ACCESS INVESTIGATION PROPOSED FILLING STATION ON

ERF 296, 298-301 REMBRANDT PARK EXT 5

1. BACKGROUND

This report deals with the access to a proposed filling station located on Erven 296, 298-301 Rembrandt Park Ext 5. The erven were rezoned to Business 1 including a public garage and take away restaurants in 2006. A copy of the MAP 3 diagram is presented in the annexure. The filling station was approved on Erven 297 and 298 and the rest of the uses on the other erven. The intention is to construct the canopy on Erven 297 and 298 and the C-store on Erven 299-301. This application will deal with the access to a filling station in terms of the Guidelines for Access to Filling Stations (BB2)

2. SITE LOCATION AND SURROUNDING ROADS The application site is located along Modderfontein Road (P91/1) as depicted on the extract of the City of Joburg GIS below.

Modderfontein Road and Jersey Street in proximity of the application site are depicted in the photos below. Jersey Street serves Rembrandt Park Ext 5 and was extended to serve the E-Toll Centre with access. The photos below depict the current street/access arrangements.

3. ROAD PLANNING 3.1 PROVINCIAL ROADS

Modderfontein Road (P91/1) is also the K155. An extract from the Gauteng Road Network Plan from the RAMS indicating the roads is presented below. The K155 is planned up to the western terminal of the Modderfontein Interchange and P91/1 up to the Jersey Street intersection as depicted on the extract. The future K-route planning depicted on RAMS indicates major road reserves in proximity of Rembrandt Park Ext 5 and over the N3.

The Modderfontein Interchange including the terminals fall under SANRAL’s jusrisdication and the only section of P91-1 remaining is the section between the western terminal of the Modderfontein Road Interchange and the Jersey Street intersection. The K113 is now a JRA road within the COJ area. This particular intersection falls within the COJ Municipal area and the roads will probably be handed over to the JRA on completion. The Gautrans jurisdiction on K155 will then end at the western terminal of the interchange.

3.2 LOCAL ROADS The only local road is Jersey Street that provides access to Rembrandt Park Ext 5 and the E-Toll Customer Centre. Century Property Developments had discussions with SANRAL to re-align Jersey Street as depicted in Drawing No: SKC-C100, presented in the annexure. The application to close Jersey Street and to provide alternative access to SANRAL E-toll Customer Centre started in 2015. The access to SANRAL will be protected by a right-of-way servitude.

4. ACCESS SPACING The access spacing is presented on the aerial photo below.

5. TRAFFIC DEMAND Century Property Developments conducted turning movement counts at the intersection of Modderfontein Road and Jersey Street on 26 February 2019

6. TRIP GENRATION

The filling station is regarded as trip interceptor and not a trip generator. The interception rate for this filling station is expected to be 4% of the pass-by trips.

7. ACCESS TO THE FILLING STATION

7.1 EXISTING FILLING STATIONS IN THE AREA

There are two existing filling stations along K113 (Van Riebeeck Road) in proximity of this site. The first along Van Riebeeck Road just east of the N3 at the intersection with Stoneridge Avenue as depicted in the aerial photo below. The access spacing along Van Riebeeck Road is 45m from the stop line, as indicated.

The second filling station is north of the Modderfontein Road on the on- and off-ramps to the circle at the intersection of Parkway Street and Ayrshire Avenue. Ayrshire Street has on- and off- ramps to the N3. The access spacing (left-in) along Ayrshire Street is depicted on the aerial photo below.

7.2 PROPOSED ACCESS

The access is located on a section of Modderfontein Road with a slope of -2.1%. The section of Modderfontein Road is a dual carriageway road and has signalised intersections and the speed limit is restricted to 80km/h. The connecting road, Jersey Street is a right-of-way servitude serving the filling station, drive-through restaurant and the SANRAL E-toll Customer Centre. No other traffic will use this road. The design spacing will be based on an 80km/h design speed. The access spacing on Modderfontein Road cannot comply with the BB2 Guidelines. The applicant wants to apply for a left-in only. Access layout options:

7.2.1 Access with a left-in left-out on Modderfontein Road

The conceptual access layout and vehicle swept path are presented in Drawing no’s: REM01 and REM02. The 105 m spacing required in terms of the BB2 Guidelines on Modderfontein Road cannot be achieved. The maximum spacing achievable is 90m and the island needs to be widened to accommodate the swept path. The applicant cannot obtain the additional land from SANRAL due to a moratorium on the sale of SANRAL’s land. This spacing is more than the spacing provided along Van Riebeeck Road, ±60m (45m + 15m to the middle of the intersection). The spacing complies with the access spacing of CTMM for Access to Filling Stations with a design speed of 80km/h. The typical filling station layout to that along Van Riebeeck Road is envisaged. The access layout is similar to that of the filling station along Ayrshire Avenue with a left-in and full access. The access spacing on Jersey Street can comply with the spacing requirements. The access only serves the filling station in terms of the BB2 Guidelines and the drive-through access is located further down Jersey Street.

7.2.2 Access with a left-in on Modderfontein Road

The conceptual access layout and vehicle swept path are presented in Drawing no’s: REM03 and REM04. The maximum spacing achievable is 124m and the island is widened to accommodate the swept path. The additional auxiliary lane to accommodate left-turn vehicles is maintained as per BB2 Guidelines. This spacing is more than the spacing provided along Ayrshire Avenue, ±100m. The spacing complies with the access spacing of CTMM for Access to Filling Stations with a design speed of 80km/h. The access layout is similar to that of the filling station along Ayrshire Avenue. The access spacing on Jersey Street can comply with the spacing requirements. The access only serves the filling station in terms of the BB2 Guidelines and the drive-through access is located further down Jersey Street.

7.2.3 Access with a left-in on Modderfontein Road (alternative layout)

The conceptual access layout and vehicle swept path are presented in Drawing no’s: REM05 and REM06. The maximum spacing achievable is 125m and the island is widened to accommodate the swept path. The additional lane to accommodate the left-turn vehicles is not implemented. The spacing is more than the spacing provided along Ayrshire Avenue, ±100m. The spacing complies with the access spacing of CTMM for Access to Filling Stations with a design speed of 80km/h. The layout access layout is similar to that of the filling station along Ayrshire Avenue. The access spacing on Jersey Street can comply with the spacing requirements. The access only serves the filling station in terms of the BB2 Guidelines and the drive-through access is located further down Jersey Street.

7.2.4 No access off Modderfontein Road

The conceptual access layout and vehicle swept path are presented in Drawing no’s: REM07 and REM08. The access spacing on Jersey Street can comply with the spacing requirements. To accommodate the swept path of the trucks one access is proposed that will serve the filling station and drive-through restaurant.

The preferred option for access is the left-in only off Modderfontein Road.

8. CONCLUSION

This report deals with the access to a proposed filling station located on Erven 296, 298-301 Rembrandt Park Ext 5. The erven were rezoned to Business 1 including a public garage and take away restaurants in 2006. The filling station was approved on Erven 297 and 298 and the rest of the uses on the other erven. The intention is to construct the canopy on Erven 297 and 298 and the C-store on Erven 299-301.

In terms of the BB2 Policy access to filling stations constitutes a concession in respect of the normal access policy of Gautrans. Should the access be abused for activities other than those permitted in terms of the BB2 Guidelines, Gautrans reserves the right to close such entrance(s). The access is located on a section of Modderfontein Road with a slope of -2.1%. The section of Modderfontein Road is a dual carriageway road and has signalised intersections and the speed limit is restricted to 80km/h. The connecting road, Jersey Street, will serve the filling station, drive-through restaurant and the SANRAL E-toll Customer Centre (right-of-way servitude). No other traffic will use this road.

No access off Modderfontein Road The preferred option for access for in principle approval from Gautrans is as follows:
