Three Writeshops were conducted in the first quarter of 2015 by the Philippine Society of Animal Science writeshop team. In essence, they were all the same and yet… not. preparing research proposals (Photo 1). Discussion of the promotion, monitoring and implementation of high quality research evidence was also done during the Policy Forum. Sixty-six researchers from all over the country (Photo 3) converged to listen to Dr. Eric C. Palacpac, Dr. Claro N. Mingala (of LBC), Dr. Mildred A. Padilla (of NRCP-Div XIII, and former PSAS President) and Dr. Jezie A. Acorda for the various topics and discussions (Photo 2).

For the second writeshop, “Writeshop on Writing Articles for Publications”, the team travelled further north – to Aparri, Cagayan! Dr. Jose Guzman (CSU Vice President for Research and Development, Extension and Training) and Dr. Eunice Layugan (Campus Executive Officer, CSU-Aparri) were on hand to welcome the participants and PSAS team. The writeshop was held at the CRRM Building, CSU Aparri Campus on 6-7 March 2015. All 34 participants (Photo 6) were faculty members and researchers from different campuses of the said university. They witnessed the first formal use of the campus’ newly acquired interactive whiteboard (Photo 5) for the duration of the writeshop. It made the job of Dr. Jezie A. Acorda easier when he, again, unselfishly shared his knowledge on the intricacies of writing scientific articles. To serve as reference for the participants and also to add to the library of the CSU, at least a dozen different issues of the Philippine Journal of

Veterinary and Animal Science and the Philippine Journal of Veterinary Medicine were donated and officially turned over to Dr. Guzman (Photo 4) during the Writeshop.

Then, the third writeshop was conducted at the Philippine Carabao Center National Headquarters and Gene Pool, Science City of Muñoz, Nueva Ecija, in time for the PCC’s anniversary month’s celebration. The PCC-PSAS Writeshop on Writing Scientific Articles for Journal Publication was held last 19-20 March. Dr. Jezie was the sole lecturer to the 29 participants, who are mostly PCC employees (Photo 7).

As PSAS, under the active leadership of Dr. Jezie, fjords on with her various projects, it is the fervent hope that somehow, somewhere, fellow scientists and researchers – primarily PSAS members, but not necessarily so, are taught writing skills that they can use to spread the fruits of their work and results of their researches in order to uplift themselves, their community, the industry and contribute to national progress. Last February 13, the PSAS did a two-part Outreach Program at Rosario, Batangas.

The first part was a Training Program on Poultry and Livestock Production for farmers. This was conducted at the Office for Agricultural Services, Rosario, Batangas where Hon. Mayor Manuel B. Alvarez and Municipal Agriculturist Dr. Pablita L. Quizon welcomed everyone to the event. Dr. Rio John “RJ” T. Ducusin shared his knowledge on Advances in Health Management, Dr. Ma. Mercedes “Mercy” C. Buyoc did a lecture about Animal Nutrition, while Mr. Jose “Joe” C. Canaria talked about Climate-Smart Feed Budgeting, and the Breeding Management of Dairy Buffaloes (Photo 8).

Meanwhile, the second part of the Outreach Program – the anti-rabies vaccination drive and a campaign on responsible pet ownership – was on-going in eight of the 48 barangays of the Municipality (Barangays Bagong Pook, Itlugan, Maalas-As, Poblacion A, C, D, Namunga and Masaya). The UP College of Veterinary Medicine and some private veterinary practitioners (Photo 9 and 10) from the area helped out by providing additional man-power. A total of eight veterinarians and 13 clinicians (see attached list) simultaneously went house-to-house in the said Barangays to vaccinate dogs and cats. By

doing it like this, it was hoped that there was a better coverage and cooperation from the pet owners. This vaccination drive is to support the government’s efforts to prevent the spread of rabies, a fatal zoonotic viral disease of mammals. It is considered as one of the public health problems in the country, resulting to 200 to 300 deaths in a year. This virus is primarily transmitted by bites of infected animals.

The Rosario residents accepted the teams with a warm welcome and attended to their needs (water, food and transportation). One can’t help but notice how organized the activity was. There were even barangay officials who helped with restraint and crowd control. A total of 779 dogs and cats from the eight barangays were vaccinated that day, a good start for Rosario’s annual vaccination drive.

Regional Animal Industry IssuesA smooth-sailing ASEAN 2015 Integration for the animal industry? Think again.

A committee, composed of Drs. Mafeo B. Bejo and Rio John T. Ducusin, was formed to look into the results of the Regional Animal Industry Forum for ASEAN 2015 Integration held during the 51st PSAS Annual Convention at Cagayan de Oro City on 21-25 October 2014. It may be recalled that in this forum, the delegates were divided into four groups or “regions.” The forum aimed to identify the problems confronting animal scientists and veterinarians in the different regions of the Philippines and seek solutions to address these problems to enable our animal industry to compete in the ASEAN region.

In Regions I, II and CAR, the participants identified the following challenges: • inadequatestocksforgeneticimprovement;• lowqualityofday-oldchicksforbroilerproduction;• inadequatefacilitiesandequipmenttobeusedforanimal

research and production;• insubstantialnutritionmanagement;• lackofawarenessonQualityControlMeasures

implemented on production and processing; and deficient animal disease control.

On the other hand, participants from Regions III, IV-A, IV-B, V, NCR, and PSAS Bicol Chapter identified the following major issues: • highproductioncostinthePhilippines(highestinAsia);• monotonouscropproduction(needtodiversify);• lackofproductmarketing;• technicalsmuggling;• insufficientquarantine;• lackofdiseasesurveillance,preventionandmonitoring;• nosafetynetsschemesinourrulesoftrade;• freeflowofgoodsmayonlyresulttoflow-inofproducts

e.g. meat residues; • spreadoftransboundaryanimaldiseasesandemerging

diseases; • lackofanimalslaughteringandmeatprocessing

standards; • differentlevelsofprofessionalskillsofindividualsamong

the ASEAN countries; • sketchycertificationlevelsandmechanismsforspecific

specialization and sub-specialization;

• inadequateextensiondeliverysystem;• nocodeoftechnicalpracticetoprotectlocalprofessions;• lownumberofenrolleesinagriculturalcourses;• lowincomeofprofessionalandnon-professional

agriculturists; • heavyrelianceonbackyardraising;• lackofstrengthofsmallholder-farmers;and• noidentificationoftheweaknessesinproductionofother

ASEAN countries.

The Visayas Region enumerated the following concerns: • lackofaccesstoright/science-basedinformationand

transfer of technology to farmers and local government units;

• inadequatecompetency(orlackofcontinuousupdatingof competency) of researchers and concerned personnel in the LGU;

• vulnerabilitytomarketforcesparticularlyonpriceofcommodities; and

• weakservicefacilitytosupportthelivestockandpoultryproduction.

Indeed, there are many issues that have to be addressed with the ASEAN 2015 Integration.

The participants also presented a list of suggested solutions. The committee members, however, noted that most of these suggestions could not be accomplished by PSAS. Therefore, PSAS will formally inform the concerned government agencies about the issues raised and the corresponding suggested solutions; in turn, the respective government agencies are expected to make the appropriate actions as part of their mandates. These may include, among others, policy development, capability building, and information dissemination.

On our part, PSAS continues on doing her existing projects such as writeshops, outreach program efforts, PJVAS, Dispatch and webpage that hopefully contribute in solving some of the above concerns.

To date, the Mindanao Region’s report has not been submitted and it is expected that the highlights will be presented in the next issue of Dispatch. (RJ Ducusin)

2015 PSAS Lecture SeriesIn the advent of ASEAN integration this year, the country is seeing a lot of undertakings to boost its readiness and competitiveness. This will provide better platform for local produce, services and manpower to establish niche markets within one of the fastest growing economic region in the world. In particular, the local agricultural sector can greatly benefit from this integration.

Improving competitiveness of farmers is a grass root approach to market involvement and development. However, this may be influenced by several factors like the availability ofresources, standards, infrastructure and access to science-based technologies. The gap between technology and knowledge transfer to farmer’s productivity is an important pillar to consider in ensuring competitiveness.

Last 13th of March, the 2015 PSAS Lecture Series was held at the UPLB’s Animal and Dairy Science Cluster’s Lecture Hall 2 to honor former Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development’s (PCAARRD) Executive Director, Dr. Patricio S. Faylon. This year’s topic, “Increasing Farmers’ Competitiveness through Science-based Initiatives”, is timely and was chosen to identify gaps, obstacles and government initiatives within the livestock sector. Also, it provided opportunities to harness scientific researches and knowledge-based systems to further improve farmers’ competitiveness.

More than 70 participants, including students, faculty, PSAS members and former PSAS officers, attended the lecture. Dr. Edwin C. Villar of PCAARRD-DOST and Dr. Wilfredo P. Resoso of the Philippine College of Swine Practitioners presented two perspectives in increasing farmers’ productivity

and competitiveness. Dr. Villar focused on the research engagements and technology developments of PCAARRD and how it is being transferred to farmers through local government units, academe and other stakeholders. He emphasized the need for a more integrated and strategic approach in research and technology development that can readily benefit the farmers and help achieve agricultural goals.

On the other hand, Dr. Resoso provided the current agricultural performance of the country in relation to its regional peers. The continuous need to improve diagnostic access and capabilities, utilization of better genetics and nutrition are some of the factorsthatcandirectlyinfluencecompetitiveness.

In his acceptance speech as 2015 PSAS Honoree, Dr. Faylon stressed the need of involvement of various stakeholders as we move to better productivity amidst growing competition. True to his lifelong commitment, he encouraged all stakeholders to create an effective ecosystem of research collaboration to enhance sustainability and better integrate innovation and science to promote economic opportunities. To the Regional Chapters We Go!

Ever since I joined the PSAS, it has been my desire that the PSAS would grow together – the PSAS National together with its five Regional Chapters – Ilocos Chapter, Cagayan Valley Chapter, Bicol Chapter, Visayas Chapter and Mindanao Chapter. I know that this has also been the desire of my predecessors and they worked really hard towards this. However, to make this a reality, I believe we need tohavebothspiritandflesh.

For the spirit, we need to have that deep motivation to help one another, with the PSAS National leading the regional chapters. The ASEAN Economic integration, the CHED requirements for research and publication, the PRC provisions for Continuing Professional Development units, global competition and ASEAN University Network all should provide us with the impetus to help one another in raising the standards of animal science and veterinary medicine and the animal industry, in general, in the country. PSAS members, who are leaders in their different fields, should be encouraged to assist those who had inadequate training and expertise, particularly those in the provinces.

For the flesh, we need to have the proper structure to provide constantcommunication between the PSAS National and the Regional Chapters and to channel the experts to those in need. As a start, the PSAS Governing Council has appointed coordinators for the different Regional Chapters – Auditor Mafeo B. Bejo for the Ilocos Chapter, Council Member Rio John T. Ducusin for the Cagayan Valley Chapter, Council Member Jose C. Canaria for the Bicol Chapter, Vice-President Eric P. Palacpac for the Visayas Chapter and Council Member Marianne Leila S. Flores for the Mindanao Chapter. Through the coordinators, we hope that the Regional Chapters would be encouraged and strengthened and their activities be supported. Also, from this collaboration, we hope to see more members from the Regional Chapters being nominated for the different positions in future PSAS Governing Council. In addition to these, outreaches, lecture series and workshops are being planned to be conducted in the different Chapters. Also, the PSAS Governing Council will be supporting the PSAS Visayas Regional Chapter Convention to be held in July.

In Eze 34:26, the Lord says, “I will bless them and the places surrounding my hill. I will send down showers in season; there will be showers of blessing.” I pray that the Lord’s blessings will not only extend to the PSAS National and Regional Chapters but to all the Philippines and beyond.
