DRAFT Public Works Commission Regular Meeting PUBLIC WORKS COMMISSION Action Minutes Thursday, March 5, 2020 Willow Room, Corporation Yard, 1326 Allston Way, Berkeley, CA CALL TO ORDER: 7:04 PM Present: Matthew Freiberg, Jacqueline Erbe, Bryce Nesbitt, John Hitchen, Sachu Constantine, Mark Humbert, Margo Schueler, Absent: Christopher Brennan, Shane Krpata (excused, at T1 Curtis Street Neighbors Meeting) Staff: Joe Enke Public: David Snippen, Elyce Klein PUBLIC COMMENT: 1. None. APPROVAL OF MINUTES: Minutes for the January 9, 2020 meeting were approved (Schueler/Erbe/ 7/0/0). Minutes for the January 29, 2020 meeting were approved (Schueler/Humbert/ Abstain Nesbit, 6/0/1). Minutes for the February 6, 2020 meeting were approved (Schueler/Erbe/ Abstain Constantine 6/0/1). CHAIR REPORT: No report. STAFF REPORT: Enke reported that since staff had recently presented the T1 Presentation to the commission there would not be a presentation tonight, but he would answer questions and take comments. Margo questioned why the presentation includes pre2018 projects, before T1 was approved; T1 needs to accountable. Why are older projects finished with T1? Response: Several T1 projects started before T1 was approved. T1 funds are used to leverage other funding and continue progress on projects, i.e. North Berkeley Senior Center which received a federal Hazard Mitigation Grant for seismic retrofit based on previous facility assessment report. T1 funds are used for matching grant funds and other deferred maintenance needs. Request for “retrospective” report, what we have spent to T1$ on to date. Response: A draft audit report has been prepared and will be released within next few months, $35M has not been expended to date; the goal is to spend 85% of $35M by November. When is Senior Center expected to reopen? Response: September along with the Adult Mental Health Facility. Handout of Citywide Restroom Assessment Project information sheet from the T1 website. Next step is online survey through March 15, 2020. The validity of online surveys was questioned. Restroom maintenance budget not addressed. Clarified that phase T1 funds were for Restroom assessment study only. Need for restrooms from Phase 1 community process. Presentation by Turtle Island Fountain Group for the MLK Civic Center Park Fountain Project – David Snippen and Elyce Klein, members of the Group, gave presentation to the Commission on their proposed improvements project for the fountain in Civic Center Park. discussed that fountain project may be a candidate for the Adopt a Spot program.  Motion for the PWC to endorse proposed project and give its approval in general of the design scheme, subject to the final approval of the City Council and adoption of an MOU for ongoing maintenance and upkeep.  (Hitchen/Schueler 7/0/0). 

 2. Adopt a Spot – Hitchen distributed handouts and presented.  Item discussed, no action taken. 

a. Initial Findings of Research into Volunteer Coordination Peer Programs of Adopt a Spot Concurrent Meeting, January 24, 2020:  feedback provided on:  add legal section – liability issues;  change “Who runs program” to “Staffing” include number and who they work for; maps are important. 

b. High Level Goal for an Adopt a Spot Volunteer Program:  to be the basis to create a mission statement. 

c. Components of Adopt a Spot Volunteer Program for Berkeley: feedback included tool lending program; provides a sense of community. 

d. Expanded Berkeley Partners for Park Proposal to City of Berkeley Regarding Strengthening Volunteer Engagement by Establish a citywide Adopt a Spot program, from the Traffic Circles Task Force Report (pages 99 – 104 of 110):  comments included progressive cities have programs, next meeting on Monday, then subcommittee will start drafting the recommendation   

 INFORMATION ITEMS:  

1. Standing Information Item: Subcommittee Reports a) Street paving – Hitchen passed out notes from February 19, 2020 meeting; discussed funding, 

PCI, competing goals, data requests, sidewalk program information, improved delivery of plan, how to check compliance with policy.  

b) Street Paving Policy ‐ Nesbit discussed funding, equity/allocation, process, opportunities ‐ such as garbage trucks with extra axle; input from FITES and Alameda County PW director; road impact fees; check with Marin County agency that PCI improved; emphasis on PCI questioned. 

c) T1 implementation – Freiberg relayed notes from Krpata; local meetings in progress, including tonight, no news on meetings to be scheduled.  Margo reported attending two meetings, lighting in parks discussed but not streets, restroom study, and same presentation at all meetings.  Meeting schedule coverage list discussed:

d) Utility Undergrounding – Freiburg reported that Phase 3 Memo approved by all three commissions, Council work session scheduled for March 24.  

e) Street Lighting and Street Sweeping, Margo Schuler – No report f) Adopt‐a‐Spot, Traffic Circles, John Hitchen – discussed above
