SUBJECT: 1991 Annual Inspection for Maintenance of Completed MR&TFlood Control Worl~s in the New Orleans District

1. The 1991 inspections of FCMR&T levees, floodwalls. anddrainage structures operated and maintained by local interests wereconducted during the period September 25 through November 15, 1991.

2. All inspections were conducted by the District Commander and/orhis Deputy, appropriate members of Operations and ReadinessDivision, Engineering Division, Construction Division, Life CycleProject Management, Real Estate Division, the Louisiana Departmentof Transpor'tation and Development (LA DOTD). and Levee BoardCommissioners and their staff.

3. Comments on the condition of levees, of maintenance performedby local interests during the year, and our ratings are as follows:

a. RED RIVER. ATCHAFALAYA and BAYOU BOEUF LEVEE DISTRICT.

The levee system within LMN consists of the Mansura Hillsto Hamburg levee (20.3 miles), Bayou des Glaises fuse plug levee(8.1 miles), Atchafalaya River levee -right descending bank (43.0miles), and a portion of the west Atchafalaya Basin protectionlevee (34 miles).

The inspection was conducted on September 25, 1991. Thelevees, cattle guards. and fences were well maintained. AnOUTSTANDING rating is assigned.

b. FIFTH LOUISIANA LEVEE DISTRICT

The levee system within LMN consists only of the rightdescending Mississippi River levee (16.8 miles) between Black Hawk,LA, and the Old River lock. They are also responsible for 338miles of levees in LMK.

The inspection was conducted on September 26, 1991. Thelevee was mowed and the crown was in excellent condition. AnOUTSTANDING rating is assigned.

c. ATCHAFAIJAYA RA,\:;IN LEVEE DISTRICT

The levee system consists of the following reaches of riverand floodway levees:

Levee along the south and west banks of lower Old River andthe right descending Mississippi River levee from Barbre Landing inPointe Coupee Parish to Bayou Lafourche at Donaldsonville,Ascension Parish (length is 119 miles, including 1.2 miles of spurdikes and the 3,906-foot length of the Morganza control structure)the upper Morganza floodway levee (length is 12.0 miles including3.0 miles which are a part of the mainline levee at Morganzacontrol structure); the lower Morganza floodway levee and the eastAtchafalaya Basin protection levee extending from the westMississippi River levee at Morganza, along the east side of theAtchafalaya Basin to a point approximately 6 miles south of MorganCity, in St. Mary Parish (length is 92.6 miles, of which 5.8 milesare maintained by the City of Morgan City and St. Mary Parish); the

west Atchafalaya Basin protection levee from Bayou Courtableau inSt. Landry Parish along the west side of the Atchafalaya Basin tothe Gulf Intracoastal Waterway below Berwick, in St. Mary Parish(length is 92.6 miles, of which 4.9 miles below the lowerAtchafalaya River are maintained by the Town of Berwick andSt. Mary Parish); the left descending Atchafalaya River levee fromBarbre Landing in Pointe .Coupee Parish to a point about 1.5 milesabove the head of Whiskey Bay Pilot Channel in St. Martin Parish(length is 51.1 miles); the right descending Atchafalaya Riverlevee from Bayou Courtableau in St. Landry Parish to a point belowButte Larose settlement in St. Martin Parish (length is 18.0miles); total length of levees in the district is 387.0 miles.

The levee inspection was conducted on October 1-2, 1991. Thelevees and floodwalls were very well maintained. An OUTSTANDINGrating is assigned.

d. MORGAN CITY

The protection system north of the Southern PacificRailroad is known as "Morgan City Front", consis"ts of 213 feet ofearthen levee, 1.3 miles of concrete floodwall, a pumping stationand 1600 feet of st.orm drainage facilities; south of the railroadis known as "Tiger Island", consists of 1.6 miles of levee 2000feet of concrete floodwall, a pumping station, and 2500 feet ofstorm drainage facilities.

The inspection was conducted on October 2, 1991. Theprotection system is well maintained and no significant maintenancedeficiencies were noted. An OUTSTANDING rating is assigned.

e. TOWN OF BERWIC1-:

The pro"tection system consists of 1.6 miles of levee. 0.9mile of concrete floodwall, and a gated drainage s"tructure "toprovide protection for a 32-inch storm sewer passing through thefloodwall.

The inspection was conducted on October 2. 1991. Portionsof the levee system were under construction to be'enlarged at thetime of the inspection; those sections were not included in theinspection. Overall, the levee and floodwall were well maintainedand no significant maintenance deficiencies were noted. AnOUTSTANDING rating is assigned.

f. ST. MARY PARISH

The protection system consists of 63 miles of levee. 11drainage pumping stations, drainage structures, and numerousculverts.

The inspection was conducted on October 3, 1991. Thelevees, pumping stations, and other drainage facilities were ~7ellmaintained. The East Bayou Sale levee was under construction tobe enlarged and six of the pumping stations were undergoingconstruction or maintenance improvements at the time of theinspection. An OUTSTANDING rating is assigned.

g. ORLEANS LEVEE DISTRICT

This district is responsible for maintaining 125.9 miles oflevees and floodwalls in Orleans Parish; 13.3 miles on the eastbank of the Mississippi River and 13.9 miles on the west bank, and98.7 miles along the shore of Lake Pontchartrain and canalsconnected thereto. The district also controls 22 miles of spillwayarea in lower Plaquemines Parish on the east banlt of theMississippi River from Bohemia Plantation to Ostrica; 8.3 miles ofthis reach are still protected by a levee.

The mainline river levees and floodwalls were inspected onOctober 8, 1991, and the hurricane protection levees wereinspected in June 1991. All levees and floodwalls were inexcellent condition. An OUTSTANDING rating is assigned.

h. WEST ,JEFFERSON LEVEE DISTRICT

This district is responsible for maintaining 20.2 miles oflevee on the west bank of the Mississippi River and 40 miles ofback levees, which are being upgraded under the West Bank HurricaneProtection Project, in Jefferson Parish.

The mainline river levee was inspected on October 23, 1991.The hurricane protection levees will not be inspected untilconstruction is completed. The river levees and floodwall segmentswere in excellent condition. There was one ongoing constructionproject underway to enlarge the levee in the Gretna area. AnOUTSTANDING rating is assigned.

This district is responsible for maintaining 61.3 miles oflevee on the west bank of the Mississippi River betweenDonaldsonville, LA, and the Jefferson-St. Charles Parish line.

The levee was inspected on October 24, 1991. The levee wasin excellent condition. There were two sections of levee underconstruction for enlargement and a third cont.ract had ~iust beenawarded. An OUTSTANDING rating is assigned.

This district is one of three levee districts under thedirection of the Plaquemines Parish Government and is responsiblefor maintaining 37 miles of levee on the west bank of theMississippi River from the Orleans-Plaquemines Parish line toapproximate river mile 44.0 AHP at Point Michel.

The inspection was conducted on October 25, 1991. Thelevee was well maintained. There was no work under construction.An OUTSTANDING rating is assigned.

k. BURAS LEVEE DISTRICT

This district is another one of the three levee districtsunder the direction of the Plaquemines Parish Government and isresponsible for maintaining 35 miles of levee on the west bank ofthe Mississippi River from Point Michel to Venice. LA, and 34.4miles of hurricane protection levees behind the river levee.

The river levee was inspected on October 25. 1991. Thelevee was well maintained. There were several ongoing constructionprojects underway to raise the river levee to an acceptablehurricane protection level. An OUTSTANDING rating is assigned.~

1. EAST JEFFERSON LEVEE DISTRICT

This district is responsible for maintaining 12 miles oflevee on the east bank of the Mississippi River and 17.5 miles ofhurricane protection levees and floodwalls along and adjacent toLake Pontchartrain. within Jefferson Parish.

The river levee and hurricane protection levees andfloodwalls were inspected on October 29. 1991. The levees andfloodwalls were exceptionally well maintained. There were twoconstruction projects underway to enlarge the hurricane protectionlevees. An OUTSTANDING rating is assigned.

m. PONTCHARTRAIN LEVEE DISTRICT

This district is responsible for maintaining 111 miles oflevee on the east bank of the Mississippi River from a point justbelow Baton Rouge to the Jefferson Parish line.

The levee was inspected on October 30. 1991. The levee.cattle guards. and fences were well maintained; no significantdeficiencies were noted. There was one construction ~Jrojectunderway to enlarge the levee. An OUTSTANDING rating is assigned.

n. METROPOLITAN COUNCIL OF BATON ROUGE

This department of p'-1.blic works is responsible formaintaining only 2 miles of levee on the east bank of theMississippi River at Baton Rouge.

The levee was inspected on October 30, 1991. The levee waswell maintained. The levee will be enlarged and the old asphaltslope pavement replaced next FY. An OUTSTANDING rating isassigned.

o. T-,AKE BORGNE BASIN LEVEE DISTRICT

This district is responsible for maintaining 12 miles oflevee on the east bank of the Mississippi River, 43 miles ofhurricane protection levees along and adjacent to the MRGO, 5pumping stations, and 19 internal drainage canals in St. BernardParish.

The mainline river levee was inspected on November 15.1991. The levee and sections of floodwall were well maintained.An OUTSTANDING rating is assigned.
