Jeypore, (Oriya: ଜୟପୁ�ର) is the largest village in the Koraput
district of Orissa, India. Along with Bhubaneswar, Cuttack,
Sambalpur,Rourkela, Balasore, Puri and Berhampur,
Jeypore is one of the prominent places of Orissa. It is
encompassed by hills of the Eastern Ghats and the more
famous Araku hills on three sides like a horse shoe with the
western side opening up to Chattisgarh in central India. It is
the business hub for the district and South Orissa.
EconomyThough traditionally an agrarian economy, Jeypore is the
business hub for southern Orissa as well as the bordering
towns of Andhra Pradesh. There are many renowned
industries in and around Jeypore. Business units
include Sewa Paper Mills, now a part of BILT, and
numerous rice & cashew processing units. PSU
company POWER GRID CORPORATION OF INDIA LTD has its
400 kV Sub-Station with FSC system at
Kaliagaon. NALCO, Hindustan Aeronautics
Limited (HAL) and Coffee Board are some prominent
government based units & Major Private Limited Companies
like M/s. Hindustan Sales Private Limited situated nearby.
Huge granite deposits on hills, rich forests and forest-based
produce are important contributors to Jeypore's economy.

Harsha Trust is a not for profit organization that works
with the tribal and the poor in remote locations of
Orissa, aiming to bring in human development in
challenging conditions. As an organization it
endeavours to bring professionals into the development
arena believing that quality human resources are
critical to the process of ensuring sustainable changes
in one of the poverty stricken parts of the country. In
selecting its project location, the organization has
deliberately chosen to work in difficult-to-access regions
where the system has been unable to deliver towards
development needs of the population.
Intervening with backward communities on basic needs
of food sufficiency and livelihoods, Harsha Trust has
tried to bring hope among the people who have been
cut off from the developmental processes. The
organization has over the past 7 years tried to
demonstrate models of sustainable livelihood that
arrest migration and give people a chance to develop
within their circumstances. Using concrete examples

the organization has tried to interface with larger
stakeholders-viz. government, banks, donors to
influence wider scale replication of successful
interventions using the resources meant for the people.
Having met with a fair degree of success in its ability to
influence the system to allocate resources for these
vulnerable communities; Harsha Trust is striving to
drive this agenda forward to maximize the access of the
poorest to their human development entitlements.

Overview
Ballarpur Industries Limited (BILT) is India’s largest
manufacturer of writing and printing (W&P) paper. BILT’s
subsidiaries include Ballarpur International Graphic Paper

Holdings B.V. (BIGPH); BILT Graphic Paper Products
Limited (BGPPL); Sabah Forest Industries (SFI), Malaysia’s
largest pulp and paper company; and Bilt Tree Tech
Limited (BTTL), which runs BILT’s farm forestry
programme in several states in India. Mr. R.R. Vederah is
the Managing Director and Executive Vice Chairman.
In India, the company has six manufacturing units, giving
it geographic coverage over most of the domestic
market. The company has a dominant share of the high-
end coated paper segment in India. It accounts for over
53% of the coated wood-free paper market, an

Bilt Tree Tech Releases Insect for Biological Control of Gall
in Koraput, Orissa
New Delhi, 12th March 2012: Bilt Tree Tech Limited (BTTL),
a subsidiary of Avantha Group company
Ballarpur Industries Limited (BILT), has successfully released Qurastichus mendeli – an exotic species of insect that is used for the biological control of the gall disease in eucalyptus plants – in Koraput district, Orissa.
The insects were imported from Israel in association with the National Bureau of Agriculturally Important Insects (NBAII), Bangalore and the Indian Paper Manufacturers Association (IPMA).
Over the last one year, BTTL multiplied these insects in their nursery at Sewa, Jeypore, with strict and constant monitoring involving high expenses. In August 2011, BTTL distributed these insects through eucalyptus plants at no cost to the farmers of this region.
The positive effects of these insects are already being felt, with the incidence of gall disease goingdown

considerably. This has come as a much-needed relief to eucalyptus farmers of Koraput district,
many of whom have been maintaining eucalyptus plantations for the last 16-17 years, and had been suffering losses for the last four years because of gall disease.
The disease stunts plants and substantially reduces yield. Young plants and coppice shoots are especially vulnerable to gall attacks.
Eucalyptus trees are planted by both marginal and affluent farmers in the region.
Eucalyptus plantations have helped bring socio-economic development to this region.
About Bilt Tree Tech Limited
BILT Tree Tech Limited (BTTL) is a wholly-owned subsidiary of Ballarpur Industries Limited (BILT), India’s largest manufacturer of writing and printing (W&P) paper and a flagship of the US$ 4 billion Avantha Group.
BTTL runs BILT’s farm forestry programme in collaboration with local farmers. The main objectives of BTTL are to develop core competency in forestry, produce and distribute high quality eucalyptus clones and seedlings of other pulpwood tree species to farmers, provide them with technical guidance, and assure buy back of wood at market prices. Besides providing farmers

with a source of income, the project also helps supplement BILT’s requirement of pulpwood, and promotes sustainable production of paper.
BTTL’s farm forestry programme is currently operating in several districts in the states of Orissa, Chhattisgarh, Andhra Pradesh
and Maharashtra. So far more than 35,000 hectares of trees have been planted, benefiting over 38,000 farmers.
The company aims to distribute 10 mn eucalyptus clones in 2012.
BILT Forestry Initiatives
BILT has been developing Farm Forestry since 1990
through its subsidiary company BILT Tree Tech Ltd.
(BTTL). Since its inception in 1989, BTTL has
concentrated on developing core competency in forestry
and is manned by experienced forestry professionals.
BILT has taken a special care to target marginal land
belonging to farmers below poverty line. Farmers covered
under this scheme are assured purchase of their
pulpwood produce by BILT at declared support price or
market price which ever may be higher. Tailor-made bank
loans on long-term basis are made available to the needy
farmers.

Ongoing Research & Development activities aimed
at tree improvement and clonal development are already
contributing to increased returns to farmers through
improved productivity. BTTL has initiated site-specific
forestry research projects to identify and produce high
yielding clones of pulpwood species like Eucalyptus,
Casuarina and Leucaena leucocephala. Plantations raised
with high yielding clones of Eucalyptus have achieved
substantial increase in yield giving significantly higher
returns to farmers. The company plans to progressively
increase usage of high yielding clones in the farm forestry
programme by adopting tissue culture route. BILT Tree
Tech Ltd has also established high quality seed orchards
of above species to improve availability of good quality
seed and ensure better productivity of its farm forestry
programme.
The programme is being implemented in six states of
India namely, Maharashtra, Andhra Pradesh, Orissa,
Chhattishgarh, Haryana, and Tamil Nadu, through a
network of central and decentralized nurseries. The three
central nurseries located in Orissa, Andhra Pradesh and
Haryana have state-of-the-art technology and are capable
of producing root trainer and clonal plants with a total

capacity of 5/6 million plants. Till date 80 million plants
have been distributed covering approximately 16,000
hectares land belonging to 13,300 farmers. Long-term
target is to progressively increase this farmer base to 60,
000 farmers and annual planting to more than 50 million
plants by year 2007-08.

Looking at the opportunities and quality of plantation
NABARD readily sanctioned a loan for 3 consecutive
years 2009, 2010, 2011 under their umbrella
programme on natural resource management (UPNRM)
The loan is given to the cooperative at 9%,which
subsequently passed on the loan to the farmer
members at 11%
LOAN SANCTION PROCEDURE
Farmers interested for project first form a
JLG/SHG group of approximate 6-7 members in
one group.
JLG: joint livelihood group by only men
SHG: Self help group by only women
All farmers must have their land paper as
ownership proof which they have to deposit in
PACL office for the grant of loan
Loan permit in name of JLG group stepwise
means after successful completion of each

farmers of JLG at a rime.
The steps are:
o preparing field by tractor : loan for tractor
rent
o buying clone plant : loan for purchase stump
o buying pesticide, insecticide, fertilizer : loan
for chemical use
o also provide loans to give rent of labour
used
etc.
All process of approval of loan from NABARD to
individual farmers are strictly undergone through
PACL and guidance of HARSHA trust.
PACL provide these loan after checking all above
said process step by step as required in the name of
JLG.
Hear a question arise :why through JLG, not to
individual farmers?
Ans: Generally Tribal farmers are very simple and
uneducated so they don’t know the
rules ,regulation ,importance of loan taken in their
name and the term, condition, criteria about the

payment of loan. So there is a chance of miss
utilization of loan if the money is directly given to
farmer’s hand at a time .
Agro forestry intervention project by Patneswari Agriculture Cooperative Limited ,jaypore
Patneswari Agriculture Cooperative Limited(PACL)
Has been involved in development of agro forestry in
koraput district since December 2005.with availability of
vast degraded lands with small and marginal farmers ,a
model was devised to bring these unused lands with
small and marginal farmers ,a model was devised to bring
these unused lands under eucalyptus plantation and take
up other crops like ginger, turmeric, finger millet, nizer ,
and pulses as intercrop.

Provide livelihood to poor (Marginal & Small Farmers) through Agro-forestry with eucalyptus plantation as major forest and cultivating paddy, maize, pulses, zinger, turmeric ,vegetables as intercrop or separate

Initially Ballarpur Industries limited (BILT) provided
loan and BILT tree tech limited (BTTL) provided technical
support to kick start the project under the guidance of the
NGO- HARSHA TRUST.
The loan was given to the cooperative at 8%,which
subsequently passed on the loan to the farmer members
at 10%.A farmer takes up plantation in one or two acres
of eucalyptus plantation in its own degraded land by
availing loan through the cooperative.
In the 2009 the cooperative approached NABARD to
support for expansion of this intervention. Looking at the
opportunities and quality of plantation ,NABARD readily
sanctioned a loan for 3 consecutive years
2009,2010,2011,under their umbrella programme on
natural resource management(UPNRM).
The loan was given to the cooperative at 9%,which
subsequently passed on the loan to the farmer members
at 11%.
There is a tripartite agreement passed between the
cooperative ,BILT and harsha trust where the BILT

provided assurance to buy all the harvested eucalyptus at
Rs 1500/tons or the market price which ever is higher.

PACL has been working in the five blocks of koraput
district namely jeypore, kundra,
boipariguda,boriguma and kotpad,covering 201
villages of 30 grampanchayats.
By 31st march 2012 ,PACL has 2208 farmer
members taken up eucalyptus plantation in 3344 acres
and mobilized Rs.4954500.00 as paid up share capital
from the farmer members.

ACHIEVEMENTS
Through this intervention each small and marginal
farmers are expected to earn an additional income of Rs
4000/year and Rs 50000 at the interval of every five
years for next fifteen years. the regular cash flow in every
year would smoothen their consumption needs and one
time revenue would help them to release their mortgaged
land ,invest in property and other productive uses. thus
the intervention is all poised to alleviate their poverty and
bring them out of their the viscous poverty cycle. In
addition to the potential for eucalyptus plantation the
cooperative found the opportunity to promote maize
cultivation on large scale. A poultry (commercial broiler
poultry) cooperative has promoted by Harsha Trust in
Jaypore block of Koraput district and the poultry
cooperative requires 30mt of maize per month. There is
an agreement between the agriculture cooperative and
the poultry cooperative , where in the poultry cooperative
procures all the maize produced by the members of the
agriculture cooperative and use it for preparing feed for
the poultry birds . there are now 275 farmers who are
being supported exclusively for maize cultivation by the
agricultural cooperative . maize farmers are able to

Certification System (SCS) for the high quality
eucalyptus plantation and management . this will enable
the farmer members to earn an additional amount of Rs
115/- per ton of harvested wood and increase their
return from the plantations .

OTHER AMBITIOUS PROJECTS OF PACL :
Pataneswari Agriculture Cooperative Ltd . (PACL) has
embarked upon an ambitious project under A/R CDM
through Eucalyptus plantation. As the project activity
not only helps in the upliftment of rural tribal farmers
but also addresses the issue of global warming by
reducing GHG emission through the generation of
carbon sink; PACL with the support of NABARD has
moved forward to cover the project under clean
development mechanism (CDM) .The project also
contributes to lesser migration ,environment

conservation such as soil conservation ,protection of
water sources and enhancement of bio diversity
through protection and management of exiting
indigenous flora and fauna and avoidance of
deforestation .The agro forestry intervention
project of PACL will be registered soon under CDM
by which a farmer member of 2009 agro forestry
model (496 farmers) will get Rs2000/- per year
per acre for 30 years.
During the last two financial year PACL have harvested
the 2006 and 2007 plantations of 115 farmers and
the farmers got a net benefit of Rs 70,000/- per
acre plantation .Many of these farmers used the
income for construction of house, purchase of
jewellary ,release mortgages ,investment in
fixed deposits and life insurance.

METHOLOGY
The survey conducted with alarming results is continued to just a limited no and the area covered is stipulated to the top 4 prominent villages.
The agricultural growth scenario had been depicted from
the farmers response .The average figures are
calculated with modern statistical methods.
Towards the accomplishment of the objectives of
the survey the desired information are
obtained from primary as well as secondary
data.
PRIMARY DATA
Primary data is generated through questionnaires
prepared to elicit response from the farmers,
and the villagers in Koraput district concerned
with the development and functioning of the
plantation project. Information required to
assess the motivation levels of the farmers
who are dedicated for the accomplishment of
the project for over an adequate period of time
was collected.

SECONDARY DATA:
Secondary data is collected from the head office, departments or official records of PACL at jeypore and kundra. harsha trust , magazines and from the internet.
SAMPLE AREA:
The survey was undertaken with a sample size of 60 farmers and a sample area of 4 villages consists of Salpa ,Narakenduguda ,Gunthaguda, Gendiajhilinga of Kundra block.
The data was collected through a questioner made consisting of 21 questions dedicated for the overall
developmental issues. Questionnaire:
Open ended and yes/no choice questions are included in the questionnaire for the convenience of the research process. While constructing the questionnaire following things were kept in mind-
a) Objective of the research project and the respondent point of view.
b) Specifying the data requirements.c)Deciding the type of questions to b asked.d) Preparing the preliminary draft of the
question.e) Revising and pre-testing the questionnaire.

STRENGTH:-
the presence of one major agro industry with some other small scale& cottage industries supported by the apex agricultural bank.
the project and its development issues is directly under the provisions & guidelines of the NABARD.

the innovative ideas of BILT industry &supported by some NGO’S (HARSHA trust) and refinanced by NABARD has brought a ray of hope to the development of the tribal people of koraput district.
the contemporary & innovative clone technology of eucalyptus (Nilagiri plant).
the R&D by BILT industry has significantly reduced the payback period of farmers investment.
this new step towards the farmers development has not only made them economically sound but also provided a boon for the ecosystem by converting barren land in to afro forestry model .
WEAKNESS:-
Illiteracy of farmers is a major constraint for concept implementation regarding the project.
The maturity period the tree i.e-5 year is reduced from the normal verities still it’s a very long time for the farmers so they have to depend on the other means of livelihood.
Effects of social issues & Govt. intervention regarding farmer’s development .e.g.-Moist created Havoc in the farmers’ development.
Involvement of middle men prior to the Harvesting period for farmers basic utility can undervalue the produce as a result exploitation prevails.
Opportunities:-
Paper Is a biodegradable substance and is made up off wood pulp or barb pulp so this project will fetch a steep growth in the near future .

BILT has shown a seed for the forthcoming clean development project which will bring farmer prosperity.
Forest department and camp indulge itself into these type of no conventional contemporary project to safeguard the forest and provide a livelihood to the farmer.
Still there is huge potential and opportunities for this & related project’s in koraput districts in respect to land ,man power & other resources.
Plantation facilitates the process of reclamation of barrel lands with a financial support to the farmer.
Keeping in view the success of Nilgiri plantation PACL can develop other subsidiary & Ancillary production unit’s of natural &Herbal medicinal products.
Threats:-
Mangalam timbers and J.K. papers can be a major threats to BILTWhich ultimately affect PACL.
Other plantation project like jatropha, casue and others may be a major threat for eucalyptus plantation
PACL is supported by HARSHA trust, BILT and NABARD both technically and financially hence its isolation from these organizations can be a threat for sustainability
Changing political practices and policy issues can be a major obstacle for the function and development of PACL
Changing agricultural sector and global food security issues can attract farmers towards new sectors and leave the industry vulnerable
