi ng c chy cng bc: Kh gy nhim (sau y gi l kh):

- i vi ng c chy do nn: Khi, kh v ht gy nhim (ht gy nhim sau y gi l ht, k hiu l PM).

1.3.14. Kh thi do bay hi (Evaporative emissions): kh HC, khc vi kh HC ti ui ng x, b tht thot khi bay hi t h thng nhin liu ca xe (sau y c gi chung l hi nhin liu) theo hai dng sau:- Tht thot t thng nhin liu (Tank breathing losses): Kh HC bay hi t thng nhin liu do s thay i nhit bn trong thng (cng thc ho hc gi thit l C1H2,33);

- Tht thot do xe ngm nng (Hot soak losses): Khi HC bay hi t h thng nhin liu ca xe sau khi chy c mt khong thi gian (cng thc ho hc gi thit l C1H2,20);

1.3.15. Cacte ng c (Engine crankcase): Cc khoang trong hoc ngoi ng c c thng vi bnh hng du bi trn bng cc ng dn bn trong hoc ngoi ng c, cc loi kh v hi trong cacte c th thot ra ngoi qua cc ng dn ;

1.3.16. Thit b khi ng trng thi ngui (Cold star device): Thit b lm giu tm thi hn hp khng kh nhin liu ng c d khi ng;1.3.17. Thit b tr gip khi ng (Starting aid): Thit b gip cho ng c khi ng m khng cn lm giu hn hp khng kh - nhin liu ca ng c, v d: bugi sy, thay i thi gian phun v.v;

1.3.18. Dung tch ng c (Engine capacity):

- i vi ng c c pittng chuyn ng tnh tin: Th tch lm vic danh nh ca ng c;- i vi cc ng c c pittng quay (Wankel): Th tch bng 2 ln th tch lm vic danh nh ca ng c.1.3.19. Thit b kim sot nhim (Pollution control device): Cc thit b ca xe c chc nng kim sot v/hoc hn ch kh thi ti ui ng x v hi nhin liu;

1.3.20. Php th loi I (Type I - Test): Php th kim tra khi lng trung bnh ca kh thi ui ng x sau khi khi ng ng c trng thi ngui;

1.3.21. Php th loi II (Type II - Test): Php th kim tra nng ca CO ch tc khng ti nh nht ca ng c;1.3.22. Php th loi III (Type III - Test): Kim tra kh thi t cacte ng c;1.3.23. Php th loi IV (Type IV - Test): Kim tra hi nhin liu;

1.3.24. Kiu loi ng c (Engine type): Mt loi ng c trong bao gm cc ng c c cng nhng c im ch yu quy nh trong ph lc 3 ca quy chun ny;1.3.25. ng c chy do nn (Compression ignition (C.I) engine): ng c lm vic theo nguyn l chy do nn, sau y gi tt l ng c C.I. (v d, ng c izen);

1.3.26. ng c nhin liu kh (Gas engine): ng c s dng nhin liu l kh t nhin (NG) hoc kh du m ho lng (LPG);

1.3.27. Cng sut hu ch (Net power): Cng sut cui trc khuu ca ng c, o c trn bng th (kW) bng phng php o quy nh theo ph lc K, TCVN 6565:2006 hoc ECE 85;

1.3.28. Tc danh nh (Rated speed): Tc ln nht ch ton ti ca ng c do b iu tc khng ch theo quy nh ca c s sn xut. Trng hp khng c b iu tc th l tc tng ng vi cng sut ln nht ca ng c theo quy nh ca c s sn xut;1.3.29. Phn trm ti (Percent load): T l phn trm gia mt gi tr mmen xon hu ch v mmen xon hu ch ln nht mt gi tr tc ng c xc nh;1.3.30. Tc trung gian (Intermediate speed): Tc tng ng vi gi tr mmen xon ln nht v nm trong khong 60 n 75% tc danh nh; trong cc trng hp khc n bng 60% tc danh nh.1.3.31. Cng sut ln nht theo cng b Pmax (Declared maximum power): Cng sut ln nht tnh theo kW (cng sut hu ch) theo cng b ca c s sn xut trong ti liu k thut.

1.3.32. Tc c mmen xon ln nht (Maximum torque speed): Tc ng c m mmen xon ca ng c c gi tr ln nht theo quy nh ca c s sn xut.2. QUY NH K THUT Mc ny quy nh mc gii hn kh thi v cc yu cu k thut lin quan i vi cc loi xe khc nhau theo ba tiu chun quc gia TCVN 6785, TCVN 6567 v TCVN 6565 nu ti cc iu t 2.1. n 2.3. di y.

2.1. i vi xe p dng TCVN 6785

Cc loi xe p dng tiu chun ny bao gm cc xe lp ng c chy cng bc, ng c chy do nn c phn loi trong iu 1.3. trn, s dng ring hoc kt hp vi cc loi nhin liu, ch yu thuc cc loi xe hng nh, mt s t thuc loi xe hng nng.

Vic p dng cc php th trong tiu chun ny i vi cc loi xe nu trn c quy nh chi tit trong cc khon 3.3.1., 3.3.2., iu 3.1., mc 3 v quy nh qun l ca Quy chun ny.

2.1.1. Mc gii hn kh thi

a) Khi kim tra kh thi trong php th loi I nu ti im a), khon 3.3.2., iu 3.3., mc 3 ca quy chun ny, khi lng trung bnh o c ca cc kh CO HC + NOx t xe lp ng c chy cng bc (dng xng, LPG hoc NG), ca cc kh CO HC + NOX v PM t xe lp ng c chy do nn dng nhin liu izen phi nh hn gi tr gii hn i vi tng loi kh nu trong bng 1, bng 2 di y.b) Khi kim tra kh thi trong php th loi II nu ti im b), khon 3.3.2., iu 3.3., mc 3, ca quy chun ny, nng CO (% th tch) ca kh thi t ng c khng c vt qu 3,5% trong cc iu kin chnh t ng c do c s sn xut quy nh v khng vt c qu 4,5% trong di iu chnh quy nh ph lc 5, TCVN 6785.Bng 1. c) Khi kim tra kh thi trong php th loi III nu ti im c), khon 3.3.2., iu 3.3., mc 3 ca quy chun ny, h thng thng gi cacte ng c khng c cho bt k kh no t cacte ng c thi ra ngoi khng kh.d) Khi kim tra kh thi trong php th loi IV nu ti im d) khon 3.3.2., iu 3.3., mc 3 ca quy chun ny, lng hi nhin liu phi nh hn 2g/ln th.

2.1.2. Yu cu khc

Ngoi yu cu v mc gii hn kh thi nu trn, xe p dng TCVN 6785 cn phi tho mn cc yu cu k thut lin quan khc i vi kh thi t ui ng x v hi nhin liu c quy nh ti cc khon t 6.1.1. n 6.1.3., iu 6.1., mc 6., TCVN 6785.2.2. i vi xe p dng TCVN 6567

Cc loi xe p dng tiu chun ny bao gm ch yu cc xe lp ng c chy do nn c phn loi trong iu 1.3. trn, ch yu thuc cc loi xe hng nng, mt s t thuc loi xe hng nh.

Vic p dng cc php th trong tiu chun ny i vi cc loi xe nu trn c quy nh chi tit trong cc khon 3.3.1., 3.3.2., iu 3.1., mc 3 v quy nh qun l ca Quy chun ny.

2.2.1. Khi kim tra kh thi trong php th nu ti im f), khon 3.3.2, iu 3.3., mc 3. ca quy chun ny, khi lng trung bnh o c ca cc kh CO HC, NOx v PM t ng c khng c ln hn gi tr gii hn tng ng c quy nh trong bng 3 di y.

Tt c cc xe lp ng c chy do nn, ngoi vic phi p dng TCVN 6785 hoc TCVN 6567 theo cc quy nh tng ng nu trn, u phi kim tra khi theo cc quy nh sau y:2.3.1. Trng hp kim tra ring ng c:

a) Khi kim tra h s hp th nh sng ca kh thi (c trng cho khi) trong php th nu ti im e), khon 3.3.2., iu 3.3., mc 3 ca Quy chun ny, kt qu o h s hp th nh sng khng s dng ln hn cc gi tr gii hn c quy nh trong bng 4 di y.

3. QUY NH QUN L

3.1. Phng thc kim tra, th nghim kh thi ca xe SXLR v nhp khu mi

Xe SXLR v nhp khu mi phi c kim tra kh thi theo cc quy nh hin hnh ca B Giao thng vn ti v kim tra cht lng, an ton k thut v bo v mi trng i vi xe SXLR v nhp khu.

3.2. Ti liu k thut v mu th

i vi loi xe phi kim tra kh thi, c s sn xut hoc t chc, c nhn nhp khu phi cung cp ti liu v mu th nh sau:

3.2.1. Bn ng k thng s k thut chnh ca xe v ng c theo quy nh sau:

a) i vi xe p dng TCVN 6785: Theo ph lc 1. Nu xe lp ng c chy cng bc th phi nu r l p dng yu cu nu ti mc 6.1.2.1 hay p dng yu cu nu ti 6.1.2.2., TCVN 6785; trong trng hp th hai th phi km mt bn m t k hiu.b) i vi xe p dng TCVN 6567: Theo ph lc 3.

c) i vi xe hoc ng c p dng TCVN 6565 kim tra khi: Theo ph lc 5.

3.2.2. Mu th

a) i vi xe p dng TCVN 6785: S lng v cc yu cu khc v xe mu i din cho kiu loi xe hoc l xe kim tra theo quy nh ti iu 3.1. trn c quy nh trong tiu chun TCVN 6785 v quy nh hin hnh ca B Giao thng vn ti.

b) i vi xe p dng TCVN 6567: S lng v cc yu cu khc v ng c mu i din cho kiu loi ng c hoc l ng c kim tra theo quy nh ti iu 3.1. trn c quy nh trong tiu chun TCVN 6567 v quy nh hin hnh ca B Giao thng vn ti.

c) i vi xe hoc ng c p dng TCVN 6565 kim tra khi: S lng v cc yu cu khc v xe hoc ng c mu i din cho kiu loi xe/ng c hoc l xe/ng c kim tra theo quy nh ti iu 3.1. trn c quy nh trong tiu chun TCVN 6565 v quy nh hin hnh ca B Giao thng vn ti. C th dng chung xe mu hoc ng c mu i din cho kiu loi xe lp ng c chy do nn kim tra theo tiu chun ny cng vi tiu chun TCVN 6785 hoc TCVN 6567 tng ng.d) i vi vic kim tra kh thi v khi trn ng c mu, theo yu cu ca c s th nghim, c s sn xut hoc t chc, c nhn nhp khu c trch nhim cung cp cc trang thit b ph, vt t cn thit cho vic lp t ng c mu ln thit b th nghim bo m cho vic th nghim kh thi ph hp vi yu cu ca TCVN 6567, TCVN 6565 v c im k thut ring ca ng c.

3.3. Php th

nh gi kt qu kim tra kh thi ca cc loi xe theo cc mc gii hn kh thi quy nh ti mc 2, tng ng vi cc php th, cc loi xe v ng c phi c kim tra theo cc php th (bao gm c phng php th) nh quy nh di y.Ch l cc xe c gi l hai nhin liu, xe n nhin liu y l cc xe s dng nhin liu nh c nu ti khon 1.3.5., iu 1.3, mc 1 ca Quy chun ny.

3.3.1. Vic p dng cc php th

a) Xe lp ng c chy cng bc- Xe hng nh

Xe hng nh bao gm cc loi xe M1, M2 c khi lng ton b ln nht khng qu 3500 kg, v loi xe N1.

+ i vi xe dng xng, xe hai nhin liu: Cc php th loi I, III v IV theo TCVN 6785, nu ti cc im a), c) v d), khon 3.3.2.

+ i vi xe ch dng LPG hoc NG, xe n nhin liu: Php th loi I, III theo TCVN 6785, nu ti cc im a) v c), khon 3.3.2. Ring xe loi M2 ch dng LPG hoc NG c th thay th bng vic p dng php th loi I theo TCVN 6567, nu ti im f), khon 3.3.2. nhng khng kim tra cc ht (PM).- Xe hng nng

Xe hng nng bao gm cc xe loi M1, M2 c khi lng ton b ln nht qu 3500 kg, v cc loi N2, M3 v N3.+ i vi xe dng xng, hoc xe hai nhin liu: Cc php th loi II v III theo TCVN 6785 nu ti cc im b) v c), khon 3.3.2.

+ i vi xe n nhin liu: Cc php th loi II v III theo TCVN 6785 nu ti cc im b) v c), khon 3.3.2. C th thay th bng vic p dng php th loi I theo TCVN 6567, nu ti im f), khon 3.3.2. nhng khng kim tra cc ht (PM).+ i vi xe ch dng LPG hoc NG: Php th loi I theo TCVN 6567, nu ti im f), khon 3.3.2. nhng khng kim tra cc ht (PM).b) Xe lp ng c chy do nn

- Xe hng nh (tr xe M2 v N2)

+ i vi xe loi M1 (khng qu 3500 kg): Php th loi I theo TCVN 6785, nu ti im a), khon 3.3.2., v kim tra khi theo TCVN 6565 nu ti im e), khon 3.3.2;

+ i vi xe loi N1: Php th loi I theo TCVN 6785, nu ti im a) hoc php th loi I theo TCVN 6567, nu ti im f), khon 3.3.2, v kim tra khi theo TCVN 6565 nu ti im e), khon 3.3.2.

- Xe hng nng (tr xe M2 v N2)

+ Php th loi I theo TCVN 6567, nu ti im f), khon 3.3.2. nhng khng kim tra cc ht (PM) nu xe khng s dng nhin liu izen, v kim tra khi theo TCVN 6565 nu ti im e), khon 3.3.2.- Xe loi M2, N2i vi xe dng nhin liu izen, ethanol: Php th loi I theo TCVN 6567, nu ti im f) khon 3.3.2. nhng khng kim tra cc ht (PM) nu xe khng s dng nhin liu izen, v kim tra khi theo TCVN 6565 nu ti im e), khon 3.3.2.- Trng hp c bit cho cc xe loi M2, N2 c khi lng chun khng ln hn 2840 kg, dng nhin liu izen

Nu cc xe ny ph hp vi yu cu nu ti iu 3.6. ca Quy chun ny v m rng tha nhn kt qu th kh thi, theo ngh ca c s sn xut, c th p dng kt qu kim tra theo php th loi I, TCVN 6785 ca xe loi M1 hoc N1 dng nhin liu izen tng ng thay cho php th loi I theo TCVN 6567.- Xe s dng nhin liu LPG hoc NG phi c th vi s thay i thnh phn ca LPG hoc NG nh quy nh ti ph lc L, TCVN 6785. Xe hai nhin liu phi c th vi c hai nhin liu trong phi thay i thnh phn nhin liu LPG hoc NG khi cung cp nh quy nh ti ph lc L nu trn. Tuy nhin, i vi xe n nhin liu th ch thc hin php th loi I bng nhin liu dng kh.

3.3.2. Quy nh v vic thc hin cc php tha) Php th loi I, TCVN 6785:

- Phng php v yu cu v c tnh nhin liu thc hin php th theo quy nh ti ph lc 7 ca quy chun ny. Phi s dng cc phng php ly mu v phn tch cc kh v cc ht theo ng quy nh.

- Xe c t ln mt bng th xe c lp thit b m phng qun tnh v ti;

- Mt php th ko di tng cng 19 pht 40 giy, chia thnh 2 phn I v II, phi c thc hin lin tc.

- thun tin cho vic iu chnh cc thit b th v vi s ng ca c s sn xut, c th thc hin mt giai on chy xe trn bng th khng ly mu di khng qu 20 giy gia phn I v phn II.

- Phn I ca php th c 4 chu trnh th c bn. Mi chu trnh th bao gm 15 giai on (chy khng ti, tng tc, vn tc n nh, gim tc v.v).

- Phn II c 1 chu trnh th ph. Chu trnh th ph ny bao gm 13 giai on chy khng ti, tng tc, vn tc n nh, gim tc v.v).

- Trong qu trnh th, cc kh thi phi c pha long v mt phn mu khi c a vo mt hoc nhiu ti. Cc loi kh v PM ca xe th phi c pha long, ly mu v phn tch theo phng php th di y, phi o tng th tch kh thi c pha long. Khng ch CO HC v NOx m cn c PM ca xe lp ng c chy do nn cng phi c ghi li.

- Php th phi c tin hnh 3 ln. Cc kt qu thu c t mi ln th bng gi tr o nhn vi h s suy gim thch hp nu ti bng 6. Khi lng cc loi kh v PM (xe lp ng c chy do nn) thu c trong mi ln th phi nh hn cc gii hn tng ng nu trong cc bng 1 hoc 2 ca mc 2 cho mi loi xe. b) Php th loi II, TCVN 6785- Php th ny ch p dng cho xe hng nng, lp ng c chy cng bc khng p dng c php th loi I nu trn.

- Phng php v yu cu v c tnh nhin liu thc hin php th theo quy nh ti ph lc 7 ca quy chun ny.

- Xe c th s dng mt trong hai nhin liu xng hoc LPG, xng hoc NG phi c th bng c hai nhin liu.

- Tuy nhin, nu xe c th s dng c hai nhin liu xng hoc kh trong h thng xng ch c dng trong trng hp khn cp hoc ch khi ng v thng xng ch cha c khng qu 15 lt xng th xe ch c thc hin php th loi II bng nhin liu kh.

- Kt qu o kh thi ca php th ny phi tho mn quy nh v nng CO nu ti im b), khon 2.1.1., iu 2.1., mc 2 ca quy chun ny.

c) Php th loi III, TCVN 6785

- Php th ny p dng cho tt c cc loi xe lp ng c chy cng bc, bao gm xe dng xng, xe hai nhin liu, xe n nhin liu.

- Phng php v yu cu v c tnh nhin liu thc hin php th theo quy nh ti ph lc 7 ca quy chun ny.

- Xe hai nhin liu cho c th bng xng.

- Xe n nhin liu ch c thc hin php th loi III bng nhin liu kh.

- Kt qu kim tra ca php th ny phi tha mn quy nh nu ti im c), khon 2.1.1., iu 2.1, mc 2 ca quy chun ny.

d) Php th loi IV, TCVN 6785

- Php th ny c tin hnh i vi tt c cc xe hng nh lp ng c chy cng bc, bao gm xe dng xng, xe hai nhin liu.

- Phng php v yu cu v c tnh nhin liu thc hin php th theo quy nh ti ph lc 7 ca quy chun ny.- Xe hai nhin liu cho c th bng xng.

- Kt qu kim tra ca php th ny phi tha mn quy nh nu ti im d), khon 2.1.1., iu 2.1., mc 2 ca quy chun ny.

e) Kim tra khi theo TCVN 6565

Vic kim tra khi theo quy nh di y:- Vic kim tra c thc hin trn xe mu hoc ng c mu nh quy nh ti khon 3.2.2, iu 3.2, mc 3 ca quy chun ny.

- Phng php v yu cu v c tnh nhin liu o khi theo quy nh trong ph lc 7 ca quy chun ny.

- Kt qu kim tra ca php th ny phi tha mn quy nh nu ti iu 2.3., mc 2 ca quy chun ny.

f) Php th loi I theo TCVN 6567

- Php th kh thi pht ra t ui ng x ca ng c xe nh gi v mc gii hn kh thi ca ng c xe c quy nh ti khon 2.2.1.., iu 2.2., mc 2 nu trn.

- Phng php v yu cu v c tnh nhin liu thc hin php th kh thi theo quy nh ti ph lc 7 ca quy chun ny.

- Kt qu kim tra ca php th ny phi tha mn quy nh nu ti khon 2.2.1., iu 2.2., mc 2 ca quy chun ny.

3.4. Bo co th nghim

C s th nghim phi lp bo co th nghim kh thi c ni dung t nht bao gm cc mc quy nh trong cc ph lc 2, 4 v 6 ca quy chun ny tng ng vi tng loi th nghim v tiu chun p dng.3.5. Sa i kiu loi xe/ng c SXLR so vi xe/ng c mu c th nghim

C s sn xut phi bo co vi C quan cp giy chng nhn v mi sa i ca kiu loi xe/ng c SXLR c chng nhn so vi xe/ng c mu. C quan ny phi xem xt v nh gi vic sa i nh sau:

3.5.1. Nu cc sa i khng ng k v kiu loi xe/ng c vn tha mn cc yu cu v kh thi ca quy chun ny th cho php thc hin cc sa i .

3.5.2. Nu cc sa i c th gy nh hng xu n kh thi th yu cu c s th nghim th nghim kh thi xe/ng c mu tin hnh th nghim mt xe/ng c sa i v np bo co th nghim kh thi mi.3.5.3. C quan cp giy chng nhn cn c vo vic xem xt v nh gi trn c quyt nh cho php hoc khng cho php thc hin vic sa i. Nu cho php, trong quyt nh phi ghi r rng ni dung c sa i.

3.6. M rng vic tha nhn kt qu th nghim kh thi

Vic m rng tha nhn kt qu th nghim ch p dng cho kiu loi xe kim tra kh thi theo TCVN 6785 v cho kiu loi xe kim tra khi theo TCVN 6565. 3.6.1. i vi xe p dng TCVN 6785

Kt qu th nghim kh thi xe mu ca kiu loi xe c cp chng nhn cht lng (sau y gi l kiu loi xe chng nhn) c th c m rng tha nhn l kt qu th nghim cho mt kiu loi xe c bn ng k thng s quy nh ti ph lc 1 ca quy chun ny khc bn ng k thng s ca kiu loi xe chng nhn nh sau:- Ch khc nhau v s loi nu ti mc 1.3. ph lc 1; hoc

3.6.1.1. i vi php th loi I v loi II

- Nguyn l c bn ca vic nh lng khng kh/nhin liu phi ging nhau (v d: phun kim n, b ch ha kh).- Hnh dng thng nhin liu, vt liu ca thng nhin liu v ca cc ng mm dn nhin liu lng phi nh nhau. Mt ct ngang v di ca ng mm phi nh nhau. C s th nghim chu trch nhim th kh thi chng nhn phi quyt nh xem c th chp nhn c cc b phn tch hi/cht lng khng ging nhau khng.- Sai s th tch thng nhin liu phi nm trong khong 10%. Thng s chnh t van an ton ca thng nhin liu phi bng nhau.- Phng php gi hi nhin liu phi ging nhau, v d: hnh dng v th tch by (cac bon..), phng tin (cht) gi hi, b lm sch khng kh (nu c s dng cho vic kim sot hi nhin liu)

- Sai s th tch nhin liu trong bung phao b ch ha kh phi nm trong khong 10 ml.

- Phng php lm ht hi ng phi ging nhau (v d: dng dng khng kh thi ).

- Phng php lm kn v thng hi b ch ha kh phi ging nhau.

Tuy nhin, cho php c cc trng hp sau:

3.6.2. i vi xe hoc ng c p dng TCVN 6565

3.7. Kim tra gim st kh thi xe, ng c kh sn xut lp rp hng lot

3.7.1. Cc xe SXLR thuc kiu xe chng nhn v kh thi theo quy chun ny cng phi ph hp vi quy nh v gii hn kh thi nu ti mc 2 v cc php th nu ti iu 3.3., mc 3 ca quy chun ny.

3.7.2. Vic kim tra theo yu cu nu ti khon 3.7.1. c thc hin t xut hoc trong nh gi hng nm ca C quan cp giy chng nhn. Vic kim tra ny khng p dng i vi kim tra xe xut xng do c s sn xut thc hin cho tng chic.

3.7.3. Vic kim tra phi da trn c s cc ni dung trong h s chng nhn v phi thc hin cc php th tng ng nu ti khon 3.7.2. i vi mt xe (trng hp xe p dng TCVN 6785) hoc ng c (trng hp xe p dng TCVN 6567 hoc phn I ca TCVN 6565) ly t lot xe hoc ng c kim tra. Kt qu o kh thi phi ph hp vi yu cu v mc gii hn kh thi quy nh ti mc 2; ring i vi kim tra khi theo TCVN 6565 th p dng iu 6 hoc iu 10 hoc iu 4 quy nh trong TCVN 6565 tng ng vi tng trng hp.3.7.4. Nu kt qu o kh thi khng p ng c yu cu trong 3.7.3. th c s sn xut c th ngh th nghim li mt s xe hoc ng c khc c ly ra t lot xe hoc ng c .

4. T CHC THC HIN

4.1. Cc ng kim Vit Nam chu trch nhim trin khai, hng dn thc hin Quy chun ny trong kim tra cht lng, an ton k thut v bo v mi trng i vi xe trong SXLR v nhp khu. Nu c vn pht sinh lin quan n quy nh ca Quy chun ny trong khi thc hin, Cc ng kim Vit Nam bo co B Giao thng vn ti xem xt gii quyt.
