I. INTRODUCTION

Travancore Medical College, Kollam, a minority educational institution

established by Quilon Medical Trust, Kollam (Registration No.221/2003) in the

academic year 2009-2010 offers MBBS Course and Post Graduate Medical MD/MS

Courses, affiliated to the Kerala University of Health Sciences. The annual intake of

students to MBBS Course in the College is 100. The College is located at

‘Travancore Medicity’ adjacent to NH Bypass, Mylapore, Thattamala P.O., Kollam

District in Kerala State, 6 kms from Kollam Railway Station and 7 kms from

Kollam KSRTC Bus Station.

a) OBJECTIVES

The objective of the Trust in establishing this Medical College in Kollam is :

1. To provide Medical education to aspiring and deserving students in Kollam

District.

2. To establish a tertiary care super specialty hospital in Kollam with all

modern facilities

3. To provide quality Medical Care at Affordable Cost to the public of

Kollam and surrounding districts.

4. To provide Training & Development of High Calibre Healthcare

Professionals

5. Overall development of the region

6. To provide financial assistance to the poor and deserving in the matter of

health and education.


b) b) VISION

Travancore Medical College is envisioned to become the topmost Medical

College in South India within a decade with state of the art infrastructure and

excellent faculty in a serene campus adjacent to the city limit of Kollam

Corporation to attract people from all over South India.

c) MISSION

The Medical College & Hospital to achieve the objects of the Trust renders

Medical education to deserving students at concessional rates and free

treatment to poor patients irrespective of caste and creed. The Institution also

conducts free medical camps involving specialist doctors in various branches

for the benefit of poor and needy and provide free treatments to patients in

association with the Muslim Association, Kollam and other similar charitable

organizations.

d) SCOPEOF THIS PROSPECTUS

This prospectus contains the rules and regulations applicable for selection

and admission to 35 seats under Management Quota for MBBS Course in

Travancore Medical College, Kollam in the academic year, 2016-

2017.Admission pursuant to this prospectus is subject to addition/ deletion/

modification as may be deemed necessary as per directions from the Medical

Council of India, Government of Kerala, any competent courts of law, the

Admission Supervisory Committee and Fee Regulatory Committee for

Professional Colleges of Kerala or any other competent authority concerned.

With the publication of this modified prospectus the fee structure, proposed

allotment category list and time schedule as per the previous Prospectus dated

23.8.2016 stands cancelled and fresh applications are to be submitted by the

candidates after noting the changes made.

The Medical College&Hospital renders Medical education to deserving

students at concessional rates and free treatment to poor patients irrespective of

caste and creed. The Institution also conducts free medical camps involving

specialist doctors in various branches for the benefit of poor and needy and provide

free treatments to patients in association with the Muslim Association, Kollam and

other similar charitable organizations.

This prospectus contains the rules and regulations applicable for selection

and admission in 35 seats under Management Quota to MBBS Course 2016-2017in

Travancore Medical College, Kollam.

Admission pursuant to this prospectus is subject to to addition/ deletion/

modification as may be deemed necessary as per directions from the Medical

Council of India, Government of Kerala, the Admission Supervisory Committee

and Fee Regulatory Committee for Professional Colleges of Kerala or any other

competent authority concerned.

.

III. CRITERIA OF ELIGIBILITY FOR ADMISSION

a. Nationality:

Candidate must be a citizen of India.

b. Qualification:

1. As prescribed in the regulations of the Medical Council of India.


2. Must have qualified in the National Eligibility cum Entrance Test (UG) of

2016 conducted by the Central Board of Secondary Education, New Delhi.

Note (i). Rounding off of the percentage of marks to the nearest whole number

is not permitted.

Note (ii). Candidates who have passed their qualifying examination other than from

Kerala Higher Secondary Board, the CBSE or the ICSE shall produce

equivalency / eligibility certificate obtained from the Kerala University of

Health Sciences

c. Age : Shall complete the age of seventeen years on or before 31st December

2016. The upper age limit is 25 years as on 31st December of the year of the

examination. Further provided that this upper age limit shall be relaxed by a period of

5 (five) years for the candidates of Scheduled Castes/ Scheduled Tribes/Other

Backward Classes.

d. Allocation of seats: The 35 seats under Management Quota will be allotted as follows:

1. Open Merit seats – 10 Nos. : The seats are open to all applicants who are

eligible to be admitted as per MCI norms. Out of these 3 (Three) seats will

be allotted to eligible candidates from other States who have qualified in

the National Eligibility cum Entrance Test (UG) 2016 conducted by the

Central Board of Secondary Educations, New Delhi. The unfilled seats

under other-states quota will be reverted to Open Merit..

2. Muslim Community Merit Seats– 25 Nos.: The seats are open to

members of Muslim Community eligible to be admitted as per MCI norms,

and allotment will be as detailed below based on inter-se merit under each

clause.

i. 5 (Five) seats will be allotted to Dependants of Quilon Medical Trust and

its Staff. Certificates to this effect has to be produced alongwith the

application.

ii. 10 (Ten ) seats will be allotted to Muslim applicants who or his parent is

a member of a Muslim Jama’ath in Kerala State.

iii. 10( Ten ) seats will be reserved for candidates from Kollam District. Out

of these, 5 sets reserved for those from the Taluk where the institution

situates.


iv. To consider under Muslim Community Merit Seats , the applicant shall

produce certificate from the Jama-ath/Mahal to which he/she belongs to

and the same shall be duly verified and certified by Muslim Association-

Kollam (Reg.No.Q 420/2004), near KaricodeOver-bridge,TKMCollege

P.O.,Kollam-691005.

v. Unfilled seats, if any, under Muslim Community Merit under sub-clause

(i) &(iii) above will be reverted to sub-clause (ii)

vi. Unfilled seats, if any, under clause (v) will be reverted to Open Merit

under III (d) 1.

IV. HOW TO APPLY

The prospectus and application form are available for download in the official website

of Travancore Medical College “www.tmc.ac.in.” Since the application form is available

from the website, the same will not be sent to candidates by post.

Application Fee is Rs 1000/- (Rupees One Thousand Only) by way of crossed

Demand Draft of any Scheduled Bank drawn in favour of Principal, Travancore Medical

College, Kollam payable at Kollam. Applicants who had submitted applications ealier as

per the previous prospectus shall submit fresh applications agreeing to the conditions

mentioned in the present prospectus. But they do not have to submit fresh Demand Draft

as application fee, instead has to mention in the new application the details of earlier

submitted Demand Draft.

The application as per this prospectus shall be duly filled up and submitted online

mentioning in the Check-list the details of required/attested documents sending along

with hard copy of the signed application.The candidate will then get an ‘application id

number’ in proof of submission of online application.The last date for submitting online

application is 5 PM on 6.9.2016. The hard copy of the duly filled in and downloaded

application shall then be signed by the candidate and his parent/guardian and

submitted to the ‘Principal, Travancore Medical College, Travancore-Medicity,

Thattamala.P.O., Kollam-691 020, Kerala State’along withall required documents

mentioned hereunder in the check list before 5 PM on 9.9.2016.

Hard copy of application without allotted application id number, required documents

and those received after 5 PM on 9.9.2016will not be entertained.The management will

not be responsible for any postal or courier service delay in getting delivered the

applications before the stipulated time.


Documents to be attached with the hard-copy of original application:

a) Crossed Demand draft for Rs 1000/- drawn in favour of ‘Principal, Travancore

Medical College, Kollam’.

b) SSLC/10th Standard certificate.

c) Proof of date of birth (if date of birth is not furnished in SSLC/X standard

certificate) .

d) Plus Two or equivalent certificate.

e) Mark list of qualifying examination (Plus Two or equivalent)

f) Admit card of the National Eligibility cum Entrance Test (UG) of 2016 conducted

by the Central Board of Secondary Education, New Delhi.

g) Mark list of the National Eligibility cum Entrance Test (UG) of 2016 conducted by

the Central Board of Secondary Education, New Delhi.

h) Document/certificate from the authority, mentioned in the Prospectus, to establish

the claim for reservation /privilege, if any, made in the application vide clause 1b of

the Prospectus.

i) Community and Non-creamy layer/ income Certificate from Tahsildar/ Village

Officer in case the candidate requires relaxation in marks as per rules in force.

j) Course and Conduct Certificate from the institution last attended.

k) Check-list of documents attached.

IMPORTANT

1. Application not accompanied by self-attested document(s) in proof of

claim(s) made therein will be summarily rejected without further intimation

.Documents /certificates furnished after submission of the application will

not be entertained under any circumstances. No opportunity will be given

to incorporate any details or document after the submission of the

application.

2. Late and Incomplete applications will be rejected. The College will not be

responsible for delayed delivery of application.

3. No Reservation of seat for SC, ST and OBC.

4. Furnishing of false information/particulars would result in the forfeiture of

the candidature as well as cancellation of admission to the course if

admitted and in addition, will attract the relevant provisions of criminal law

of the land.


5. Candidates eligible for reservations/ privileges under the category

concerned shall furnish details thereof in the respective column of the

application and attach proof as required to be produced in support of the

claim under clause 1b. Any such claim not supported by proper proof will

not make any applicant eligible for reservations/ privileges under that

category.

6. Applicants are instructed not to enclose any original certificates

along with the application.

V. PROCEDURE OF SELECTION

a. Subject to any orders that may be passed by the competent Courts, admission

will be only on the basis of inter-se merit as per total marks/percentile score/

General rank obtainedby the applicant in the National Eligibility cum Entrance

Test (UG) of 2016 conducted by the Central Board of Secondary Education,

New Delhi.

b. The Common merit list as well as the Community merit list will be published on

the website of the college “www.tmc.ac.in”and notice board of the college.

Therefore, the candidates are advised to refer to the website of the college and

appear for the interview and document verification at the time and place

notified without fail. No intimation will be issued to the candidates by post.

VI. ADMISSION

a. The Management will have the right to deny admission to any applicant, if it is

found that the character and antecedent of the applicant are questionable on

genuine grounds. In such cases, the reasons for the same will be recorded and

communicated to the applicant concerned.

b. Candidates are advised to visit the website of the college

‘www.tmc.ac.in’,regularly for announcements and instructions, and to appear for

interview and verification of documents and admission as notified therein. No

separate communication will be sent to candidates in this connection. No T.A or any

other allowance will be paid to attend the interview. No marks will be allotted at the

interview.

c. Selected candidates shall take admission at the appointed time and date in the

college after paying the tuition fee and other fees to be paid for the first year and

produce Bank Guarantee obtained from Nationalized Bank agreeing to pay Rs.


11,00,000/- ( Rupees Eleven Lakhs only ) per year on or before the first day of

August of the year concerned towards tuition fee for the subsequent four

years(2017,2018, 2019& 2020).In addition to the above the selected candidate shall

pay/deposit infavour of the Principal, Travancore Medical College interest free

refundable deposit of Rs 11,00,000/- ( Rupees Eleven Lakhs only ) towards security

deposit at the time of admission.

d. No extension of time for payment of fees for the first year or for production of Bank

Guarantee for the subsequent years or for making the security deposit will be allowed

under any circumstances.

e. All candidates (including the SC/ST/SEBC candidates) will have to pay the fees,

security deposit and produce Bank Guarantee at the time of admission itself.

f. BPL/SEBC (Muslim) Candidates who desires to have fee concession/

Scholarships have to apply to the Management before the date and time fixed for

admission.

VII. THE FEE TO BE PAID AT THE TIME OF ADMISSION :

(a)(i) First Year Tuition Fee : Rs.11,00,000/-

(b) Bank Guarantee for subsequent years

(c) Interest free refundable security deposit of Rs 11,00,000/-

(d) Apart from the above, amounts payable to the university/ Statutory bodies/ Govt.

Agenciesetc. and special fee approved by the Fee Regulatory Committee in 2014 as

detailed below are also to be to be paid by the candidateat the time of admission ,

VIII. REFUND / ADJUSTMENT OF FEES:

As per the MCI Regulations on Graduate Medical Education, 1997 and latest

directives of competent authorities, the entire exercise of admission shall be

completed by each college/ institution as per the statutory time schedule for

admissions and in no case any admission will be made in the course after 30th of

September. Accordingly, all admissions for the academic year will have to be closed

on or before 30th September, 2016. If any student intends to discontinue the studies

on or before this date, it will be necessary for such student to give notice in writing to

the Principal of the College not later than 27.9.2016.

If any student discontinues the studies without giving a written notice as stipulated

above, he/she will be liable to pay liquidated damages equivalent to the tuition fee for

the entire duration of the course. In such cases, if any student fails to remit such dues

and clear the liabilities,all certificatessubmitted at the time of admissionwill not be

returned.


IX. CERTIFICATES/DOCUMENTS IN ORIGINAL TO BE SUBMITTED AT THE TIME OF ADMISSION

a. SSLC/ 10th standard Certificate.

b. Proof of date of birth.

c. Plus Two or equivalent Certificate.

d. Mark list at the qualifying Examination ( Plus Two or equivalent)

e. Transfer Certificate (T.C) from the institution last attended.

f. Admit card of the National Eligibility cum Entrance Test of 2016 conducted by the

Central Board of Secondary Education, New Delhi.

g. Mark list of the National Eligibility cum Entrance Test of 2016 conducted by the

Central Board of Secondary Education, New Delhi.

h. Certificate of good conduct from the institution last attended, preferably issued

within six months.

i. Document/certificate from the authoritymentioned in clause 1b to establish the

reservation /privilegeclaimedin the application.

j. Community and Non-creamy layer/ income Certificate from Tahsildar/ Village

Officer in case the candidate requires relaxation in marks as per rules in force.

k. Medical Fitness Certificate.

l. Character & Conduct Certificate in compliance withclause XII bbelow on

“Prohibition of Ragging”.

m. Equivalency /eligibility certificate of the qualifying examination obtained from Kerala

University of Health Sciences by candidates other than those who passed

qualifying examination of Kerala Higher Secondary Board, CBSE or ICSE.

n. Migration certificate by candidates passed qualifying examination other than Kerala

Higher Secondary Board.

o. Bank Guarantee from a Nationalized Bank agreeing to pay the amount of the tuition

fee to be paid for the second, third, fourth and fifth year of the course.

p. Refundable Security Deposit of Rs11,00,000 (Eleven Lakhs)as Demand Draft.

q. Two sets of self-attested photocopies of all the documents/certificates listed above

and Ten Passport size photographs of the candidate (one of them shall be

laminated on the facing side).

X. REDRESSEL OF GRIEVANCE /COMPLAINT

Any Grievance/Complaint regarding selection and admission on the part of candidates

shall be made to the Admission Officer within 24 hrs of the occurrence of the grievance.

XII. CODE OF CONDUCT

a. Every student shall adhere strictly to the code of conduct of the college. Students

who violate the code of conduct are liable for disciplinary action including

expulsion from the college.


b. Use of Mobile Phones in educational institutions is banned by the Government. As

such students are not permitted to use mobile phones in the college and hospital.

c. Every student shall observe and comply with the Dress Code prescribed by the

College.

XIII. PROHIBITION OF RAGGING

a. Ragging/any type of misconduct towards any student either in the college

campus or outside will be considered as criminal offence and will be

immediately reported to the police. Perpetrators will not be permitted to

continue their studies.

b. Every student shall at the time of admission furnish a character certificate

from the institute wherefrom he/she has passed the qualifying examination,

mentioning the status of behavioral pattern especially in terms as to

whether he/she has displayed persistent violence, or aggressive behavior

or any desire to harm others.

c. Student and parent(s) shall, at the time of admission, furnish an affidavit to

the effect that the student shall not indulge in ragging,
