1 PROJECT DESCRIPTION

The International Development Research Centre (IDRC) of Canada and SEARCA share a common vision of helping provide solutions to the problems of food insecurity through the promotion of sustainable agriculture development particularly in the uplands of Southeast Asia. Concerns about the impact of any upland activity affecting the lowlands and the coastal areas have been brought to the attention of communities. Thus, there is an urgent need for strategies to hasten sustainable development in this threatened part of the ecosystem. Both IDRC and SEARCA believe that a program to build capacities of individuals to address food security and agriculture development in the uplands is one of the strategies to respond to the aforementioned need. It is on this premise that on 12 March 2012, the IDRC and SEARCA signed a Memorandum of Grant Conditions for a project titled, “Southeast Asian Upland Agriculture Fellowships” with a total fund support of up to 1,100,000.00 CAD. The initial project duration is from 12 March 2012 to 31 October 2015. An additional cohort and supplementary funding of 558,700.00 CAD has been approved to support the additional scholarship of 20 Lao PDR and Myanmar nationals. With this, the project is extended to 27 February 2017 to allow the 20 additional scholars to complete their studies. This capacity building project aims to strengthen knowledge and research skills in agriculture and food security in the uplands of Southeast Asia, particularly in Cambodia, Lao PDR, Vietnam and Myanmar. The overall objective is to establish a critical mass of high-quality human resources and research professionals who can be catalysts for developing sustainable programs in the uplands, and support initiatives in smallholder management in upland communities that are generally vulnerable to food insecurity. Specifically, the project provides scholarships to 53 qualified candidates from the four countries to pursue 2-year master’s degrees on specific fields related to land use planning and management, sustainable agriculture and development, human nutrition, environmental science and management, agroforestry, social and community forestry, water and aquatic resources management, livestock production and animal husbandry, watershed management, disaster risk management, regional planning, forest resource management, and other related fields in the following universities: University of the Philippines Los Baños (UPLB), in the Philippines; Chiang Mai University (CMU), Kasetsart University (KU), and Khon Kaen University (KKU), all in Thailand. The project also provides support for a one-semester English proficiency course and academic bridging as needed for up to 20% of the selected scholars. It also has a Fellowships component which includes four annual roving fellowship meetings/workshops for students in three locations. The fellowships program hopes to encourage informal networking among scholars, share experiences, give opportunity to meet experts, and provide first-hand experience of the real situation in the uplands through site visits.

2 PROJECT ACCOMPLISHMENTS

2.1 PROJECT LAUNCH AND DISSEMINATION

The Graduate Scholarship Department of SEARCA launched the project in March 2012 by creating a dedicated project website, www.idrc.searca.org, email blasts and news articles and scholarship flyers.

1st Batch of applications

After the approval from IDRC, the 1st call for expressions of interest were produced and uploaded on the project website as well as on the websites of SEARCA (www.searca.org), University Consortium (www.uc.searca.org) and SEARCA Alumni Association Fellows (www.saaf.searca.org) from 16 March to 18 April 2012. The said announcements were also disseminated to all SEARCA contacts in universities, technical agencies and ministries in Cambodia, Lao PDR, and Vietnam through email blasts, and direct contact with alumni. A follow-up announcement for the first call was again prepared and disseminated indicating the deadline for submission of application documents and other requirements on or before 30 July 2012. An application form was devised and uploaded on the website as well as disseminated to all contacts in the three countries (Annex 1).

At the initial phase of the project, the SEARCA Director and Management Committee met with Dr. Annie Wesley, IDRC Senior Program Specialist, Agriculture and Food Security on 27 April 2012, where she was briefed about SEARCA and its programs and activities. 2nd Batch of applications

The call for the second batch of applications for the scholarship was disseminated in September 2012 with first deadline set on 30 October 2012 and later extended to 30 November 2012. In view of the low turnout of applications from Lao PDR, the deadline for submission of application to SEARCA was extended to 30 May 2013.

3rd Batch of applications

To complete the 33 slots of scholarships, the call for the third batch of applications was announced 1 June 2013 and the deadline was set for 30 October 2013. An email blast and invitation letters were sent to universities and target sectors in Lao PDR starting 6 June 2013 (Annex 2).



2.2 INTERVIEW, SELECTION AND AWARDING

Interview

The first batch of applicants was interviewed on 18-30 August 2012 via Skype at SEARCA. Out of the 31 applicants, only 30 were interviewed via Skype. The second batch of interviews was conducted via Skype on 17-21 January 2013, with 26 out of the 27 applicants joining the interview. The interviews for the third batch were done during the period 6 August – 13 September 2013 with a total of 22 applications received but only 6 were interviewed to complete the remaining slots for Lao PDR nationals. All in all, there were 80 applications received during the reporting period.

Majority of the applicants (71%) were affiliated with a university and were mostly faculty members (46%). Table 1 provides the profile of the applicants received by the project in the three calls for applications.

The interview panel from SEARCA was composed of Dr. Editha Cedicol, Program Head of Graduate Scholarship Department; Dr. Bessie M. Burgos, Acting Program Head of the Research and Development Department and Program Head of Project Development Department; Mrs. Zacyl R. Jalotjot and Mrs. Jesselle S. Laranas, both Program Specialist of the Graduate Scholarship Department. During the first batch, SEARCA also took advantage of the presence of Dr. Percy E. Sajise, former director of SEARCA, an ecologist, scientist, and advocate of sustainable agriculture in the uplands, and now a senior Fellow of SEARCA who reviewed the research proposals of the applicants with regard to the technical soundness and alignment to the thrusts of IDRC and SEARCA.

While an interview guide (Annex 3) developed by the GS Department was used during the interviews, the interview panel also asked other questions on the basis of actual responses by the applicants. In general, the interview questions were centered on the applicants’ proposed upland research projects, which can still be further enhanced once the scholars are onboard.

Selection

The project team reviewed and scored the application documents including statements of motivation, using the SEAMEO-approved Evaluation and Rating Guide Sheet (Annex 4) as well as the interview guide questionnaire.

The following evaluation criteria were assigned corresponding weights: academic background (30), professional background (25), desirability of the proposed study program and research topic (10), the applicant’s drive and motivation, including interview performance (10), communication skills (listening, speaking, writing) (10) and promise for future roles (15).

The following scoring scale was used: 5-Excellent; 4-Very Good, 3-Good; 2-Fair; and 1-Poor. The score for each criterion is multiplied by the assigned weights to determine the weighted scores for each criterion. All weighted scores were then summed up to constitute the total weighted score. The perfect score is 500. Standard passing score is set at 350; however, consideration for some of those who got lower than 350 is sometimes applied on the basis of the applicant’s nature of work and affiliation, the need for highly trained human resources in a particular field in the applicant’s country, and the admission results from the university.

Details of the evaluation results of the three batches of applicants are in Annex 5.

Awarding

As of reporting period, the project was able to award a total of 33 scholarships, evenly distributed among nationals of (11) Cambodia, (11) Lao PDR, and (11) Vietnam. In terms of gender ratio, despite the conscious effort to achieve the equal ratio, the project ended up with 58 percent male awardees. Majority of the awardees (73%) came from academic institutions in their respective countries, most of which were lecturers/instructors. Table 2 provides key information on the IDRC scholars’, while a more detailed profile of these scholars can be found in Annex 6.

Majority of the IDRC scholars (61%) are now studying at UPLB, while 7 scholars (21%) are in CMU, 4 (12%) in KKU, and 2 Vietnamese are in KU.

2.3 PROJECT MANAGEMENT Project Advisory Committee

A Project Advisory Committee was formed to give recommendations and advice on the selection and placement of scholars, academic programs to pursue, as well as guidance and assistance in organizing the annual fellowship conferences.

Profiles of Advisory Committee members are in Annex 7. This fellowship project is under the IDRC Special Initiatives Division headed by its Director, Dr. Ann Weston. The Senior Program Specialist in charge of Fellowships and Awards is Dr. Rita Bowry, while Dr. Annie Wesley, also Senior Program Specialist, oversees IDRC projects related to agriculture and food security.



Project Team

Dr. Editha C. Cedicol, Program Head of SEARCA’s Graduate Scholarship Department, served as Project Leader of the Southeast Asian Upland Agriculture Fellowship from 12 March 2012 to 31 December 2013. Following the early retirement of Dr. Cedicol, Dr. Maria Cristeta N. Cuaresma, who succeeded her as SEARCA’s Program Head for Graduate Scholarship also assumed Project Leadership for the project. Assisting the Project Leader is Administrative cum Project Assistant, Mr. Rainier Josef T. Austria who served the Project from July 2012 to December 2012, and was replaced by Ms. Jachin Jane O. Aberilla effective 18 March 2013 to present. The IDRC-SEARCA Scholars’ Handbook (Annex 8) has been developed to provide scholars with essential information to help their mobility and stay at their study posts as smooth and as easy as possible, and to guide them in their everyday dealings with the scholarship manager and university coordinators, their responsibilities and obligations as scholars, and the rules and regulations governing the scholarship that needed to be observed. University GS Coordinators

University Graduate School Coordinators were identified to ensure smooth and efficient management of the scholars’ programs in each of their universities especially those in the distant study posts in Thailand. At CMU, Dr. Prasit Wangpakapattanawong also served as the Project’s contact person, while Dr. Chanchai Saengchosawat, the new Chairperson of the Agricultural Systems Management Program, replaced Dr. Benchapun Ekasingh who served as the coordinator for scholars studying at CMU. For scholars taking MS Agricultural Systems Management, Ms. Juthamat Onpraphai is the direct contact while for scholars taking Animal Science the direct contact is Mrs. Saengdao Bänziger. On 25 January 2013, Dr. Annie Wesley visited CMU and met with Dr. Prasit and Dr. Benchapun as well as the four scholars studying at CMU. At KU, Dr. Mangkorn Rodrapakaron, Director of International Affairs Division, Office of the President, has been identified as the Coordinator for the scholars studying at KU, while the direct contact for scholars is Ms. Thanisorn Duangdao. At KKU, the Associate Dean for Research, the Program Director of Master in Rural Development Management, and Ms. Orawan Wichachai have been coordinating with SEARCA regarding the scholars to be admitted in the Master in Rural Development Management while Ms. Saranya Pobkwamsuk was the contact for students in the Faculty of Agriculture. The overall contact person for all graduate programs is Dr. Lampang Manmart, Dean of Graduate School. At UPLB, Dr. Jose V. Camacho, Dean of Graduate School is the Coordinator for the scholars.



Information, Education and Communication

New Scholars Orientation

In the Philippines, an orientation meeting is held at the start of every semester to help the IDRC scholars familiarize themselves and be oriented with the policies and guidelines concerning the administration and management of the scholarship. Part of the orientation is an open forum which accommodates questions and clarifications regarding scholarship administration from the new scholars.

As of the reporting period, the project team was able to conduct three orientation meetings held on 5 December 2012, 5 July 2013, and 6 December 2013.

Scholars’ orientation discusses the policies and guidelines governing the scholarship.

In lieu of the orientation meeting, the project team scheduled coordinating visits to Thailand-based scholars, which also provided the opportunity for the project leader to meet with project coordinators and university officials. Details of this activity is found in Sec 2.4 of this report.

Project Website

The project website was setup as a means to effectively and efficiently disseminate project information to its stakeholders, including the call for applications and other relevant project activities. For interested applicants, eligibility, step by step application process, as well as frequently asked questions (FAQs) are found in the website, including the downloadable fellowship application form.

Updates on relevant project activities are likewise disseminated through the web (www.idrc.searca.org) as news articles.



2.4 MONITORING AND EVALUATION Advisory Committee Meeting

As of reporting period, two advisory committee meetings have been held, with the first meeting held via Skype on 6 December 2012. Dr. Ann Weston, Dr. Rita Bowry, Dr. Annie Wesley, Dr. Oscar B. Zamora, Dr. Vo Tong-Xuan, Dr. Mom Seng, Dr. Gil C. Saguiguit, Jr. and Dr. Editha C. Cedicol attended the meeting. Dr. Prasit Wangpakapattanawong was not able to attend the meeting due to prior commitments, while Dr. Silinthone Sacklokham had not responded to the invitation for the Skype meeting. The meeting highlights are presented in Annex 9. The second meeting (face-to-face) was held on 15 March 2013 at SEARCA, College, Laguna, Philippines. During the meeting, the Project’s annual fellowship conference, the scholars’ research project/theses, the venue of these projects, updates of the studies of the first batch of scholars, and recruitment and selection of the second batch of scholars were included in the agenda. The following attended the meeting: Dr. Vo Tong-Xuan, Dr. Mom Seng, Dr. Silinthone Sacklokham, Dr. Oscar B. Zamora, Dr. Prasit Wangpakapattanawong, Dr. Gil C. Saguiguit, Jr., and Dr. Editha C. Cedicol, with Dr. Saguiguit as meeting chair. Report of meeting is in Annex 10. Coordinating visits

Dr. Editha C. Cedicol met the IDRC scholars and conducted coordination and monitoring meetings with the University Graduate School Coordinators in Kasetsart University, Chiang Mai University, and Khon Kaen University, Thailand from 27 August to 29 August 2013 (Table 4).

Khon Kaen University Met with four IDRC scholars, the administrative officer, the Associate Dean for Academic Affairs, the Associate Dean for Research, the Program Director of Master in Rural Development Management, and one of the advisers of the scholars.

During the visit, Dr. Cedicol briefed the officials, coordinators, and scholars in these universities about the fellowship project and discussed logistical concerns related to the administration of the



scholarship, financial requirements, academic concerns, and role of the coordinators in ensuring smooth and efficient management of the scholars’ programs. She also took the opportunity to discuss the preparations for the 1st IDRC-SEARCA annual fellowship conference, scheduled on 24-26 September 2013 at SEARCA, Los Baños, Laguna, Philippines.

2.5 ENHANCEMENT COURSES LITE Program

The Intensive English Course under the Language Instruction towards Excellence (LITE) Program is integrated in the programs of scholars studying at UPLB to enhance their proficiency in the English language. Ten scholars have already completed this Course, namely Theavy Srey, Eng Chheanghong, Var Sophal, Thea Sive, Chin Hunlay, Ung Putheany, Nget Raby, Thuong Sodany, Bui Hong Quy, Huot Long. (Annex 11) On the other hand, Chanhmany Souphannavong, Pinkham Vongphachanh, Nouyang, Vua Xiongsiyee, Bounthiem Bouasavanh are taking this course as of reporting period.

Summer Program in Economics

UPLB-based scholars taking MSc in Agricultural Economics also take a refresher course called Summer Program in Economics. Four scholars namely Bui Hong Quy, Nguyen Thi Bich Thuy, Vu Xuan Truong and Huot Long have completed this course in Summer of 2012-2013, while Tran Duyen Nhat Lam and Chheun Sreyneang are slated to take the SPE in Summer 2013-2014 (Annex 12)

English Program at KKU and CMU

At CMU, an English course is also offered as part of the scholars’ programs. Lyfong Yalao and Tran Quang Hung are now taking their Intensive and Integrated English for Graduate Students. At KKU, Khambai Phunthavongsa and Pathumpone Sonemany took Reading in English for Graduate Students.

The scholars’ academic grades are given in Annex 13.



Oral Communication and Presentation Skills Training

Oral Communication and Presentation Skills Training was conducted on 4-7 June 2013 at SEARCA Los Baños, Laguna. This training aimed to help improve the oral communication and presentation skills of the scholars, boost their self-confidence and teach them how to be effective speakers and conference presenters. Five IDRC scholars from Cambodia studying at the University of the Philippines Los Baños (UPLB) participated in the meeting, namely Mr. Eng Chheanghong, Mr. Var Sophal, Mr. Huot Long, Mr. Thea Sive, and Ms. Srey Theavy. The training comprised of lectures, exercises, workshops, role playing activities, games, and guided discussions. Two IDRC scholars stood out during the workshop and were recognized during the culminating activity. Mr. Eng Chheanghong was chosen as the Best Speaker in his group while Mr. Sive Thea, was awarded the Best Speaker in the Table Topic Session.

2.6 SCHOLARS’ PROGRESS 1ST Annual IDRC Fellowship Conference

The annual fellowship conference/workshops hope to build the fellows’ knowledge through lectures and paper presentations by experts, encourage informal networking to develop a sense of community among IDRC fellowship recipients, share experiences among themselves as fellows, give them the



opportunity to meet experts, and provide first-hand experience of the real situation in the uplands through site visits.

The 1st IDRC-SEARCA Annual Fellowship plus Conference-Workshop on the theme, “Food Security and Sustainable Agriculture Development in the Uplands: Challenges and Opportunities” was held on 24-26 September 2014 in SEARCA, Laguna, Philippines. Three invited papers presented during the plenary session were from Dr. Percy E. Sajise, a former SEARCA Director (1994-1999) and is now a SEARCA Senior Fellow, who discussed the Contemporary Issues and Challenges in Sustainable Agriculture in Southeast Asia; Dr. Rex Victor O. Cruz, UPLB Chancellor who talked about the role of research and extension in addressing food security concerns in the uplands of Southeast Asia; and Dr. Maria Victoria O. Espaldon, UPLB Vice Chancellor for Research and Extension who lectured on the comparative use and application of indicators and methodologies in assessing sustainable upland agriculture and food and nutritional security. 1st Annual Fellowship Conference held on 24-26 September 2013, SEARCA, Laguna, Philippines

Twenty seven fellowship grantees studying in UPLB, CMU, KU, and KKU attended the first fellowship conference, with 18 of them presenting their research proposals before the members of the Project Advisory Committee, namely Dr. Mom Seng, Dr. Prasit Wangpakapattanawong, Dr. Oscar B. Zamora and Dr. Gil C. Saguiguit, Jr. Dr. Rita Bowry, Senior Program Specialist and Head of IDRC’s Fellowships and Awards Program, and Dr. Percy E. Sajise also gave their advice. On the second day of the conference, the group visited an upland project site in Brgy. Atisan, San Pablo City, which showcased a private-public partnership in sustainable livelihood for the uplands. The second upland project site visit was at the Institute of Agroforestry’s Learning Laboratory for Agroforestry (LLA) located at UPLB College of Forestry and Natural Resources (CFNR). Dr. Roselyn



Paelmo, University Researcher of the Institute of Agroforestry toured the participants around the learning laboratory and introduced the techniques and agroforestry systems in the area. Dr. Sajise facilitated the debriefing at the end of the day. The full conference proceedings is being produced as of the reporting period.

Scholars progress on academic courses

Out of the 33 ongoing scholars of the project, 13 graduate students are expected to complete their study programs by the end of AY 2013-2014 (6, UPLB; 2 KKU; 4 CMU; 1 KU). Academic Gantt chart of scholars can be found in Annex 15. Information on the scholars’ grade reports and subjects/courses enrolled of for 2nd semester AY 2012-2013 (November 2012-March 2013), 1st semester (June 2013-October 2013), and 1st Semester in August 2013 (August - December 2013) can be found in Annex 16.

3 CHALLENGES ENCOUNTERED & LESSONS LEARNED

In the course of implementing the project, the following were encountered:

1. Recruitment and gender balance. During the first and second calls for application, the project team received only few applicants from Lao PDR. This prompted the third call for applications which recruited applicants from Lao PDR only. Moreover, the gender balance (50/50) and the distribution of institutional origin/affiliation was also a challenge for the project. It is important to indicate the gender ratio in the announcements and call for applications for a more purposive recruitment.

2. Variable cost of tuition per university. Individual budget requirements per program/scholar differ from the approved scholarship value of the project because of the differences in the costs charged by the different universities. The project team has requested for tuition fee discounts on this regard. However, as of the moment, the tuition fee of five scholars in CMU taking up MS Agricultural Systems Management is not yet paid because the request for discount has not yet been acted upon by the CMU management. The four scholars are now in their third semester in the university while one scholar is in his second semester.

3. Change/shift in academic calendar. The recently-approved pilot implementation of the shift in academic calendar of the University of the Philippines Los Baños (UPLB), which will be implemented this academic year 2014-205, will affect the expected scholarship duration and time of graduation of the 19 IDRC-SEARCA scholars in UPLB.



The changes in the academic calendar consist of:

First Semester: FROM June to October TO August to December Second Semester: FROM November to April TO January to May Short Term: FROM May to June TO June to July

Scholars who started their program in November 2012, and are expected to finish in October 2014, may be extended until December 2014. This shift in academic calendar has an effect in the release of stipend since the University has no term offering for June-July 2014.

As of reporting period, the project team has met with IDRC scholars concerned to present several options to address the shift in calendar, and likewise listened to other propositions offered by the scholars. A decision on the most appropriate course of action will be made on a case-to-case basis based on the scholar’s specific circumstance.

4. Scholars’ English skills. During the 1st fellowship conference in September, a number of scholars voiced out that their difficulty in speaking and understanding English somehow affected their academic progress in their universities. This was also evident on the grade reports of some scholars in their English courses. (See Annex Grade reports).

To address this issue, scholars were permitted to take additional English courses such us LITE Program for scholars in UPLB and Intensive and Integrated English for Graduate Students in CMU.

5. Requirement to take undergraduate courses. There are scholars in UPLB who were required to take undergraduate courses as prerequisites for their Master’s Degree due to insufficient background in certain areas. This course requirement may cause a delay in their study program.

6. Bank charges for fund transfers. An inward bank charge of $15 is deducted for every transfer of allowance (stipend, tuition fee and books) to students in Thailand. This leads to students not receiving the exact amount of their allowance. As of the moment, the inward bank charges deducted from the allowance of scholars in Thailand are being charged to the Operating Funds of SEARCA. See Annex 17 for possible bank charge estimates and bank charge expenses from the previous months. A request to IDRC to realign some funds in the budget for this purpose will be made.



4 UPCOMING ACTIVITIES

4.1 SUPPLEMENTARY FUNDING AND ADDITIONAL COHORT

IDRC has just approved a supplement (additional funds) to support an additional 20 scholarships and associated costs to students from Lao PDR and Myanmar. The project will be extended to February 27, 2017 to allow these students to complete their studies. To start off the project, SEARCA has already disseminated the call for applications starting 29 January 2014. As of the moment, the project is still waiting for applications from interested applicants.

4.2 2ND ADVISORY COMMITTEE MEETING AND COORDINATING VISITS The second advisory committee meeting is scheduled in May 2014 at CMU, Thailand. The meeting’s agenda will include the 2nd Annual IDRC Fellowship Conference, which will also be held at the same university towards the end of 2014, and the selection of scholars for the additional cohort. The Advisory Committee Members are also expected to review and make recommendations on the process selection, placement of scholars and academic program to pursue, and thesis topics. Likewise, a second round of coordinating visits in the study posts is also planned to be done back to back with the advisory committee meeting where the new project leader, Dr. Maria Cristeta N.



Cuaresma, will meet face-to-face with the university graduate school coordinators to discuss the updates and progress of the scholars in Thailand.

4.3 2ND ANNUAL IDRC FELLOWSHIP CONFERENCE

The SEARCA Graduate Scholarship Department in cooperation with Dr. Prasit Wangpakattanawong will be preparing for the 2nd fellowship conference to be held in CMU towards the end of 2014. For this conference, it is expected that the first and second batch of scholars will report the progress in their research, while the third batch of scholars, as well as the awardees of the additional cohort are anticipated to present their respective thesis proposals. As of reporting period, the program team in collaboration with Dr. Prasit is still in the process of drafting the conference concept note, including the theme.

Dr. Mom Seng

(PhD Animal Sciences)

Vice Rector for International Relations

Royal University of Agriculture, Cambodia


Dr. Mom Seng is currently a Professor and Vice Rector for Planning and International Cooperation at the

Royal University of Agriculture, Phnom Penh, Cambodia. Prior to this, she served as the Acting Dean of

Graduate School of Agricultural Sciences and Vice Dean Faculty of Agro-Industry of the same university.

Her research and project experience in animal science has enabled her to establish collaboration with

international and regional organizations, including ACIAR, IDRC, and several Erasmus Mundus Project,

such as EURASIA II, TECHNO I, TECHNO II, LOTUS 3.

Dr. Seng holds a PhD in Animal Sciences and Masters of Tropical and Sub Tropical Agriculture, major

Animal Science at the Georg August University, Goettingen, German. She completed her BS in Animal

Production and Health at the Royal University of Agriculture, Phnom Penh, Cambodia.

Dr. Prasit Wangpakapattanawong

Dr. Prasit Wangpakapattanawong is an Assistant Professor at the Department of Biology, Faculty of Science,

Chiang Mai University (CMU), Thailand. He is also a Part-time Visiting Scientist of the World Agroforestry

Center (ICRAF) Chiang Mai, Thailand, and the Associate Editor of the Chiang Mai Journal of Science. Many of

his research works have been published in various Scientific Journals of international circulation. He also serves as

the Chairman of the PhD program in Biodiversity and Ethnobiology of CMU, and a member of CMU’s Biology

Graduate Board, CMU

He holds a Doctor of Philosophy in Forest Science, from the University of British Columbia, Canada and MS

degree from the Iowa State University, USA.


Dr. Silinthone Sacklokham

(Ph.D Agricultural Development)

Faculty of Agriculture, National University of Laos


Dr. Silinthone Sacklokham is the Vice Dean and Associate Professor at the Faculty of Agriculture,

National University of Laos (NUOL). Prior to that, she served as Head of Department of Rural

Economics also at NUOL.

Dr. Sacklokham supervises the curriculum development, organization of the teaching courses, teaching

quality assurance, and final internship of students. As lecturer at the Faculty of Agriculture in Farming

systems, Agrarian Systems Agricultural Policies, Rural credit and Microfinance, Agribusiness and Value

Chain Analysis. She likewise serves as Coordinator of the project “Capacity Building at the Faculty of

Agriculture in veterinary, fishery and plant protection” supported by TICA (Thai International

Cooperation Agency).

Dr. Sacklockham holds a PhD in Agricultural Development from the National Agricultural Institute of

Paris-Grignon (France) and Master of Science Diploma in Agronomy at the Agricultural Academy of K.

Timyriazev of Moscow (Russia).


Dr. Vo Tong Xuan

(PhD Agronomy)

Vo-Tong Xuan is the Rector of Tan Tao University. He is also the director of the Vietnam-Africa

Agricultural Development Group in Vietnam and Senior Agriculture Advisor of Bourbon Sugar Company

and the Thanh Thanh Cong Sugar Group.

Dr. Vo-Tong Xuan, has a long career in the development of Vietnamese agriculture. He served as

research fellow at the International Rice Research Institute from 1969 to 1971, and then as chairman of

the Department of Bio-Agronomy at the University of Cantho from 1971 to 1975. Dr. Vo-Tong has

worked at the grassroots, national, and international level in the governmental, private, and non-

governmental sectors to transform Vietnamese agricultural economy from a net rice importer to the

world’s second largest rice-exporter. From 1982-1997, Dr. Xuan served as Vice-rector of Can Tho

University and Director of the Mekong Delta Farming Systems R&D Institute. Dr. Xuan is also Former

President of An Giang University, which he helped establish in 1999.

Currently he serves on the board of directors of the Asian Institute of Management, the Environment

Economics Program for Southeast Asia, the International Fertilizer Development Center, the International

Services for the Acquisitions of Agri-biotech Applications. He has also served on the board of trustees of

the Rockefeller Foundation, the International Rice Research Institute, the International Potato Center, the

Technical Advisory Committee ò the Food and Agriculture Organization. He is a recipient of several

prestigious awards, notably the Ramon Magsaysay award, Nikkei Asia award, Derek Tribe award, D.L.

Umali award, Vietnam Labor Hero award, Vietnam People’s Teacher title.

Dr Xuan obtained his BS and MS in agricultural chemistry from the University of the Philippines at Los

Banos (1966, 1969), and has a doctorate degree in crop science from Kyushu University in Japan (1975).


Dr. Oscar B. Zamora

(PhD Crop Physiology/Agricultural Systems)

Vice Chancellor for Instruction



Dr. Oscar B. Zamora is currently the Vice Chancellor for Instruction and Professor at the University of

the Philippines Los Baños (UPLB). As professor, he teaches crop science, intermediate crop production,

ecological agriculture (graduate and undergraduate), farming systems, advance crop and stress physiology

courses in the Department of Agronomy, University of the Philippines at Los Baños. He likewise served

as the Dean of UPLB’s Graduate School and a Visiting Professor; Katholieke Universiteit Leuven,

(Leuven, Belgium) and Wageningen University, (The Netherlands) at some point.

Dr. Zamora’s professional experience also extend to various research and development work on

sustainable/alternative agriculture, alternative crop breeding strategy, organic farming, genetic resources

conservation, media development and environment concern with students, NGO and colleagues in the

academe.

Dr. Zamora holds a PhD (Crop Physiology/Agricultural Systems), University of Queensland, Australia,

and MS Agronomy and BS Agricultural Chemistry at UPLB.

Dr. Gil C. Saguiguit, Jr. is now serving his second three-year term as SEARCA Director, having been

reappointed effective 14 July 2012.

Dr. Saguiguit holds a doctorate degree in Rural Economics which he obtained in 1980 from the Universite

de Montpellier I, France. He has the distinction of being the first Filipino to complete the program in the

said university. He finished his Master’s degree in Agricultural Economics and Bachelor of Science in

Agriculture at the University of the Philippines Los Baños in 1977 and 1974, respectively.

His main fields of interest, expertise, and experience include project management and implementation,

fund generation and financial management, rural development and extension, participatory and

community-based approaches, and multidisciplinary research.

Dr. Saguiguit, Jr. has written and co-authored a number of publications on community-based natural

resource management, research management, North-South collaborative research, and agriculture and

rural development.

Highlights of Discussion:

� Dr. Ann Weston welcomed the members of the Project Advisory Committee who joined the Skype meeting namely: Dr. Vo Tong Xuan of Vietnam, Dr. Mom Seng of Cambodia, Dr. Oscar B. Zamora of the Philippines, and Dr. Gil C. Saguiguit Jr., and Dr. Editha C. Cedicol from SEARCA. Dr. Cedicol informed the group that Dr. Prasit Wangpakapattanawong of Thailand could not attend because of previous commitments; while Dr. Silithone Sacklokham of Lao PDR had not yet responded to the invitation and that the staffs of SEARCA were still trying to find ways to reach her.

� Dr. Weston then gave a brief introduction of IDRC and its mandates. Dr. Rita Bowry briefly discussed IDRC’s fellowship programs particularly those that she is managing. Dr. Annie Wesley then discussed the importance of food security and agriculture as a rationale of the IDRC upland fellowships project.

� Dr. Gil Saguiguit, Jr. discussed SEARCA’s initiatives and major thrusts. He also gave a brief summary of SEARCA’s 9th Five-Year Development Plan focusing on capacity building, research and knowledge management.

� Dr. ECC discussed SEARCA’s Graduate Scholarship Department’s main programs, a brief description of the IDRC-SEARCA upland fellowships project, GSD’s role in the project and the role of the Advisory committee (to provide helpful advice and recommendations on the selection and placement of scholars, the academic programs to pursue, the scholars’ thesis topic proposals, and assistance in the Fellowship Plus conferences).

� Regarding the proposed thesis topics of the scholars, Dr. Oscar Zamora suggested that the topics be broadened to a much larger scope rather than just focusing only on upland agriculture and

food security, and that particularly in UPLB, it is the adviser together with the student who agrees on the thesis of the student and having the scholars write proposals beforehand (this included in the list of requirements) might be difficult for the Graduate School to assign an adviser.

� Dr. Wesley explained that the reason why IDRC included the proposed research outline in the applicant’s requirements was to gauge the applicant’s ability to construct a research outline and his/her proficiency in English language. She also said that IDRC is open to any recommendation by the advisory committee.

� Dr. Xuan agreed with Dr. Zamora, saying that the same is also applicable in Vietnma. He said that the topics presented by the scholars may still be subject to revision and will be considered tentative at the moment.

� Dr. Cedicol also consulted the committee regarding the venue of the scholars’ research projects and the possibility for scholars to conduct research in their home countries or in the country of study posts. Dr. Weston said that this may also be discussed in the next meeting and the Committee will have to propose some solutions or recommendations.

� Dr. Bowry said that the teleconference between SEARCA, IDRC and the advisors was held to see if a meeting of people from different countries with different time zones using Skype was feasible. Dr. Saguiguit suggested that a face-to-face meeting would be more suitable as to have better discussions about the project. He volunteered that it can be heal at SEARCA on a date convenient to all.

II. Highlights of the meeting 38 39 The meeting started at 9:00 a.m., with Dr. Gil C. Saguiguit, Jr. as presiding 40 officer. 41 42

Dr. Saguiguit welcomed the advisory committee members to SEARCA. In his 43 welcome message, he expressed appreciation to IDRC for its trust in SEARCA to 44 implement the upland fellowships project and that the project’s focus on upland 45 agriculture development aligns well with SEARCA’s thrusts on natural resource 46 management. He mentioned that SEARCA has been giving attention to the fragile 47

uplands in Southeast Asia through its projects on biodiversity conservation, 48

sustainable agriculture for the uplands, and climate change adaptation. He 49 emphasized the importance of having a new breed of development workers and 50

advocates who will champion natural resource management in the uplands and 1 that this human resource development project is a response to this emerging 2 development need in Southeast Asia. He also expressed his appreciation to the 3 committee composed of eminent experts for spending time to actively participate 4 in the meeting. 5

6 After a round of self-introduction, Dr. Saguiguit gave a brief background about 7 SEARCA and its programs and activities, which was then followed by a short 8 video on SEARCA. 9 10

Dr. Cedicol then presented the Project titled, Southeast Asian Uplands Agriculture 11 Fellowships. 12

13 Included in the agenda of the meeting is sharing of information on relevant IDRC 14 projects, namely: 1) the newly approved IDRC project to be implemented by 15 Chiang Mai University, and 2) the IDRC International Fellowships 16 17

Dr. Prasit shared CMU’s current project with IDRC entitled, Field to Fork: A 18

multi-site research initiative to reduce malnutrition through nutrition-sensitive 19

agriculture solutions. The goal of the project is to study and identify the best 20

strategies to sustainably improve the quantity and quality of local food production 21

and consumption amongst smallholders in rural upland communities in in 22

Vietnam and Thailand and, ultimately, improve food security and nutrition status 23

of these populations. The research will be implemented across three sites, namely: 24

northern Thailand, central Vietnam, and north Vietnam from where a 25

representative sample of 200 children aged 0-5 will be selected. Dr. Prasit said 26

that this project might be of interest to some of the fellows/scholars as the focus of 27

their researches. Dr. Saguiguit expressed that one interesting part is the 28

development side which is a follow-up of activities that will complete the 29

template, i.e., the possibility of replicating this in other countries after the project. 30

A copy of Dr. Prasit’s power point presentation regarding this project is attached. 31

On behalf of Dr. Rita Bowry, Dr. Cedicol presented the IDRC International 32

Fellowships Program which, according to Dr. Bowry, might be able to provide 33

some inputs on the discussion of topics for training-workshops/conferences 34

especially on skills enhancement and networking. 35

On the scholarship grantees in Batch 1, the following were the highlights of 36 discussion and Committee recommendations during the meeting: 37 38

The SEARCA Team selected 18 scholarship grantees to start in November 39

2012 and June 2013. Of the 18, one grantee from Vietnam requested to be 40

replaced as she cannot attend the program in June 2013 due to personal 41

reasons. The replacement candidate will have to be selected from the pool 42

of candidates in the first and second batches who passed the screening and 43

interview. 44

The program on Human Nutrition pursued by a Cambodian scholar at 1

UPLB, Mr. Eng Chheanghong, seemed not appropriate for his background 2

(Animal Production) and that his proposed thesis topic is related to Rural 3

Development. The Committee suggested that he be transferred to 4

Community Development and that courses that he took during the 5

November 2012 semester be credited as electives under his new program. 6

On the second batch of applicants, Dr. Cedicol reiterated to the Committee the 7

ideal distribution of grantees, whenever possible as follows: 11 scholars per 8

country; 50-50 male-female ratio; and a mix of grantees possibly sourced from 9

academic institutions, technical government agencies, NGOs, and outstanding 10

graduates fresh from completing college degrees. The following are highlights of 11

discussion: 12

The committee reviewed the matrix of information about the candidates---13

background, proposed degree program, proposed research and selected 14

those who passed the criteria. Out of 27 applicants, 16 passed the initial 15

screening with breakdown as follows: Cambodian (10); Laotian (2); and 16

Vietnamese (4). 17

Dr. Prasit suggested sending out a 3rd

announcement of the availability of 19

the IDRC scholarship project to increase the pool of applicants especially 20

from Lao PDR. 21

Dr. Zamora suggested sending via email each committee member the 23

scholarship announcement for dissemination. 24

Upon the suggestion of Dr. Saguiguit, Dr. Cedicol will send to the 26

advisory committee via email the list of institutions/universities/agencies 27

in Cambodia, Lao PDR, and Vietnam where SEARCA sent the scholarship 28

announcements for the 1st and 2

nd batch. The committee will suggest 29

additional institutions that could be a source of highly qualified candidates 30

and where SEARCA could send the announcement. The deadline for 31

submission of application documents to SEARCA is set on 30 April 2013 32

for the June 2013 intake. 33

On the research topics/projects of scholars, the following were suggested: 34

The IDRC-SEARCA Advisory committee could give advice to the 35

scholars about possible research topics before submitting the list of topics 36

to their advisers/academic committee. 37

Students may also have to take a look at the new research project of IDRC 39

presented by Dr. Prasit for ideas on possible thesis topics. 40

Students will be invited to the first two annual conferences may be able to 1

develop their topics from the problems/issues that will emerge. 2

In the meantime, the proposed thesis proposals of the students selected for 4

the scholarship are considered tentative and part of the screening process. 5

Eventually, the thesis topics of the scholars addressing issues in upland 6

agriculture development will have to be finalized in consultation with their 7

respective advisers and academic guidance committees. 8

On annual conference/workshop theme/topics, the following were the highlights 9

of discussion: 10

Dr. Cedicol presented the three possible themes for the conference/ 11

workshops that she submitted to IDRC and the suggestion from IDRC to 12

consider the possibility of including topics that would enhance the skills of 13

the students and would be of use to them in their studies and future 14

careers. The annual conference/workshops will also be a venue for 15

networking of the grantees. 16

The Committee felt that the conference/workshop would give the scholars 18

more information and exposure on what is happening in the uplands, what 19

are the researchable areas, what are the trends (“state of the art”), etc. 20

Speakers/resource persons will be invited to speak on important 21

topics/issues on the theme. 22

The committee will continue discussion on the topics for the annual 24

conference/workshop through email but gave some points when thinking 25

about the topic that is useful for upland agriculture development, and for 26

the scholars to focus on 27

A fellowship dinner was tendered by SEARCA for the Project Advisory 3 Committee at the SEARCA Residence Hotel Rooftop.
