NHS Shared Business Services Framework Buyers GuideThe purpose of the NHS Shared Business Services Framework Agreement for Staff Uniforms & ProtectiveEquipment and Clothing is to enable NHS Trusts and Wider Public Sector Organisations to procure a widerange of Staff Uniforms, Footwear & Personal Protective Clothing from a number of supplier offerings withcompetitive rates. The agreement provides freedom and flexibility for contracting authorities to choose the suppliers theywish under the remit of the Agreement and is agile to enable suppliers to introduce new innovativeproducts on an ongoing basis.
It is permissible to directly call off requirements through framework suppliers using pre-agreed contractcatalogues with specially negotiated prices for members. Please see the “Supplier Details” within thebuying guide for the contact of the supplier (s) you wish to purchase from. For ongoingordering/contracting purposes you should contact your local Procurement team. If you require a productyou do not see listed on the agreement, you may be able to order it from one of the awarded suppliers ifthe product falls into the original tender specifications. Contracting Authorities can also conduct a Mini-Competition for increased competitiveness across theFramework Suppliers. NHS SBS reserves the right to undertake Mini- Competitions on behalf ofOrganisations for commitment business over a period during the time frame of the contract. The MiniCompetitions will cover one or more of the product ranges listed and will be those as listed. For furtherinformation on this process including weighting criteria, scoring rationales and general hints and adviceon conducting a mini competition please contact the NHS SBS Lead Contact for this Framework todiscuss. Organisations have the ability to locally manage their contracts with agreed KPI’s and Service LevelAgreements. This may include developing specialist catalogues for regularly purchased items.
Key Benefits from using the Framework
• OJEU Avoidance- A detailed procurement exercise has taken place to ensure that suppliers selectedare appropriate in terms of meeting all legislative requirements and therefore no formal tendering isrequired, saving valuable time & money in the procurement process. • One Stop Shop- The procurement offers a one stop shop solution for all staff uniforms and protectiveclothing whereby trusts can directly call off from the Agreement. • Mini-Competition- Opportunity to run a mini competition off the back of the framework agreement, inorder to meet the bespoke requirements of each trust and drive down pricing.• Catalogue Management- Ability to view a comprehensive range of products and Suppliers throughGHX/NEXUS, which supports and facilitates the purchase and payment process. • Supplier Flexibility- The agreement gives freedom and flexibility for all participating Authorities tochoose the suppliers they wish within the remit of the AgreementFixed Prices- All prices are fixed for minimum of 2 years.• Volume Discount- Trusts have the option to gain a volume discount rebate based on calculating totalspend from the start to end of the NHS Financial year. The volume discount will be based on eachindividual LOT area per supplier, the discount applied will depend on the total volume band spend and thediscount the supplier awarded.
