Welcome to SANDAG. Members of the public may speak to the Public Safety Committee (Committee) on any item at the time the Committee is considering the item. Please complete a Request to Comment form, which is located in the rear of the room, and then present the form to the Committee Clerk seated at the front table. Members of the public may address the Committee on any issue under the agenda item entitled Public Comments/Communications/Member Comments. Public speakers are limited to three minutes or less per person. The Committee may take action on any item appearing on the agenda.

Both agenda and non-agenda comments should be sent to SANDAG via [email protected]. Please include the committee name and meeting date, agenda item, your name, and your organization. Any comments, handouts, presentations, or other materials from the public intended for distribution at the Committee meeting should be received by the Committee Clerk no later than 12 noon, two working days prior to the meeting. Members of the public shall have the opportunity to address the Public Safety Committee on any issue within the jurisdiction of SANDAG that is not on this agenda. Robyn Wapner, Senior Government Relations Analyst, presented the proposed public safety-related goals in the 2018 Legislative Program.

Action: Upon a motion by Councilmember Ward and a second by Councilmember Alejandra Sotelo-Solis (South County), the Public Safety Committee recommended that the Board of Directors include the proposed public safety-related goals in the 2018 Legislative Program. Yes: Vice Chair Blackburn, Councilmember Steve Goble (East County), Councilmember Ward, Supervisor Horn, Mayor Vaus, Chief Rodriguez, Chief Walt Vasquez (County Chiefs’/Sheriff’s Association Seat B), Chief Abbott, Chief Deputy Hendren, Sheriff Gore, and Councilmember Sotelo-Solis. Rachel Kennedy, Senior Regional Planner, presented information on the 2018 statewide safety targets established by Caltrans, in accordance with the Fixing America’s Surface Transportation Act, and options for regional safety targets.

Chair Rodriguez reported that the February 16, 2018, Public Safety Committee meeting was cancelled. The next scheduled PSC meeting is Friday, March 16, 2018.

4. AUTOMATED REGIONAL JUSTICE INFORMATION SYSTEM AGENCY MEMBER REQUEST(RECOMMEND)

Enrique Banuelos, Public Assistance Investigator Manager, Bureau of Public Assistance Investigations, presented the request for Automated Regional Justice Information System (ARJIS) membership for the Department of Child Support Services (DCSS). The agency requested membership on June 1, 2016, and was advised that membership was contingent on the California Department of Justice (Cal DOJ) approving access. The agency has received notification of the Cal DOJ approval on December 21, 2017.

Action: Upon a motion by Chief Froomin and a second by Chief Stainbrook, the Management Committee recommends the Public Safety Committee recommend ARJIS membership for the DCSS to the SANDAG Board of Directors. Yes: Chief Rodriguez, Chief Kennedy, Chief Froomin, Chief Davis, Chief Vasquez, Chief Investigator Rosario, Chief Stainbrook, Assistant Chief McGrath, and Assistant Sheriff Martinez. No: None. 5. 2017 SANDAG PUBLIC SAFETY ACCOMPLISHMENTS (INFORMATION) Pam Scanlon, Director, ARJIS, and Dr. Cynthia Burke, Director, Applied Research Division, provided an overview of significant accomplishments from calendar year 2017 as well as a preview of upcoming activities aimed at informing and assisting public safety partners in the region in calendar year 2018. This item will be presented at the March 16, 2018, Public Safety Committee meeting. Action: This item was presented for information.

6. DRAFT FY 2019 PUBLIC SAFETY WORK PROGRAM AND BUDGET (RECOMMEND)

Katie Mugg, Senior Business Analyst, ARJIS, and Dr. Burke presented the Draft FY 2019 Program Budget that encompasses the activities, priorities, expenses, and revenue sources for ARJIS and Criminal Justice Research.

Ms. Mugg reported the proposed ARJIS budget is $5.26 million (excluding grant opportunities). This funding is derived from ARJIS member assessments, which include user and connectivity fees. These funds are utilized to support the ARJISnet network and suite of tools that are accessible by the 80 member agencies. ARJIS has been awarded $906,184 in grants funding from federal grant funding from the Department of Justice and the Office of Homeland Security. These grants serve to enhance information sharing, expand crime reporting capabilities for member agencies, and research and develop new technologies. Ms. Mugg noted that the member agencies and the member affiliated agencies will not have a budget increase for FY 2019. ARJIS ex-officio agencies will have an annual Joint Powers Agreement fee adjustment of 2.62 percent based on the consumer price index (CPI) for San Diego County.

Dr. Burke stated the Criminal Justice Research Division’s (CJRD) proposed budget for FY 2019 will be just over $1 million. Included in this budget is the built in CPI adjustment in assessment fees which was approved by the Public Safety Committee on April 21, 2017. This year the CPI increase based on San Diego County is 2.62 percent. Key CJRD projects proposed for FY 2019 include continuing to track crime and other statistics in light of legislative and other public safety changes, seek grant funding to answer timely public safety questions, work with ARJIS in capturing other measures of crime in addition to Part 1, provide relevant timely information to our stakeholders, continue to serve on working groups and other committees that need timely and accurate regional information, and contribute to other department goals and initiatives to further SANDAG’s mission.

The detailed SANDAG budget will be posted on the SANDAG website. The FY 2019 Program Budget will be presented at the April 20, 2018, Public Safety Committee for recommendation to the SANDAG Board of Directors for final approval.

Action: Upon a motion by Chief Vasquez and a second by Chief Kennedy, the Management Committee recommended that the Public Safety Committee recommend approval of this budget as part of the final FY 2019 Program Budget. Yes: Chief Rodriguez, Chief Kennedy, Chief Froomin, Chief Davis, Chief Vasquez, Chief Investigator Rosario, Chief Stainbrook, Assistant Chief McGrath, and Assistant Sheriff Martinez. No: None. Introduction

On September 15, 2017, the Public Safety Committee reviewed the Automated Regional Justice Information System (ARJIS) Organizational Assessment Steering Group (Steering Group) plan for implementing recommendations (Plan) to further enhance ARJIS as an effective tool for both local government and law enforcement. The Public Safety Committee also approved staff proceeding with full implementation of the recommendations and returning to the Committee with the Pro Forma Financial Model (Model) upon its completion.

Discussion

As part of the Steering Group’s comprehensive assessment of ARJIS, the following areas that could benefit from enhancement were noted:

• Frequency of ARJIS Technical Committee meetings • Tracking and reporting of grant deliverables • Mobile program platform flexibility • Coordination between agency legal resources • Strategic planning for the long-term replenishment and use of ARJIS reserves • Succession planning within the ARJIS organization • Regional training

The Steering Group’s Plan describes steps to be taken to implement recommendation in the areas identified above. ARJIS has already taken action to implement many of the recommendations and will provide updates as part of its normal reporting process.

In the area of strategic planning for the long-term replenishment and use of ARJIS reserves, the Steering Group’s recommendation resulted in the development of a five-year forecast to anticipate and address technology needs, resources, and contingency reserves using a three to five year horizon. The final draft of the Model is included as Attachment 1.

Recommendation

The Public Safety Committee is asked to: (1) approve the final draft of the Pro Forma Financial Model (Attachment 1); and (2) recommend the level of contingency balances for inclusion in the FY 2019 SANDAG Program Budget for Board of Directors approval.

The Model includes planned investments in technology over the next five fiscal years and shows projected unrestricted reserves from FY 2018 through FY 2023. Results of the Model demonstrate that, over time, the unrestricted balance is estimated to decrease because estimated expenses and investments necessary to keep current with technology will exceed revenues. In FY 2019, ARJIS plans to initiate a project to determine the appropriate level of unrestricted reserves and develop a new cost model that will provide for that level of reserve funding for future program activities.

The Model also specifically calls out contingency reserves of one million dollars each for “Legal” and “Business Disruption/Disaster” starting in FY 2019.

Next Steps

Pending Public Safety Committee’s recommendation of the contingency reserves for inclusion in the draft 2019 SANDAG OWP/Budget, staff will include the contingency amounts in the draft 2019 SANDAG OWP/Budget for the Board of Directors approval.

The Public Safety Committee will have the opportunity to review the entire public safety budget prior to it going to the Board of Directors for approval.

ARJIS Pro Forma Financial Model

ARJIS Pro Forma Financial Model

The Pro Forma Financial Model was designed to provide a five‐year forecast to anticipate and address technology needs, resources, and contingency reserves.

The purpose of the Pro Forma Financial Model is to estimate the impact on funding reserves based on planned future operations.

The Pro Forma Financial Model includes actual and estimated revenues, expenses, existing assets data, planned capital asset purchases, and contingency amounts.

o Some estimated it at least doubled their productivity, saving the equivalent of hours per day
