J. Paul Guy, P.Eng.Deputy Minister

Paul Guy was appointed as the Deputy Minister of the Department of Infrastructure on April 1, 2017. Paul had previously served as Deputy Minister for the GNWT’s Department of Public Works

and Services (PWS) since 2010 and held the position of Lead Deputy Minister for Infrastructure for the Government of the Northwest Territories (GNWT) since 2011.

During his time as Deputy Minister of PWS, Paul oversaw the consolidation of maintenance and utilities within the Department, as well as the consolidation of GNWT energy functions on April 1, 2015.

Paul has spent much of his career in Canada’s north. Prior to his appointment, Paul worked for the territorial governments in Rankin Inlet and Yellowknife. During this time he held various technical and senior management positions with the Departments of Transportation and PWS.Before joining the public sector, Paul worked in consulting engineering providing municipal and transportation engineering and project management services.

Over the years, Paul has contributed extensively to the Public Infrastructure Engineering Vulnerability Committee of Engineers Canada as well as the Northwest Territories and Nunavut Association of Professional Engineers and Geoscientists (NAPEG). Paul presently serves as the Chair of the Northwest Territories Power Corporation.

Wally SchumannMinister of Industry, Tourism and Investment

Wally Schumann was elected to the 18th Legislative Assembly of the Northwest

Territories in November of 2015 representing the riding of Hay River South. Wally has lived in Hay River the past 30 years.

Wally was selected for Cabinet in the role of Minister of Transportation and Minister of Environment and Natural Resources. Since September 2016 Minister Schumann became the Minister responsible for Industry, Tourism and Investment, Public Works and Services and Transportation. He became the first NWT Minister of Infrastructure on April 1, 2017.

Prior to territorial politics Minister Schumann served as President and Vice-President of the Hay River Métis Government Council. He was also a successful businessman.

An active member of the Hay River community, Wally volunteers and represented Boards on the Chamber of Commerce, Chamber of Mines Aboriginal Participation Committee and a Director for the NWT Manufacturer’s Association.

Minister Schumann enjoys jet boating and spending time at the family cottage with his family.

Helmut K. Johannsen, P.Eng, C.Arb, FCIArb

Helmut Johannsen, P.Eng., C.Arb., FCIArb. is Associate Counsel in the Vancouver office of Singleton Urquhart LLP. He is a lawyer, professional engineer and chartered arbitrator. His practice

includes all aspects of law related to construction, engineering and procurement in the infrastructure, energy and mining industries, including advising on and preparing procurement processes and contracts, acting as counsel in litigation and arbitration, and providing services as an arbitrator, mediator, Dispute Review Board Member and project neutral. He has represented contractors and owners in equal proportion over the years, as well as subcontractors, suppliers, architects and engineers. Helmut is: a Fellow and Past President of the Canadian College of Construction Lawyers; Fellow of the American College of Construction Lawyers; Fellow and Secretary of the International Academy of Construction Lawyers; vice-chair of the International Construction Projects Committee of the International Bar Association; director of the BC Arbitration and Mediation Institute; and member of the Dispute Resolution Board Foundation. He is recognized and listed in Who’s Who Legal (under each of Construction, Public Procurement and Mediation), as well as in Lexpert, Best Lawyers in Canada, Martindale-Hubbell, and Chambers Global (Band 1), and is a frequent speaker at national and international conferences.

PRESENTER BIOGRAPHIES

Stephen Revay, FCSC, CCC, CFCCStephen Revay, FAACE, FCSC, CCP, CFCC has been active for almost 40 years in the analysis of progress, productivity and cost on numerous construction projects. He has prepared or

evaluated productivity and/or schedule analyses, including quantification of claims on construction projects throughout Canada, in the United States, the Middle East, Asia and South America. He has been qualified as an expert witness in both litigation and arbitration. He has been appointed as the Project Neutral on a $2 billion industrial project. He has acted as both a mediator and as arbitrator on different disputes. Mr. Revay has authored articles for various construction periodicals and conducted numerous seminars on construction disputes and contract administration to owners and contractors alike. He frequently presents at in-house seminars and is a guest lecturer at the University of Calgary. He is a Past President of Construction Specifications Canada. Steve was also President of AACE® (Association for the Advancement of Cost Engineers International) an association of over 8,000 project control professionals from June 2010 to June 2011. Steve has recently been awarded Honourary Life in both AACE and CSC.

Kate Fane NWTAA Associate Member, LEED GASince joining Taylor Architecture Group in 2014, Kate has led TAG’s owner/tenant improvement and fit-up projects,

and provides interior design services to TAG’s architectural team on larger projects, developing programming, space planning, design development, interior finish and furniture concept development and specifications, and production of design and construction drawings.Prior to moving to Yellowknife, Kate worked with a Vancouver design-build company on modular, small-scale infill housing, delivering a full scope of services, and working collaboratively with both clients and sub-contractors. Kate also provided project management services for a LEED (Leadership in Energy and Environmental Design) Commercial Interiors project as part of her extensive volunteer work with the Cascadia/Canadian Green Building Council.

Dr. George Jergeas P.EngDr. George Jergeas P.Eng is a professor and Director of Project in the Schulich School of Engineering at the University of Calgary, where he has taught and researched in project management since

1994. George’s areas of focus are: contracting, contractual strategies and contract administration, collaborative relationships, and claims and disputes. George has over forty years of experience investigating cost overruns and delays on major capital projects (largely infrastructure and oil sands). George’s work centers on improving project alignment, and building and sustaining project teams, enhancing construction productivity, and making effective contractual arrangements, project governance and risk management. George has assisted project teams in oil sands developments, hospitals, roads and bridges, tunneling, LRT expansions and mining. George co-authored, “Risk Navigation Strategies for Major Capital Projects: Beyond the Myth of Predictability”, 2011 and the “Benevolent Dictatorship for Major Capital Projects”, 2017.

Michael GlasscoMichael Glassco is President of Sterling IAQ Consultants Ltd. and has been providing consulting services in the areas of indoor air quality, mould, hazardous materials (asbestos), occupational hygiene and

occupational health and safety field for over 27 years during which time he has managed and been responsible for hundreds of different projects across Canada and internationally.

Bob Sloat, Director Business Development – Western Canada, Surety Association of CanadaBob has extensive experience in the construction sector – in government (Alberta Housing &

Public Works; Alberta Municipal Affairs), industry associations at the national level, and private industry. He is a graduate in Engineering of the Royal Military College of Canada, and served in the Royal Canadian Navy.

John Clark, P.Eng., FECJohn is a civil engineer with a broad range of experience in municipal, transportation and environmental engineering.After moving to Yellowknife in 1981 John worked for the Government of the Northwest

Territories, Department of Public Works (now Infrastructure) for four years. He then joined a consulting engineering firm and spent the next 30 years of his career with various consulting engineering firms in Yellowknife completing many projects throughout the Northwest Territories and Nunavut.He rejoined the GNWT in 2016 with the Airports Division. With the formation of the Department of Infrastructure John joined the Design and Technical Services Division. In addition to airports engineering assignments his duties include general civil and drainage engineering.

PRESENTER BIOGRAPHIES

Bob’s career has included leading a mid-size construction company as President, and executive positions with a number of national trade associations. Based in Vancouver, he is responsible for representing the surety industry, including business development and government relations, in Western Canada. Perhaps his most important role is acting as a resource for public procurers in matters of contract security, focused on surety bonding. In that role, he has developed relationships with western Provincial and Territorial Government ministries and agencies; and has made many presentations to audiences comprised of procurement officers, project managers, legal counsel and others involved in the procurement of major projects in the west. He has been serving in his current role with the Surety Association of Canada since 2009.Bob’s current volunteer activities include chairing the Public Construction Council of BC (www.pccbc.com). The PCCBC membership is comprised of BC’s construction Associations together with larger public owners (including BC Hydro, Health Authorities, Colleges and Universities, and BC Government Ministries and agencies); its role is to improve the construction procurement process in BC through information sharing and education initiatives.

Patricia RussellPatricia recently came into the role of Occupational Health and Safety Specialist with the Department of Infrastructure bringing to the position ten years of experience in government policy, planning, development,

and implementation from the former Department of Transportation. Patricia’s government experience also includes developing and initiating the communications aspect of the Inuvik Tuktoyaktuk Highway construction project for that department. Her formal background involves the Radio and Television Arts program at Ryerson in Toronto which lead to over a decade of work in broadcast journalism with the CBC.

Art DurkeeArt Durkee, SCMP (Supply Chain Management Professional) has been in the Purchasing/Procurement and Supply Chain Management professions for over 35 years, with experience in the public and private sectors.

He has been with the GNWT for over ten years, currently as Manager of Quality Assurance and trainer and presenter of procurement workshops to vendors and GNWT staff. He also has taught night school courses in the Supply Management Training Diploma program offered through Aurora College.

Peter Blahnik, B. Comm, MSc.Peter Blahnik is a Senior Manager in the Major Capital Projects Advisory Services practice of Ernst & Young LLP. Peter brings significant professional services experience

working with the Public Sector, Utilities, and EPC firms across Canada, the United States, Argentina, and Eastern Europe. He specializes in program and project governance including process and controls. He has a Master of Science in International Project Leadership from SKEMA School of business in France, where he received in-depth training on PMI standards from the President of PMI France, and the Prince2 methodology from industry practitioners from the UK and at the World Bank. He also completed the Program on Negotiations for Senior Executives at Harvard University.

Steve KokeljDr. Steve Kokelj is a Permafrost Scientist with the Northwest Territories Geological Survey. For almost 20 years he has led research and monitoring projects which have involved bringing together southern-

based government and academic scientists with northern regulators and community members to investigate permafrost conditions and impacts of environmental change on northern landscapes and infrastructure. Steve has been recognized for his research contributions and his communication of results to northern communities and regulators.

Rebekka LindskoogRebekka Lindskoog, R.P.Bio. is a senior environmental scientist with more than 18 years of experience as an environmental professional. She is Associated’s Regional Manager for the NWT. Rebekka has extensive

experience managing large-scale multi-year projects and overseeing interdisciplinary project teams. She works closely with clients to determine project objectives and leads the project team to deliver on client expectations. Rebekka is currently managing Phase I, II, and III Environmental Site Assessments (ESAs), HBMAs, fuel spill investigations, waste characterization surveys, and remedial action plans for a variety of clients in NWT.

Alexis CampbellAlexis Campbell is an Environmental Analyst with the GNWT Department of Infrastructure. She joined the Department of Transportation as an intern in 2014 and has since worked on various projects

including the Inuvik-Tuktoyuktuk Highway.

Kevin McLeodKevin is the Assistant Deputy Minister of Asset Management at the GNWT Department of Infrastructure. The Asset Management branch encompasses a wide span of program areas associated with

the delivery and maintenance of both vertical and horizontal infrastructure.

Ed Hoeve, P.Eng.Ed is a senior geotechnical engineer with 35 years of Northern experience, the last 29 of those gained while based in Yellowknife, working on projects focused on community infrastructure throughout

the Northwest Territories and Nunavut. He is thoroughly familiar with the practical constraints on foundation and earthworks design and construction in the north, and is recognized as a local authority in this regard. He has been engaged in consulting practice his entire career and has developed an awareness of the perspectives of other members of a project team, such as owners, architects, structural engineers and contractors. Thus, he is able to collaborate with a project team so that geotechnical considerations are addressed on a project in a practical and effective manner.

Colin Avey Colin Avey is the Geomatics Applications Specialist with the GNWT Centre for Geomatics in Yellowknife NWT.Colin has been involved in programs and activities that develop the use of Earth

Observation (EO) technologies and applications for over 20 years, and is active in providing geospatial and remote sensing products and services for GNWT monitoring activities.From 2012 to present the NWT CCAdapt InSAR Community Monitoring Program has utilized InSAR (Interferometric Synthetic Aperture Radar) techniques for permafrost related ground motion and active- layer dynamics over communities in the Northwest Territories.

Colin Charlton, C.E.T.Colin Charlton is a Yellowknife based Project Manager for Ollerhead & Associates Ltd. with over 20 years of experience in the legal, construction and mine surveying fields. Since 2010, Colin has lead the development

of the first northern based UAV and Terrestrial LIDAR service for high resolution spatial data acquisition. As liaison between federal and territorial government agencies, Colin operates with full Transport Canada certification in the Northwest Territories and Nunavut. Recent UAV projects include sub-centimeter high resolution mapping for asphalt predictive maintenance cataloguing, engineering earthwork modelling, and detailed property asset management.

Judy KainzJudy has over 30 years of safety experience, working in a variety of industries from manufacturing, construction, and utilities, and for the last nine years as a member of WSCC’s Prevention Services

Team. In her current role as Director of Prevention and Employer Services, Judy leads a group whose primary responsibility is educating, collaborating, and enforcing the Safety Act and OHS Regulations for the Northwest Territories and Nunavut.
