Freehold hotel development site at Killiney Road for sale A freehold hotel development site in the Orchard Road precinct is up for sale at above $155 million. JLL’s Hotels & Hos-pitality Group and Cushman & Wakefield are joint exclusive advisers to Lucrum Capital for the sale of the site.

Located along Killiney Road, the site occupies a land area of 13,148 sq ft with a gross plot ratio of 2.8. Provi-sional permission has been obtained to rezone the site for hotel use. This would mean foreigners are also eligible to pur-chase with no additional buyer’s stamp duty or seller’s stamp duty imposed.

Subject to final approvals, the pro-posed hotel would be a six-storey, 115-

room development with a street-front-age restaurant on the ground floor. The development would yield a total gross floor area of about 40,000 sq ft.

“Freehold hotel sites in or around Or-chard Road are incredibly rare, with no such sites having been transacted since Grand Park Orchard in 2013,” says Adam Bury, senior vice president of JLL Hotels & Hospitality Group. “As the Singapore hotel market continues to boom, seeing record occupancy levels on the back of sustained visitor arrival growth, we see this as an excellent opportunity to ac-cess the Singapore market.”

He adds: “Future hotel supply will increase at less than 1% per annum and thus we foresee that trading per-formance in the market will only in-crease from its already strong levels.”

The site is marketed through an ex-pression of interest exercise, with the deadline of Oct 16, 3pm.

ASI appoints head of investment research for APAC real estate Aberdeen Standard Investments (ASI) has appointed Sai Min Chow as the head of investment research, real estate, Asia Pacific. Sai will be based in Singapore, and will report to Andrew Allen, Lon-don-based global head of investment research, real estate.

This follows ASI’s expansion of its di-rect real estate business in the Asia-Pa-cific this year. ASI completed the acqui-sition of Orion Partners in February, and established a joint venture with Sumi-tomo Mitsui Trust Bank in June.

Prior to joining ASI, Sai was at No-mura Securities in Singapore for over a decade; his most recent role was as executive director responsible for Singapore and regional listed real es-tate investment research. He had pre-viously held various real-estate secu-rities research roles at Lehman and BNP Paribas.

The Podium opens in ManilaThe Podium, an office and retail devel-opment in Manila, the Philippines, saw its grand opening on Sept 10. The Po-dium is owned 40:60 by Keppel Philip-pines Properties, a subsidiary of Keppel Land, and BDO Unibank together with an associate company. BDO Unibank is a member of the SM Group.

In 2002, under Phase One of The Podium, part of the retail mall was opened. In 2007, Phase Two of the re-tail mall started operations. The Podi-um West Tower began construction in 2015, and was completed in May 2019. The total net leasable area of The Podi-um is about 1.51 million sq ft, compris-ing about 538,200 sq ft of retail space and about 968,750 sq ft of office space.

In 2Q2019, the proportion of sales of private non-land-ed housing units to Singaporeans (SCs), Singapore permanent residents (SPRs) and foreigners (NPRs)

remained steady, according to Edmund Tie’s 2Q2019 Housing Report released on Sept 10. The sales to NPRs, however, rose by one percentage point to 6% in 2Q2019. The proportion of mainland Chinese buy-ers hit a low of 22% in 2Q2019.

NPRs continued to prefer units in the Core Cen-tral Region (CCR), and there is increased demand for units priced above $4 million. SCs and SPRs pre-ferred developments in the Rest of Central Region (RCR) and Outside Central Region (OCR).

The proportion of SCs and SPRs buying units priced from under $1 million to $3 million re-mained relatively steady, but the proportion of SCs purchasing units priced from $3 million to $4 mil-lion rose. SCs and SPRs buying units priced above $4 million fell.

2Q2019 new-sale and resale volumes upIn 2Q2019, new sales saw a 30.6% increase, from 1,720 units in 1Q2019 to the current 2,246 units. Re-sale volumes also saw an 18.2% rise to 1,966 units. In total, the sales volume in 2Q2019 at 4,212 units is

the highest since 3Q2018, when the cooling meas-ures were introduced, notes Edmund Tie. Also in 2Q2019, the URA’s non-landed price index grew by 2% q-o-q, in contrast to minus 1.1% last quarter.

The report notes that the price growth was “large-ly underpinned” by the higher new launch prices in the RCR. This is especially so at developments such as Sky Everton and Amber Park which saw strong take-up rates, at 48.9% of 262 launched units and 76.7% of 150 units during the first-weekend launch-es, respectively.

New non-landed project launchesThe higher number of new project launches and units released for sale in 1H2019 would mean an increase in the total new sales volume. In 1H2019, the total new sales volume increased by 7.4% y-o-y, while in 2Q2019, the uptrend was continued with new sales volume seeing a spike of 30.6% q-o-q.

In the RCR, new sales increased by more than 83%, supported by the launch of 9 new projects in 2Q2019. New sales in the CCR decreased by 12%, which the report says is partly due to the fewer num-ber of new project launches, coupled with the shift in buyers’ interest to the RCR and OCR.

However, despite the new project launches more than doubling from six in 1Q2019 to 16 in 2Q2019,

the units offered were much lower in total. They are at 2,700 units, unlike more than 4,900 units in 1Q2019, which had smaller unit sizes. The propor-tion of units priced below $1 million decreased from 37% to 24% of the total new unit sales in 2Q2019.

With developers releasing projects from en bloc sites they purchased from during 2017 to mid-2018, the new unit prices also reflect the high land prices that they paid for.

ResalesFor most resale units, the unit price ranges remained relatively unchanged q-o-q. There was, however, an increase in the proportion of resale and larger-sized units priced above $3 million, from 8% to 11% in 2Q2019. Across all market segments, resale volume increased, with CCR and RCR rising by about 20%.

The market share of resale units fell from 49.2 to 46.7% of total sales, which highlights buyers’ pref-erences for new units, notes the report.

OutlookAccording to Edmund Tie, the outlook for 2H2019 “remains cautiously optimistic with new sales vol-ume likely to achieve our forecast of 8,000 to 10,000 units in 2019, while prices are largely expected to stay stable with an upside of up to 3%”.

From Sept 11, first-time HDB homebuyers will receive an enhanced housing grant that provides flexibility on flat type and location. The income ceiling for eligible buyers has also been raised for the first

time since 2015. The new Enhanced CPF Housing Grant

(EHG) simplifies the existing Additional CPF Housing Grant (AHG) and the Special CPF Housing Grant (SHG) of up to $40,000.

The maximum grant under the EHG will be $80,000, with the income ceiling set at $9,000. This is higher than the AHG’s cap of $5,000 and the SHG’s cap of $8,500.

The new grant applies to both new and re-

sale flat purchases. Unlike the SHG, the EHG has no restrictions on flat type and location.

“This may help to boost demand for older flats as many of them are in mature estates, and stabilise the resale market. Previously, the SHG was for non-mature estates,” says Lee Sze Teck, Huttons Asia’s director of research.

To be eligible for the EHG, first-time fami-lies have to purchase a flat with a remaining lease that covers them and their spouse until at least the age of 95.

According to HDB, families who buy flats with leases that do not cover them until the age of 95 will still receive grants. However, this will be on a pro-rated basis.

Meanwhile, eligible first-timer singles aged 35 and above who are earning not more than

$4,500 a month can receive up to $40,000 un-der the EHG.

Both families and singles who purchase re-sale flats within 4km of their parents’ homes can still receive the Proximity Housing Grant on top of the EHG.

In addition, the monthly household income ceiling will increase from $12,000 to $14,000. This applies to eligible families purchasing a flat from the HDB, buying a resale flat with the CPF Housing Grant, or getting an HDB hous-ing loan to buy a new or resale flat.

The monthly household income ceiling for first-time single buyers will also increase from $6,000 to $7,000.

“With these enhancements, more young couples may want to buy BTO [build-to-

order] flats. To support this additional demand, we will increase our BTO flat supply,” said the Minister for National Development, Lawrence Wong, at the HDB Awards 2019 on Sept 10.

This year, HDB is on track to supply 15,000 units.

Meanwhile, the monthly household income ceiling for households to purchase an execu-tive condo (EC) will be raised to $16,000 from $14,000 previously.

Huttons Asia’s Lee observes that the pri-vate residential market is unlikely to be af-fected by these announcements, as units in this segment are not subject to the minimum occupation period (MOP). In addition, home-owners are not restricted in who they can sell their units to.

On Sept 11, the Housing and Develop-ment Board (HDB) released 4,089 flats for sale, with 3,373 Build-To-Order (BTO) flats, and 716 re-offered bal-ance (ROF) flats. This will be the first

sales exercise where eligible first-time HDB flat buyers can benefit from the higher income ceil-ings and Enhanced CPF Housing Grant (EHG), which kicked in on the same day.

“The September 2019 sales launch will likely be well-subscribed with the recent announce-ment of the EHG,” notes Ismail Gafoor, CEO of PropNex Realty, who adds that “with the in-creased income ceiling of up to $9,000 for grants, more buyers will now qualify to purchase BTO flats in both mature and non-mature estates”. He adds that now, “even middle-income fam-ilies with household income of $6,000 will be able to qualify for a $35,000 grant”.

The 3,373 BTO flats on offer are spread across three projects. Two projects, Punggol Point Cove (1,179 units) and Punggol Point Crown (1,545 units), are in the non-mature town of Punggol, while Tampines Green-

Glen project (649 units) is in the mature town of Tampines.

A wide selection of flats are available, from two-room flexi plus to five-room flats. Prices for the Punggol projects range from $109,000 for a two-room flexi plus to $551,000 for a five-room flat; and from $312,000 for a four-room unit to $504,000 for a five-room flat in the Tampines project.

The “strategically-located” Tampines Green-Glen project is “likely to exceed eight times subscription rates for this sales exercise”, says Gafoor. The bigger-sized units in both Pung-gol and Tampines “will be highly sought after, with five-room units possibly attracting dou-ble-digit subscription”, he adds.

Flats for re-offerThe 716 unselected flats in November 2018 Sale of Balance Flats exercise will be up for re-offer, according to HDB. Out of the 716 flats, 268 units are two-room flexi, 202 units are three-room flats, 90 units are four-room flats, 49 units are five-room flats, 104 units are 3Gen, and three units are executive flats.

At least 95% of the flat supply will be set

aside for first-timer families, and up to 5% for second-timer families, says HDB. As for the elderly, they may apply to purchase a two-room flexi flat, provided they are eligi-ble. They will be shortlisted after families for the booking of flats.

“With the higher grant of up to $160,000 allotted for resale flats, we foresee that some first-timers may well consider purchasing re-

sale flats as they could collect their keys with-in [the next] few months,” says Gafoor.

Applications for BTO and ROF flats can be made online on HDB’s website from Sept 11 to 17.

HDB will offer about 4,500 BTO flats in Ang Mo Kio, Tampines and Tengah this November. About 3,000 BTO flats in Sembawang and Toa Payoh will be offered next February.

Eight property and business owners at Tanjong Pagar are collaborating to form Discover Tanjong Pagar. The precinct has been chosen out of nine precincts to pilot the Business Improvement Dis-

trict (BID) programme announced by the Ur-ban Redevelopment Authority (URA) in Sep-tember last year.

The eight stakeholders in this pilot are Carl-ton City Group’s Carlton City Hotel Singapore; OUE’s Downtown Gallery; GuocoLand Singa-pore’s Guoco Tower; Far East Organization’s Icon Village; Tian Teck Group’s International Plaza; Far East Hospitality’s Oasia Hotel Down-town Singapore; the owner of Orchid Hotel; and Sofitel Singapore City Centre.

The group has been working closely with government agencies to build a community and connect people and businesses togeth-er. “With the rejuvenation of the precinct, it is timely for the multiple stakeholders to join hands to further the transformation of Tanjong Pagar through synergised efforts,” says Cheng Hsing Yao, chairman of Discover Tanjong Pa-gar and group managing director of GuocoL-and Singapore.

Tanjong Pagar is the first area in Singa-pore to be gazetted under the government’s conservation plan in 1989. In recent years, it has also seen new additions on the residen-tial front, including Altez, Skysuites@Anson and Wallich Residence. Incidentally, Wallich Residence is part of the Tanjong Pagar Cen-tre integrated development developed by GuocoLand Singapore which includes Sofitel Singapore City Centre and Guoco Tower. Other mixed-use developments include Icon and Icon Village, Downtown Gallery and Oasia Down-

town. New hotels in the area include Carlton City Hotel and Orchid Hotel.

Prior to the announcement of BID, Cheng says GuocoLand has already been thinking about how to work together with its neigh-bours in Tanjong Pagar to transform the area. On its part, GuocoLand has been organising activities at its flagship integrated mixed-use project, Tanjong Pagar Centre. When it un-veiled its 150,000 sq ft Urban Park as part of the development in October 2017, the devel-oper started programming community fitness, lifestyle, music and family-friendly activities.

One of the initial efforts by the eight stake-

holders was to give back to the community dur-ing the Christmas season, before the pilot BID was formed. According to Cheng, this initia-tive benefitted 800 beneficiaries and the stake-holders are planning to continue giving back to the community through its programmes.

“At the end of the day, our circle of in-fluence is within our own development,” he says. As such, he believes Discover Tanjong Pagar is beneficial to everyone in the district whether they are stakeholders or not. He ex-plains that Tanjong Pagar is not the first place that comes to mind for both tourists and locals where “must-visit destinations” are concerned.

To launch Discover Tanjong Pagar, the stake-holders partnered the People’s Association and Sports SG to organise activities such as a lan-tern walk and an artisan market at Tanjong Pagar. “At this launch event, a lot of people were coming from the surrounding areas be-cause we had this event. Quite a few people said they’ve never been here before,” he says.

Upcoming activities include an urban ex-ploration race where runners can explore and navigate their way through Tanjong Pa-gar, as well as collect points to win the top prize of a weekend stay at Sofitel Singapore City Centre.

According to Cheng, the stakeholders have also started discussions with government agencies such as Singapore Tourism Board and National Heritage Board. “We are dis-cussing with them how to promote or lever-age their knowledge on heritage and history since Tanjong Pagar is one of the oldest dis-tricts in Singapore,” he reveals.

Currently, participation in the BID is volun-tary with each stakeholder contributing a por-tion of the budget. According to Cheng, this amount is matched one-for-one by the URA for a period of four years. “Within these four years, they are helping us to get more resourc-es to use. It’s not a big budget so we have to spend wisely,” he adds.

While there are only eight stakeholders at the moment, they are currently in talks to rope in more property and business owners in time to come. These include shophouse owners at Tras Street and even further at Duxton Hill and Keong Saik Road.

“For [the stakeholders], it is a lot of effort and time because we have our day jobs and we are doing this and trying to make it more efficient and effective,” Cheng says. E

On Aug 23, Lend Lease Retail Invest-ments 1 Pte Ltd, which owns 313@Somerset, sold the property for $1.003 billion to RBC Investor Services Trust Singapore Pte Ltd in its capacity as

trustee of Lendlease Global Commercial REIT. This was according to a property title search. Lendlease Global Commercial REIT is likely to lodge its prospectus on Sept 15.

The Reit is expected to have an initial port-folio of two properties, 313@Somerset and a commercial building in Milan, Italy. Developed by Lendlease, 313@Somerset opened its doors in December 2009. The eight-storey shopping mall is linked to the Somerset MRT Station as well as to two adjacent malls, namely Or-chard Gateway and Orchard Central. The mall

was valued at a capitalisation rate of 4.5% or A$900 million (about $852.6 million).

The mall features over 140 outlets and is 99.4% occupied, according to Lendlease’s full-year results ended June 2019. Based on the net lettable area of about 290,000 sq ft, the price of $1.003 billion translates into about $3,459 psf.

Prior to the injection into the Reit, Lend-lease owned a 25% stake in 313@Somerset, with the balance 75% held by Lendlease Asian Retail Investment Fund 1 (ARIF 1). In addition, Lendlease had a 14.4% stake in ARIF 1.

Lendlease Global Commercial REIT is tar-geted to have an offer size of $750 million, with a market capitalisation of about $1 bil-lion. The indicative yield is expected to be about 5.8%.

surrounding abundant greenery that stretch-es far and wide, the 108-unit, 12-storey Mont Botanik Residence is a vertical garden that pro-vides a stark contrast to the low-lying landed area around it.

“A lot of projects nowadays tend to be very aesthetically-driven,” says Ng Hoe The-ong, director of AGA Architects, which was engaged to design Mont Botanik Residence. What then differentiates a run-of-the-mill building from what Ng calls “good architec-ture” is when “the building has a relation-ship with the people [in it]”, he explains. With Mont Botanik Residence, the devel-opment itself is a nexus between man and nature, while residents form interperson-

al relationships, centered around a sense of community.

Of course, the design of the development paves the way for relationships to be created. Anchoring on the idea of communal living in the sky, the two blocks at Mont Botanik Res-idence are bridged by a series of sky garden terraces on every alternating floors. “When we did that, it is interesting as it allows the space to be a loop, and with this loop, every-one who stays in this development will have the privilege of enjoying the all-round views,” says Ng. From the perspective of those who are staying in the neighbouring landed prop-erties, they will see a garden space, a vertical garden in the sky.

At Mont Botanik Residence, with the sky gardens at one’s doorsteps, one can feel the warmth of the sunrise and watch as the sun sets on the horizon, taking in the breathtak-ing views of the surrounding nature. The best

of it all? The panoramic views are all accessi-ble from various parts of the building. “That’s primarily how we transform the very utilitari-an corridor, bridge, to something that is more meaningful for the residents,” says Ng, who adds that the interlocking sky garden terrac-es are essential to the whole development.

Indeed, there is ample space to foster in-teractions, for the garden terraces are about 2,368 sq ft each, and spans about a 5m width. Illustrating the firm belief that spaces can transform people’s lives, Mont Botanik Resi-dence is filled with large communal spaces, which in turn serve to encourage social ac-tivities, interactions, and also spontaneous healthy living. By bringing activity spaces to one’s doorstep, it directly motivates one to pursue a healthy lifestyle. Simultaneously, shared experiences are formed when families engage in activities at the vertical and com-munal gardens, such as the planting of trees,

and the growing of small fruits and vegetables. The interactions, then, will also be gen-

uine and uninhibited, and children will be able to roam and play, with the parents look-ing over them, all done from the comforts of one’s home, without feeling restricted by the space constraints, especially with the sky garden’s double-volume ceiling height. This seamless transition between the indoor and outdoor areas gives one the feel of a landed environment, where the garden is located in the front porch of the house. In a way, this maximises one’s enjoyment of nature and the sunlight, improving one’s physical and men-tal wellness.

Certainly, Tuan Sing’s vision to create a distinctive development is fully materialised in Mont Botanik Residence, a development born out of shared passion for good architec-tural design between Tuan Sing and AGA Ar-chitects. Ng laments that in today’s society, people tend to keep to themselves and “you mostly meet neighbours by chance along the corridors, and that’s it”. Mont Botanik Resi-dence, however, is undoubtedly more than just a concrete building with a soulless shell. A development where form follows function, it serves to cultivate a close-knit community, in a home in the sky.

With the Formula 1 Singapore Grand Prix 2019 around the cor-ner on Sept 20-22, views of Ma-rina Bay, where the night race will take place, will once again

be in the global limelight. Last year, the F1 television and digital audience totalled more than 490 million.

Owners of apartments and penthouses with picture-postcard views of Marina Bay will have bragging rights. “You can invite people to your home to watch the Singapore Grand Prix from your living room,” says Bruce Lye, managing partner of SRI.

While there are many luxury condos in the Marina Bay area, only one can truly boast of direct bay frontage – The Sail @ Marina Bay, says Lye. Completed in 2008, The Sail contains 1,111 apartments, which makes it the largest residential development at Ma-rina Bay.

The twin towers were designed by archi-tect Peter Pran of New York-based architec-tural firm NBBJ. The 70-storey Marina Bay Tower (Tower 1) was once the tallest residen-tial skyscraper in Singapore and 10th tallest

in the world. Tower 2 is called Central Park Tower and is 63 storeys tall.

LIMITED-EDITION PENTHOUSESDesigned to resemble sails, the towers are tapered at the top. There are, therefore, just five penthouses at The Sail. The Marina Bay Tower has a 5,597 sq ft, four-bedroom duplex on the 69th floor; and three penthouses on the 68th floor, sized from 3,391 to 6,297 sq ft.

“The attraction of these penthouses is their 180-degree view of Marina Bay and direct view of The Float @ Marina Bay,” says SRI’s Lye. “They have the best view of fireworks dur-ing Chinese New Year and on National Day.”

The government recently announced that it intends to make The Float @ Marina Bay a permanent structure and increase its seating capacity from the current 27,000 to 30,000-35,000. The annual National Day Parade will subsequently be held there.

“This will draw even more global and lo-cal attention to the Marina Bay area,” says Leong Boon Hoe, COO of List Sotheby’s In-ternational Realty.

The fifth penthouse at The Sail is the sole penthouse at Central Park Tower. The 5,834 sq ft unit was purchased by Bhupendra Ku-

mar Modi, the Singapore-based chairman of Smart Group, whose businesses include tele-coms, healthcare and electric vehicles. Modi paid $15.5 million ($2,650 psf) for the pent-house in 2008, which makes it the most ex-pensive penthouse transacted at The Sail to

date in terms of absolute price.Modi had purchased it on the secondary

market from an owner who bought it for $8.8 million ($1,508 psf) just three years earlier in November 2005, according to the caveat lodged then.

LOCAL TYCOONSHowever, when it comes to the highest psf price for a penthouse at The Sail, the record is held by the 3,391 sq ft penthouse on the 68th floor of the Marina Bay Tower, which fetched $9.3 million ($2,750 psf) in a resale in 2010. It is owned by Bobby Hiranandani, co-chair-man of Royal Group of Companies, owner of the new Raffles Sentosa Resort & Spa as well as the flagship Sofitel So Singapore on Rob-inson Road and Sofitel Singapore Sentosa.

One of the other penthouses is owned by a relative of the Kwek family of proper-ty giant City Developments Ltd (CDL), the developer of the project jointly with AIG Real Estate. Another penthouse is owned by a family member of billionaire Sam Goi, a substantial stakeholder of Singapore-list-ed real estate companies GSH Corp and KOP Ltd as well as privately held food manufac-turer Tee Yih Jia.

The last penthouse transacted at The Sail was the 6,297 sq ft duplex on the 68th floor of Marina Bay Tower: the Singaporean own-er paid $12.5 million ($1,985 psf) for the four-bedroom duplex in 2013. The penthouse is currently tenanted. However, the owner has decided to put it on the market at $17 million ($2,700 psf) with SRI’s Lye as the exclusive marketing agent.

“It’s the biggest of the three units on the 68th level with direct views of Marina Bay,” says Lye.

PREMIUM OF ‘SWEEPING VIEWS’Other luxury condos such as the 428-unit Marina Bay Residences has just one stack of penthouses from the 48th to 55th floor with Marina Bay views, but from a different an-gle, notes Lye.

The super penthouse at Marina Bay Resi-dences, an 11,012 sq ft triplex that spans the top three floors of the 55-storey tower, was sold for $26.9 million ($2,446 psf) in Decem-ber 2006. It was one of six penthouses within Marina Bay Residences that were purchased by the family of Stanley Ho, Macau’s casi-no mogul, when the project was launched.

The last time a penthouse at Marina Bay Residences changed hands was in 2013, when a 4,489 sq ft, five-bedroom unit was sold for $13.88 million ($3,092 psf). The previous owner had purchased it for $16.16 million ($3,600 psf) in a sub-sale at the peak of the market in 2007.

The other luxury residential tower is the 221-unit Marina Bay Suites. “Some units at Marina Bay Suites have pocket views towards Marina Bay,” says Leong of List Sotheby’s. Completed in 2013, the biggest penthouse of 8,514 sq ft, located on the 65th floor of the 66-storey tower, was sold for $19.52 million ($2,293 psf) in May 2015.

“Marina Bay Tower at The Sail offers sweep-ing views of the bay,” says Leong.

List Sotheby’s has been appointed the ex-clusive marketing agent for the 5,597 sq ft, duplex penthouse on the 69th level of Ma-rina Bay Tower at The Sail. The penthouse originally had a four-bedroom configuration but was remodelled as a three-bedroom loft so that all the rooms will have “a full view of Marina Bay”, says Leong.

The price tag of the penthouse on the 69th level of The Sail is $20 million or $3,573 psf. “It will set a new benchmark for the Marina Bay area,” Leong adds.

After all, the smaller of the two penthous-es at Marina Bay Suites, a 5,694 sq ft unit on the 64th floor, fetched $19.3 million ($3,389

psf) in October 2012, based on caveats lodged. Leong points out that the penthouse does not have a direct view of the bay.

The penthouse on the 69th floor of the Ma-rina Bay Tower at The Sail is currently ten-anted to a young expatriate couple. “But the apartment is versatile enough to be used as a family abode in the city, or as a place to entertain business associates and clients,” says Leong.

PENTHOUSE FEVERThere has been a fixation on penthouses ever since Singapore’s biggest penthouse at 21,108 sq ft – in Wallich Residence, Singapore’s tall-est tower at Tanjong Pagar Centre – was sold. The buyer was none other than the UK’s rich-est man, Sir James Dyson.

With Tanjong Pagar poised to be the gate-way to the Greater Southern Waterfront, atten-tion has swung to that area of the CBD too. For instance, a Chinese buyer who had been looking at a penthouse at The Sail bought a unit at Wallich Residence instead. “In terms of quantum, he paid about the same price as the penthouse at The Sail, but he had to compromise on the unit size,” says SRI’s Lye.

At Wallich Residence, a 3,509 sq ft pent-house on the 58th floor of the 64-storey tow-er fetched $16 million ($4,560 psf), according to a caveat lodged in June 2018. The 181-unit Wallich Residence is part of the Tanjong Pa-gar Centre integrated development complet-ed by GuocoLand Singapore in 2017.

“While the Greater Southern Waterfront adds a new dimension of waterfront living in the city, it will take time [to develop],” adds

List Sotheby’s Leong. “Marina Bay is a com-pleted product with global attention.”

LEVERAGING F1 SEASONAnother luxury residential development which is riding on its downtown location and views of the sea and city area is South Beach Resi-dences on Beach Road. The 190-unit luxury residential block sits on top of the JW Mar-riott hotel at the South Beach integrated de-velopment.

Previewed in September 2018 when the F1 Singapore Grand Prix took place, the project is about 40% sold with average price achieved at $3,401 psf. The 6,728 sq ft super penthouse at South Beach Residences was sold a year ago for $26 million ($3,865 psf).

According to SRI’s Lye, another four units at South Beach Residences were recently sold by his agents, although the caveats have yet to be lodged. The buyers are said to be Chi-nese nationals. The developer of South Beach Residences is a joint venture between CDL and IOI Group.

Word on the street is that CDL is leverag-ing this year’s F1 to renew interest in South Beach Residences. Prospective buyers have been invited to enjoy the race from the luxu-rious apartments in the development.

In the meantime, two of the four pent-houses at The Sail’s Marina Bay Tower are on the market. Both offer a 180-degree view of Marina Bay. “You will enjoy the full bene-fits of bayfront living – the beautiful skyline, proximity to local festivals and internation-al events such as the Singapore Grand Prix,” says List Sotheby’s Leong.

The Ascott Ltd is pushing the bounda-ries for its first co-living venture. Un-like other hospitality properties, resi-dents at lyf Funan will be greeted by the sights and sounds of a laundromat

foaming and frothing to the cycle of soiled laundry. “No hotel, no serviced apartment, no co-living space has put a laundromat in front, at the entrance,” says Tan Gan Hup, lyf chief and assistant VP for brand & marketing, digi-tal innovation and lyf at The Ascott Ltd. “But then again – why not?”

Shrugging off the usual hospitality conven-tions, lyf Funan will fit the laundry area with a beer vending machine. “While you’re wash-ing your clothes, you can actually interact with people,” says Tan. “It’s all about … giving peo-ple the opportunity to connect if they want to.”

lyf Funan is located in the newly re-opened Funan mall at Hill Road, occupying over 121,000 sq ft of gross floor area. Ascott has described lyf as Southeast Asia’s “largest co-living prop-erty”. Spanning nine storeys (levels 4 to 12 of Funan mall), it houses 279 apartments with 412 rooms, and links guests to City Hall MRT Station via a sheltered underground walkway.

There are five apartment types, ranging in size from 194 to 1,130 sq ft, and accommodat-ing single, dual or group bookings. On its first weekend on Sept 7 and 8, lyf had already en-joyed a 99% occupancy rate with 115 apart-ments opened.

Currently, 126 apartments at lyf Funan Sin-gapore are available for booking. By end-Octo-ber, all 279 apartments at lyf Funan Singapore will be fully opened. There is also a wait-

list for popular apartment types such as the “All Together” units and “One of A Kind Plus”.

Targeting corporate and leisure demandGuests who stay at lyf can settle for a single night’s sleep, unlike other co-living spaces which typically require a stay of at least three consecutive months – in line with the URA’s regulations for short-term rentals. Due to this

flexibility, lyf is able to cater to tourists and short- and long-term corporate travellers. Mindy Teo, the chief and deputy managing director of lyf, says that although the focus is still very much on the corporate, longer-stay demand, leisure demand helps to complement the take-up rate and “allows [lyf] to yield up, [especially] during times like F1 season”. The Formula 1 Singapore Grand Prix will be held

from Sept 20 to 22 this year. In addition, the team has established cor-

porate partnerships with Fortune 500 compa-nies. “They are looking at lyf for long stays and shorter-term corporate travel,” Teo shares.

One of their longer-term residents will be cosying up in lyf till March next year. Stays at the co-living space start from $150 per night, while monthly rates are from $3,060.

Changing demands and demographicsThe co-living market in Singapore has seen un-precedented activity over the past year, with millions of dollars being pumped into oper-ators, enabling them to go on an expansion spree, highlights a JLL report in April. Current players so far include Singapore-based startup Hmlet; Shanghai-based startup Login Apart-ment; CP Residences, owned by founder and former banker Wendy Yap; LHN Group, which has branched into the market with its 85SOHO brand of co-living-cum-co-working suites; and most recently, Ascott’s lyf.

The growth of the industry has been aided by the Singapore government’s move to lower the minimum rental period for private homes from six to three months in June 2017, ena-bling co-living operators to target members who want flexibility in their housing options. In Au-gust, Hmlet opened its latest co-living proper-

ty in Tanjong Pagar, which is at a site that the URA allows for stays of six nights and above.

Rental trends have changed, too. “We have couples waiting for their HDB flats, and young locals who are single, under 35, [and] are be-tween leases,” lyf’s Teo says. Some of them “actually just want to move out to a space where housekeeping is provided”, she adds.

Costs to develop lyf have amounted to $193.5 million. In 2017, Ascott, through its ser-viced residence global fund with Qatar Invest-ment Authority (QIA), acquired the space from CapitaLand Mall Trust for $90.5 million to de-velop lyf Funan. Subsequently, the fund invest-ed about $103 million to further develop the co-living property.

Co-living players operate on a sim-ilar business model as serviced apartments – the only difference is that the former run the business out of private homes, on longer

leases, says JLL in a report on “Co-living in Singapore”.

Co-living firms are actually bounded by the site on which they operate. The URA requires stays of at least three months for properties zoned under residential use. Some companies, however, are able to offer stays shorter than three months as they are operating on sites approved for serviced apartment use.

JLL says it is important to note that tenants staying in co-living spaces tend to see it as longer-term accommodation, in contrast to the serviced apartment sector, which caters to shorter-stay guests.

In terms of holding structure, some operators may choose to purchase and fit out their own co-living facility for more control. This comes at a risk of higher il-liquidity and compressed yields due to a higher capital outlay, and slows down ex-pansion plans.

The more popular option is therefore the “asset-light” strategy, leasing individual residential units or an entire block from a landlord, retrofitting the property, then sub-leasing it out for co-living purposes. This model allows companies to scale fast, but operators have no control over their real estate costs and there is no guarantee of the continued availability of the premise once the existing lease expires.

Some operators, meanwhile, run on the management contract model. This happens when they sign long-term management agreements with developers or landlords to help run their co-living space.

There are also startups that are non-op-erators. This group focuses on developing applications and platforms to match room-mates to the most compatible location, op-erator, and/or room.

What’s going on in Singapore? The most common business model for co-living operators in Singapore is the as-set-light strategy. When Hmlet first launched in Singapore in 2016, the startup began by renting separate units at different condos from individual landlords. Subsequently, the co-living player leased two whole res-idential buildings at Joo Chiat and Sark-ies Road, converting the properties into co- living spaces. Its latest instalment at Can-tonment Road is also a rented asset, which Hmlet developed jointly with LHN Facil-ities Management, an indirect subsidiary of LHN Ltd, a Singapore-based real estate management services group.

In comparison, lyf – backed by The As-cott Ltd, Singapore’s largest serviced resi-dence operator – is a mix of an owner-op-erated and management contract model. Ascott has also won a management con-tract from developer Low Keng Huat to manage lyf Farrer Park.

More players could start adopting the owner-operator model, following JTC Corp’s move to put up a pilot Concept and Price Tender to build, own and operate a co-living development at Nepal Hill in one-north. The site was eventually awarded to Ascott Residence Trust, which offered the highest bid of $62.4 million, beating three other bidders. lyf one-north is zoned un-der “residential”, and will be approved for serviced apartment use to cater to res-idents who are expected to stay between two weeks and one year.

property at lyf Funan, Ascott is looking to pow-er through with some 1,600 units in the pipe-line. Plans are in place to open more lyf prop-erties in Asia – in Bangkok, Fukuoka, Kuala Lumpur, Cebu, and Shanghai – by 2020. In the same year, lyf will open a 240-unit space back in its homeground, at Farrer Park. In 2021, 324 apartments will be offered at lyf one-north.

In the meantime, Ascott is exploring the idea of introducing lyf to gateway cities on a partnership model – via investments, manage-ment contracts, or leases – in Australia, France, Germany, Indonesia, the Netherlands, South Korea and the UK.

Changing demandsWhile the strength of hotels lies in their hos-pitality and comfort of rooms, the heart of co-living spaces is its communal areas. Past the reception, there is a large breakout space dressed with quirky furniture. The area is de-signed for a wide range of events, from larg-er-scaled ones to more intimate workshops, and doubles as a co-working space.

To that end, the furniture is modular for ease of use, and power plugs are available every 10 sq m (108 sq ft). Users can use the mobile projec-tor screen or the drop-down option that hangs from the staircase. Other than fixed sound sys-tems, the team also ensures that there are port-able ones to cater to the needs of their guests.

The design features were adopted from As-cott’s takeaway from lyf@SMU, a partnership set up in 2017 between the company and Sin-gapore Management University to co-man-age a “living lab” that occupies over 32,000 sq ft. It was through running small and large events – such as TED talks and hackathons – that the team learned what worked and what

required tweaking. The co-living property at lyf has an attitude

going for it. The washroom on the first level is endearingly called the “Royal Flush”. There is also a ball pit at the nook of the staircase, which Tan has admitted to playing in: “Once you go in, you start sinking in, [and] it’s real-ly quite comfortable.”

On lyf’s second level, the gym takes up an

open space on with kettlebells and weights lined along a corner, TRX gear for suspension training and a treadmill disguised as a life-sized hamster wheel. Each apartment door boasts different entrance designs, while the doors of the rooms feature old-school games like Snake and Ladders.

Ascott has also used its hospitality experi-ence to its advantage – in lyf, all the beds are

decked in white, quality linen, while the bath features a rain shower. “These are the two things that are super important,” says Tan.

The service staff at lyf are aptly called lyf Guards, as they work round-the-clock to en-sure that residents have a pleasant stay.

A Good Class Bungalow (GCB) located on the corner of Leedon Park and Bin Tong Park was sold at end-July for $28 million,

or $1,476 psf based on its 18,970 sq ft land area. “The buyers were a family specifically look-

ing for a GCB in the Leedon Park estate,” says Charles Wong, property consultant at PropNex. He represented the buyers in the sale.

The way he sees it, the GCB market has slowed slightly. However, he highlights that there is still demand for GCBs priced in the range of $20 mil-lion to $30 million. He is still receiving enquir-ies from buyers who specifically want a GCB in Leedon Park due to its proximity to amenities.

“A lot of these GCB buyers know what they want, so it does not take them long to put in an offer when they find a house they like,” he says.

Chermaine Koh, associate group division director at PropNex, agrees. “Leedon Park is a short drive to Holland Village and the Orchard Road shopping belt area, so in terms of ameni-ties and lifestyle options, it is well-served,” she notes. Koh represented the sellers in the sale. The sellers and buyers declined to be interviewed.

In addition, Koh says, there are buyers who are particular about districts – these buyers prefer GCBs in Leedon Park for its District 10 zoning as opposed to Binjai Park that is zoned under District 21. “These buyers want a prime District 10 address and that is why demand for

Leedon Park GCB is holding up well,” she adds.Based on URA data, the sellers had purchased

the GCB in June 2002 for $7.8 million or $411 psf based on land area, thus realising a profit of $20.2 million over 17 years. In 2013, the sellers renovated the GCB, giving the house a contem-porary update with reinforced concrete and steel.

Energy-conservation measures were factored into the design, with solar panels installed on the rooftop for the heating of water. In 2016, the panels were also commissioned to generate elec-tricity for domestic use.

The two-storey house has a built-in area of 11,761 sq ft and has a basement and rooftop gar-den; an 18m, L-shaped swimming pool; and a lift. On the ground floor, the house features an

open-concept entertainment area flanked by a bar and music area. This entertainment area is separated from the 12-seater dining area by a 3,000-litre marine aquarium. On the second floor, there are a total of five bedrooms with en suite and balconies.

According to Wong, the buyers plan to ex-tend the parking space so it can fit up to six cars comfortably. “Aside from that, they are not doing extensive renovation as the house is in move-in condition,” he says. “The GCB presents a good value proposition so the buyers did not hesi-tate to put in an offer after viewing. They liked the modern and contemporary design [of this GCB]. The house also provided ample space for entertainment.”

A 1,561 sq ft unit at Draycott Eight along Draycott Park in District 10 will be put up for auction on Sept 25. This is an owner’s sale with a guide

price of $2.38 million ($1,524 psf), ac-cording to Edmund Tie, which is han-dling the auction.

The 21st-floor unit has two bed-rooms, and both overlook the greenery of Goodwood Park and its black-and-white bungalows, says Joy Tan, head of auction and sales at Edmund Tie. Res-idents of the unit will also be served by a private lift, and will be greeted by a spacious living room with double- volume ceiling height upon entering, Tan says. The unit is also north-south facing.

“At the heart of the development is a 16,000 sq ft, two-storey, conserved co-lonial house which has been convert-ed into a modern and exclusive club-house, one of the largest clubhouses in Singapore,” she adds.

The unit was first purchased at $3.58 million ($2,294 psf) in May 2007.

“With prices in Districts 9 and 10 rising to between $3,000 and $4,000

psf, this unit still offers buyers a spa-cious two-bedroom unit at below $2,000 psf, quite a rarity in today’s market,’’ says Tan.

Based on caveats lodged with URA, rental for two-bedroom units of compa-rable size ranges from $6,000 to $6,200 a month.

Draycott Eight, completed in 2005, comprises 136 units on a 99-year lease-hold. Developed by Wing Tai Holdings,

it is within 15 minutes by foot to the Orchard Road shopping belt, and Or-chard and Newton MRT Stations on the North-South Line. It is also in proxim-ity to medical institutions such as Gle-neagles Hospital and Mount Elizabeth.

The most recent transaction at Dray-cott Eight was for a 2,896 sq ft, four-bed-room unit on the sixth floor. The unit was sold for $5.72 million ($1,975 psf) on May 7.

The two most profitable deals recorded for the week of Aug 27 to Sept 3 were the sales of two 3,800 sq ft, four-bed-room units at the freehold Astrid Mead-ows on Coronation Road West in prime

District 10.The most profitable deal occurred on Aug

30, when a fifth-floor unit changed hands for $6.95 million ($1,829 psf). It had been bought for $3.5 million ($921 psf) in October 2005, which means the seller walked away with a $3.45 million profit (99%), or an annualised profit of 5% over a 14-year holding period.

This transaction is also the most profitable resale at the 208-unit development. Previously, the record was held by a 3,810 sq ft unit which earned a $3.2 million profit when it was sold for $6.5 million ($1,706 psf) in July 2012. The unit had been bought for $3.3 million ($866 psf) in 2005.

The other 3,800 sq ft unit, on the third floor, fetched $6.4 million ($1,684 psf) when it was sold on Aug 28. The unit had been bought for $4.33 million ($1,140 psf) in 1997, which means a profit of $2.07 million (48%) or an annualised profit of 2% over a 22-year holding period.

Astrid Meadows is a low-rise condo that borders the Good Class Bungalow areas of Bin Tong Park, Leedon Park, Oei Tiong Ham Park, and Astrid Park. It is also close to the three- storey, mixed landed estate off Jalan Haji Alias and the two-storey, semi-detached estate on Namly Avenue. The 29-year-old development comprises studios, two- to four-bedroom units, and penthouses.

The sale of a four-bedroom unit at The Im-

perial in District 9 was the third most profita-ble of the week. The 2,077 sq ft unit was sold for $4.25 million ($2,046 psf) on Aug 30. It had been bought for $2.42 million ($1,164 psf) in August 2006. The seller walked away with a $1.8 million (76%) profit, or an annualised profit of 4% over a 13-year holding period.

So far this year, all the resale transactions at the freehold condo have been profitable, with profits ranging from $180,800 to $2.15 million across five transactions. The most profitable

deal so far this year occurred when a 1,808 sq ft unit was sold for $3.77 million ($2,085 psf) in May and earned the seller a $2.15 million prof-it. The unit had been bought for $1.62 million ($896 psf) in 2003.

Meanwhile, the most unprofitable trans-action during the week occurred at the city- facing Tower 2 of The Sail @ Marina Bay. A 614 sq ft unit was sold for $1.3 million ($2,119 psf) on Aug 29. It had been bought for $1.63 million ($2,652 psf) in 2011. This

means the seller made a $327,100 loss, or an annualised loss of 3% over a holding period of about eight years.

There have been 11 resale transactions at the 1,111-unit development so far this year, and four have been unprofitable, with losses ranging from $300,000 to $447,500. The most unprofitable deal so far this year was when an 883 sq ft unit in the Marina Bay-facing Tow-er 1 changed hands for $1.76 million ($1,994 psf) in April. E
