IDENTIFIED NEEDS AND GAPS
Key Protection Update Lanao del Sur
ACCESS TO FOOD AND LIVELIHOOD. The E/GCQ has resulted to disruption of business chain, thereby affecting the IDP retailers dueto lack of transportation. This affects the capacity of displaced families to meet their daily needs, including an imbalanced nutrition intakeparticularly with their children. In Pangi Bakwit TS, the 14-days lockdown has impacted the access to livelihood activities of the IDPs.
ACCESS TO WASH. Water insufficiency remains an issue that affects IDPs’ personal hygiene and sanitation. Water rationing is onschedule basis, i.e., Sagonsongan Area 6 is twice a month. The issue on septic tanks that are full particulary in Sagonsongan areas stillpersist. There are families which manually scoop the human excrements (feces) and toss them on the drainage when there is rain, whileothers connect their septic tanks to the drainage. This increases the health risks of the IDPs.
ACCESS TO BASIC FACILITIES. IDPs have difficulties accessing the basic facilities that they needed due to lack of transportation. TheMGCQ allows only one passenger for tricycle and with an increase on transportation cost (this has been an issue even before the COVID-19and it still persists).
LACK OF CAMP COORDINATOR AND MANAGER. The presence of Camp Coordinator and Camp Manager are needed to facilitate
the identification of the persisting issues faced by the IDPs and help on said issues will be responded. The top issues that are related on
CCCM are as follows:
• In Sagonsongan Area 5-B, there is an open drainage that is not safe to vulnerable sectors. There is a report that a child fell on the 8-foot drainage;
• Some houses in Division 1 & 4 in Boganga TS are at risk of landslide as their houses are erected in areas which are prone to erosion;
• Landslides have caused mud flood in Boganga TS; and
• Tensions build-up among IDPs.

UPDATE ON DISPLACEMENT
❑ There were 207 families displaced in Tipo-tipo Municipality on 3 August 2020 due an armed encounter caused by personal dispute.
❑ Number of protracted IDPs reported in the previous meeting remains the same.
UPDATE ON COVID-19
❑Update on COVID-19 cases in Basilan as of 13 August: Confirmed cases – 181 (active case –62; recoveries – 118; death – 1); Suspected - 79
❑On 13 August, there are 20 Returning Filipinos from Sabah (ReFS) who have arrived in the province.

❑Insufficient food for daily consumption of some displaced families.
❑5 IDP families presently sheltered in government housing project were asked to vacate thehouses to accommodate the original occupants who were also IDPs and would wanted to occupythe housing units for better living. (Tabuan Lasa Municipality)
❑IDPs have express the need for core relief items such as housing/tent materials, sleeping kits,flashlights, hygiene kits and water containers.
❑A 40-year old woman died on July 31 who was reportedly infected by the “sakit ng robot. Shedied in few weeks after being infected of the said sickness.
❑Limited access to potable drinking water. The source of drinking water is deep well because onlysome are financially capable to buy water.
PROTECTION ISSUES/ CONCERNS(Additional to the issues reported in previous meeting)
❑ Conduct of RT-PCR/ swab test to all employees of hospitals
❑ Distribution of fresh vegetables for free to residents as part of the Food Security Program of the provincial government of Basilan.
❑ Continuous provision of food assistance.
❑ Continuous conduct of disinfecting isolation facilities; additional isolation facilities are being constructed.
❑ Continues manning of quarantine checkpoints❑ Resumption of Balik Basilan Program which started on 21 July 2020

• 231 Returning Filipinos from Sabah (ReFS), 196 male and 35 femalehave arrived in Tawi-Tawi on 15 August 2020. They are among the 3rd
batch of 400 ReFS in which 50 individuals are from Sulu and 20individuals are from Basilan.
• The 231 REFs were quarantined in the isolation facilities in theirrespective municipalities

• 39 families resettled in other purok of Brgy Kalilangan, Iligan City as their place of origin is not safe for occupancy• IDPs received 402 pieces of GI sheets and nails from AFP in support to the building of their new
houses in purok Unayan.
• The IDPs received 10kg of Rice from the CLGU Iligan
• 191 families from have returned on August 5, 2020.
