Consultancy for theReview and Development

of Services for YoungOffenders

Terms of ReferenceRationale:

The Ministry of Home Affairs andInternal Security in St. Lucia is seekingthe services of a Consultant to formulatea 3 year Strategic Plan (2006-2009) toinform the development of astandardized, multi faceted rehabilitationprogramme for Young Offenders (malesand females). Young Offenders include:(i) Male and Females from age 12 to 16(juveniles) (ii) youth from age 16 to 21.These young people are placed at thefollowing agencies under the jurisdictionof the Ministry namely:

(1) Probation and Parole Department(2) Boys’ Training Centre (BTC)

The current environment for JuvenileServices with respect to the rehabilitationof both boys and girls dictates that atthis time, a thorough and comprehensiveanalysis of existing services, HumanResource Competencies, Job Functions,Organizational Structure and operationaldeficiencies be carried out so as toensure that the Ministry has theinstitutional capacity to effect a proactiveresponse as it seeks to address theupsurge in youth violence and crime.The above agencies are reporting a trendof more multi-problem adolescents whoare presenting a range of more difficultbehaviours.

Technical assistance is thereforerequired to review and assess the currentsituation with respect to youngoffenders in St. Lucia and makerecommendations on the most

appropriate way forward for theirrehabilitation at a time of serious financialconstraints. Consideration should begiven to the specific socio-economiccharacteristics of Saint Lucia.

The above must also be compatiblewith the emerging trends in accordancewith:

The OECS initiative for a merger ofCorrections and Probation and Parole;

Support services for Non CustodialSentencing;

Best Practices in Institutions foryoung offenders;

which will impact on the way forward.

Scope of Work:In carrying out the assignment, special

attention should be given, but not limitedto the following:

Conduct a situational analysis of theinstitutions / agencies involved inproviding services to young offenders.

Review existing data and conduct aneeds assessment for young offendersin Saint Lucia.

Based on the findings of 1 and 2above:

Identify the resource gapsMake recommendations on the type

and size of facility and/or theinstitutional arrangements specific to –

A Young Offenders RehabilitationCentre;

The merger of Corrections andProbation and Parole/LSIR Model;

Non Custodial sentencing.That should be established, and to

indicate the goals, purpose andobjectives.

Make recommendations forProgramme Development.

Design an appropriate OrganizationalStructure.

Examine alternative Sentences thatmaybe available or at least potentiallyavailable for non custodial carearrangements.

Design of a Management InformationSystem (MIS) to set up an appropriateClient Data Base.

Review the regime in dealing withyoung offenders as part of theadministration of Justice and to makerecommendations.

Develop a model for the successfulintegration of young offenders into thecommunity upon release.

Advise on the issues that should beaddressed in such an undertaking andadvise on possibilities with respect toBest Practices.

to be built into this project with identifiedtargets and time frames, as well as aprovision for written reports on theprogress and findings of the consultancyat periodic meetings with the Ministry ofHome Affairs and Internal Security.

Experience:Proven experience in similar or related

exercises would be an asset.

Project Cost:The cost of Services for the

Consultancy is to be clearly stated anditemised.

Timing and Duration:It is expected that the work will be

started not later than January 2006, andbe completed by April 2006.

NOTIFICATION

WHEREAS it is enacted by section 4 of the Land Acquisition Ordinance Chapter 109 that if it appears to the GovernorGeneral acting on the advice of Cabinet that any land is likely to be required for a public purpose and it is necessary to make apreliminary surveyor other investigation of the lands she may cause a Notification to that effect to be published in the Gazette.

AND WHEREAS it is considered by the Governor General acting on the advice of Cabinet, that certain lands situated atMount Lezard in the quarter ofLaborie are likely to be required for a public purpose to wit: Land Reform and AgriculturalDevelopment;
