Forward The purpose of this plan is to provide a back-up site for both Shelby Police Department and Kings Mountain Police Department should either existing PSAP require evacuation or experience an event that takes the call center out of service.

This plan is a work in progress and will require frequent updating. It will be reviewed each time the plan is tested or implemented by all call center personnel.

A Memorandum of Understanding (MOU) will be in place between agencies.

This plan is awaiting approval by the North Carolina 911 Board as a Back-up Center Plan and satisfies the requirements of N.C.G.S. 62A-46 (e) (4a).

I. About a. About - Kings Mountain

Kings Mountain is within the Charlotte metropolitan area and is about 30 miles west of Charlotte, and about 9 miles west of Gastonia. Kings Mountain is about 11 miles East of Shelby. Kings Mountain sits in the fork of two major highways, I-85 and the 74 bypass. The Kings Mountain Police Department is located at 112 S. Piedmont Avenue, Kings Mountain, NC 28086. Estimated population is 11,500.

b. About - Shelby

Shelby is nestled in the southwestern corner of North Carolina near the South Carolina border and is conveniently located between Charlotte and Asheville. Major highways serving the Shelby area are I-77, I-85, I-26, I-40 and US 74, NC 150, NC 18, and NC 226. Other available transportation includes Norfolk Southern, CSX, Charlotte Douglas Airport (International) and Shelby Municipal Airport (general aviation). The Shelby Police Department is located at 311 South Lafayette Street, Shelby, NC 28151. Estimated population is 21,000.

II. History

This part of the plan provides general history about each PSAP.

a. History - Kings Mountain

The Kings Mountain PSAP began operations around 1989. This communications center originally started out with 1 console. The furniture has been updated over the years to maintain room for the growing equipment needs as well as the comfort of the telecommunication staff. In 2009 we implemented Sungard OSSI CAD software for our computer aided dispatching. In 2012 we added a second DCI computer and we expanded to a fully redundant second console for overflow and growth. Today both positions are fully functional but on an average day we typically man only one position 24 hours.

b. History - Shelby

The Shelby Police Department Communications center was a small one room spot in a building facing South Washington St in Shelby which is adjacent to our current agency around 1976. Officer Rick Humphries, who began his career at Shelby in 1976, advises that we received calls on a handset and the officers dispatched themselves to calls for service. Helen Wilson was the first civilian dispatcher employed by the Shelby Police Department, this was somewhere around 1977-1978. Somewhere around 1989 Shelby, Kings Mountain and Cleveland County all became PSAP’s. During the initial meeting it was determined that Shelby, Kings Mountain and Cleveland would answer their own 911 calls, and if Fire or EMS was needed the call would be transferred to Cleveland County Communications. At Shelby, the communicators were assigned to shifts much like patrol officers, and the patrol shift supervisors were the 911 dispatcher supervisor. Around 1994-1996 a civilian position was created (911 director) to supervise the communications center. The center was a two position communications center, until somewhere around 2009 a third position was added to be utilized in case of emergencies or if extra manpower was needed for things such as the Uptown Parade or any self –initiated campaigns. In 2000 The Shelby Police Department became CALEA accredited. This served as a great tool, to show us not only what to do, but how to run a successful department. In 2014 the Shelby Police Communications Center became CALEA accredited. One of only three Communications centers state-wide that has achieved this status. We are also one of the smallest centers in the entire nation to achieve this award. It was presented to us in Garden Grove California in March 2014. The Center currently employs 8 full time dispatchers, a records clerk, two Service Division Supervisors and the Service Division Manager (911 Director)

III. Agencies Served and Call Volume a. Agencies Served and Call Volume - Kings Mountain

The Kings Mountain PSAP serves the Kings Mountain Police Department and Kings Mountain Fire Department. Call volume is approximately 8,000 calls per year, and has approximately 15,574 dispatched calls and self-initiated calls.

b. Agencies Served and Call Volume - Shelby

The Shelby PSAP serves the Shelby Police Department for Law Enforcement Calls only. The Shelby PSAP answers approximately 33,000 911 calls per year, and dispatches approximately 35,000 calls per year to law enforcement officers.

IV. Staffing/Positions/Workstations a. Staffing/Positions/Workstations - Kings Mountain

Currently the Kings Mountain PSAP has 1 console manned 24 hours per day. In addition, there is an additional console that can be manned for a total of 2 consoles. For the back-up plan KM will allow Shelby to use the spare position and will add 1 temporary position by simply adding a pop up table in the 911 center.

b. Staffing/Positions/Workstations - Shelby

Currently the Shelby PSAP has 2 consoles manned 24 hours per day. In addition, there is an additional console that can be manned for a total of 3 consoles. For the back-up plan Shelby will allow Kings Mountain to use their 3rd position, where we will add a computer with CAD.

V. Equipment a. Equipment - Kings Mountain

Software: CAD with E911 Interface and Mapping. RMS with Calls For Service.

Radio: 400Mhz Kenwood Nextedge radio system that has a complete separate backup that can operate from Charleston SC to West Virginia. Radio consoles have an 800Mhz patch that can communicate with Shelby and Cleveland County.

VI. Utilizing an Existing PSAP

Kings Mountain Police Department and Shelby Police Department each operate and existing PSAP. Our plan is to utilize each other’s existing location as our back-up site.

VII. Distance Between Kings Mountain Police Department and Shelby Police Department

The approximate linear distance between the Kings Mountain and Shelby buildings is 11.5 miles.

VIII. Connection Between Centers/Rerouting/Redundancy

A Microwave link will be used for connection between the two PSAP locations. This network will consist of several components. 3 integrated 4.9Ghz links. This means (integrated) the antennas are built in and easy install. This also comes with a spare link (two microwave radios pre-configured to work together without any additional programming) so that if the main link fails we can then use the spare link to get the connection restored. This link is intended for the "last mile" of the network; to connect the two PSAPs. The next links are considered to be "backhaul" and all links fit this pattern; ie no p2mp. Next item is the connecterized units. This means that antennae will be added; and again a spare complete tested set will come with this backhaul segment. The point of this segment is to connect the networks over long geographical distance.

The above mentioned Microwave link will be used to connect the backup server at each site with the primary server at each site. Replication between the CAD servers will be done by a software product called NeverFail (recommended and configured by Sungard OSSI). Each primary CAD server’s data will continually be replicated to its backup server. Upon executing the backup plan, the primary server will be decommissioned and the backup server will assume the role and take over as the CAD server.

For 911 trunk line re-routing, Kings Mountain will add (3) 911 trunk lines at Shelby to accommodate. Shelby will add (4) 911 trunk lines at Kings Mountain to accommodate. Should an emergency occur causing the plan to be implemented, the respective agency will place a call to have their 911 trunk lines rerouted to the new lines at the backup PSAP. We were told this may take up to 20 minutes but in our testing takes less than 5 minutes. These new lines will go through the existing recorder at each PSAP.

Kings Mountain has additional redundancy within its own system. The CAD server resides at the public works facility, and has a redundant system located at city hall. These sites are connected via a Kings Mountain owned fiber optic loop. Shelby is also redundant with an on-site backup at 824 W. Grover St.

IX. Transition 911 Call Answering

Calls for Kings Mountain and Shelby automatically roll to Cleveland County. Cleveland County will be notified in the event this plan is implemented. Cleveland County will then communicate any calls they receive to Kings Mountain or Shelby via radio.

X. Backup Power Systems a. Backup Power Systems – Kings Mountain

Kings Mountain has a 300KVA 3 phase generator with 300 gallon diesel fuel capacity that is capable of running continuously at full capacity at full load for 24 hours. The City has the capability of refueling from its public works facility that is 1.2 miles away with a 30 minute notice. The Kings Mountain Police Department also has a UPS (20KVA) that covers the 10 second delay between power failure and generator start up. All the equipment in the communication center is also on smaller local UPS’s. These are Eaton 5PX2200 UPS’s at minimal load and are capable of running up to 1 hour as well.

b. Backup Power Systems - Shelby

Shelby has a Cummins Diesel Generator Model DGDA 60Hz. 80 kW, 100 kVA Standby, and 72 kW, 90 kVA Prime. The Cummins Power Generation DG-series commercial generator is a fully integrated power generation system providing optimum performance, reliability, and versatility for stationary standby or prime power applications. All the equipment in the communication center is also on smaller local UPS’s.

XI. Radio Configuration a. Radio Configuration – Kings Mountain

Kings Mountain will permanently install 2 mobile radio units at Shelby. These two units will be integrated into the existing Shelby radio system so that they can be accessed with their existing radio consoles.

b. Radio Configuration – Shelby

Shelby’s 800 MHz radios will be patched in on Kings Mountain’s existing radio equipment. Spare portable radios are also available at Kings Mountain and can also be used for radio communications from the Kings Mountain facility if needed.

XII. Maintenance and Testing of Backup Centers

These back-up systems will be tested monthly. Testing will include turning on equipment; doing any needed updates, testing microwave connectivity, testing radios, and checking UPS status.

Mock walk through drills will be completed as needed during initial implementation and as new employees are added. This will also provide staff the opportunity to note any differences in systems, although we are very similar.

A complete failover test will be conducted and back-up site will be in full use for a 4 hour period on a semiannual basis.

XIII. Employee Needs

Both back-up sites house necessary facilities for staff which include full kitchen, showers, restrooms, and sleeping quarters. Kings Mountain will keep a labeled box on site with door access cards to be given to Shelby supervisors for building entry. Kings Mountain will contact the on duty dispatch at Shelby to obtain door code for building entry.

XV. Planned Upgrades

Both PSAP’s already have enough computer rack space to house each other’s equipment, desk chairs, tables, and UPS’s to accommodate each other without any upgrading.

Appendix 1 Back-up Center Activation Methodology

In the event that the Kings Mountain or Shelby PSAP experiences an event that triggers the implementation of this backup plan the on duty staff at that facility must immediately notify the Chief of Police or PSAP Manager. One of these two positions will make the call to implement the plan or not. Once the decision is made that a fail over is necessary, the Back-up Center Activation Checklist (Kings Mountain - Appendix 2) (Shelby – Appendix 4) will be executed to make the transition between the primary and the back-up site.
