In reply to your letter of the Srd instant, respecting too levels of the new Post Office, Geelong, and requesting to be informed" what has led to my contemplating this addition to the original plan, and informing me that no extras can on any account be· allowed on the contract for this building or the Oustom House," I have the honor t,o report, with regard to the Post Office, that when the drawings were made the site of the building was not fixed (the drawings being completed on the 21st March, 1854), and the site not determined till the 9th May, and it was therefore impossible to regulate the neecssary quantity of foundations, I therefore inserted a clause in the specification stating, It that a price per perch for the description of stone work specified should bc given to parties tendering," and the extra foundations now required are in consequence of the roads and finished pavement lines of the streets being two feet three inches

. above the natural level of the ground (on the Une of street); and tbe same gradually falling towards Little Ryrie-street. A port.ion of the extra foundations, however, could be avoided by doing away witb the base course which is sbewn on the drawings, three feet" in height, and making tbe floor line of the building eighteen inches closer to the level of the present groimd ,line, but as the building is only one storey high, I am of opinion that it should be raised as mucb as is shewn to give it some importance. .

The two next tenders being nearly of the same amount; ,that of Mellsrs. Cornish and Co. is recommended on account of their having named a shorter time lor completion than Frith and Hood, and also. on account of their having carried out ,in a very satisfactory manner many former contracts.

for Geelong on Monday last duly advised of. the Clerk.of the Works there having proper instruc­tionto point out the sites and enable uato commence the erection of the Post Office and Custom 'lIouse. After getting the sites pointed out I found there was not any possibility of proceeding with the works without incurring great extra expellse, amounting in the 1)08t Office 'to about £1 OOO~ and in the Custom House about £3000, and having been instructed by Mr. Balmain that most positively no extra work would be allowed; I was compelled to return again on Thursday and leave the parties whom I took down to carryon the works there at a heavy expense and doing

, nothing until my return. I have attended attended your Office on Friday and 8aturday hoping to receive some definite instructions as to how to proceed, but I find.! am now entered on another week and not yet able to proc\!ed. I beg to impress upon you that we are vcry uncasy under the expenses now being incurred there, and desirous to be enabled to carry out the contracts we have made there with quarrymen and ma(~hanics, and although we shall be prepared to erect the Custom House with the alterations, that you may 'please to direct to avoid extra expense; I have not any hesitatioll in stating that it' is quite impossible to erect the Post Office on the site without incurring some hundreds of pounds extra expense, :1nd to stop. the. furt.her waste of expense and· time, and to. proceed immediately with the works; we hereby offer (that in case when you have· altered the plans for tbe Custom House, they. contain about the same number of cubic feet as at prescnt, and altered the plans for th\! Post Offiee as suggested by lVIr. Balmain) to erect these two buildings without extra charge if you will give us the Court House at £16,500, thus completing the whole of the three buildings for the amounts voted in the Estimates. ·Should this offer be accepted we will gh·e you the most complete satisfaction in every particular, soliciting your immediate attention to the matter so as to PFcvent unnecessary expenditure.

Second, to complete' the Custom Ho.use on such alt()fed. plan as you may approve, provided that the altered plan shall not have greater cllbie contents than the present one, and the description of the w00d be the same, for the sum of Twelve thousand pounds as named in our tender ~ithout extra charge, on condition that our tender fOf tile Court House be also acoepted, after deducting the sum of Two hundred pounds from tbe amount of the same, making it the sum of SiKteen thousand five hundred pounds, the amount voted. The Post Office and Custom House to be completed by the times aheady agreed or stated in a. former communication, viz. :':""'One month for the Pqst Office and six weeks for the Custom House in, addition to the periods mentioned in our tendcrs/ and the Court House by the 24th day of December next. SIR, ' Collingwood, 18th June, 1855. With· reference to the extension of time for the completion of the contracts in progress by

llS at Geelong. we have the houor to report that, the Post Office building is so far forward that the walls are up ready for the roof, and it will uot require more than £liOO to complcte it j and as the moulded work, such as cornices, is nearly r.Ll ready, it must be fixed and the roof put ou to secure the masonry, all the materials for which, and also the doors and windows, are on the site, and the outlay for the remaining labor is the whole no:w required.

The whole of the quarrying and delivery of the stone, and also the working and building the ~ame, for the Court Hou~e, .is sub-let, to. be completed in four months from the (I think) 4th i'nstant; the inner walls are already about fiv:e feet high, the outer walls about half' that height when I left, with . sufficient material on the ground, and worked to raise the whole much higher, and sufficient timber on the ground to complete the contract. The Oustom House is not yet commenced, but arrangements are made for ciuarrying the bluestone for the foundations and urea walls, and theexeavations for this building would have .been commenced this d:1Y, but this was delayed on receipt of the telegraphio eommunication calling Mr. Oornish to ,~ielbourne, and, consequently, no other expense has been incurred on account of this building than the delivery of the timhor required in it. There are at present employed on the works and in the quarries about 150 men and 50 horaes, and the number of unemployed at present in Gcclong is large.

We have been conducting these works with the intention of getting them completed thi::; year, which we are of opinion we should have no difficulty in doing.

Our outlay at present is large, and we expected to Teccive £5000 per month on account commencing with this current (which I hope to get now before I return), and if we can get £=WOO next month we shall no~ be inconvenienced in future, as it will now be in our power to regulate the fLlturc progress. After roofing the Court House, which we shall do as early as po~siblc after the walls are up, this,. with completion of the Post,Office, will cost about £20,000' but we shall not ask money when we can possibly get on without it, and if you inform us, w~ 8~all b~ l1blo to cash on account to the ?mount of £20,000 as we may require it. We shall go on WIth toe whole of the works at once j If not, perhaps the Oustom House had better be delayed a little j. but 1'.'0 shall at all times be ready to comply with yoltr instruotions, even should you at. any time desire to countermand previous orders.

" I have the honor to acknowledge the receipt of your letter of the 26th instant, conveying to me the commands 'Of His Excellency the Governor to make ~uch arrangGmGnts with Mr. Cornish relative to his contract for the Post Office, Custom House and Court Hou,se, at Geelong, that not more than one-third of the whole cost of these works shall be paid before the 31st of January next, and, in .reply, I beg to report, for His Excellency's information, that as the erection of the Supreme Oourt House has been proceeded with to some extent, although the contract has not yet been signed, it i:3 necessary for me (in order that the rcquisite vouchers may be passed at the Audit Office) to request spccial authority ·for the payment of Three thousand eigut hundred pounds on. account bf this undertaking.

2.-This sum, with the amount of the contract for the Post Offica (now nearly completed), namely, Eight thousand two hundred pounds, will be about a third (Twelvc thousand pounds) of tllC cost of the three works. I may add that, in' pursuance of His Excellency's instructions, I had previously informed Mr. Cornish that Twelve thousand pounds 'Was the utmost amount that would be available for these works during the period !cferred to. I have, in connexioll with this subject, to report that the erection of the Custom Housc· has not yet becn commeneG~, and that no payment will therefore be required to be made for that building during the period specified in your letter. .
