    Message

    The DOST activities in the province continued on with the help and able support of SET-UP Program of DOST. Provided the much needed manpower complement of the office by giving two (2) contractual staff under the technical assistance and Institutional Support for the Implementation of the Small Enterprise Technology Upgrading Program, and two detailed staff from the TELOF-Malolos. The year 2012 had been another challenging year for PSTC-Bulacan. The Provincial S & T Center-Bulacan Office concentrated on the upgrading of the small enterprises in the province to help them improve the quality of their products particularly the food sectors and Gifts, Housewares & Decors. For 2012, there were six (6) project proposals approved by DOST Regional Office No. III for SET-UP Funds, namely: (1) Adoption of FNRI Veggie Bread Technology by Loubelle Bakery; (2) Improvement of the Production Facilities of Marky’s Primebake Corporation in Compliance to GMP Requirements; (3) Adoption of FNRI Veggie Bread Technology by Danrich Bakeshop; (4) Upgrading the Facilities of Kropeck Chicharon Production; (5) Upgrading the Production Facilities of Bread and Noodle of RICGK; and (6) Upgrading the Facilities of Newline Sewing Subcontractor. And (2) project proposals under the Grants-in aides (GIA) Funds entitled: (1) Establishment of Pineapple Processing Plant of SAMAKA at San Jose Del Monte, Bulacan” amounting to P257,200.00, and (2) Establishment of Coffee Processing Center at Enchanted Farm, Gawad Kalinga Community Development Foundation at Angat, Bulacan amounting to 290,400.00. PSTC-Bulacan continuously monitored the SET-UP Project entitled (1)“Upgrading the Facilities of Mom’s Haus of Mushroom; (2) Improvement of Production Process for Vacuum Packed Crispy Pata; (3) Regional Program on Biogas Production and Utilization: Biogas Digester as an Alternative Source of Fuel for Dairy Processing; (4) Expansion of Noodle Production Through the Introduction of FNRI Veggie Noodle Technology. Other GIA projects that were monitored were the following: (1) ”Introduction of Jacked-type Handloom Weaving Machine and Dyeing Vat for Waterlily Processing” located in Brgy. San Miguel, Calumpit. (2) Introduction of Jack-type Weaving Machine and Dyeing Vat for “Bangkuang” Fiber Processing into Woven Products” located in Brgy. Bambang, Bulakan, Bulacan. PSTC Bulacan also conducted seventeen (17) various trainings with 347 participants. Most of these trainings/ seminars were on food processing, technologies, Good Manufacturing Practices, Packaging and Labeling, and FNRI Technologies on Veggie Bread, It also provided consultancy services to 508 walk in clients. Most of the inquiries were on food processing technologies, metals fabrication, furniture, bamboo and agricultural production processing.

    For the school year 2011-2012, there were 150 students in Bulacan who qualified under the DOST Scholarship RA 7687 Program and 100 scholars under the Merit Program. This year, there were 250 4th Year High School students who took the qualifying exam last November 2012 held at the La Consolation University of the Philippines, Malolos City. For 2013, PSTC-Bulacan will further contribute to the upgrading of the small and medium enterprises in the province to help them improve the productivity and quality of their products such as food processing, furniture, garments, gifts, housewares and decors and agriculture sector.

    ADOPTION OF FNRI TECHNOLOGY RICE-

    MONGO CRUNCHIES AND UPGRADING OF PRODUCTION FACILITIES OF KROPECK

    The ARC Kropeck Lobster Enterprise is owned and managed by the San Francisco Multi Purpose Cooperative that was established and registered in 1989, through a transformation of a SAMAHANG NAYON into an income generating venture. Members are seasonal farm workers, vendors and small businessmen.

    SFMPCI continues its quest for Brgy. San Francisco to become a model community and to uplift the living standards of its people by providing livelihood programs in cooperation with the different government agencies. They are engaged in manufacturing of kropeck chicharon, with two flavors, original & sweet. The initial capitalization was provided by the Department of Labor Employment (DOLE) Bulacan office in the amount of Php 140,456.81.

    With the increasing demand for their products, the cooperative officials thought of adopting the Food Nutrition Institute (FNRI) technology of Rice-Mongo Crunchies. The cooperative has requested technical assistance for the drying equipment and technology transfer of Rice-Mongo Crunchies, and for the improvement their production facility thru GMP Application. The project was approved in October 31, 2012 and the MOA signing was scheduled last December 4,2012. However, the cooperative officers opted to delay the signing of MOA because they want first to market test the Rice mongo crunchies and find alternative design of dryer for the product.

    TECHNOLOGY BY LOUBELLE BAKERY

    Loubelle Bakery is operating under single proprietorship enterprise and it is owned and managed by Mrs. Lourdes Cuevas-Pineda. It was established in 2000 with initial capitalization of P250,000 and has grown to more than 1 million enterprise since it started. Presently, the enterprise employs 19 workers, 15 direct workers, 7 for production, 8 for non production and 4 contract workers that are usually on call during huge productions. Due to their desire to develop new products, they sought technical assistance from PSTC- Bulacan, which in turn asked the services of Food and Nutrition Research Institute to conduct training on veggie bread technology. A Memorandum of Agreement was executed between FNRI and Loubelle Bakery for the transfer of technology on the production of squash bread namely pandesal, buns, and loaf bread. Thus, Loubelle Bakery availed DOST assistance through SET-UP Program for the acquisition of modern bakery equipment for the realization of their new found interest for their success. The project proposal was approved last June 29, 2012 and the MOA signing was executed last July 3, 2012. The delivery of equipment requested by the beneficiary was completed on December 14, 2012. Demonstration and trial testing for these newly acquired baking equipment were also conducted.

    Newline Sewing Sub Contractor is a single proprietorship enterprise owned by Mr. Arnel Ortega and Mrs. Monaliza Ortega. It was established in 1997 with the initial capital of P13,000.00, and formally registered with DTI in 2011. The enterprise is a manufacturer of bags, pouch, and coin purse. They are exporting their products to Taiwan, China, Korea, Europe, US, and Canada. They are in the business operation as a subcontractor for three years now.

    Presently, the company has 12 regular employees and 11 contractual employees. There are some instances, when no orders are coming from the contractor, the enterprise is accepting outside job, to sustain their everyday needs especially the workers. Due to the increasing volume of orders, they are now experiencing difficulty in meeting deadlines due to unavailability of efficient equipment like hi speed sewing machines, (single/double needle machine), walking foot, big bobbin, needle feed machine, edging machine, and cutting machine. The project proposal was approved last December 18, 2012. And signing of MOA was executed on December 26, 2012. Preparation of the PR is on-going for PhilGeps posting.

    ACQUISITION OF WINE PROCESSING

    EQUIPMENT FOR ABBY’S ENTERPRISE

    ABBY’S Enterprise is in the business of producing and selling nipa vinegar since 1997. He sells his product solely to poultry and piggery farm in the province of Bulacan. According to Mr. Magtira, the piggery and poultry farms use his vinegar as one of the ingredients of their feed formulation. In less than 3 years of operation, the enterprise accumulated thirty four (34) poultry/piggery farms as clients. With the increasing demand for organic products, Mr. Magtira thought of producing other nipa products For years now, Mr. Magtira is experimenting on the production of “lambanog” from nipa sap. However, he cannot produce commercially because he doesn’t have the facility yet. He thought of seeking technical assistance from DOST to have training on nipa wine making. Thus, he sought DOST’s assistance thru SET UP program to avail of financial assistance to be used in the acquisition of processing equipment necessary for their productivity improvement like wine kit, ebulliometer, pH meter, refractometer, and heavy duty stove with tank and accessories, s/s pasteurization kettle, working table, and display racks . Thus, PSTC Bulacan assisted the client in the preparation and submission of the project proposal entitled” Acquisition of Wine processing Equipment for Abby’s Enterprise”. It was approved on March 2012 and the MOA was executed in the following month. To date, all equipment were delivered already. However, there is still remaining balance of about Eighty Five Thousand pesos (85,000.00). In August 16, 2012, he made a request for the acquisition of cap seals and others for their product labels. As of this writing, purchase request was already posted on PhilGeps.

    . Ark Precision Tools is owned by Engr. Roy G. Fuentes. The company is engaged in the manufacturing of gears, pinions, shafts, tools, jigs for the automotive industry and semiconductor industry. Among its clients were the Philippine Negano Seiko Inc., Sunneit Philippines Corporation, Steel Asia Manufacturing Corporation. The company used a number of Computerized Numerical Control (CNC) equipment such as lathe machines and machining center, conventional machine with digital read-out such as milling machine, surface grinder and drilling machine. Presently, the company is working on two shift basis. With the growing demand from their clients, they need to double their production rate in order to deliver on time. Because of that situation Ark Precision Tools requested technical assistance from PSTC-Bulacan to cope up production volume. The company is also a recipient of the Energy Audit Consultancy services of DOST. It is a critical examination of an energy consuming facility. It is a starting point for implementation and control of an energy conservation program. At the end of the engagement, the client has able to save P30,000.00 per month of his electric consumption.

    The Gawad Kalinga GK Enchanted Farm, located in Angat,

    Bulacan, is the first Farm Village University. The farm is

    envisioned to incubate different social enterprise, become a

    destination for social tourism and a venue for social education

    where people can learn about the different opportunities in the

    countryside. Gawad Kalinga Community Development

    Foundation (GK) was established in 2010, is a non-profit

    organization that seeks to build communities in depressed

    areas. Gawad Kalinga Enchanted Farm Corporation was

    registered with initial capitalization of P49,000, capital comes

    from entrepreneurs running the coffee business, with 15

    employees.

    At present, the enterprise is producing and selling fresh milk

    from goats milk and carabao’s milk, puto, (kakanin), and

    different vegetables, root crops harvested from the farm. They

    have also souvenir products produced by the residence around

    the community, like T-shirt printing, caps, handicrafts and other

    accessories.

    Their objective is to provide home for the homeless, and food

    for the hungry. From this intention, they have built more than

    2000 communities all over the Philippines, and have helped

    thousands of the poorest families in the country. They have

    also started building houses in other countries like Papua New

    Guinea, Cambodia, and Indonesia.

    They want Enchanted Farm to be a Village University for

    Sustainable Community Development. A model village

    showcasing best practices, designed for training and

    mentorship, linking classrooms with the community. The

    Enchanted Farm Village University will be a facility for Social

    Education where students from all walks of life can come and

    learn how to grow love for the poor. Since May 2010, they have

    had over 5000 students, partners, and guests came to the farm

    to learn about nation-building, social enterprise, organic

    farming, and green technology.

    The Gawad Kalinga Community Development Foundation (GK) sought DOST’s assistance to upgrade their coffee processing facility and to provide better quality products. They sourced their green coffee beans from the municipality of Doña Remedios Trinidad, Sulu Province and Kalinga. This will allow the organization to provide more opportunities for coffee farmers.

    The project proposal was approved in December 2012. The signing of the Memorandum of Agreement will likely be executed come January 2013 due to other important documents were not submitted on time. The following equipment were acquired through the SET UP program:

    IMPROVEMENT OF THE PRODUCTION FACILITES OF MARKY’S PRIMEBAKE CORPORATION IN COMPLIANCE TO GMP REQUIREMENTS

    Marky’s Primebake is a family business and was established in 1988 with only seven workers from their family, relatives, and friends. They started their business by producing native biscuits namely Otap, Egg Cracklet, Turones and Barquillos. In 1990,

    their manpower increased into 40 workers and their production and sales increase as well. Other biscuits were added into their product line like pacencia, Broas,and Arguillanas. In 1995, their

    manpower increased to 90 workers. Thus in 2001, Marky’sPrimebake Corporation was registered with initial capitalization of 3 Million Pesos. In 2006, The company sought technical assistance from PRDC-DOST for the development of label design of their five (5) products namely Barquillos, Otap, Mamon Tostado, Puto Seco and Broas. Since then, they participated in different trade Fair and Exhibits locally. They started to sell their products to SM, Rustan’s, Robinson’s, Watson, Shopwise and Duty Free Shops. Not long enough, they started to export their products to Dubai, US, Canada, Hongkong, and Japan.

    In 2008, DOST Bulacan conducted Awareness Seminar on Good Manufacturing Practices in their company and attended by almost 100 workers. A year after, DOST Region 3 also conducted GMP Audit to ensure that they comply with GMP standards. In November,2011, a representative from United States FDA came over and inspected their company. He particularly inspected the production of “pilipit”. This prompted the owners to seek technical assistance from DOST through the SET UP Program. They want to acquire the Fried Dough Twist Forming Machine to comply with US standards. They also want to acquire a metal detector machine to comply with Japan’s standards. They also want to acquire stamping machine to mechanize the stamping of the “batch code” to all their products. The company really wants to improve their production process and product quality to meet customer requirements and standards.

    The project proposal was approved last June 29, 2012 and the MOA signing was executed last July 3, 2012.

    In the province of Bulacan, pineapple is also being grown in the municipality of San Jose del Monte particularly in barangay Kaybanban. The Samahang Magsasaka sa Kaybanban Multi Purpose Cooperative (SAMAKA MPC) sought DOST’s assistance regarding pineapple processing. They want to produce pineapple jam, wine and vinegar. The Samahang Magsasaka sa Kaybanban Multi- was registered with the C.D.A. on October 25, 1996 with office address at Area B Purok II Brgy. Kaybanban City of San Jose Del Monte, Bulacan. The SAMAKA was established in year 1997 with 18 members, with the initial capital of P78,000.00 Mr. Randy E. Elardo, serves as the SAMAKA Chairman. The Association at present, has a total of 215 active members including its officers. And it is an Agrarian Reform Community with the implementing agencies of Department of Agrarian Reform, Land Bank of the Philippines and in cooperation of Samahang Magsasaka sa Kaybanban Multi-Purpose Cooperative.

    This project aims to provide alternative livelihood opportunities to the members and their families as well as to the unemployed and out of school youth. The project proposal was approved and MOA signing was held at PSTC-Bulacan and notarized on November 12, 2012. P.O. was approved, and initial batch of the delivery of equipment are expected in January 2013.

    UPGRADING THE PRODUCTION FACILITIES FOR

    BREAD AND NOODLE OF RICGK

    PROJECT BENEFICIARY:

    RURAL IMPROVEMENT CLUB GAWAD KALINGA (RICGK) THOMASSIAN MULTI-PURPOSE COOPERATIVE Mrs. Evelyn R. Igot Manager

    Rural Improvement Club Gawad kalinga (RICGK) Thomasian Multi-Purpose Cooperative gradually equipped itself with experiences enriching their management capability that creates cooperative image/designs in ascending trends towards development.

    Many valuable economic activities had evolved transcending all difficulties like others cooperative had face strengthening their skills in resolving even the most difficult problems that surfaced within their way.

    Activities that boost its economic program include the setting up of 3 “Koop Mart” building from 2005 to 2010 situated at the most strategic business area serving no less than 8 phases of villages in “TOWERVILLE” having about 1,000 household per village. Later, a Botica ng Bayan and Eatery has been incorporated in the 2 Koop Mart building to serve even more the prime needs of the 9 villager. Other than that, vegetable & fruits and meat shop stalls have been established which adds-up even more to the income of the cooperative and generates employment for the satisfaction of the general membership. For now, services added are photocopying, lamination-loading, and payphone and business consultancy with the help of the Provincial Cooperative and Enterprise Development Office (PCEDO) representative acting as the organizations CONSULTANT.

    The launching of project “RATSADA KABUHAYAN” as bread factory or panaderia, miki making, kalabasa noodles with malungay, malungay chips, malungay noodles, pandesal and breads with moringa, powdered malungay, sukang tubo, peanut butter, bagoong and smoke fish all naturally organic.

    The enterprise was registered as a cooperative in the year 2005. But their operation started only in 2006 with the initial capital of P8,000.00. It’s production capacity is 1 sacks of flour per day, and 30 sacks of flour per month, and 2 drums of lard per month. They have (5) direct workers and 10 on call workers/indirect workers.

    and members of the cooperative.

    Presently, the company is encountering problems in their production due to lack of equipment. They have low production output. They have no mixer available, so they do it the mixing manually. Most of their available equipment are manually operated.

    The cooperative has also launched “Sapalaran ng Katiyakan” or Raffle Draw to be able to raise funds for its Project RICGK SCHOLARSHIP for deserving students who were all sons and daughters of the cooperatives members. It was even more supported by Project Bumbong ng Tagumpay where all students are given Bamboo Savings Bank in preparation for their High Schooling. Today, ten (10) students scholars in high school are being supported by the coop (from First to fourth year) are due to graduate mid March-mid April 2012. At the onset of their college life (June 2012) they are expected to take courses as Computer Engineering/Sciences, Accountancy, Marketing Management, Architecture, Civil Engineering, Midwifery and Nursing which are all base on their scholarship application. Big challenge wait for the cooperative in aid to finance its economic projects, to provide employment to its growing membership, to train more its people for greater competitiveness and try even more to sustain its program for development. To be able to do this, a need to source out additional funds is necessary. Hence, this proposal. Project proposal was approved, and the MOA executed on last December 4, 2012.

    DOST Bulacan Provincial Office provided technical assistance to the members of SAMAKA MPCI thru the CAPE Program. An initial meeting with the officers of SAMAKA MPCI in order to present the concept of the program was conducted by PSTC-Bulacan last May 2012. During the meeting, PSTC-Bulacan informed the farmers that an expert/consultant will provide consultancy services to pineapple growers in the area to improve their farming system and ultimately their PSTC-Bulacan productivity. Dr. Norman de Jesus, a faculty member of the Pampanga Agricultural College was hired as consultant for the engagement. On June 15, 2012, the group conducted a “Lakbay Aral” to Indang, Cavite, in coordination with Mrs. Adelia V. Pablete, the Municipal Agriculturist of Indang. The said activity was attended by selected farmer-members of SAMAKA MPCI, representatives from DOST Bulacan Provincial Office, and Dr. Norman de Jesus, CAPE Consultant from PAC. The main objective of the activity was to expose the farmers to improved cultural practices on pineapple production and hopefully encourage them to implement some of the applicable practices in their respective farms. The consultant is working on the establishment of the demonstration farm where the new cultural practices to be adopted will be showcased in the area.

    The F.M.I.C. was established in 2001 specializing on custom-made food equipment fabrication and located at Iba, Meycauayan, Bulacan. Presently, the company has 25 regular employees and 31 contractual employees. F.M.I.C. became well known in supplying equipment like double jacket kettles, filling machines for beverages food counters etc. Due to the increasing number of clients, they are experiencing difficulty in meeting deadlines due to lack of efficient equipment like shearing and bending machine. Thus, the company sought technical assistance from PSTC-Bulacan to acquire the said equipment thru SET UP Program.
