1. BOQ-STQ-1048 Package-A, Item No. 9.ii)

Schedule A – Supply part

In the schedule of rates and prices for Tower Package-A for 220KV DC line from 220KV S/Stn. Mansa to 220KV S/Stn. Bhdhlada in Supply schedule item no. 9.0 Civil Material (ii) Steel the quantity is given in unit-Nos., which is unsuitable for the given material and should be checked and amended.

In the schedule of rates and prices for Tower Package-A for 220KV DC line from 220KV S/Stn. Mansa to 220KV S/Stn. Bhdhlada in Supply schedule item no. 9.0 Civil Material (ii) Steel, the unit of the quantity mentioned as “Nos” may be read as “MT” as in the amended BOQ.

2. Vol-I, Section-III (GCC), Clause- 10.3 & 10.4

Taxes and Duties

In tender document Volume 1 Section III General conditions of contract clause 10.3 and clause 10.4 seem to be contradictory to each other as clause 10.3 mentions EXW price to be inclusive of GST and 10.4 mentions EXW price to be exclusive of GST. Please check and rectify the same.

As mentioned in the relevant clauses of the specification needs to be considered.

3. Vol-I, Section-II (ITB), Clause-9(e) (Attachment 5)

Subcontractors proposed by the bidder

The tender documents demand that subcontractor/sub vendor list be provided alongwith the bid, limiting the choice of vendors post notification of award. It is suggested that the above said procedure is against competitive practices as it could lead to monopolistic control of vendors and thus could push up the rates.

Needs to be done as per specification.

4. Vol-I, Section-II (ITB), Annexure-A (QR), Clause no. ii)c)

Equipment Capabilities

In section II (ITB) – Annexure-A Qualification of the Bidder clause (ii) c) Equipment capabilities, Tension String Equipment of 8 tonnes Capacity have been mentioned as key equipment. However, being experience contractor of PSTCL, as we know that above mentioned equipment is not used in 220KV works of department and thus above eligibility criteria could be done away with. This will help deduce the bid prices to optimum.

Needs to be done as per specification.

5. BOQ-STQ-1048 Package-A, Item No. 6.2

In the price schedule for both packages it is observed that for item no. 5.3 Fibre optic approach cable, 24 fibre (DWSM) and 24 fibre installation hardware set is

In both the packages, OPGW cable as well as OPGW approach cable must of 24 fibres as per amended BOQ.

& BOQ-STQ-1048 Package-B, Item No. 6.2

mentioned. However, in item no. 6 Mandatory Spares sub item 6.2 Fibre optic approach cable, 48 fibre (DWSM) and 48 fibre installation hardware set is mentioned. The discrepancy be checked ad if faulty, be rectified.

6. General Design of Tower and Foundation

Also drawing of tower accessories such as tower foundation, earthing and BOM for tower have not been provided in the tender document. Please provide the same.

Foundation and Earthing drawings are enclosed. However, Tower designs shall be provided after the award of the contract to whom contract will be awarded.

7. General Design of Tower and Foundation

i) Tower Design on Moose Conductor. ii) Quantity of excavation, M20 concreting, M10

Concreting and Steel is not given in the tender documents

i) Tower of same design shall be used for both Moose conductor as well as Zebra conductor. The tower design will be provided after the award of the contract.

ii) Arrox. Quantities of excavation, concreting and steel per tower are as per below:-

8. General Design of Tower and Foundation

i) Tower Design on Zebra Conductor.

ii) Quantity of excavation, M20 concreting, M10 Concreting and Steel is not given in the tender documents

9. Vol-II, Section-I (General), Clause- 1.4

Access to the Line and Right of Way

While going through the specification in Vol.II Section-I (General), TS Cl.1.4, we understand that Right of Way, way leave clearance, Land compensation, Crop compensation, tree cutting and clearing scope and other state clearances shall be in the scope of Owner. Please confirm.

Already mentioned in the specification. Same needs to be considered. The relevant clause of specification is self explanatory.

10. Vol-II, Section-IV rev (Tower),

Permitted Extra

While going through your specification in Vol.II Section-IV (Tower Rev) Cl. 3.13.2, we find Permitted consumption of Conductor & Earthwire / OPGW is 1%. For sag and jumpering

Already mentioned in the specification. Same needs to be considered. Regarding OPGW,

Clause- 3.13.2 Consumption of Line materials

1% permitted extra consumption Conductor & Earthing is acceptable. Whereas in case of OPGW, we have to bring down OPGW from top to bottom and again from bottom to top as direct jumpering is not possible. Moreover, for looping also around 2 to 3% OPGW will be required. Hence, minimum 5% is required for extra consumption of OPGW. Please confirm.

11. General Evaluation of price bid

As there are two different packages involved with separate BOQ specification doesn't clear whether evaluation of the prices will be on total prices quoted for both Package A & Package B. Please confirm.

Evaluation of price bid will be done package-wise.

12. Vol-II, Section-II (ITB), Clause- 11.3

Bid Price Regarding Earthwire, Hardware Fittings, Accessories for Conductor & Earthwire, OPGW Cable fitting accessories, type test charges mentioned "deleted" in the BOQ. Please confirm. Moreover, we understand the case valid type test reports are available then no need to carry out type test. Please confirm.

In case, the material is already type tested and is to be supplied from PSTCL/PGCIL approved vendors, then no fresh type test will be got conducted.

13. General General As per BOQ Package-A transmission line is to be constructed with ACSR Moose Conductor. While Package-B transmission line is to be constructed with ACSR Zebra Conductor. Please confirm.

Package-A is to be constructed with ACSR Moose and Package-B is to be constructed with ACSR Zebra.

14. General Beneficiary Bank Details
