Minutes of the ONE HUNDRED AND FORTY NINTH ANNUAL MEETING OF THE PROVINCIAL GRAND LODGE OF MIDDLESEX, held on Tuesday 14th May

2019 in the Grand Temple of Freemasons’ Hall, 60 Great Queen Street, London WC2B 5AZ

Present were: RW Bro Peter R A Baker, Pro Provincial Grand Master, VW Bro Barry B P J Cramer PGSwdB, Deputy Provincial Grand Master, Paul J Huggins PSGD, Robert P Rough PAGDC, Peter M Annett PSGD, John M Taylor PSGD, Assistant Provincial Grand Masters, together with a large number of other Grand Officers, Provincial Grand Officers, Masters, Wardens and Brethren including invited guests from United Grand Lodge, Metropolitan Grand Lodge and other Provincial Grand Lodges, a total attendance of some 500. The RW Pro Provincial Grand Master entered in procession with the Grand Officers and Provincial Grand Officers. The opening hymn was sung and Provincial Grand Lodge was opened in due form. The dispensation from the MW The Grand Master, allowing the meeting to be held at Freemasons’ Hall, was read by the Provincial Grand Secretary. The RW Pro Provincial Grand Master was saluted, which he graciously acknowledged. The RW Pro Provincial Grand Master directed the Provincial Grand Director of Ceremonies to form an escort to conduct the Master Masons with their Banners into Provincial Grand Lodge. When they had entered and taken their places, the RW Pro Provincial Grand Master welcomed them and the Worshipful Masters from around the Province. The RW Pro Provincial Grand Master reminded the Brethren of the passing to the Grand Lodge above during the previous year of members of the Province. The full list of the Brethren’s names were recorded in the booklet, and paid a particular attention to Rt. Hon. The Earl Of Eglington & Winton PAGM, VW Bros Simon A Thoday PGSwdB, PDepProvGM, and Col R Keith Hind PGSwdB, PProvSGW, W Bros Norman D Christy PJGD, PPrJGW, Victor G F Drafters PAGDC, PPrJGW, John Culling PAGDC, PProvDepGDC, and Seymour M Samuels PAGReg, PProvGReg. The Brethren stood to order in tribute to departed Brethren whilst the Provincial Grand Chaplain offered a prayer in honour of departed merit. The RW Pro Provincial Grand Master welcomed the guests of the Province; the Provincial Grand Masters for Hampshire & Isle of Wight - RW Bro Michael Wilks, West Kent - RW Bro Mark Estaugh, Bedfordshire - RW Bro Anthony Henderson, Surrey - RW Bro Ian Chandler, Berkshire - RW Bro Anthony Howlett-Bolton, Buckinghamshire - RW Bro John Clark. He was also pleased to welcome the Past Pro Provincial Grand Master of Middlesex - RW Bro Roger Croome. The welcome also included 1 Deputy Metropolitan Grand Master, 5 Deputy Provincial Grand Masters, 1 Assistant Metropolitan Grand Master, 15 Assistant Provincial Grand Masters, 4 Provincial Grand Secretaries and numerous other distinguished guests representing the United Grand Lodge of England, 10 Provinces, the Metropolitan Grand Lodge of London and the Masonic Charitable Foundation.

The RW Pro Provincial Grand Master also welcomed 9 Past Assistant Provincial Grand Masters of Middlesex, the Deputy Grand Superintendent of the Royal Arch Province of Middlesex - E Comp Martyn Farrell; the Second Provincial Grand Principal (Designate) - E Comp John Eynon and Third Provincial Grand Principal - E Comp Michael Karn; the Provincial Grand Master of the Mark Province of Middlesex - W Bro Eddy Garty, Inspector General for the District of Middlesex, for the Ancient and Accepted Rite - W Bro Robert Bethel, the District Recorder, Royal order of Scotland - W Bro Chris Weeks, the Provincial Prior of the United Orders, Knights Templar - W Bro John Robert, the Grand Superintendent of the Holy Royal Arch Knights Templar Priests - W Bro Doug Black, the District Grand Master of Royal and Select Masters - W Bro Christopher Lewis, the Provincial Grand Supreme Ruler in the Order of the Secret Monitor and Provincial Grand Summus in the Scarlet Cord - W Bro Trevor Dutt, the Deputy Grand Master of the Worshipful Society of Freemasons - W Bro Eddie Goodwin, the Masonic Order of Athelstan - W Bro Mark Donovan, The Chief Adept of Societas Rosicruciana in Anglia - W Bro John Wickes, the Divisional Intendant General of the Red Cross of Constantine - W Bro Denis Leigh, and the other official and personal guests, all of whom were greeted with acclaim. On being asked to call the Roll of the Lodges in the Province, the Provincial Grand Secretary announced that to the best of his knowledge and belief all Lodges within the Province were represented. The minutes of the Annual Meeting held on Tuesday 8 May 2018, having been previously circulated in the meeting booklet, were taken as read and confirmed. The Provincial Grand Treasurer, W Bro Howard Walters, PAGDC, presented the audited accounts for the year ended 31 August 2018, W Bro Paul Huggins, PSGD, proposed, seconded by W Bro Robert Rough, PSGD, that the accounts be adopted, which proposition was carried. The RW Pro Provincial Grand Master announced that there had been only one nomination for the office of Provincial Grand Treasurer, that being for W Bro Howard Walters, PAGDC, who was accordingly declared elected. In accordance with By-law 4 VW Bro Barry Cramer, PGSwdB, proposed and W Bro Peter Annett, PSGD, seconded a change to By-law 4.2 that the Annual fee for each subscribing member should be raised to £21. The proposition was carried. In accordance with Provincial By-law 7.1, W Bro John Taylor, PSGD, proposed and W Bro Paul Huggins, PSGD, seconded that W Bros Michael Green, PAGDC, and Stephen Ramsay, PAGDC, and Warren Gell, PAGDC, be elected as Auditors, which proposition was carried. The RW Pro Provincial Grand Master drew attention to the reports of the Provincial Grand Secretary, the Provincial Grand Almoner, the Provincial Communications Committee and the Provincial Charity Awareness Committee which were contained in the AGM booklet, and announced that the reports were to be added to the Provincial Website in a very prominent position. He then thanked the Brethren who prepared them. W Bro Peter Annett, PSGD, proposed and W Bro Robert Rough, PAGDC, seconded that nominations for vacancies on any of the Committees of Grand Lodge or the Masonic Charities be left in the hands of the RW Provincial Grand Master, which proposition was carried.

The RW Pro Provincial Grand Master announced that the 2020 Festival in support of the RMTGB, which was launched by his predecessor four years previously, had so far raised the magnificent total of £3,900,000. He expressed his special thanks to W Bros David Allan, Mike Cumper and the entire Festival Team along with the Craft and Royal Arch Charity Stewards John Briggs and Paul Sully and all concerned and especially to the Lodge and Chapter Charity Stewards, who had all worked so hard to achieve this. He drew special attention to the 16 Lodges that had during the past year achieved Grand Patron status and the 15 Lodges which had achieved Platinum Grand status. The RW Pro Provincial Grand Master called on the Provincial Grand Director of Ceremonies to escort the representatives of those Lodges present to the Pedestal, where he presented them with their Certificates. The RW Pro Provincial Grand Master announced the retirement from the office of Assistant Provincial Grand Master of W Bro Nigel Codron, PSGD,who had served the Province for the last 15 years with distinction and enthusiasm, first as Provincial Deputy Grand Director of Ceremonies, then as Provincial Grand Director of Ceremonies. He was latterly instrumental in setting up “Discovering Freemasonry in Middlesex” seminars to attract new members to the Craft. He was invested him with a Past Assistant Provincial Grand Master’s Collaret and Jewel. The RW Pro Provincial Grand Master announced that the RW Provincial Grand Master had been pleased to re-appoint W Bros Paul Jesse Huggins, PSGD, Robert Phillip Rough, PAGDC, Peter Maurice Annett, PSGD, and John Miller Taylor, PSGD, as Assistant Provincial Grand Masters and thanked them for the great contribution they make to the Province of Middlesex. The RW Pro Provincial Grand Master, then announced that the RW Provincial Grand Master had been pleased to appoint W Bro John Ernest Charles Leggett PAGSwdB, as an Assistant Provincial Grand Master. After the Provincial Grand Secretary had read the Patent of Appointment, W Bro Leggett affirmed his Obligation as an Assistant Provincial Grand Master and was invested with his Chain of Office. He returned to his seat, was proclaimed and then saluted by the Brethren. The RW Pro Provincial Grand Master then invested the rest of the Officers the RW Provincial Grand Master had appointed and promoted and they were then saluted. There were 47 Present Ranks, 98 Promotions in Past Ranks, and 35 Appointments to Past Rank all of whom were recorded in the booklet for the meeting. The RW Pro Provincial Grand Master announced the re-appointment of W Bro Omaid Hiwaizi as the Provincial Communications Officer. The RW Pro Provincial Grand Master announced that the RW Provincial Grand Master had been pleased to re-appoint W Bro Nigel Harris-Cooksley, as Provincial Membership Officer for the Province of Middlesex and thanked him for the valuable contribution he had made in that role. The RW Pro Provincial Grand Master announced that the RW Provincial Grand Master had been pleased to re-appoint W Bro Ron Selby as the Provincial Education Officer, thanking him for his services thus far to the Province in that role. He also announced that he had appointed W Bros John Briggs and Hugh Saville as the Province’s representatives to the Masonic Charitable Foundation. The RW Pro Provincial Grand Master announced that the RW Provincial Grand Master had been pleased to select W Bro The Reverend Frank Wythe Ward to receive his Award of Merit in recognition of the many years of dedicated service he has given to the Province, having held Active ranks for the last 15 years either as an Assistant, Deputy or Provincial Grand Chaplain. After the RW Pro Provincial Grand Master had given a brief résumé of his achievements, the Provincial Grand Secretary read the citation and W Bro Ward was presented to receive his award which was greeted by the brethren with prolonged applause.

The RW Pro Provincial Grand Master in his address extended fraternal greetings from the RW Provincial Grand Master and his regrets at not being present at the meeting. He then offered his congratulations to all the Brethren who had received appointments or promotions, urging them to consider joining the PGO club if not already a member as it was an opportunity to discover what was happening in the Province at the informal dinners held at Brunel University. The RW Pro Provincial Grand Master then addressed the Brethren on current and prospective matters of importance and interest within the Province, particularly the important matter of membership and the 3Rs - Recruitment, Retention and Rejuvenation of new and existing members. He then gave his personal thanks to the Provincial Grand Secretary and the Provincial Grand Director of Ceremonies and their respective teams for the hard work in organising the meeting to take place. The Alms collection amounted to £3,324.31 subject to Gift Aid on £2,213. The RW Pro Provincial Grand Master asked the Provincial Grand Secretary if he had any other business. The Provincial Grand Secretary replied that he had received apologies from those Brethren who had been unable to attend to be invested, from guests of the Province, including several Provincial Grand Masters, who had been unable to attend, all of whom had sent their kind and fraternal greetings with best wishes for an enjoyable occasion. He also announced the details of the reception and dining arrangements to follow the meeting. There was no further business for the good of Freemasonry in general or the Province in particular. Provincial Grand Lodge was closed in due form. The first verse of the National Anthem was sung. The RW Pro Provincial Grand Master then retired in procession.

Provincial Grand Secretary’s Report For the year 2019-2020

RW Pro Provincial Grand Master I am pleased to submit my report as Provincial Grand Secretary on the activities within your Province for the past year, a year in which the last three months has seen the suspension of all Masonic activities due to the worldwide pandemic. In the previous nine months however we had much to appreciate firstly with the appointment of a new Assistant Provincial Grand Master, W Bro John E.C. Leggett, PAGSwdB, at our 2019 Annual General Meeting. We celebrated two milestones in the history of the Province the first in January marking the 150th Anniversary of the Province and to celebrate this event a book named Middlesex 150 was published showing many historical moments during that time, and our thanks go to W Bro Ron Selby for all his hard work in compiling the facts and details required for its publication. The second in March was the conclusion to our 20/20 Festival in aid of the RMTGB which reached a staggering amount of £4,519,500 a truly great achievement our thanks to all those involved and a special mention to W Bro John Briggs, PAGSuptWks, the Provincial Grand Charity Steward and the many Lodge Charity Stewards who have worked tirelessly over the last five years. Unfortunately, due to the suspension of Masonic activities the planned celebrations for both of these Special achievements which had included a Gala Dinner in London had to be postponed. Even with the event of the pandemic the majority of Lodges in the Province have benefited from a visit either by the Pro Provincial Grand Master, Deputy Provincial Grand Master, Assistant Provincial Grand Master or, in most cases, from a Visiting Officer representing yourself. Special occasions such as Anniversaries and Banner Dedications have also received the benefit of a visit by the Pro Provincial Grand Master, the Deputy Provincial Grand Master or an Assistant Provincial Grand Master, in turn accompanied by members of the Executive and Active Provincial Officers. One special event to mention was the visit by the Pro Provincial Grand Master and the entire executive, to commemorate the 150th Anniversary of Burdett Lodge No.1293 which was consecrated on the day the Province was formed. Sadly I have to report that the Staines Masonic Centre one of five within the Province closed after being in existence since 1928 those Lodges that met there have now found new meeting places at Twickenham and Uxbridge. Your Province has been represented by members of the Executive at thirteen Annual Meetings of other Provinces and the Metropolitan Grand Lodge of London. As of the 31 March 2020 Middlesex Province had 178 Lodges, 3926 members and 4953 memberships. Several Lodges have celebrated special milestone anniversaries as follows: 150 years Burdett Lodge No 1293 100 years Brent Valley Lodge No.3940 Draytonian Lodge No 3980 The Provincial Communications Committee under the guidance of the new chairman W.Bro. David Allan, PSGD, has over the last year set out to improve the layout of the Provincial website

incorporating many new ideas on the layout and content, these include easier access to information relating to the Royal Arch and content regarding other orders within the Masonic Province of Middlesex. The Teddies for Loving Care (TLC) Scheme”, under the control of W Bro Noubar Manoukian continues to operate in the following hospitals within the Province, ie, Hillingdon (Uxbridge), Northwick Park (Harrow) and West Middlesex (Isleworth). The scheme is now in its Seventeenth year; during the last year we distributed some 700 Teddies and to date have given approximately 23,500 Teddies to children visiting the Accident and Emergency units at the above hospitals. The MGFF under the direction of the new Chairman W Bro. George Fraser and his team of dedicated committee members continued in the organising the 2019 Middlesex Grand Family Fête at The Royal Masonic School for Girls, Rickmansworth. This year to mark the 150th Anniversary the thyme was to be a Fete and Garden Party, on July 12th 2020 unfortunately again due the pandemic this event also had to be cancelled The Middlesex Grand Officers & Provincial Grand Officers Club continues to flourish with Gary Collins as Secretary and Warren Gell as Treasurer, and this year organised the two usual meetings and dinners at the Brunel University. The Pro Provincial Grand Master continues to use these meetings as his principal vehicle for disseminating news and information to the senior members of the Province for onward transmission to other Lodge members. During the two meetings informative talks were given on four other Masonic Orders, the Royal Order of Scotland, Order of Secret Monitor, Knight Templar and Knight Templar Priests. The Middlesex Light Blues Club continues to move forward after their relaunch last year, and are in the process of developing a new membership website https://mlbc.uk, which will be ready later this year after the lockdown has been lifted, moving towards a more open approach to a range of events, all of which will be published on the website in the next few months. The Provincial Service of Thanksgiving was held on Sunday 27 October 2019 at Guildford Cathedral. Some 800 members of the Province, families and friends attended this multi-faith service. It was as always a wonderful occasion; a mixture of prayer, celebration, music and pageantry. The event was organised by W Bro Martin Kemble and as usual, many others were involved on the day, including the Provincial Grand Organist, the Choir and Brass Ensemble, as well as solo singers, a visiting preacher and others who read lessons. Thanks must also go to the Provincial Grand Director of Ceremonies, his Deputies and the Provincial Stewards who took part, as well as many others who were involved in the organisation. The Service in 2020 will be held on Sunday 25 October at St. Albans Cathedral. On Remembrance Sunday your Executive and senior members of Province, wearing their Chains of Office or Grand or Provincial Collars, again honoured the men and women who lost their lives for their country by attending Services to lay wreaths on behalf of the Freemasons of Middlesex, at ceremonies held at Chipping Barnet, Eastcote, Enfield, Harefield, Harrow, Pinner, Northwood, Richmond, Ruislip, Shepperton, Southgate, Staines, Twickenham, Uxbridge and Wembley, and Finchley, this is now a regular feature in the calendar and it is pleasing to note that Freemasons attending these ceremonies are welcomed and acknowledged by the civic dignitaries. This year the Middlesex Armed Forces Lodge in memory to those who had given their lives, not just in the two World Wars, but in other conflicts around the world presented a bench to the Mayor of Twickenham at the Radnor gardens war memorial.

Report of the Provincial Grand Treasurer For the year ended 31st August 2019

I am pleased to present my fifth Annual Report and Financial Statements, which are set out on following pages. The Report show that the financial activities of the Province have resulted in a small deficit. The deficit of £1,806 (2018 surplus after extraordinary item £2,869), results in the General Reserves being decreased to £737,538. Although total contributions from members increased despite reducing membership numbers, there were several one-off costs incurred in updating the Provincial Office. The office continues to work as efficiently as possible given the current financial constraints. The challenge still being faced is the continual fall in membership numbers and balancing the need to maintain income levels without raising fees excessively. Details of any increase in Annual Dues and other charges are and will continued to be circulated to Treasurers in due course. Assistance to Treasurers is available through the Office and I urge all Treasurers who are uncertain of their responsibilities or are in doubt over a technical matter to make use of this service. The Executive would like to extend their thanks to the Treasurers and Auditors of all Lodges, Associations, Clubs and Forums for their constant hard work throughout the year. On a personal note, I would like to thank the Provincial Grand Secretary, W. Brother Michael Ross and the office team of Janet Haddow and others for their kind assistance and support throughout my fifth year as Provincial Grand Treasurer. On a final note, I continue to believe the finances of the Province to be in good order and able to support the Province and its activities for many years to come. THE MIDDLESEX PROVINCE RELIEF FUND Cont.,

The Fund has taken on the responsibility of Widows at Christmas of Lodges that have, for whatever reason, been erased. In 2018/19 over 90 widows have benefited from the Fund. In addition to donating a grant of £200,000 towards the Provincial 2020 Festival the Fund is assisting Lodges and Chapters who have reached honorific status with grants to local charities which otherwise might have missed out. In 2018/19 this totalled £28,900 bringing the cumulative total since the beginning of the Festival to £80,900. The Fund has also been able to assist individuals and other charitable causes over the past year including grants to St Luke’s Hospice, new kitchen, PMK Court, orangery and Sinai School, sensory room. The Find continues to support Brunel University students undertaking an elective design projects. The Funds main assets are investments, which provide the majority of income. PROVINCIAL GRAND LODGE OF MIDDLESEX

Report of the Provincial Grand Almoner for the year ended 31st December 2019

The Masonic Charitable Foundation (MCF) and the Royal Masonic Benevolent Institution (RMBI) are constantly striving to make the Masonic community and their families more aware of the support and services they offer and, as a result, their workloads have increased significantly.

In the 12 months to December 2019, the MCF distributed 6238 grants totalling £12.64 million to 6350 Masonic recipients. Middlesex applicants received £284,135 of that total, distributed to 103 individuals, and we were the 27th largest recipient (out of 49 Provinces and Districts supported by the MCF).

Grants to Middlesex recipients in 2019 were apportioned as follows:

Family (children etc) 41 grants totalling £54,875

Financial 31 grants totalling £92,802

Health 25 grants totalling £45,551

RMBI Care Homes 6 residents supported by MCF at a cost of £90907

Note: The RMBI grants are for 9 months only up to 31st December.

The number of RMBI care home residents originating from Middlesex fluctuates, with between 23 and 26 Middlesex residents at any one time during 2019.

Training evenings for Lodge and Chapter Almoners were held at Twickenham and Harrow in October. Meanwhile, the occasional newsletter to Lodge and Chapter Almoners (the “Scrip Purse”) continues to be produced to help keep Almoners informed of changes and developments.

The Province also received visits to Twickenham and Harrow in the autumn from Anne Child (Dementia Lead Specialist) and Debbie Hollands (Residents Placement Manager) at the RMBI to give presentations on Alzheimer’s, dementia and other memory-related illnesses. The talks were open to every Middlesex Brother and their wives/partners and were well attended. A consequence of the presentations was at least two families attending receiving immediate support from the RMBI.

In December I represented the Province at the MCF annual general meeting in London in December.

Report of the Provincial Grand Almoner for the year ended 31st December 2019 Cont.,

As always, we are deeply grateful for support from the Middlesex Province Relief Fund (MPRF). They provide an invaluable service to those who do not meet the criteria for assistance from the Masonic Charitable Foundation. The Trustees can react very quickly to emergency cases, and may also provide short term assistance to applicants for MCF support where there will be a delay in receiving a grant from the latter. The range of applications made to the MPRF is wide and varied. In 2019, the MPRF made grants totalling £4,430 via the Provincial Almoner.

Finally, I again express my thanks and appreciation to our team of Middlesex Area Support Officers (Brethren have been trained by the MCF to undertake visits to applicants), also to Lodge and Chapter Almoners who work so hard to ensure that cases of need are identified and passed to the Provincial Almoner or to the MCF. The office of Almoner is an extremely important one, and this largely unseen work really does make a huge difference to the lives of those in need of assistance.
