PUNJAB - THE VIBRANT STATEThe word ‘Punjab’ is made up of two Persian words ‘panj’ and ‘aab’. Panj means five and aab means water.

Punjab had five rivers, namely, Jhelum, Ravi, Beas, Sutlej and Chenab. This region was known by different names at different times. At the height of its glory Punjab was known as Sapta Sindhu, land of the seven rivers, namely Sindhu (Indus), Vitasta (Jehlum), Asuhi (chenab), Purshin (Ravi), Vipasa (Beas), Satadru (Satluj) and Saruri (Saraswati). The last one is a dried up stream now and its traces are found in the present seasonal streams that flow near Pehowa in Haryana.

CULTURE AND AGRICULTUREThe culture of Punjab presents a multi-hued heritage of ancient civilizations. The jovial folklores, colourful

costumes and the popular dance forms are the key ingredients of the festivals of Punjab. Bhangra and Gidha are the most common Punjabi music genres and dance styles. Punjabi music is recognized the world over. The tabla, dhol, dholki, chimta and flute are common musical instruments. Celebrated in different times of the year the festivals Lohri, Holi, Baisakhi, Diwali, etc. symbolize the immense energy and mirth of the inhabitants. Punjabi is spoken by majority in Punjab; it is spoken and understood in areas beyond the confines of Punjab.

Costumes of Punjab reflect the bright and vibrant culture and lifestyle of people. The costumes are a mix of colours, comfort and beauty. Punjab is well known for the use of phulkari (embroidery) in its costumes. In most of the villages of Punjab men wear Pagri (turban), dhoti, pyjama, kurta, kameez, trousers, etc. Women wear salwar, kameez, choridar pyjama, paranda, duppata, etc. Whereas in urban areas of Punjab men and women follow latest trends and fashion, generally they wear different styles of shalwar kameez and pants shirts. Punjabi’s are fond of kabaddi and wrestling.

The extensive cuisine of Punjab can be both vegetarian as well as non-vegetarian. One commonality between all Punjabi dishes is the liberal usage of ghee (clarified butter) spices and sugar. Punjabis are fond of sweet-meats. There are some dishes that are exclusive to Punjab such as mah di dal, paratha, makai ki rotti, saron da saag and in cities chholey-bhature, bariyani etc. dishes are popular. Tea is consumed in all seasons and as a custom most of Punjabis serve tea to their guests. Punjabis are also fond of eating samosa, pakoras etc. During summer season people drink lassi, sharbat, lemonade, etc.

Punjabi weddings are based on traditions and are conducted with strong reflection of the Punjabi culture followed by several pre-wedding customs and rituals. Punjabi weddings are very energetic, full of music, colors, fancy-dresses, food and dancing. These weddings have many customs and ceremonies that have evolved since traditional times.

Punjab is very rich with literature and Sufis add more in its literature. Punjabi poetry is renowned for its extremely deep meaning, beautiful and use of words. A large number of Punjabi poetry is being translated into many languages. Some famous poets of Punjab are Sultan Bahu, Mia Mohammad Baksh, Baba Farid, Shah Hussain etc. Bulleh Shah was a Punjabi Sufi poet, a humanist and a philosopher. Some other popular folk tales of Punjab include Sassi-Punnu, Sohni Mahiwal etc. that are passing through generations.

After the partition of India in 1947, the Punjab was divided into two, the East Punjab (in India) and West Punjab (in Pakistan). The Partition was in fact division of Punjab (82% population, 75% cereal production) and agriculture suffered a lot. The Indian Punjab was further reorganised in 1966 with the formation of the new states of Haryana and Himachal Pradesh, as well as the present state of Punjab.

Agriculture is the principal industry in Punjab. Other major industries include the manufacturing of scientific instruments, agricultural goods, electrical goods, machine tools, textiles, sewing machines, sports goods, starch, tourism, bicycles, garments, etc. Punjab also has the largest number of steel rolling mill units in India.

Punjab has made unparalleled progress in agriculture and has played a leading role in Green Revolution in the country. Punjab not only played a pivotal role in ushering in Green Revolution, but also made a steady progress in food grain production thereafter. The region is ideal for growing wheat, rice, sugarcane, Kinnow and vegetables. With only 1.53% of the geographical area of the country, Punjab now produces about 18-19% wheat, 11% rice and 5% cotton of the country and contributed 39.0 to 62.5 % of wheat and 7.4 to 48 % of rice to central pool of food grains. With this, it has earned for itself the adjectives “Granary of India”, “food bowl of India” or “India’s bread-basket”. Intensive paddy-wheat agriculture resulted in an increased stress on the water and soil resources. Also, there has been over-investment in farm machinery. The profitability of agriculture has declined in the recent past.

LOCATION AND PEOPLELocated in the North West of India, Punjab is one of the smallest and prosperous states. It forms 1.53 percent

geographic area of the country. The state is divided into three prominent regions : Majha, Doaba and Malwa. It is bordered by the states of Himachal Pradesh to the East, Haryana to the South and South-East and Rajasthan to the South-West as well as the Pakistani province of Punjab to the West. It is also bounded to the North by the Indian state of Jammu & Kashmir. Chandigarh is the joint capital of Punjab and Haryana.

Punjabi people are warm hearted and fun loving. In villages, people usually live in small communities in peace and harmony with each other. They take active part in the happiness/grieve of each other & greatly esteem their culture, norms and run their lives according to their traditions. Punjabis are famous for their hospitable and loving nature.

LUDHIANA – THE CITY OF MANCHESTERLudhiana is a city in the north Indian state of Punjab. It is known as a commercial capitol of the state. Major

tourist attractions in Ludhiana are Gurudwara Shri Manji Sahib Alamgir, Pir-I-Dastgir shrine and Phillaur Fort. The Gurudwara Shri Manji Sahib, Alamgir is built on the place where Guru Gobind Singh’s two Muslim devotees Nabi Khan and Ghani Khan had taken him to safety. A tank stands on the site where Guruji is said to have shot an arrow to pierce the sub-terrain stream of water. The Pir-I-Dastgir is situated to the north-west of the city.

Ludhiana is connected by all major cities of north India by roads and railways. The nearest airport is at Amritsar and Chandigarh. Ludhiana railway station has a number of trains that connects the city with all major cities. Hotels in Ludhiana provide top class hospitality service to the visitors.

PUNJAB AGRICULTURAL UNIVERSITYThe Punjab Agricultural University (PAU) was established in 1962 to serve the state of Punjab. On trifurcation

of Punjab in November 1966, Haryana Agricultural University was carved out of PAU in February 1970. Later, in July 1970, Himachal Pradesh Krishi Vishvavidalya was established. In 2006 the College of Veterinary Science was upgraded to become Guru Angad Dev Veterinary and Animal Science University (GADVASU) at Ludhiana. PAU is located in Ludhiana city. Situated on the Ludhiana - Ferozepur Road, the University covers an area of 1221 acres on its main campus and 5691 acres at the regional research stations. Modeled on the pattern of land grant colleges in U.S.A., the PAU performs the integrated functions of teaching, research and extension in agriculture, agricultural engineering, basic sciences, home science and allied disciplines. The University has well equipped laboratories, library and lecture rooms and elaborate farm facilities.

The PAU has been set up in 1962 and it has played a key role in increasing food grain production in the Punjab and green revolution in the state is well known all over the world. In recognition of its outstanding achievements in agricultural research, education and extension, it was adjudged the Best Agricultural University in India in 1995. At present PAU has four constituent colleges, viz. College of Agriculture, College of Agricultural Engineering, College of Home Science and College of Basic Sciences & Humanities.

At present the University, through 35 departments/schools in the four constituent colleges, offers 39 Master’s and 29 Ph.D. programmes. The course curricula are constantly revised and restructured to keep pace with the latest developments in agriculture and allied fields.

HOW TO REACH PAUBY AIR : The nearest airports are at Amritsar and Chandigarh. Amritsar airport is about 150 kms. and

Chandigarh is about 100 kms. from Ludhiana.

BY RAIL : There are regular trains from other major cities of the country to Ludhiana. Railway Station(s): Ludhiana Junction (LDH). The Railway Station is about six km far from PAU.

BY ROAD : Ludhiana is well connected to other major cities of the country via regular buses. Bus Station(s): Ludhiana . The Bus Stand (Shaheed Sukhdev Thapar Inter State Bus Terminus) is about four km far from PAU.

MEDICAL FACILITIESPAU has an on-campus hospital of 20 beds with resident doctors. The other hospitals available in the vicinity

of PAU are Dayanand Medical College & Hospital, Gurdev Hospital, Pancham Hospital, Mediway Hospital, Raghunath Hospital, etc. from where medical facilities can be availed of as per need.

SOME PLACES TO VISIT IN PUNJABGolden Temple – Amritsar : The Harmandir Sahib, also Darbar Sahib and informally referred to as the “Golden Temple”, is the holiest Sikh Gurdwara located in Amritsar. The city was founded in 1574 by the fourth Sikh guru, Guru Ram Das Ji. The Harmandir Sahib was designed by the fifth guru, Guru Arjan Dev Ji, who had the cornerstone laid by the Muslim Sufi saint Sai Hazrat Mian Mir on 28 December 1588. Guru Arjan Dev Ji completed the Adi Granth, the holy scripture of Sikhism, in 1604 and installed it in the gurdwara.

Jallianwala Bhag – Amritsar : Jallianwala Bagh is a public garden in Amritsar in the Punjab and houses a memorial of national importance, established in 1951 by the Government of India, to commemorate the massacre by British occupying forces of peaceful celebrators including unarmed women and children, on the occasion of the Vaisakhi on April 13, 1919.

Durgiana Temple – Amritsar : The Durgiana Temple, also known by other names of Lakshmi Narayan Temple, Durga Tirath and Sitla Mandir, is a premier Hindu temple of Punjab (India) situated in the city of Amritsar. Its architecture is similar to the Golden Temple. This temple derives its name from the Goddess Durga, the chief Goddess deified and worshipped here. Idols of Goddess Laksmi (goddess of wealth) and Vishnu (the protector of the world) are also deified here and worshipped.

Attari-Wagha Border – Amritsar : Wagah is a village situated near a road-border crossing, goods transit terminal and a railway station between Pakistan and India, and lies on the Grand Trunk Road between the cities of Amritsar and Lahore. The border is located 24 kilometres (15 miles) from Lahore and 32 kilometres (20 miles) from Amritsar. It is also 3 kilometres (1.9 mi) from the bordering village of Attari.

Virasat-E-Khalsa – Anandpur Sahib : Virasat-e-Khalsa is a museum located in the holy town, Anandpur Sahib, near Chandigarh, the capital of the state of Punjab. The museum celebrates 500 years of the Sikh history and the 300th anniversary of the birth of Khalsa, based on the scriptures written by the Tenth guru, Guru Gobind Singh Ji.

Chappar Chiri – Mohali : Chappar Chiri has a special mention in the history as it was the place where one of the most legendary Sikh warriors, Banda Singh Bahadur, gained victory in a decisive battle against the commander of the Mughal army Wazir Khan. This victory led to Khalsa uprising and is seen as one of the most eminent victories by Sikh forces in all times.

Pushpa Gujral Science City - Kapurthala : The biggest project of its kind in Northern India, the Science City has been set up in 72 acres of land in the of heart of Punjab, on Jalandhar- Kapurthala Road. It is intended to inclucate the scientific temperament, to fire the imagination and creativity, foster the spirit of enquiry and exploration among the masses, especially in the young minds.

Rock Garden – Chandigarh : The Rock Garden of Chandigarh is a sculpture garden in Chandigarh, which is named after its founder Nek Chand, a government official who started the garden secretly in his spare time in 1957. Today, it is spread over an area of 40 acres. It is completely built of industrial and home waste and thrown-away items. The garden is most famous for its sculptures made from recycled ceramic waterfall and paths.

Museum of Rural Life of Punjab – PAU Ludhiana : The museum is located inside the Punjab Agricultural University campus. The museum provides a sneak peak preview of agricultural history of Punjab which is good to know. It mirrors the social and cultural life of rural Punjab. It’s interior as repository of rural household and farm articles giving a picture-postcard view of vanishing art and craft or daily use articles like utensils, attires and carts. It contains dummies posing to perform different household activities like churning milk, grinding grains, knitting trouser cords, etc. The mesuem is housed in a replica of 18th century Haveli of rural Punjab.

IMPORTANT INFORMATION1. RULES

The Youth Fest will be governed by :1.1 The Inter-University Youth Festival’s ‘Eligibility ‘Rules & Regulations’ that are available on www.

aiuweb.org and www.pau.edu.1.2 This Notice and the ‘Youth Festival Instructions’ that will be issued prior to the commencement of

the Festival.

2. ELIGIBILITY AND ENTRY REGULATIONS

2.1 The Universities of the North Zone that are eligible are invited for participation in the North Zone Inter-University Youth Festival, 2015. All interested Universities are requested to send their entries as early as possible as but not later than 30th October, 2015, by forwarding completed Annexure I and V enclosed.

2.2 Annexure II, III and IV duly supported with relevant documents may be forwarded at the earliest possible or submitted at the time of registration.

2.3 The students shall carry their Identity Cards issued by their University/College. The team managers shall submit valid Identity cards of participants for verification at the time of registration.

2.4 The eligibility certificate signed by the Director/Dean/Principal of the Institute/College and countersigned by the Dean Student’s Welfare/Cultural Coordinator/ Registrar is a must and must tally with the documents mentioned above.

2.5 The maximum size of the contingent will not be more than 40, including Contingent Incharge (s). Extra members coming with the team will not be entertained. They have to make their own arrangements for boarding and lodging.

2.6 A maximum of two Contingent Leaders/ In-charges will accompany the team. It is advisable to have Lady Team Manager, in case there are female participants. However, the total number of contingent should not exceed 40.

2.7 The age of the participants should not be more than 25 years as on July 01, 2015.

3. REGISTRATION FEE

3.1 Registration fees @ Rs. 300/- per person will be charged from the participants, accompanists and officials of the team. The fees will be required to be sent in the form of Demand Draft in favour of “Director Students’ Welfare, PAU’’ payable at Ludhiana, Punjab Agricultural University. The registration fees will have to be sent by the participating Universities directly to the Director Students’ Welfare-cum-Organizing Secretary, 31st Inter-University North Zone Youth Festival 2015, PAU Ludhiana. No entry shall be accepted after the last date of registration.

3.2 The closing date for receiving entry forms is 30th October, 2015.3.3 A sum of Rs. 1500/- refundable caution money has to be deposited by each team at the time of

registration. The cost of any loss / damage to the property will be deducted from caution money.

5. YOUTH FESTIVAL INSTRUCTIONS

‘Youth Festival Instructions’ will be available on the day of registration. i.e. 14th November, 2015.

6. REGISTRATION & ISSUE OF PHOTO ID CARDS

6.1 Contingent Incharges are requested to fulfill registration formalities as on 14th November 2015.6.2 Contingent Incharges are also requested to bring one passport size photo of each participant in

addition to the one affixed on the Annexure II. This additional photo shall be affixed on the place specified in the ID card issued at the time of registration and the Photo ID Card shall be made validated by sign and affixing seal of the Contingent-in-Charge than Organizing Secretary.

7. VENUE

7.1 All activities of the Youth Festival will be conducted within the University Campus.7.2 The Cultural procession will entail a distance of approximately 1 KM. Universities are requested to

attire their contingents in their local regional costumes. As such, they are requested to bring along the following:

7.2.1 Local regional costumes7.2.2 Two University Flags. One Flag is required to be deposited at the time of registration and

the other retained for the Procession.7.2.3 University Banner/Posters7.2.4 Respective University Placards

8. PENALTY SYSTEM

8.1 Any disqualification of a participant on ground of ineligibility will result in the automatic scratching of the contingent for that academic year. The contingent shall also be debarred from participating in the Youth Cultural activities to be held in the following years.

8.2 A Participant disqualified on the grounds of ineligibility shall not be permitted to participate in Inter-University Youth Cultural Activities in the next year.

8.3 Any form of indecent behavior either from a student, accompanist or Team in the University campus will lead to disciplinary action. This may lead the team to getting debarred from participation in the event/festival. The following are strictly prohibited:

8.3.1. Consumption of liquor / smoking8.3.2. Eve teasing8.3.3. Influencing the Judges8.3.4. Going to the Press/Media against the University on any controversial issue8.3.5. Indecent behavior inside and /or outside the campus and venue.

9. SCORING

9.1 The methodology of assessing and award of points by the judges will be based on the parameters as announced by the AIU in its website www.aiuweb.org. Weightages on each parameter of each item will be got approved from the AIU and made known by means of the Youth Festival Instructions.

9.2 The results will be announced on 18th November, 2015.

10. DISCLAIMER OF LIABILITY

Competitors participate in the Youth Fest entirely at their own risk. The organizing authority/host University and Association of Indian Universities will not accept any liability for material damage or personal injury or death sustained in conjunction with, or prior to or during, or after the Youth Fest.

11. PRIZES

Prizes will be awarded to competitors as per prevalent AIU norms and will be given in detail in the “Youth Festival Instructions”.

12. BOARDING AND LODGING

12.1 Boarding and lodging arrangement will be made available for the participants. Hostel rooms will be provided to the participants. Participants are requested to bring warm bedding, mosquito net, clothing, bed spreads, light bedding etc.

12.2 Team managers will be housed in students’ hostel rooms. Suitable accommodation in the guest houses will be provided for the Judges, invited Guests and AIU Officials.

12.3 Allotted accommodation on confirmation will be available from 13th (evening) to 18th (forenoon) November, 2015.

12.4 The first official meal will be the dinner of 13th November, 2015 and the last official Meal will be Lunch on 18th November, 2015.

RULES & REGULATIONS1. MUSIC(a) Classical Vocal Solo (Hindustani / Karnatak)

1. Only one entry per institution is allowed. Duration of performance – 10 minutes.2. Time for stage /Instruments setting is maximum 5 minutes.3. Maximum number of accompanists allowed is two.4. Item can be presented in either Hindustani or Karnatak style.5. Film songs are not allowed under this item.6. Sufficient thought and care must be exercised in the choice of Raga and composition.7. Judgement will be based on the qualities like, taal, selection of Raga, composition and general impression.

(b) Classical Instrumental Solo (Percussion- Tal Vadya)1. Only one entry per institution is allowed. Duration of performance – 10 minutes2. Time for stage /Instruments setting is maximum 5 minutes3. Maximum number of accompanists allowed is two.4. Participants must bring their own instruments.5. Item can be presented in either Hindustani or Karnatak style.6. Judgement will be based on the qualities like, taal, selection of Raga, composition and general impression.

(c) Classical Instrumental Solo (Non -Percussion- Swar Vadya)1. Only one entry per institution is allowed. Duration of performance – 10 minutes2. Time for stage /Instruments setting is maximum 5 minutes3. Maximum number of accompanists allowed is two.4. Participants must bring their own instruments. Casio will not be allowed5. Instruments of western origin adapted to the India Raga system are allowed.6. Item can be presented in either Hindustani or Karnatak style.7. Judgement will be based on the qualities like, swara, tal, selection of Raga, composition and general Impression.

(d) Light Vocal (Indian)1. Only one entry per institution is allowed.2. Time for stage /Instruments setting is maximum 2 minutes.3. The number of accompanists allowed shall not be more than two.4. Duration of the song shall be between 4 to 6 minutes.5. Only non-film songs / geet/ ghazal / bhajan / shabad and abhanges can be presented. Judgement will be made on the

qualities like swara, taal, selection of raga, composition and general impression.

(e) Western Vocal Solo1. Only one entry per institution is allowed.2. Time for stage /Instruments setting is maximum 2 minutes.3. The number of accompanists allowed shall not be more than two.4. Duration of the song shall be between 4 to 6 minutes.5. Language of the song shall only be English.6. Judgement will be made on the qualities like, composition rhythm, coordination and general impression.

(f) Group Songs (Indian)1. Only one entry per institution is allowed.2. A team has to present two songs, one patriotic and another will be a folk song.3. Maximum 6 singers in a group and number of accompanists playing instruments shall be 3.4. The group songs should be taken from Indian songs which can be in regional language. 5. No film song should be presented as group song6. Maximum time allowed for the group song is 10 minutes, which does not include setting time. The setting time for

a group shall not exceed 4 minutes.7. Judging of this items will be on the basis of quality of singing only and not on make-up, costumes and action of the

team.

(g) Group Songs (Western)1. Only one entry per institution is allowed.2. Maximum 6 singers in a group and number of accompanists playing instruments shall be 3.3. The group songs should be taken from English language.4. Maximum time allowed for the group song is 10 minutes, which does not include setting time. The setting time for

a group shall not exceed 5 minutes.5. Judging of this items will be on the basis of quality of singing only and not on make-up, costumes and action of the

team.

(h) Folk Orchestra1. Each University can send only one team.2. The team shall consist of up to 12 participants.3. The group can consist of all boys or all girls or combined.4. The duration of the performance will be a minimum for 7 minute and a maximum for 10 minutes. This does not

include setting time which shall not be more than 5 minutes.5. Up to three professional accompanists are allowed who should be in different dress from the student participants so

that they could be easily identified.6. The professional accompanists shall sit / stand separately from the participants and shall not lead the team. The

team may present preferably those folk tunes which are recognized as folk tunes of the State to which the University belongs.

2. DANCE(a) Folk / Tribal Dance

1. Only one entry per institution is allowed2. Maximum 10 participants allowed per team. The team may consist of all boys, all girls or a mixture of both.3. The number of accompanists permissible is five.4. The dance can be either primitive or a folk dance (Indian Style) but not a classical one.5. Duration of dance should not be more than 10 minutes.6. Three copies of a brief note giving the theme and the text of song if any, is to be submitted along with the entry form

at the time of registration.7. The participating team will be responsible for removal of their sets / properties, etc., immediately after the completion

of their performance.8. Judgement will be based on the basis of Rhythm, Formation, Expression, Costumes, Make-up, Set and on overall effect.9. Time for sets/ instruments setting is maximum 5 minutes.

(b) Classical Dance (Indian)1. Each Institute can send only one entry.2. The classical dance can be from any of the approved schools of dance such as Kathak, Kathakali, Bharat Natyam,

Xatriya, Manipuri, Kuchipudi, Mohiniattam, Odissi, etc.3. Participant will be allowed up to 15 minutes including time for preparation. Maximum three accompanists are

permissible.

4. Judgement will be based on the qualities like tal, Technique, Rhythm, Abhinaya or Expression, Costumes, Footwork and general impression.

5. Three copies of a brief note on the description of dance story involved in it, if any, and of the accompanying song with its meaning in Hindi or English must be submitted at the time of registration.

3. LITERARY EVENTS(a) Quiz

1. Each Institute can send a team of three students.2. There will be a written preliminary round and teams will be elected for the final.3. Finals will be oral with audio- visual questions.4. The specific rules regarding evaluation procedure, time to reply a particular answer and the type of round will be

given before the actual start of the competition.

(b) Elocution1. Each University will be represented by only one speaker.2. Medium of expression will be Hindi or English3. Each speaker will be allowed to speak for maximum five minutes in the Zonal Festival and 10 minutes in the National

Festival.4. Subject / Topic of Elocution will be announced in the managers’ meeting.5. The performance will be judged in one language.6. The item shall be prose or poetry and not song.7. The sequence of speakers will be decided by a draw of lots.

(c) Debate1. Each University will be represented by the two participants, one will speak FOR, while another will speak AGAINST

the motion.2. Medium of the debate will be in Hindi or in English.3. Topics of the Debate will be announced 24 hours in advance.4. Each speaker will be allowed to speak for maximum five minutes in the Zonal Festival and 10 minutes in the National

Festival.5. The competitor from each University will speak FOR and AGAINST the motion. Paper reading is not allowed.

4. THEATRE(a) One Act Play

1. Only one entry shall be accepted from each University.2. The duration of the play should not exceed 30 minutes.3. Time will be counted as soon as the signal is given to start the play or to start the introduction, whichever is earlier.

For stage setting and removal of set and properties, up to 10 minutes will be given after taking charge of the stage.4. The number of participants should not exceed 9 and the maximum number of accompanists should not exceed 3.

The participating team shall bring their own set / stage paraphernalia, make up materials, etc., light and general paraphernalia such as ordinary furniture which may be provided on advance information.

5. Participants may speak in Hindi, English or any regional language of India. In case the language is regional one, the synopsis of the play with translation in English or Hindi must be submitted to the In-charge of the competition on the day of registration.

6. The participating team must report to the In-Charge of the competition at least two hours before the presentation of the play.

7. Judgement will be based on the qualities of the play like theme, work on acting, stage craft, design and general impression, etc.

8. Decision of the panel of judges will be final and binding upon all.9. Accompanists will either speak from the background or will play upon musical instruments for background music.

They shall be required to appear on the stage.

(b) Skit1. Only one team per University will be allowed.2. Maximum number of participants allowed is six.3. Maximum time allotted for each team is 10 minutes.4. Use of make-up, drapery and background music is allowed. No personal remarks, aspersions, character assassination,

etc, is allowed.5. Participating team should submit 3 copies of the synopsis of the theme of the skit along with language of presentation

(Hindi or English) on the day of the registration.6. The presentation will be judged basically on the qualities like theme, work on acting, stage craft design and general

impression.7. Vulgarity or bitter insinuations in presentation should be avoided. Only innocent satire or humour is expected.

(c) Mime1. Only one entry per University will be entertained2. Maximum number of participants allowed is six.3. Judgement will be based on the qualities like idea, creativity of presentation, use of make-up, music and general

impression.4. Maximum Duration of performance shall be 5 minutes.

(d) Mimicry1. Each participant shall be given 5 minutes item both in the Zonal and Inter Zonal Festivals.2. Participants may mimic sound of machines and speeches of will know persons etc. including film personalities3. Only one entry per institute will be entertained4. Marking will be based on:

(i) Skill imitating(ii) Variety of sound and voices imitate(iii) Presentation

5. FINE ARTS(a) On the spot painting

1. Each University will be represented by one participant.2. Item will be conducted on the spot and participants will be requested to do painting on the subject given by the In-

charge (s) of the competition.3. Duration will not be more than 2 hours 30 minutes.4. Size of the painting will be half imperial size drawing paper i.e. 22 inches x 15 inches5. Painting can be done in oil, water, poster or pastel colours.6. Candidate shall bring their own material like brushes, paints etc. only the paper / sheet will be provided by the host

University.

(b) Collage1. Each University will be represented by one participant.2. Item will be conducted on the spot on the given topic / subject, sheet size 15”x 22”3. Duration will not be more than 2 hours 30 minutes.4. Participants shall bring their own scissors, pasting and other material required for the contest.5. College has to be prepared from old magazines. The host University will provide the drawing paper of the size 15”x 22”.

(c) Poster Making1. Each University will be represented by one participant.2. Item will be conducted on the spot and the participants will be requested to do poster making on the subject / topic

/ theme given by the In-charge of the competition.3. Duration will not be more than 2 hours 30 minutes.4. Participants shall bring their own material. Only the drawing paper / sheet 22” x15” will be provided by the organizers.

(d) Clay Modelling1. Each University will be represented by one participant.2. Item will be conducted on the spot.3. Duration will not be more than 2 hours 30 minutes.4. Topics / size and other specific rules shall be announced on the spot.5. Clay shall be provided by the host University.

(e) Cartooning1. Each University will be represented by one participant2. Item will be conducted on the spot given subject / idea3. Duration will not be more than 2 hours 30 minutes4. Participants shall bring their own material. Only the Drawing paper 22” x 15” will be provided by the host University.

(f) Rangoli1. Each University will be represented by one participant2. Duration will not be more than 2 hours 30 minutes3. Participants shall bring their own material. This art is know differently in various regions such as Mandna, Alpana,

Alekhan , Kolam, Rangoli, etc. For this the medium and form for expression can be free hand, pictorial and descrip-tive. Only one medium shall be used – Poster Colours or Petals or Saw – dust or Pulses or Rice without pasting.

4. The participants shall have to prepare a rangoli within the space provided by the organizer.

(g) Spot Photography:1. Each University will be represented by one participant2. The participant has to bring his / her own digital camera of not more than 12 mega pixels.3. The digital camera should have a memory card which will be formatted by the judges before the commencement of

the contest.4. The time will be 2.30 hours.5. The participant has to capture 5 photographs on the theme announced on the spot by the judges.6. No mixing, matching or morphing of photographs will be permitted.7. Software such as Photoshop, etc., for enhancing images is not permitted.8. The organizers will have all rights for the use of these pictures as and when they deem fit.9. Digital images are evaluated on the basis of (i) IMPACT (ii) COMPOSITION (iii) TECHNICAL QUALITY and (iv)

SUITABILITY for the specific theme.10. The additional instructions will be announced on the spot.

(h) Installation1. Only one entry per Institute will be allowed with four participants.2. Duration will not be more than 2.30 hours.3. This item pertains to arrangement of unity in diversity of elements inspired by material arrangements for which

particular space will be provided.4. Item will be conducted on spot for which the topic will be mentioned.5. Material/Products should be brought by participants themselves.

IMPORTANT• The participants are requested to study the rules and regulations for the various events given above.• The decision of the Judges appointed for different events shall be final and binding upon all.• Protests may be lodged by Team Managers with the Organising Secretary along with a fee @ Rs 1000/- (One thousand)

only per event substantiating the complaint with at least five specific reasons and documentary evidence (if any). The decision of the Technical Committee shall be final and binding upon all.
