Prop 1: Water Bond

“No” on Prop 1:•Focuses on building more dams. No amount of water storage will produce more rain and snow •Provides too little for drought relief in the near term and doesn’t adequately promote regional water self-sufficiency or reduce our reliance on an already water-deprived Delta ecosystem •Cost to taxpayers would average about $360 Million annually for 40 years.

“Yes” on Prop 1:•Supports a comprehensive state water plan and provides a reliable supply of water for farms, businesses, and communities, especially during droughts •Fiscally responsible and contains strict accountability requirements and public disclosure to ensure that the money is properly spent without raising taxes •Supported by Democratic and Republican Parties

Prop 45: Healthcare Insurance, Rate changes, Initiative Statute

• Requires Insurance Commissioner to approve changes in health insurance rates and charges

• Provides for public notice, disclosure, hearings • Requires health insurer’s sworn statement of

accuracy of information submitted to IC • Does not apply to employer large group plans • Prohibits health, auto, homeowners insurers from

determining eligibility or rates

Page 20: Propositions, Judges and Endorsements · Republican Parties. Prop 1: Water Bond $$$ “for” Prop 1: Sean Parker ($1,000,000) CA Alliance for Jobs—Rebuild CA Comm. ($500,000) Laborers

Prop 45: Healthcare Insurance

The Facts:•Applies to six million (9% individuals and 7% in small group employer)•Insurers to provide basic benefits: physician visits, hospitalizations, prescribe drugs•DMHC (appointed head) and CDI (elected Commis.)•Covered California (ACA)

The Proposal:•Requires individual and small group employer rates approved by IC under Prop 103 rate approval process; refunds!•DMHC to regulate/review•Added costs to CDI paid by increased fees to insurers•Prohibits credit history/ prior insurance coverage

Page 21: Propositions, Judges and Endorsements · Republican Parties. Prop 1: Water Bond $$$ “for” Prop 1: Sean Parker ($1,000,000) CA Alliance for Jobs—Rebuild CA Comm. ($500,000) Laborers

Prop 45: Healthcare Insurance

Arguments For:•ACA requires everyone to have health insurance but it doesn’t have to be affordable •Insurance Commissioner who regulates Home and Auto Insurance would regulate health insurance for the 17% who have no one to control the costs •More than 35 states have enacted similar regulation on the ACA

Arguments Against:•One individual politician will have power over prices that people will pay for health insurance •It might slow the negotiations for Covered California •It brings more government into the doctor/patient relationship

Prop 47: Criminal Sentences. Misdemeanor Penalties

•Misdemeanor sentence for drug possession, not felony•Misdemeanors for crimes < $950: petty theft, receiving stolen property, shoplifting, forging/writing bad check(s) •Requires resentencing of felony cases for these offenses•Allows felony for these offenses if previously convicted of rape, murder, child molestation, or reg. sex offender•Applies savings to mental health and drug treatment, •K-12 schools, and crime victims

Prop 47: Criminal Sentences. Misdemeanor Penalties

Supporters say:•Changes only the lowest-level, nonviolent crimes to misdemeanors•Authorizes resentencing for offenses not a threat to public safety•Prioritizes law enforcement resources on violent and serious crimes•Reduces barriers for many with low-level felony convictions•Maintains current law for registered sex offenders, rapists, murderers•Uses savings to stop cycle of crime

Opponents say:•No “petty” criminals in prisons •10,000 felons now eligible for release•Prevents judges from blocking release•Eliminates felony prosecution for stealing a gun, unless over $950•Judges also forced to sentence as a first offense “date-rape” predators•Retailers and consumers lose from reducing penalties for theft, bad checks writing/forging, shoplifting, and receiving stolen property

The film examines the claim that most, if not all, of the degenerative diseases that afflict us can be controlled, or even reversed, by rejecting our present menu of animal-based and processed foods. The major storyline in the film traces the personal journeys of a pair of pioneering yet under-appreciated researchers, Dr. T. Colin Campbell and Dr. Caldwell Esselstyn.  Refreshments will be served.
