Northern Simulcast Cell Narrative and Impact Report 1 PUBLIC SAFETY COMMUNICATION TOWERS NARRATIVE for GRIGS ROAD (11760 GRIGS ROAD) NORTHERN SIMULCAST CELL LOCATION AND EXTENT Background: In 1997 Douglas County began building the 800 MHz Digital Trunked Radio System (DTRS) for Public Safety use. This original system was planned for a 5 site simulcast system but was changed to a 4 site Smart Zone when other agencies connected to the system. The 5 th site was not implemented as other agencies planned to cover the south end of Douglas County; however the towers were never built. The four sites became the base system that other agencies joined and eventually evolved into the Statewide DTRS system. Since the initial build out, the southern end of Douglas County has had minimal or nonexistent public safety radio coverage. The areas in the northwest portion of the County have had spotty coverage and suffered from capacity issues during events. In an effort to resolve coverage issues, the Sheriff’s Office developed a multi-phase plan for upgrading radio coverage to include new towers and equipment. The intent is to create two simulcast cells in northern and southern Douglas County. Simulcast cells, over stand-alone trunked repeater sites, create vastly improved public safety radio communications and the efficient use of our existing 800 MHz frequencies. This will improve overall radio coverage throughout the county, increase penetration of radio signals into buildings, and reduce radio busy signal during heavy use and critical incidents. All first responders, police departments, State Patrol, Sheriff’s Office, fire departments, schools, road and bridge, parks, and other agency radio users traveling through Douglas County, will have access this communication system. Project Proposal: The Northern Simulcast Cell will include construction of one new 180-foot radio tower on Grigs Road and new equipment on the existing Hess Road, Rocky Point, and Silver Heights towers in northern Douglas County. These four properties are excellently positioned to be linked through technologies to form the northern simulcast cell. It is important to note that finding tower sites that provide the required coverage footprint, collocated for backhaul transmissions, and provide simulcast opportunity are extremely difficult to find and acquire. The combination of qualities in the proposed tower sites is almost impossible to duplicate. The sites are in unincorporated Douglas County. A Phase III Drainage Report and any required Grading Erosion and Sediment Control (GESC) permits will be submitted in accordance with County requirements prior to construction of the towers, equipment, and access. The new and existing public safety communication towers will not interfere with electrical systems or cellular communications. The public safety communication network operates on its own frequency, 800 MHz, so the possibility of interference is extremely unlikely. There are four Northern Simulcast Cell towers. Three of the communication towers currently exist in the County; Hess Road, Rocky Point, and Silver Heights, so they will only be receiving new antennas and equipment. Silver Heights and Rocky Point will have new equipment buildings added to them. The fourth tower and equipment on Grigs Road in Highlands Ranch will be newly constructed.

Grigs Road: The proposed Grigs Road Tower is the only new tower in the Northern Simulcast cell. The tower will be located on property owned by the Centennial Water and Sanitation District. The site is on the north side of Grigs Road, about one mile northwest of its intersection with Daniels Park Road and one mile south of Valleybrook Circle, just southeast of the parking lot for the East-West Regional Trail. Douglas County is in the process of negotiating an agreement to lease a portion of the property from the Centennial Water and Sanitation District in support of this project. The approximately 0.1-acre site (50 by 75 feet) will include a 180-foot lattice tower, equipment structure, and a security fence located in the east side of the property. The structure will be prefabricated concrete and 12 feet wide by 26 feet long and 10 feet tall to accommodate related radio equipment. The structure is pre-painted in a brownish beige color. A 1,000 gallon propane tank will fuel the generator when electrical power is interrupted. There will be no water demand for the proposed tower and associated equipment. The tower will be visible from numerous points. The nearest residential properties are about 0.8 miles to the north in Highlands Ranch and will be able to see the tower, as there is little opportunity to use landforms to soften the tower’s presence. The open nature of the lattice tower will nominally reduce its visibility. Xcel Energy’s Daniel’s Park transmission line is visible behind the proposed site when looking south, possibly adding in visual buffering. There is no additional mitigation to make the tower less visible, as this location, and the others provide the required line-of-sight to the other towers in the Northern Simulcast cell. While this location is located in the Highlands Ranch’s OSCA (Open Space Conservation Area), it is in an OSCA subarea that allows public facilities, such as the existing Centennial Water and Sanitation District water tank. Chapter 2, Section B.7.c.1.d and e of the OSCA Plan allows “Electrical, (not to exceed 115 KV), telephone, communication, or natural gas distribution facilities” as a use by right. The proposed Grigs Road tower is located just outside of the Cultural and Historical Protection Overlay Zone (OSCA Plan Chapter 2, Section B.15) that protects the Tall Bull Memorial Grounds. The central ceremonial ring is approximately a mile south of the proposed tower. In a proactive outreach effort, project representatives met with Tall Bull Council members to discuss the project and its potential visibility from the central ceremonial ring inside the Tall Bull site. A tethered helium balloon was flown 180 feet above the tower site as part of a visual analysis. Representatives from Tall Bull Memorial Grounds did not participate in viewing the balloon flights and staff was not able to obtain access to the central ceremonial ring during the balloon flights. The upper portion of the Grigs Road tower will more than likely be visible from the Memorial Grounds. The tower will not require an obstruction warning light as it is below the Federal Aviation Administration’s threshold. The proposed public safety communication tower is within the Conservation Easement area and was a contemplated use. In Section V.5.3(f) of the conservation easement allows for “Public facilities, including but not limited to, facilities for fire and police protection, public and governmental buildings and facilities, and radio, television and communication transmission and reception facilities.”

Any impacts to the existing transportation network will be minimal. The site is accessed through a private driveway to an existing Centennial Water and Sanitation facility off of Grigs Road. A temporary impact will be construction traffic along Grigs during the four (4) weeks it will take to construct the tower and install equipment. The construction crew generally makes one trip into and out of the site per day. The contractor is responsible for repairing damages to the driveway during construction. Once the tower is operational, a monthly maintenance and inspection trip, in a small maintenance truck, will typically be required. The lease for this location includes an access easement to and from the site on the existing CWSD driveway. This tower would also be advantageous for the public safety radio system to the north, which serves Arapahoe County and the neighboring communities. The location of this tower provides improved coverage for Highlands Ranch, northwestern Douglas County, and southwestern Arapahoe County. This area has spotty coverage and “busy outs” during times of increased radio usage and is exacerbated during poor weather and large events. Summary: The Northern Simulcast Cell will provide coverage for law enforcement and government agencies in Northern Douglas County where coverage is spotty and has limited capacity during larger events. Over the years, public safety personnel have had limited capacity and coverage when responding to incidents on Interstate 25, wild land fires, and a SWAT call near Palmer Lake. The lack of capacity makes communication with dispatch difficult and presents a potential risk to first responders and the public.
