The proposed development is an “Interactive Dinosaur Museum” which is expected to attract families and students. The Exhibition Centre would include following components:
• A 36 seat 5D Cinema; • Dinosaur exhibit and indoor plays cape sites; • A main building (interactive museum); and, • A small café providing light café food and refreshments;
Access to the site is through a proposed entry only crossover off Dale Road/ Septimus View as shown in Figure 2. Exist is from the north side of the development through an exit only crossover on Septimus View. The details of the entry only crossover will need to be finalised during the detailed design stage of this project. Also, the location of the exit only crossover will need to be reviewed in detail during the detailed design stage of this project to ensure adequate sight lines are provided. As such this crossover may need to be relocated further west.

3.0 Parking & Circulation System
Total of 130 parking bays are proposed for the Exhibition Centre. The entry only crossover will connect to the administration building and a one way circulatory aisle parallel to Septimus View which in turn will provide access to the proposed parking area. The parking bays are proposed in the form of angled bays along the circulatory aisle. The details of the parking area will need to be reviewed during the detailed design stage of this project to ensure compliance with relevant Australian Standard. The circulatory aisle leads to the service area at the northern end of the site and the exit only crossover. Access, exit and circulation of the service vehicle will need to be checked during the detailed design stage of this project to ensure satisfactory movements of the service design vehicle within the site. The exit only crossover is proposed on Septimus View. Those drivers who wish to drive back south on Great Northern Highway when exiting the site can turn right onto Septimus View then traverse southwards on Septimus View to get to Dale Road and then turn right onto Great Northern Highway. Those who wish to drive north on Great Northern Highway can turn left at the exit only crossover onto Septimus View and then proceed north to Yukich Close and then turn left onto Great Northern Highway at the intersection of Yukich Close/ Great Northern Highway. Three bus parking bays are also proposed at the entry to the site. A footpath should be provided to connect the bus parking area to the main buildings. The drop off/ pickup area is located immediately south of the ticket office and the entry to the various buildings. According to the information provided by Peter Web & Associates the proposed parking supply for the development is in line with City of Swan Town Planning Scheme requirements for an “exhibition Centre” and the car park layout including the manoeuvring areas are also designed in accordance with Australian Standards AS 2890.1, however as advised earlier in this report the car park layout and circulation system should be checked during the detailed design stage of this project.

4.0 Provision for Service Vehicles
Service vehicles can enter the site from the entry only crossover and then traverse north along the one-way circulatory aisle to the proposed service road and service area proposed to be located at the north-west corner of the subject site. Entry to the service road is proposed to be controlled by a gate. As recommended earlier service vehicle access and circulation should be checked during the detailed design stage of this project to ensure the design service vehicle can enter, manoeuvre as necessary and exit the site.

5.0 Hours of Operation
According to the information provided by Peter Webb & Associates, the hours of operation for the proposed Exhibition Centre is from 10:00am till 5:00pm Thursday to Monday. During the school holidays the centre is expected to be operating every day including weekends between 10:00am and 5:00pm.

6.0 Daily Traffic Volumes and Vehicle Types
The traffic volumes likely to be generated by the proposed Exhibition Centre have been estimated by the number of parking bays proposed. The proposed Exhibition Centre entails 130 car parking bays and 3 bus bays. Assuming that during typical days about 75% of the car parking bays and 100% of the bus bays are full, this equates to about 98 cars and 3 buses. Assuming average duration of stay of about 3.5 hours for the car parking and bus bays, each car parking bay would be utilised twice during a typical day which translates to about 392 car movements (98 x 4 = 392) and 12 bus movements (3 x 4 = 12). Therefore the total trip generation of the proposed development during a typical day is estimated to be about 404 vehicles per typical day or on average about 58 vehicles per hour (404 / 7 =58). The average vehicle per hour calculation assumes that the arrival and departures to and from the site would be evenly distributed during a typical day. It is anticipated that the peak period for arrivals would be between 10:00am-12:00pm and the peak period for departures would be between 3:00pm and 5:00pm. It is assumed that during each hour of the peak period the arrival/departure would be 75 vehicles. Table 1 summarises the traffic distribution of the proposed development traffic. The traffic distribution was based on the following directional split assumptions:
• Morning peak split estimated at 80%/20% inbound/outbound • Evening peak split estimated at 20%/80% inbound/outbound

7.0 Traffic Management on the Frontage Streets
Great Northern Highway in the vicinity of the subject site is a single carriageway, two-lane undivided road with on-road cycle lanes on both sides of the road. Great Northern Highway is classified as a Primary Distributor Road in accordance to Main Roads WA Metropolitan Functional Road Hierarchy and operates under posted speed limit of 70km/h in this vicinity. Recent traffic count data obtained from Mainroads WA indicates that Great Northern Highway carried 18,911 vehicles per week day in January 2014 with AM and PM weekdays peak hours occurring at 7:00-8:00am and 4:00-5:00pm respectively. Saturday and Sunday traffic counts were recorded as 14,720vpd and 11,339vpd respectively. Saturday Peak hour was recorded at 11:00am-12:00pm. Great Northern Highway intersects with Dale Road and Yukich Close in the vicinity of the subject site. Both of these intersections are operating as a priority controlled T-intersections with turn pockets on Great Northern Highway. Dale Road in the vicinity of the subject site entails an 8m wide including 6m pavement plus 2x1m shoulders. A left turn slip lane of about 35m exists on Dale road at the Intersection with Great Northern Highway. Dale Road provides access to Houghton Winery about 300m west of Great Northern Highway. Dale Road becomes Septimus View about 500m to the west of the Great Northern Highway via a double 90 degree bends and connect to Yukich Close to the north. Manual Traffic counts undertaken by Transcore on 6 September 2014 indicated that Dale Road carried about 29vph during the anticipated peak hour for this road on Saturday 6 September 2014 between11:00am and 12:00pm. Yukich Close in the vicinity of the subject site also entails an 8m formation including 6m pavement and 2x1m shoulders. Site observation indicated very few traffic on this road.

13.0 Conclusions
This Transport Statement has been prepared with regard to the proposed Exhibition Centre (Interactive Dinosaur Museum), to be located at Lot 35 (SN 35) Septimus View in Middle Swan. The traffic analysis undertaken in this report shows that the traffic generation of the proposed development is relatively minimal and as such would have insignificant impact on the surrounding road network. It is also anticipated that the impact on the existing operation of nearby intersections of Great Northern Highway with Dale Road and Yukich Close would be minimal. The details of the proposed entry only crossover, the location of the exit only crossover, parking layout and service vehicle entry/exit and manoeuvring within the site should be reviewed and finalised during the detailed design of this project.
