    HOW DID YOU GO ABOUT IDENTIFYINGTHIS PROBLEM?

    Being the Councillor for Ward 12 with some of the oldest high

    density suburbs in Bulawayo I realised that my ward had

    numerous elderly people who required care and support.

    Some of them were looking after their orphaned grand children

    whose parents had died mostly due to HIV/AIDS.

    There are also a lot of child headed households again orphans

    who are in some cases victims of greedy relatives who would

    have grabbed property and money left by the deceased parents

    leaving the children with nothing.

    HOW DID YOU GO ABOUT IDENTIFYINGTHIS PROBLEM?

    Sometimes they would approach me as the Councillor seeking

    assistance such as food and other basic requirements and I would

    sometimes have nothing to assist with. I then formed a ward

    committee to look into the needs of the vulnerable persons.

    I then started a food distribution project with the aid of my wardcommittee the Action Committee.

    IS THIS ISSUE IMPORTANT?

    The well being of the vulnerable people in my community is my

    greatest concern.

    The country is recovering from one of the worst economic

    situation and it is the vulnerable people that were worst affected.

    Getting the basics like food, toiletry is still difficult because they

    have no money.

    HOW ARE YOU GOING ABOUTADDRESSING THI S PROBLEM?

    I approached the business community which included TASHAS

    supermarkets for assistance. TASHAS is owned by my daughter

    and her husband and they have responded to my call in a way

    that was beyond my expectations.

    WHAT IS THE TIME-FRAME FOR THEPROJECT?

    Because of the passion that l have the project should be an

    ongoing even if I'm out of office.

    The project was launched by His Worship the Mayor of

    Bulawayo Councillor T.P. Moyo on 24 December 2008.

    WHO IS THE KEY TARGET? WHO ISINVOLVED? ARE WOMEN AND MEN

    EQUALLY INVOLVED? The key target beneficiaries are: Elderly men and women, orphans,

    people with disabilities and People Living with HIV/AIDS.

    Most of the elderly people in my ward are aliens i.e foreigners who

    came to Zimbabwe from Zambia, Malawi and other SADC

    countries many years ago when they were still young. Some ofthem are looking after their orphaned grandchildren.

    Some of the orphans in my project come from chid headed

    households.

    The Action Team is comprised of both men and women includingthe youth (girls and boys).

    RESOURCEFULNESS: WHAT FINANCIAL,HUMAN AND OTHER RESOURCES WERE

    MOBILISED?

    The Ward Action team which comprises of both men and

    women including youths assist the Councillor identify the needy

    in their sections.

    Transport for the commodities to the food distribution point is

    provided by TASHAS supermarket.

    MONITORING AND EVALUATION

    Record keeping is done by the Action Team.

    There are designated collection days for the different sections of

    the ward.

    WHAT RESULTS HAVE BEEN ACHIEVED?

    The vulnerable members of the community are no longer going

    hungry. Though this project some of these are now in the

    nutrition garden project under the council`s Urban Agriculture.

    School going orphans can now perform better at school because

    they are well fed.

    The nutritional status of the elderly ,people living with HIV/AIDS

    and the disabled persons in the ward has greatly improved as a

    result of the food supplements.PROJECTS :

    IMPACT (BASED ON THE SADCPROTOCOL TARGETS)

    The project is helping to ensure the nutritional needs , of

    women, men, boys and girls in difficult circumstances are

    provided for thereby leading to their better health and well

    being.-Article 26 Health and Article 27 HIV/AIDS.

    EFFECTIVENESS

    The project is indeed effective . It has brought me closer to my community .

    Through this project a 100 year old woman was identified a colourful

    birthday party was held for her on the 9th of October 2010

    The following organisations where part of the event success police

    provided the escort, drama majorettes marching, leading the

    procession,churches joined the procession media people did a good job by

    publishing the event well in good time.

    Through further discussions l discovered that Gogo Makhumalo is a

    daughter to Mzilikazi kaMatshobana the Ndebele king.

    SUSTAINABILITY AND REPLICATION

    The project is sustainable for as long as there is accountabilityand transparency in its implementation.

    Other leaders in the community can set up similar projects.

    LESSONS LEARNED

    Community participation in a project is enhanced by their

    involvement at all stages.

    Community leaders can find time in their busy schedules to

    mobilise resources for projects such as this one that improve

    the lives of

    the vulnerable in their community.
