    ( 1) "Appl i cant " or "mar i j uana l i cense appl i cant " means any per sonor busi ness ent i t y who i s consi der ed by t he boar d as a t r ue par t y ofi nt er est i n a mar i j uana l i cense, as out l i ned i n WAC 314- 55- 035.

    ( 2) "Batch" means a quant i t y of mar i j uana- i nf used pr oduct con-t ai ni ng mat er i al f r om one or mor e l ot s of mar i j uana.

    ( 3) "Busi ness name" or " t r ade name" means t he name of a l i censedbusi ness as used by t he l i censee on si gns and adver t i si ng.

    ( 4) "Chi l d car e cent er " means an ent i t y t hat r egul ar l y pr ovi deschi l d day car e and ear l y l ear ni ng ser vi ces f or a gr oup of chi l dr en f orper i ods of l ess t han t went y- f our hour s l i censed by t he Washi ngt onst at e depar t ment of ear l y l ear ni ng under chapt er 170- 295 WAC.

    ( 5) "El ement ar y school " means a school f or ear l y educat i on t hat

    pr ovi des t he f i r st f our t o ei ght year s of basi c educat i on and r ecog-ni zed by t he Washi ngt on st at e super i nt endent of publ i c i nst r uct i on.( 6) "Fi nanci er " means any per son or ent i t y, ot her t han a banki ng

    i nst i t ut i on, t hat has made or wi l l make an i nvest ment i n t he l i censedbusi ness. A f i nanci er can be a per son or ent i t y t hat pr ovi des money asa gi f t , l oans money to t he appl i cant / busi ness and expect s t o be pai dback t he amount of t he l oan wi t h or wi t hout i nt er est , or expect s anyper cent age of t he pr of i t s f r om t he busi ness i n exchange f or a l oan orexper t i se.

    ( 7) "Game arcade" means an ent ert ai nment venue f eat ur i ng pr i mar i -l y vi deo games, si mul at ors, and/ or ot her amusement devi ces where per -sons under t went y- one year s of age ar e not r est r i ct ed.

    ( 8) "Li br ar y" means an or gani zed col l ect i on of r esour ces made ac-

    cessi bl e t o t he publ i c f or r ef er ence or bor r owi ng suppor t ed wi t h moneyder i ved f r om t axat i on.

    ( 9) " Li censee" or "mar i j uana l i censee" means any per son or ent i t yt hat hol ds a mar i j uana l i cense, or any per son or ent i t y who i s a t r uepar t y of i nt er est i n a mar i j uana l i cense, as out l i ned i n WAC314- 55- 035.

    ( 10) "Lot " means ei t her of t he f ol l owi ng:( a) The f l ower s f r om one or mor e mar i j uana pl ant s of t he same

    st r ai n. A si ngl e l ot of f l ower s cannot wei gh mor e t han f i ve pounds; or

    ( 12) "Member" means a pr i nci pal or governi ng person of a gi ven

    ent i t y, i ncl udi ng but not l i mi t ed t o: LLC member / manager , pr esi dent ,vi ce- pr esi dent , secret ar y, t r easur er , CEO, di r ect or , st ockhol der ,par t ner , gener al par t ner , l i mi t ed par t ner . Thi s i ncl udes al l spousesof al l pr i nci pal s or gover ni ng per sons named i n t hi s def i ni t i on andr ef erenced i n WAC 314- 55- 035.

    WAC 314-55-015 General information about marijuana licenses. ( 1)A per son or ent i t y must meet cer t ai n qual i f i cat i ons t o recei ve a mar i -j uana l i cense, whi ch ar e cont i nui ng qual i f i cat i ons i n or der t o mai n-t ai n t he l i cense.

    ( 2) Al l appl i cant s and empl oyees wor ki ng i n each l i censed est ab-l i shment must be at l east t went y- one years of age.

    ( 3) Mi nor s r est r i ct ed si gns must be post ed at al l mar i j uana l i -censed premi ses.

    ( 4) A mar i j uana l i cense appl i cant may not exer ci se any of t hepr i vi l eges of a mar i j uana l i cense unt i l t he boar d appr oves t he l i censeappl i cat i on.

    For the purposes of this chap-ter:

    "Gross profit" includesthe entire gross receiptsfrom all sales and serv-ices made in, upon, orfrom the licensed busi-ness.

    "Net profit" meansgross sales minus costof goods sold.

    Nonprofit corporations All individuals and spouses,and entities having member-ship rights in accordancewith the provisions of the ar-ticles of incorporation or thebylaws.

    ( 2) For pur poses of t hi s sect i on, "t r ue par t y of i nt er est " doesnot mean:

    ( a) A per son or ent i t y recei vi ng r easonabl e payment f or r ent on af i xed basi s under a bona f i de l ease or r ent al obl i gat i on, unl ess t he
