1. Introduction

1.1 The BioVill project

BioVill is a three years project supported by the European Union's Horizon 2020 research and innovation programme with a budget of around 1.99 Mio EUR. The project started in March 2016 and is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in collaboration with 8 partners from the BioVill target partner countries Croatia, Macedonia, Romania, Serbia and Slovenia, as well as from Germany and Austria.

Many South East European countries have high biomass potentials, but they are often not or only inefficiently used for local energy supply and regional economic development. Thus, the overall objective of the BioVill project is to support the development of regional bioenergy concepts and the establishment of bioenergy villages in Croatia, Macedonia, Romania, Serbia and Slovenia. This will be achieved by identifying suitable biomass value chains according to local and regional needs and transferring existing experiences in Austria, Germany and other European countries to the South-Eastern European partners. Thereby the market uptake of domestic bioenergy supply chains will be increased and the role of locally produced biomass as a main source of energy supply and added value for the local and regional economy will be strengthened.

Core activities of the BioVill project include national and local framework analyses, technological and economic assessments of local bioenergy value chains, development of the institutional set-up and energy management concepts for the potential Bioenergy villages as well as capacity building on financing schemes and business models. As a key factor of success the BioVill project uses a multi stakeholder approach fostering the involvement and active participation of the citizens and all relevant stakeholders in the planning and implementation process.

Major results of the BioVill project will be the initiation of at least five bioenergy villages in the target partner countries up to the investment stage for physical infrastructure, the raise of public acceptance and awareness of a sustainable bioenergy production and its commercial opportunities as well as increased capacities of users and key actors in business and legislation to sustainably manage bioenergy villages and to enact national and EU legislation. Altogether the BioVill project will contribute to the expansion and sustainability of the bioenergy markets in the European Union.

1.2 Scope of the task

GIS, in cooperation with GIZ, developed a six-minute video explaining in a simple way to the non-expert public: the main characteristics of a bioenergy village, including its contribution to local value chains the economic and ecologic benefits of a bioenergy village the major steps that need to be done to establish a bioenergy village

The video consist of filming sequences that were shot in a real bioenergy village, combined with animations explaining the features of a bioenergy village, for instance the possible organizational structures of bioenergy villages, the contribution of a bioenergy village to the local value chain, or the different steps for the establishment of a bioenergy village.

The video will be used by all BioVill partners to inform stakeholders and interested people about the bioenergy village approach. The video will be displayed within various information and awareness raising activities, such as the citizen information days, the local helpdesks and working group meetings. In addition, the video will also be used to promote the bioenergy village approach to a wider public, in particular to possible follower villages.

The present report consists of an annotated series of screen shots (scenes) showing the main elements of the story board including the English voice over and some explanatory remarks regarding the included animations, as well as the Albanian, Croatian, Macedonian, Serbian, Slovenian and Romanian translations of the voiceover.

The production of the video was done by the Slovenian company “Squareme” which was selected in a competitive process.

What is a bioenergy village?

A bioenergy village is a community, which produces most of its needed electricity and heating from local biomass as well as other renewable energy sources. The idea about bioenergy villages always starts with citizens and their wish to change their daily routine. It is about people working together for their wellbeing, for a stronger local community and a better environment.

Animation:

1. Animation: Circle of people representing the village. In the middle of the circle are icons displayed that represent electricity and heat.

2. Animation: Icons for biomass, wind energy and solar energy.

3. Animation: People understanding that their daily routine need to be changed in order to create better living conditions.

Voiceover:

It is about local supply chains: wood is harvested in forests nearby and processed by local producers. Also, agricultural residues are used to cover the energy demand of the community.

1. Animation: representing the local wood biomass supply chain, the forest is close to the processing factory and the truck delivering the wood reaches the factory in seconds.

Bioenergy villages may vary in organizational structure, technology installed, biomass used, and financing models employed. But they all have common goals: to ensure the future sustainability and affordability of energy supply and to keep money in the local economy.

Animation:

Voiceover:

A bioenergy village usually combines several technologies of different sizes, such as wood heat boilers, biogas plants, combined heat and power plants, solar plants, wind mills and others. The installations produce electricity and heat. The electricity is delivered to the costumers by the local electricity grid. Heat is delivered by a local district heating network.

The bioenergy village can be based on different business models and forms of organisation. The founding of a cooperative allows the citizens to contribute financially to the development of the bioenergy village and equal voting rights ensure the influence of the citizens. Local public utilities or public companies can also act as a developer and operator bioenergy villages. In Germany and Austria some joint stock companies or limited companies exist whose business model is to build and run several bioenergy villages on a commercial basis.

Animation:

1. Animation: scheme of the technical concept of a bioenergy village. Different renewable energy technologies are connected and produce heat and electricity to supply the local households.

2. Animation: People of the village contribute financially to the bioenergy village. This animation represents the founding of a cooperative.

There are a lot of benefits of living in a bioenergy village.

One of them is the decreased dependency on fossil fuels. Another – regional development.

The expenses for fossil fuels do not support the regional

economic development but industries abroad.

One example: Imagine a village with 300 households

who cover its heat demand mainly by heating oil. Per

year this village pays 600,000 € for energy imports.

Imagine these expenses could stay within the village and

support local economic development! When changing

from fossil fuels to bioenergy, the money would go to

local wood producers, farmers and craftsmen.

Bioenergy villages also save the environment and the

climate. In our example, replacing the heat oil by wood

chips or biogas, would reduce the CO2-emissions by

more than 90% .

What need to be done to become a bioenergy village? There are four major phases in the development of a bioenergy village: The Initial Phase consists of citizen action. Citizens must come together and support the idea, convincing local companies and other major stakeholders to act together. The second phase is the Planning and Start-up Phase: If the critical mass of the village is convinced and supports the idea of becoming a bioenergy village, the next steps for preparing the construction need to be done. The technical and financial concept of the prospective bioenergy village needs to be elaborated. Funding and support opportunities must be assessed. Preliminary contracts with biomass suppliers ensure the availability of the biomass feedstock. The future heat and power demand is determined within preliminary contracts with citizens. Then comes the Phase of Detailed Planning and Construction. The project is getting serious. Contracts with biomass suppliers and with heat costumers must be concluded. The permissions for the construction of the installations must be obtained. At the end of this phase, the new installations are built. And finally, the Operation and Optimization Phase sets in. Once, the installations are built, staff need to be trained to operate and maintain the installations. The settings of
