Assess the century challenges facing critical national infrastructures

Nowadays, critical national infrastructures are vitally important for the

functioning of modern nations. Security is therefore mission-critical and

critical infrastructures need to deploy multi-layered areas of defence if it is

to successfully operate across today's security minefield.

When they develop faults, the consequences can be significant for vital services or the availability of public services, resulting in economic or public security incapacity or destruction. This means that they have to be carefully monitored and protected against ever-changing threats.

Ranging from the energy resources we use in our homes to the communication systems that drive the world's economy, from the food and healthcare services we consume to the logistics and transport facilities we turn to, the security of critical national infrastructures is vital for a nation's survival.

Protecting Critical National Infrastructures 3

Defining Critical National

Infrastructures Critical National Infrastructures have been defined in various ways, but they generally denote any "physical or cyber"-based system or any set of activities that are considered essential for a country.

This covers the production and distributions of goods and services that are considered vital, or the absence of which can constitute a serious threat to a nation and its population.

Several countries and governments have published their Critical National Infrastructures Policies, also known as Critical National Infrastructures Programme, which describe assets that are essential to the functioning of their societies and economies.

In general, there are about 12 Critical National Infrastructures sectors:

• Transport,

• Army,

• Healthcare,

• Energy,

• Utilities,

• Finance,

• Information technology,

• Research,

• Government,

• Food Industry,

• Chemicals,

• Justice,

Security threats on the increase In addition to factoring in risks associated with natural events, human error and technical failure, the sheer diversity of external threats – such as vandalism, criminality, economic war, terrorism, etc. – also needs to be given consideration. And appropriate action for tackling them needs to be decided upon.

Therefore, the concept of protecting Critical National Infrastructures first needs to be tackled in accordance with regulatory compliance in order to reduce security vulnerability and ensure service continuity.

The approach adopted for protecting each sensitive site will be unique: it will be determined by the type of activity carried out at it, its environment, flows of property and people, local reaction capacity and the potential impact on business and the company's reputation in the event of an accident or attack.

Design an effective security system and maintain service continuity

The aim is therefore to design a set of measures for critical infrastructures

that can prevent and counter threats, or minimise the consequences if they

succeed in penetrating the site.

From installation services, training modules to curative support or proactive maintenance, Gunnebo provides seamless 24/7 backup systems to optimize performance. You can benefits from remote assistance organization to prevent breakdowns, plan operating processes and reduce managing costs. Full data security through the Gunnebo’s secure hosting infrastructure and remote connections offer optimal availability of the systems, while they adapt to a wide range of business models: • Future-proof the investment, have flexible and

upgradable solutions that can be adapted to new operating constraints.

• Control functional settings using open systems, transfer implementation and first-level maintenance expertise to the technical departments.

• Keep systems in operating condition over the long term so as to contribute to the company’s business continuity.

These measures are applied in different ways depending on the zones to be protected, and based on the levels of risk identified:

• Outdoor and indoor physical protection measures.

• Control and organisation measures for flows of people and property.

• Surveillance, alert and security management measures.

To do this, Gunnebo designs and implements progressive solutions which form part of a system approach in which the resources used complement each other:

Create protection perimeters

Implementing coherent security is underpinned by the resources

used for surveillance, flow organisation and physical barriers all

complementing each other, as part of the same overall approach to

security levels. Its aim is to:

5 A global approach for coherent security

• Delay the advance of the break-in by creating physical and temporal distance relative to the object to be protected.

• Progressively apply this protection solution from the guard stations and the buildings' external envelope, right up to the sensitive operational zones inside.

• Defend the most sensitive zones using certified protection means, factoring in peoples' safety in the event of evacuation.

• Protect the object itself, ensuring that it may not be accessed unless established procedures are followed.

Gunnebo's recognised expertise in certified security and secure storage combine perfectly to create certified protection.

Certified protection standards

• CR3 to CR5 manual attack (EN 356 and EN 1627)

• Firearm attacks up to FB7 (EN 1063 and EN 1522)

• Industrial or terrorist explosion (EN 13123)

• In compliance with thermal insulation regulation for façade-mounted products

• Safes and reinforced doors up to class XIII (EN 1143-1)

Organise and control flows

Pedestrian filtering equipment helps strengthen the company's image

and improve the quality of the welcome that people from outside the site

(visitors, service providers, clients) get as soon as they arrive by making it

easier for them to make their way around. It also provides a security function:

• Filtering access and exit channels using an effective system that factors in flow types without affecting the site's accessibility.

• Detecting fraudulent attempts to enter the site or access a zone, checking for weapons or preventing illicit materials being taken into or out of safety zones.

• Preventing unauthorised people from gaining entry and ensuring single passage into sensitive operational areas, regardless of the protection level, without compromising freedom of movement.

As the leading manufacturer of pedestrian filtering equipment and safety airlocks, Gunnebo can provide you with solutions designed to meet regulatory requirements which combine security and safety for people.

• Customisable design and small footprint.

• Adaptable operating modes.

• Configurable filter quality.

• Certified safety levels.

• Native communication with supervision.

Provide operational supervision

One of the central requirements of a company's security system is the

need for its electronic systems to meet today's new constraints as far

as data encryption and protection against the risks of identity theft

are concerned. They also have to be open and communicate with one

another in order to:

• Detect and classify suspicious activities or behaviour as early as possible, monitor non-visible areas, analyse situations so as to provide the operator with the means to anticipate or react, by making the right decision.

• Manage the identities of people accessing the site in real time, check that their presence in various zones is for legitimate purposes, authenticate these people before approving their access to sensitive zones, while ensuring that all events and actions can be traced.

To help you implement your security strategy, Gunnebo can create supervision and access control solutions that are in compliance with the security principles of information systems.

• Integrated image detection and analysis.

• Ergonomic monitoring.

• Native management of screen walls.

• Multi-modal biometrics and secure RFID

badges.

• Redundant systems in a virtualised en-

vironment.

SMI, the Gunnebo's supervision and management system has been awarded the CSPN* certification from ANSSI, the Agence nationale de la sécurité des systèmes d'information (France's national cybersecurity agency) for Identification, Authentication and Access Control. SMI is now one of the very few CSPN-certified solutions for the access control market

* CSPN = Certification de Sécurité de Premier Niveau
