PREPARATION FOR PERPETUAL VOWS

NEW NOVITIATE GROUP

On November 27th, 2010, at Noviciado Scalabrini a group of seven students coming from three different countries, Mexico, Colombia and Haiti, started the Novitiate Program in Purepero, Michoacán. We wish the best to all of them in this new journey of formation.


FIRST PROFESSION VOWS

On November 28th, 2010, at Saint John Baptist Church in Purepero, Mich. Mexico, 10 Novices made their First Religious Profession in the Congregation of the Missionaries of Saint Charles/Scalabrinians. We congratulate them for this important step in their life. Our best wishes go out to them in their theological studies.

MISSIONARY ASSIGNMENTS

Fr. Leandro Fossá, cs, after a period of personal enrichment in Rome, Italy, was assigned as Associate Pastor at Saint Leo the Great Church in Houston, Texas, effective December 10th, 2010. Fr. Leandro, Welcome back to the Province!!!


INTERPROVINCIAL RETREAT

The Interprovincial retreat in Spanish held at our Seminary in Guadalajara, Mexico from November 29 to December 2nd, 2010 with 14 participants was very successful. The attendants gave a very positive feedback to the organization committee and especially to Fr. Luis Alfonso Zepeda Martin Del Campo who led them in this spiritual journey.

ORDINATION TO THE PRIESHOOD

Deacon Marcelo Hernandez Martinez, cs, who is assigned to Saint Francis Cabrini Province, will be ordained to the Priesthood on January 7th 2011 (noon), at Santa Maria Assunta Church in Pochutla, Oaxaca, Mexico by the Most Rev. Eduardo Carmona Ortega CORC, Bishop of Puerto Escondido, Oaxaca. The First Mass will be celebrated on the day after, January 8th in the same Church.


RECOGNITION OF THEIR WORK TOWARDS IMMIGRATION

Gino Dalpiaz, cs, will receive a Special Recognition from Italian Cultural Centre, “Casa Italia” Stone Park, Illinois for his many years of dedication and service among the Italians immigrant brothers and sisters in the Chicago area. On behalf of the Province of St. John the Baptist, I would like to offer congratulations to him on being awarded and recognized by this institution “The 2011 Man of the Year”. This certainly honors each of the Scalabrinians in the Province for his dedication and commitment to the Church and to the Charism of our Founder, Bishop John Baptist Scalabrini.


CASA ESPERANZA – SCALABRINI COMMUNITY CENTER

I am happy to announce with great pleasure that our Governor Pat Quinn and elected officials of the community will be attending the 3 year celebration of the Welcoming Center as well as the naming of the Community Center "Casa Esperanza". This event is very important to us since we will be presenting our book report

"Strength in Unity", of the community center. Also officially, "Casa Esperanza Community Center" will be part of the Scalabrini network.

We are celebrating this unique journey together with the collaboration between Church - State - and many not for profit agencies, the local government and all the people who are working in our community to better serve everyone. The celebration took place on Wednesday December 15, 2010.

2011 CANONICAL VISITATION OF THE PROVINCE According to Rules of Life #256, the Provincial Superior must make a Canonical Visitation of the Province at least once during his term of office. The religious prepare themselves for the visitation by meeting under the guidance of the Local Superior to discuss concerns, plans and expectations for the future. The Canonical Visitation will begin in February 2011 in Guatemala and Tapachula. I will send a schedule for each region in consensus with the Local Superior at a later date. As you may remember at the last Provincial Assembly held in Guadalajara, Mexico, the Provincial Administration agreed to make known the financial reports for each of our parishes, missions, seminaries and Casas del Migrante in the Province of St. John the Baptist.

We want to thank all of you who have already sent the financial reports of your religious house or mission in a timely manner. This certainly facilitates the Provincial Administration to fulfill its obligations and commitments on time.

For those of you who have not yet sent or who have postponed completing your reports and sending them to the Provincial Office, we ask you to have your report ready and sent to the Provincial Office by January 10th, 2011.

On January 31st, 2011 the Provincial Office will send by email to each member of the Province a complete annual financial report of all of our religious houses and missions in the Province.

Estimados hermanos, Como pueden acordarse, en la última Asamblea Provincial que se llevo a cabo en Guadalajara, México, la Dirección Provincial acordó de hacer visible a cada uno de ustedes los datos anuales del informe financiero de cada parroquia, misión, seminarios y casas del migrante de la Provincia San Juan Bautista. Queremos agradecer de todo el corazón a cada uno de ustedes que ya nos enviaron a tiempo adecuado el informe financiero de la casa religiosa o de misión. Esto ciertamente ha facilitado mucho para que la Dirección Provincial pudiera desarrollar su trabajo de manera más eficiente y tranquila en particular en cumplir con los pagos y compromisos a tiempo.

Para aquellos de ustedes que todavía no han enviado o están prolongando de enviar sus informes financieros a la Oficina Provincial, les pedimos que tengan sus informes listos y que los hagan llegar a la Casa Provincial el más tardar hasta el día 10 de enero 2011.

Message to the Scalabrinian Missionaries from the Vocation Promoters

Gathered in Rome, November 8-13, 2010

We, the vocation promoters of the Congregation, gathered in Rome with the General administration. This meeting was programmed by the XXI Assembly of Major Superiors. It was indeed a time of grace! It was a time to feel the presence of the Good Shepherd, and to be reassured that He continues to invite people to help in the building of His Kingdom on behalf of migrants. We had the chance to share, to dialogue, to reflect, to pray and to program the strategies on how to live our “being Scalabrinian”, on how to animate our confreres so that they may become themselves vocation animators, and on how to make our Congregation and mission attractive to today’s young people. We thank the Lord for the good number of candidates we have in the discernment process as well as in our formation communities. We are aware that the Scalabrinian Charism is relevant and could be of interest to young people today. The challenge we face is to find ways to invite people to embrace it as a life project.


Our Rules of Life (No. 18, 95) reminds us that “every missionary is called to promote and form vocations”. Our personal and community witness of a joyful and faithful life, as well as our selfless service to the migrants are in themselves an invitation to young people to join our religious family. We wish: �To lead and animate our missions.

�That our communities may become open space to welcome young people, so that they can experience our Scalabrinian mission.

�That vocation animation teams be established in our missions, helped by partners (lay people, catechists,…), and specially by the Scalabrinians. We, the vocation promoters, propose to animate and collaborate with each one of our confreres. �That our communities may identify young people willing to dedicate themselves to a life of service and consecration. �That our Provincial administrations set aside days of study and reflection in order to foster in the Congregation a Vocational spirituality and culture. We have agreed in some “precepts” that will help us to cultivate this vocational mentality: �To pray �To teach �To invite �To witness �To preach These are the commitments we have taken. We ask you to accompany and help us to be faithful to them: �To involve all confreres in vocation promotion. �To have a better collaboration with the formation teams. �To celebrate the Scalabrinian Year of Vocations (November 2011 – November 2012). �To disseminate (to advertise, to publicize) the Scalabrinian religious ideal. �To raise the interest for this kind of life. �To accompany the young people with a proper discernment process. �To encourage and nourish vocations through a serious and solid spirituality (retreats, prayer, and spiritual direction). �To follow the procedures and guidelines of the Congregation’s GPSF and SVD. We thank the Lord for calling us to consecrated life and we thank the Congregation for the ministry it has entrusted us.


We thank the General administration for giving us the opportunity of holding this first Meeting of Vocation Promoters. We thank the Provincial administrations and our confreres for allowing us the time to participate in this event, and for their support. Luego de la visión general presentada por el P. Rui con las respectivas actualizaciones a los cuadros informativos y a la lista de los secretariados provinciales, el secretariado se concentró en la preparación del Encuentro de Congregación para los Sectores y el Movimiento Laico Scalabriniano.

Otros temas y propuestas:

1- Próximos encuentros del secretariado general: A) Del 17 al 19 de Mayo del 2011 en Amorra, Portugal. B) 1 de Octubre en Buenos Aires (después del Encuentro de Congregación)

2- Segundo Curso de Formación por área para los misioneros sirviendo en organismos eclesiales. Áreas de Norte América y Australasia: Del 2 al 4 de Agosto del 2011 en Ciudad de Guatemala.

3- Encuentro Congregacional para operadores de sectores pastorales y Movimiento Laico Scalabriniano: Del 27 al 30 de Septiembre del 2011 en Buenos Aires, Argentina.

Se procedió a responder la invitación del general de dar propuestas para el año temático 2011 teniendo la idea general de la misión o la evangelización. La propuesta dada fue: “Ser Iglesia con los migrantes en la evangelización del mundo”.

Se dio continuidad a la preparación del Encuentro de Congregación previsto para el 27-29 de Septiembre, 2011 en Buenos Aires, Argentina. Se leyó el documento memoria y el documento mensaje de Triuggio. Se propuso pedir ayuda al P. Graziano Battistella en la preparación de unas pautas de trabajo por áreas siguiendo el documento de Triuggio. Se propusieron los cohermanos que asistirían al encuentro de acuerdo a sectores y áreas (ver cuadro).

Acciones a seguir:

1- Preparar carta de convocación al encuentro y el proyecto del encuentro para la Asamblea de Superiores Mayores incluyendo la propuesta de los participantes al encuentro.


2- Enviar las pautas de trabajo, preparadas por el P. Battistella y revisadas por el secretariado, junto con los documentos (“memoria” y “mensaje” de Triuggio) y la metodología a seguir a los provinciales y secretariados provinciales para implementarlas a nivel local.

3- Motivar el encuentro a través de una reflexión previa promoviendo la idea de redescubrir la misión, trabajando en sinergia pastoral y la fidelidad creativa al carisma Scalabriniano.

En la tarde del día miércoles se visitó el SMC (Scalabrini Migration Center) dirigido por el P. Graziano Battistella. Participó también el P. Valentín Mendoza, asistente del Centro de Estudios de Manila. El Director presentó la historia del centro, sus actividades y proyectos.

Se concluyó la jornada participando de la Eucaristía y la cena con los 17 religiosos y formadores de la STHS (Scalabrini Theological House of Studies).

La jornada de trabajo del jueves se concentró en revisar cada sector específico guiados por el material del cuaderno No. 5.

1- LAICOS SCALABRINIANOS:

P. Rui presentó los resultados de la consulta a nivel Congregacional acerca de los 8 lineamentos y la definición del Laico Scalabriniano. Se revisaron los documentos de los diferentes encuentros realizados a nivel de area y se compartió acerca de las dificultades encontradas y de los frutos producidos en varios lugares (Ver reportes). Se estudió la posibilidad de tener un encuentro para los sacerdotes animadores de los grupos de laicos para afianzar la organización del movimiento y promover una mejor orientación por parte nuestra. Ya se ha alcanzado un consenso a nivel de definición y de lineamientos pero falta una estructura organizativa y una mejor relación entre los laicos y los sacerdotes. En algunas provincias se nota mayor interés que otras y no son muchos los sacerdotes que dedican tiempo a este apostolado.

Se compartió sobre las 3 asambleas de laicos Scalabrinianos que se han realizado en Sur America y sobre los diferentes contextos y realidades en las otras provincias (el profesionalismo de los laicos de la provincia de San Carlos, la identidad profundamente Scalabriniana de la Federación Católica Italiana en Australia, el servicio generoso de los voluntarios en las casas de migrantes de la provincia San Juan Bautista, las visiones diferentes de algunos grupos de laicos


o individuos en la Región Europea, el debilitamiento numérico de varios grupos existentes, etc).

2- APOSTOLATUS MARIS:

Se leyó el documento del último encuentro realizado en Brasil sobre el Apostolado Del Mar (Santos, 6-10 Octubre, 2010). Padre Rui compartió sobre los frutos del encuentro y la creación de una red pastoral Scalabriniana en este sector bajo la coordinación del P. Paolo Prigol (ver documento). Se reconoció que el encuentro se promovió de maneja ejemplar usando los medios de comunicación.

Se informó que se nos ha ofrecido el cuidado pastoral de la Stella Maris de Yakarta, Indonesia y que el proyecto de la construcción del nuevo centro de Kaohsiung está en espera de una ayuda de parte de ITF para empezar su construcción.

3- MEDIOS DE COMUNICACION:

Se dio lectura del documento: “El papel de los medios de comunicación en el anuncio del Carisma Scalabriniano”. Se recordó que en la última asamblea de Superiores Mayores se reiteró la invitación del capítulo a crear en todas las provincias una oficina para este sector. Se leyó el proyecto del P. Gheller en Brasil. Un ejemplo piloto de lo que se puede hacer si se trabaja en sinergia. Se compartieron ideas acerca de la importancia de este sector y de tener un equipo que difunda nuestros encuentros y eventos.

4- CENTROS DE ESTUDIO

Se presentó una visión general basada en el documento del último encuentro realizado en Noviembre del 2009 en Nueva York. Los centros operan según 3 dimensiones: Las revistas, la formación de operadores y la investigación. Algunas iniciativas pastorales también se han implementado con buenos resultados. Sin embargo existe una falta de sinergia y trabajo en equipo. Se revivió la idea de tener un equipo de observación que proporcione un diálogo interdisciplinario de las migraciones como apoyo a la Pastoral Scalabriniana. (Cfr. Triuggio).


5- ORGANISMOS ECLESIALES

Se compartió acerca del encuentro de formación realizado en San Pablo, Brasil. La decisión de tener este encuentro cada año muestra el resultado positivo. Los fondos para el encuentro fueron conseguidos por el SIMN.

El próximo encuentro le corresponde a la región de Australasia. Se presentó la dificultad de organizarlo teniendo solo 6 personas trabajando en este campo. Se propuso realizarlo en coordinación con las provincias Norte Americanas. Se dedicó tiempo a la preparación de dicho encuentro sugiriendo ideas para la carta de convocatoria y se propuso la fecha del 2-4 de Agosto del 2011 como posibilidad en Guatemala.

En la tarde del jueves el secretariado se unió a la asamblea de laicos Scalabrinianos la cual se realizó simultáneamente a nuestro encuentro. Participó también el superior provincial y el secretariado provincial para los sectores específicos del área Australasia. El encuentro fue un intercambio de ideas y experiencias con el deseo fundamental de ofrecer ánimo y apoyo a los 3 grupos existentes en esta parte del mundo.

El viernes se ultimaron detalles sobre el encuentro de Buenos Aires buscando la representación de cada sector y área. Se decidió que la presencia de los provinciales es muy importante. Se proponen 30 participantes más los provinciales y el Padre General, para un total de 39 personas. El proyecto del encuentro será presentado a los superiores mayores para su aprobación.

CONCLUSION:

El secretariado ofrece un sincero agradecimiento a la provincia Santa Francisca Cabrini por la acogida brindada. Se respira mucha esperanza al ver los seminarios llenos y el servicio incansable de los cohermanos en los diferentes sectores pastorales. Reconocemos que no ha sido tarea fácil para este secretariado ser agente de comunión entre tantos sectores pero con humildad y sentido de responsabilidad se ha hecho lo posible por seguir las indicaciones del XIII capítulo general. Ponemos nuestras esperanzas y esfuerzos en el encuentro congregacional de sectores pastorales y movimiento laico Scalabriniano contando con el apoyo de todos buscando una sinergia misionera. Proponemos revisitar el documento de Triuggio y remar mar adentro con el deseo sincero de seguir respondiendo a los signos de los tiempos con creatividad y fidelidad al carisma Scalabriniano.

THE SCALABRINIAN CONGREGATION IN HAITI

The Journey for a “Creative Fidelity” to the Scalabrinian Charism in Haiti

Dear Confreres,

I visited Haiti from November 2-6, 2010, in order to personally assess the condition of the country and to oversee the community discernment, together with the Provincial Superior and the confreres who live and work there, and devote themselves body and soul to the earthquake victims. I take particular interest in the formation area, on which my councilors and I have already expressed our orientation, earlier in 2008 and during the 2009 canonical visitation, as well as the condition of our mission in Port-au-Prince. After a few days of meetings, conversations and dialogue with the Provincial Superior, Fr. Matthew Didonè, with the auxiliary Bishop of Port-au-Prince (Mons. La Fontaine) and with our confreres in Haiti (Frs. Gerard Richard, Isaia Birollo, Giuseppe Durante), we reached, despite some different points of view regarding the current dramatic situation, some common sense, tangible and concrete conclusions. We were enlightened by St. Charles Borromeo’s image, in the heart of the novena in preparation to his feast day, displayed in the Chapel in our Haitian seminary, that had been restructured after the earthquake. It is a painting that depicts St. Charles in contemplation of the love of the crucified Christ. He saw Him present and incarnated in the poor and pestilence plagued people in the city of Milan (1576). During that emergency, he wanted to show them Jesus’ redeeming love. Enlightened and drawn to this scene, we asked ourselves: where, how and whom do we have to help in this dramatic situation of the beloved Haitian people, tormented by the terrible earthquake, that caused 250,000 casualties, and the cholera (more than 1,000 victims and 17,000 infected: (Vatican Radio message of November 17, 2010) and by the hurricane that during the days of our meeting left a trail of victims and homeless people? Our Patron St. Charles seemed to indicate quite clearly: “Go and help those who live like nomads in tents”. A light and an inspiration helped us to define immediately some projects to be undertaken on behalf of the people precariously accommodated in tents in the outskirts of the city of Port-au-Prince. There are thousands of people that, like the days of St. Charles, a model of the Good Shepherd, need a presence of charity and solidarity, as well as the spiritual and sacramental assistance. I would like to present to you the 5 proposals we agreed upon: 1. Vocation animation and formation: the Province commits itself to strengthen the formation team (with a Superior of the religious community, a rector, a spiritual director, animator and vocation recruiter). 2. Humanitarian and social service: we will continue the first aid assistance to the sick and injured people at the clinic and the elementary education in the school (479 children).


3. Opening a new mission: we will open a new mission in the section of a large camp set up by the UN, which hosts 30,000 people. In this area the Scalabrinian Missionaries will be responsible to build a few hundred low income houses and a youth formation centre that might also be useful as a pastoral centre. 4. Family house: in cooperation with the “Comunità di San Egidio” of Rome, that is building an orphanage for the street children, we will contribute an annual sum of $ 20,000 for the next 5 years. 5. Collaboration with the Episcopal Conference: we have volunteered to coordinate in Haiti the Pastoral care of the human mobility and eventually the apostolate of the port, according to the criteria of the other centers of the seafarers ministry. Our ministry with the homeless wishes to be a prophetic sign of our presence in Haiti. We would eventually expand the mission to be a parish, in addition to the housing project and the youth centre. I would like to share with all of you, missionaries and benefactors, that we will invest in these projects the remainder of the funds collected during the Solidarity Campaign promoted by the General Administration and by the St. Charles Borromeo Province. I would also like to inform you that all the new projects promoted by the Scalabrinian Missionaries for social and humanitarian purposes on behalf of Haiti, initiated from this time on, should be submitted to the Development Office of SIMN - North America, whose headquarters are in New York (USA). This is a joint effort of the St. John the Baptist and St. Charles Provinces. I count on all those involved, at various levels, to adhere to and implement this Scalabrinian project for Haiti. In fact, it will guarantee a more qualified formation program, a renewed vocation recruitment, a more committed pastoral ministry and a more articulated and well defined human promotion plan that include the needs of evangelization and of the Local Church. Haiti is a nation that has offered and will continue to generously offer Scalabrinian vocations to the migrant Church, but we have to also give our best - as Scalabrinian Missionaries - in order to form and prepare them to respond with open hearts, with universal minds and with selfless sacrifice to the challenges that migration places at the footsteps of our Congregation. This is our commitment for the next few years! Along with the Provincial Superior and his Council, I would like to thank God for the insights received from our Patron Saint and ask Blessed Scalabrini, imitator of St. Charles Borromeo, to guide us with his inspiration and testimony of charity to live with creative fidelity the mission he entrusted to us: to realize God’s plan for humanity, by serving the migrants all through the earthly pilgrimage. MENSAJE DEL PAPA PARA LA 97 JORNADA MUNDIAL DEL

EMIGRANTE Y REFUGIADO

Ofrecemos a continuación el Mensaje que el Papa

Benedicto XVI ha escrito con motivo de la próxima

Jornada Mundial del Emigrante y del Refugiado (16 de

enero de 2011) con el título Una sola familia

humana, y que ha sido dado a conocer hoy en rueda de

prensa por monseñor Antonio Mª Vegliò, presidente del

Consejo Pontificio para la Pastoral de Migrantes e

Itinerantes.

Queridos hermanos y hermanas:

La Jornada Mundial del Emigrante y del Refugiado brinda a toda la Iglesia la

oportunidad de reflexionar sobre un tema vinculado al creciente fenómeno de la

emigración, de orar para que los corazones se abran a la acogida cristiana y de trabajar

para que crezcan en el mundo la justicia y la caridad, columnas para la construcción de

una paz auténtica y duradera. «Como yo os he amado, que también os améis unos a

otros» (Jn 13, 34) es la invitación que el Señor nos dirige con fuerza y nos renueva

constantemente: si el Padre nos llama a ser hijos amados en su Hijo predilecto, nos

llama también a reconocernos todos como hermanos en Cristo.

De este vínculo profundo entre todos los seres humanos nace el tema que he elegido

este año para nuestra reflexión: «Una sola familia humana», una sola familia de

hermanos y hermanas en sociedades que son cada vez más multiétnicas e

interculturales, donde también las personas de diversas religiones se ven impulsadas al

diálogo, para que se pueda encontrar una convivencia serena y provechosa en el

respeto de las legítimas diferencias. El Concilio Vaticano II afirma que «todos los

pueblos forman una comunidad, tienen un mismo origen, puesto que Dios hizo habitar

a todo el género humano sobre la faz de la tierra (cf. Hch 17, 26), y tienen también un

fin último, que es Dios, cuya providencia, manifestación de bondad y designios de

salvación se extienden a todos» (Decl. Nostra aetate, 1). Así, «no vivimos unos al lado


de otros por casualidad; todos estamos recorriendo un mismo camino como hombres y,

por tanto, como hermanos y hermanas» (Mensaje para la Jornada Mundial de la Paz

2008, 6).

El camino es el mismo, el de la vida, pero las situaciones que atravesamos en ese

recorrido son distintas: muchos deben afrontar la difícil experiencia de la emigración, en

sus diferentes expresiones: internas o internacionales, permanentes o estacionales,

económicas o políticas, voluntarias o forzadas. En algunos casos las personas se ven

forzadas a abandonar el propio país impulsadas por diversas formas de persecución,

por lo que la huida aparece como necesaria. Además, el fenómeno mismo de la

globalización, característico de nuestra época, no es sólo un proceso socioeconómico,

sino que conlleva también «una humanidad cada vez más interrelacionada», que

supera fronteras geográficas y culturales. Al respecto, la Iglesia no cesa de recordar

que el sentido profundo de este proceso histórico y su criterio ético fundamental vienen

dados precisamente por la unidad de la familia humana y su desarrollo en el bien (cf.

Benedicto XVI, Enc. Caritas in veritate, 42). Por tanto, todos, tanto emigrantes como

poblaciones locales que los acogen, forman parte de una sola familia, y todos tienen el

mismo derecho a gozar de los bienes de la tierra, cuya destinación es universal, como

enseña la doctrina social de la Iglesia. Aquí encuentran fundamento la solidaridad y el

compartir.

«En una sociedad en vías de globalización, el bien común y el esfuerzo por él han de

abarcar necesariamente a toda la familia humana, es decir, a la comunidad de los

pueblos y naciones, dando así forma de unidad y de paz a la ciudad del hombre, y

haciéndola en cierta medida una anticipación que prefigura la ciudad de Dios sin

barreras» (Benedicto XVI, Enc. Caritas in veritate, 7). Desde esta perspectiva hay que

mirar también la realidad de las migraciones. De hecho, como ya observaba el Siervo

de Dios Pablo VI, «la falta de fraternidad entre los hombres y entre los pueblos» es

causa profunda del subdesarrollo (Enc. Populorum progressio, 66) y -podríamos añadir-

incide fuertemente en el fenómeno migratorio. La fraternidad humana es la experiencia,

a veces sorprendente, de una relación que une, de un vínculo profundo con el otro,

diferente de mí, basado en el simple hecho de ser hombres. Asumida y vivida

responsablemente, alimenta una vida de comunión y de compartir con todos, de modo


especial con los emigrantes; sostiene la entrega de sí mismo a los demás, a su bien, al

bien de todos, en la comunidad política local, nacional y mundial.

El Venerable Juan Pablo II, con ocasión de esta misma Jornada celebrada en 2001,

subrayó que «[el bien común universal] abarca toda la familia de los pueblos, por

encima de cualquier egoísmo nacionalista. En este contexto, precisamente, se debe

considerar el derecho a emigrar. La Iglesia lo reconoce a todo hombre, en el doble

aspecto de la posibilidad de salir del propio país y la posibilidad de entrar en otro, en

busca de mejores condiciones de vida» (Mensaje para la Jornada Mundial de las

Migraciones 2001, 3; cf. Juan XXIII, Enc. Mater et Magistra, 30; Pablo VI, Enc.

Octogesima adveniens, 17). Al mismo tiempo, los Estados tienen el derecho de regular

los flujos migratorios y defender sus fronteras, asegurando siempre el respeto debido a

la dignidad de toda persona humana. Los inmigrantes, además, tienen el deber de

integrarse en el país de acogida, respetando sus leyes y la identidad nacional. «Se

trata, pues, de conjugar la acogida que se debe a todos los seres humanos, en especial

si son indigentes, con la consideración sobre las condiciones indispensables para una

vida decorosa y pacífica, tanto para los habitantes originarios como para los nuevos

llegado» (Juan Pablo II, Mensaje para la Jornada Mundial de la Paz 2001, 13).

En este contexto, la presencia de la Iglesia, en cuanto pueblo de Dios que camina en la

historia en medio de todos los demás pueblos, es fuente de confianza y de esperanza.

De hecho, la Iglesia es «en Cristo com un sacramento o sea signo e instrumento de la

unión íntima con Dios y de la unidad de todo el género humano» (Conc. Ecum. Vat. II,

Const. Dogm. Lumen gentium, 1); y, gracias a la acción del Espíritu Santo en ella,

«esforzarse por instaurar la fraternidad universal no son cosas inútiles» (Idem, Const.

past. Gaudium et spes, 38). De un modo especial la sagrada Eucaristía constituye, en

el corazón de la Iglesia, una fuente inagotable de comunión para toda la humanidad.

Gracias a ella, el Pueblo de Dios abraza a «toda nación, razas, pueblos y lenguas» (Ap

7, 9) no con una especie de poder sagrado, sino con el servicio superior de la caridad.

En efecto, el ejercicio de la caridad, especialmente para con los más pobres y débiles,

es criterio que prueba la autenticidad de las celebraciones eucarísticas (cf. Juan Pablo

II, Carta ap. Mane nobiscum Domine, 28).


A la luz del tema «Una sola familia humana» es preciso considerar específicamente la

situación de los refugiados y de los demás emigrantes forzados, que son una parte

relevante del fenómeno migratorio. Respecto a estas personas, que huyen de

violencias y persecuciones, la comunidad internacional ha asumido compromisos

precisos. El respeto de sus derechos, así como las justas preocupaciones por la

seguridad y la cohesión social, favorecen una convivencia estable y armoniosa.

También en el caso de los emigrantes forzados la solidaridad se alimenta en la

«reserva» de amor que nace de considerarnos una sola familia humana y, para los

fieles católicos, miembros del Cuerpo Místico de Cristo: de hecho nos encontramos

dependiendo los unos de los otros, todos responsables de los hermanos y hermanas

en humanidad y, para quien cree, en la fe. Como ya dije en otra ocasión, «acoger a los

refugiados y darles hospitalidad es para todos un gesto obligado de solidaridad

humana, a fin de que no se sientan aislados a causa de la intolerancia y el desinterés»

(Audiencia general del 20 de junio de 2007: L'Osservatore Romano, edición en lengua

española, 22 de junio de 2007, p. 15). Esto significa que a quienes se ven forzados a

dejar sus casas o su tierra se les debe ayudar a encontrar un lugar donde puedan vivir

en paz y seguridad, donde puedan trabajar y asumir los derechos y deberes existentes

en el país que los acoge, contribuyendo al bien común, sin olvidar la dimensión

religiosa de la vida.

Por último, quiero dirigir una palabra especial, acompañada de la oración, a los

estudiantes extranjeros e internacionales, que son también una realidad en crecimiento

dentro del gran fenómeno migratorio. Se trata de una categoría también socialmente

relevante en la perspectiva de su regreso, como futuros dirigentes, a sus países de

origen. Constituyen «puentes» culturales y económicos entre estos países y los de

acogida, lo que va precisamente en la dirección de formar «una sola familia humana».

Esta convicción es la que debe sostener el compromiso en favor de los estudiantes

extranjeros, estando atentos a sus problemas concretos, como las estrecheces

económicas o la aflicción de sentirse solos a la hora de afrontar un ambiente social y

universitario muy distinto, al igual que las dificultades de inserción. A este propósito, me

complace recordar que «pertenecer a una comunidad universitaria significa estar en la

encrucijada de las culturas que han formado el mundo moderno» (Juan Pablo II, A los


obispos estadounidenses de las provincias eclesiásticas de Chicago, Indianápolis y

Milwaukee en visita ad limina, 30 de mayo de 1998: L'Osservatore Romano, edición en

lengua española, 19 de junio de 2010, p. 7). En la escuela y en la universidad se forma

la cultura de las nuevas generaciones: de estas instituciones depende en gran medida

su capacidad de mirar a la humanidad como a una familia llamada a estar unida en la

diversidad.

Queridos hermanos y hermanas, el mundo de los emigrantes es vasto y diversificado.

Conoce experiencias maravillosas y prometedoras, y, lamentablemente, también

muchas otras dramáticas e indignas del hombre y de sociedades que se consideran

civilizadas. Para la Iglesia, esta realidad constituye un signo elocuente de nuestro

tiempo, que evidencia aún más la vocación de la humanidad a formar una sola familia

y, al mismo tiempo, las dificultades que, en lugar de unirla, la dividen y la laceran. No

perdamos la esperanza, y oremos juntos a Dios, Padre de todos, para que nos ayude a

ser, a cada uno en primera persona, hombres y mujeres capaces de relaciones

fraternas; y para que, en el ámbito social, político e institucional, crezcan la

comprensión y la estima recíproca entre los pueblos y las culturas.

Con estos deseos, invocando la intercesión de María Santísima Stella maris, envío de

corazón a todos la Bendición Apostólica, de modo especial a los emigrantes y a los

refugiados, así como a cuantos trabajan en este importante ámbito.
